Chapter-7<br />
The Advisor to the Prime Minister on Finance and Economic Affairs approved the following recommendation<br />
of the Federal Task Force on Delegation of Powers to Project Authorities/ Implementing<br />
Agencies (Annexure-XLIII):<br />
"In accordance with NEC decision dated 4-7-1988, the <strong>Planning</strong> & <strong>Development</strong> Division should monitor<br />
at least 300 projects and evaluate 50 completed projects every year <strong>for</strong> which additional resources should<br />
be provided by the Ministry of Finance. The monitoring/evaluation reports should regularly be submitted<br />
to the ECNEC".<br />
iv) Quarterly Summaries to ECNEC:<br />
<strong>Projects</strong> Wing should regularly send monitoring reports to the sponsoring/executing agencies <strong>for</strong> taking<br />
remedial measures. A quarterly report should be submitted to the ECNEC on the monitoring/ evaluation<br />
of projects.<br />
v) Item-wise Cost Monitoring:<br />
The monitoring cells should undertake itemized cost monitoring in relation to the market price<br />
independently of the costs given in the PC-I or tenders. Monitoring of costs <strong>for</strong> procurement of<br />
machinery/equipment, building construction and other miscellaneous items should be carried out through<br />
well-reputed consultants.<br />
vi) Establishment of <strong>Projects</strong> Division & Training Institute:<br />
<strong>Projects</strong> Division and an Institute of Project Preparation and Management should be set up at the Federal<br />
level. Provinces should establish Project Cells and make full use of the proposed Institute.<br />
vii) Computerization of Monitoring and Evaluation:<br />
Computerization should be used <strong>for</strong> monitoring and evaluation of projects.<br />
