Government of Pakistan, Islamabad;<br />
iii) Economic Affairs Division (in the case of <strong>for</strong>eign-aided projects);<br />
iv) Concerned Financial Advisor of the Administrative Division etc.;<br />
v) <strong>Planning</strong> and <strong>Development</strong> Departments/Line Departments (in case of provincial projects).<br />
7.18 This method of progress reporting is based on the "Rules of Procedure <strong>for</strong> Economic Council,<br />
<strong>Planning</strong> <strong>Commission</strong> and <strong>Planning</strong> Sub-<strong>Commission</strong>s", issued by the <strong>for</strong>mer Ministry of Economic<br />
Affairs, in September, 1952. The PC-III Pro<strong>for</strong>ma has been in use since then with some modifications.<br />
The most important thing <strong>for</strong> progress reporting is that financial and physical progress and bottlenecks<br />
should be reported realistically and promptly by a Project Director/Executing Agency.<br />
7.19 The project progress should be monitored on the basis of the project implementation schedule.<br />
Progress reports are essential <strong>for</strong> fact-finding so that specialists can concentrate on problem solving.<br />
Project Directors should ensure that proper procedures <strong>for</strong> reviewing and responding to progress reports<br />
are established and followed. Progress reports should summarize all important aspects of the projects. If<br />
projects are executed by several agencies, the main executing agency should be designated to collect and<br />
integrate the reports prepared by other agencies. Sponsoring agencies should be responsible to<br />
computerize all in<strong>for</strong>mation under Management In<strong>for</strong>mation System (MIS) already developed by them.<br />
MIS should be set up by each sponsoring agency.<br />

7.20 Recognizing the need <strong>for</strong> monitoring/review of projects at high level, the Cabinet at its meeting held<br />
on April 2, 1990 took the following decision:<br />
(a) Monitoring/review procedure at a high level should be introduced <strong>for</strong> projects in the following<br />
sectors:<br />
