10.1 The financial and technical assistant to NGOs had been a major concern of the Government as they<br />
have played a vital role in alleviating human suffering, filling the gaps left over by direct social services<br />
(education, health among others), meeting social needs and resolving social problems of the people<br />
caused by social economic deprivation, viz ill health, illiteracy, ignorance poverty.<br />
10.2 The increasing interest shown by the International Donor Agencies like CIDA, TVO's and SPO,<br />
etc, necessitated streamlining of <strong>for</strong>eign assistance programme to NGOs in the country. The<br />
Government of Pakistan in pursuance of a decision taken on a summary <strong>for</strong> the ECC decided to<br />
establish the Standing Committee on NGOs in the EAD in September, 1987 (Annexure-XLVII) to<br />
consider the proposals <strong>for</strong> financing non governmental organizations (NGOs) from <strong>for</strong>eign assistance<br />
funds. The composition and major functions of the Committee are as under:<br />
