1.35 While structuring the PSDP, the following strategies are adopted:<br />
(a) Federal Vs Provincial <strong>Projects</strong><br />
At present a major share of the total <strong>Development</strong> Programme is allocated to Federal projects<br />
which relate to major infrastructural sectors, like Transport & Communication and Energy,<br />
while the remainder is allocated to the Provincial <strong>Development</strong> Programme. Of the total<br />
Provincial <strong>Development</strong> Programme, 10% is allocated as a special allocation to NWFP and<br />
Balochistan while the remaining 90% is allocated among the four provinces on population<br />
basis. In addition, the Federal Government allocates funds to the provinces to cover essential<br />
provincial projects under the Special <strong>Development</strong> Programme, which cannot be included in the<br />
Provincial ADPs due to the resource constraint.<br />
(b) On-going Vs New <strong>Projects</strong><br />
Preference is accorded to on-going projects <strong>for</strong> their early completion. At present some 80% of<br />
the total development expenditure is allocated to on-going projects and the remainder to new<br />
projects.<br />
(c) Foreign-Aided <strong>Projects</strong><br />
It is to be ensured that aided projects are duly funded in accordance with the agreement signed<br />
with the donor agencies.<br />
1.36 The allocation of funds is done in the light of the PSDP call letter issued annually by the<br />
Programming Section (Annexure-I). While selecting the projects <strong>for</strong> allocations, the following<br />
order of priority is generally maintained:<br />
(a) On-going projects at a fairly advanced stage of implementation.<br />
(b) Foreign-aided projects with high national priority.<br />
(c) <strong>Projects</strong> dealing with emergencies, such as flood relief, etc.<br />
(d) Newly approved projects.<br />

1.37 Consideration in making allocations depends on whether the project <strong>for</strong>ms part of the<br />
Five-Year or Annual Plan.<br />
1.38 The PSDP <strong>for</strong>mulated by the <strong>Planning</strong> and <strong>Development</strong> Division, in consultation with all<br />
the Ministries, is considered by the Inter-Ministerial Priorities Committee and the Annual Plan<br />
Coordination Committee (APCC). On its clearance by the APCC, the <strong>Planning</strong> and<br />
<strong>Development</strong> Division prepares a detailed summary <strong>for</strong> consideration of the National Economic<br />
Council (NEC), the highest decision-making body, chaired by the Prime Minister of Pakistan.<br />
