FDR signed the joint resolution against the advice <strong>of</strong> Secretary<br />

<strong>of</strong> War Stimson <strong>and</strong> Knox. In signing, he stated that he was sure<br />

the Congress did not intend that the investigation . . . should<br />

be conducted in a manner which would interrupt or interfere<br />

with the war eff ort. On the strength <strong>of</strong> this confi dence I have<br />

approved the resolution. 59<br />

Th us, by appearing to approve further investigations <strong>of</strong> <strong>Pearl</strong><br />

<strong>Harbor</strong>, the politically astute president succeeded in shifting the<br />

responsibility for any delay to his secretaries.<br />
