devised by the Task Force <strong>for</strong> filling in PC-Is and II pro<strong>for</strong>mae are at Annexure-III. These<br />

guide-lines should be strictly followed while preparing PC-Is/II projects.<br />

1.51 The PC-I <strong>for</strong>m comprises four parts. Part 'A' is the "Project Digest", containing eight<br />

questions which are more or less common to all sectoral PC-Is <strong>for</strong>ms. These require mainly<br />

in<strong>for</strong>mation on: (i) name of project, (ii) authorities responsible <strong>for</strong> sponsoring and executing of<br />

the project, (iii) completion period, (iv) a summary of cost in detail and (v) objectives of the<br />

project. Part 'B' entitled "Project Description and Financing", <strong>for</strong>ms the core of the PC-I. The<br />

precise nature and <strong>for</strong>m of the questions varies from sector to sector. The principal in<strong>for</strong>mation<br />

asked <strong>for</strong> includes: (i) location, (ii) market analysis, (iii) general description and justification,<br />

(iv) operating or recurrent cost estimates, (v) technical description, (vi) capital cost estimates,<br />

(vii) unit costs, sectoral benefits, cash flow, financing arrangements, <strong>for</strong>eign exchange<br />

component, risk analysis, beneficiaries participation etc. Part 'C' deals with "Project<br />

Requirements". The in<strong>for</strong>mation sought in this part includes: (i) manpower requirements during<br />

implementation, (ii) physical and other facilities required and (iii) materials, supplies and<br />

equipment. Part 'D' deals with enviroumental aspects. It includes in<strong>for</strong>mation required in respect<br />

of (i) impact assessment undertaken separately in case of water, sewerage and solid waste and<br />

(ii) recommendations alongwith the measures to be taken to control environmental pollution.<br />

Low Cost PC-I Pro<strong>for</strong>ma<br />

1.52 A separate PC-I <strong>for</strong>m <strong>for</strong> the small development projects costing upto Rs 1.00 million<br />

(non-recurring) should be used in respect of all the sectors, instead of comprehensive PC-I <strong>for</strong>m<br />

<strong>for</strong> each sector.<br />

PC-II Pro<strong>for</strong>ma<br />

1.53 PC-II is required <strong>for</strong> conducting surveys and feasibility studies, in respect of larger<br />

projects, intended to get full justification <strong>for</strong> undertaking the project be<strong>for</strong>e large resources are<br />

tied up with them.<br />

PC-III Pro<strong>for</strong>ma<br />

1.54 PC-III <strong>for</strong>m is designed to furnish in<strong>for</strong>mation on the progress of on-going projects on<br />

quarterly basis and is required to be submitted by the executing agencies/departments within 20<br />

days of the closing of each quarter. This <strong>for</strong>m gives financial as well as physical progress of the<br />

schemes with in<strong>for</strong>mation on any bottlenecks experienced during the execution of a project.<br />

PC-IV & V Pro<strong>for</strong>mae<br />

1.55 PC-IV <strong>for</strong>m is required to be submitted at the time when the project is adjudged to be<br />

complete while the PC-V <strong>for</strong>m is to be furnished on an annual basis <strong>for</strong> a period of five years by<br />

the agencies responsible <strong>for</strong> operation and maintenance of the projects.<br />

1.56 Sectoral PC-I pro<strong>for</strong>mae, Low Cost PC-I <strong>for</strong>m and PC-II, III, IV and V <strong>for</strong>ms, currently in<br />

use, are given in Annexure-II.<br />
