<strong>of</strong> further investigation before the Board is through” <strong>and</strong> he asked<br />

if Kimmel would provide his source. Kimmel agreed to “cooperate<br />

to the best <strong>of</strong> my ability, in conformity with the restrictions which<br />

[had] been imposed upon me.” 71<br />

Th e APHB members could not then pursue Kimmel’s leads<br />

as they were fl ying to San Francisco <strong>and</strong> <strong>Pearl</strong> <strong>Harbor</strong> to question<br />

other witnesses. Kimmel’s testimony raised new questions.<br />

Grunert wrote Marshall another letter saying he wanted to ask<br />

Marshall about information “brought to the attention <strong>of</strong> the<br />

Board, which it did not have when you testifi ed” before. 72<br />

APHB Flies to San Francisco <strong>and</strong> Hawaii<br />

En route to <strong>and</strong> from Hawaii, 73 the Board stopped in San<br />

Francisco to investigate charges <strong>of</strong> shoddy construction carried<br />

out for the Army by the Hawaiian Constructors. 74 In Hawaii, the<br />

board asked Army <strong>of</strong>fi cers <strong>and</strong> local businessmen about Short’s<br />

preparations for the isl<strong>and</strong>s’ defense. Generally speaking, they<br />

approved <strong>of</strong> Short’s defense preparations. And except for a few<br />

Japanese connected with the consulate, American businessmen<br />

did not question the loyalty <strong>of</strong> most ethnic Japanese. 75<br />

Th e APHB members left Hawaii for Washington on<br />

September 13 76 <strong>and</strong> resumed their hearings on September 26.<br />

Only when they were back in Washington were the Grunert<br />

Board members able to follow up on Kimmel’s revelations. And<br />

the board did not actually obtain copies <strong>of</strong> the documents on<br />

which they were based until October 6, when the board was<br />
