Governor NWFP is empowered to sanction FATA schemes to<br />

the extent permissible in respect of Provincial schemes i.e. all<br />

FATA schemes costing upto and including Rs 60.00 million<br />

(Non-recurring) after they have been processed by the<br />

PDWP.<br />

6.11 The above said powers are in respect of Public Sector projects. However, if a project has<br />

been rejected by the Prime Minister, processing it through DDWP/CDWP/ECNEC becomes<br />

redundant (Annexure-XX/B). The Cabinet in its meeting held on 11-12-1995 reviewed its earlier<br />

decision regarding construction of administrative buildings in Islamabad taken in its meeting held<br />

on 3rd July, 1995 (Case No.244/14/95) and decided that no administrative/office buildings should<br />

be constructed by any Federal Government department or corporation throughout Pakistan without<br />

prior approval of the Cabinet. Summaries in this regard should reflect the views of the <strong>Planning</strong><br />

and <strong>Development</strong> Division (Annexure-XXC). The cases relating to the private sector are generally<br />

referred to the Economic Coordination Committee of the Cabinet, whose Charter is at Annexure-<br />

XXI.<br />

6.12 The Provincial Government's projects are presently considered in the meetings of the<br />

Provincial <strong>Development</strong> Working Party (PDWP) chaired by the Additional Chief Secretary (Dev)<br />

in the provinces of Balochistan, Sindh and NWFP. The PDWP in the Punjab province is headed by<br />

the Chairman, <strong>Planning</strong> & <strong>Development</strong> Board. Corresponding to these bodies, there exists in the<br />

Federal Government, Departmental <strong>Development</strong> Working Parties (DDWP) in the<br />

Ministries/Divisions headed by their Secretaries with the Financial Advisors and others concerned<br />
