Project Description<br />

4.8 The description of the project should provide in<strong>for</strong>mation pertaining to its physical features and<br />

technical aspects. It should also include its justification and rationale, in addition to a brief account of the<br />

work done in the past, the feasibility study undertaken and Government instructions and policies on the<br />

subject. Project description is indeed a synopsis of the entire project and has to be given in a manner that<br />

the appraising and sanctioning authority is enabled to appreciate its broad aspects without having to go into<br />

the minute details.<br />

Project Objectives and Targets<br />

4.9 While preparing a project, particular heed has to be paid to the objectives and targets it would achieve<br />

in terms of the goals and targets set out in the Five Year Plan. Besides, its relationship with the other<br />

projects of the same sector/sub-sector should be shown over and above an indication of its own<br />

contribution, in quantifiable terms, to an integrated programme or the five year plan. In this regard, the<br />

sponsors have to obtain in<strong>for</strong>mation from other related agencies by personal contact or correspondence.<br />

The desired in<strong>for</strong>mation can also be obtained by consulting the various published documents like the Five<br />

Year Plan, Annual Plan of the <strong>Planning</strong> <strong>Commission</strong>, Economic Survey of the Finance Division and<br />

statistical data periodically published by the Statistics Division. Under the head 'Objective', it is also to be<br />

stated whether the output would be used <strong>for</strong> import substitution or export promotion or meeting the<br />

increased domestic demand or a combination of these. The technology to be adopted and the source of<br />

supply of machinery and equipment should also be mentioned.<br />

Project Scope<br />

4.10 While giving the scope of the project, the sponsors should indicate in quantitative terms the proposed<br />

facilities which would become available from its implementation. In<strong>for</strong>mation is also required to be given<br />

in respect of the following:<br />

i) Demand <strong>for</strong> output, with its basis.<br />

ii) Existing position regarding<br />

(a) capacity<br />

(b) Actual supply of output<br />

iii) The gap that the project is going to fill between the supply and demand.<br />
