monitor the procurement process. These consultants had been selected in accordance with IDA/World<br />

Bank guidelines to include prior IDA review of the selection process of all contracts costing equivalent of $<br />

100,000 or more.<br />

9.22 To assist implementing agencies in per<strong>for</strong>ming their procurement function in accordance with agreed<br />

procedures, the consultants carry out a review of the first five contracts prior to award, and the prior review<br />

of all contracts above $ 50,000. In addition, the consultants also per<strong>for</strong>m ex-post review of the remaining<br />

procurement documents on a sample basis. IDA per<strong>for</strong>ms a prior review of all procurement requirements<br />

which will be conducted using International Competitive Bidding (ICB) procedures as well as all<br />

procurement documents <strong>for</strong> contracts costing equivalent of $ 200,000 or more.<br />

c) Financial Limits <strong>for</strong> Procurement<br />

9.23 All civil works and goods, vaccines, pesticides and equipment to be financed out of procedures of the<br />

project estimated to cost equivalent of $ 300,000 or less per contract, upto an aggregate amount not to<br />

exceed $ 5 million <strong>for</strong> vaccines, medicines, supplies and pesticides and $ 1 million <strong>for</strong> equipment, may be<br />

procured under contracts awarded on the basis of competitive bidding, advertised locally in accordance<br />

with procedures satisfactory to the IDA/World Bank. According to the IDA/World Bank procurement<br />

Guidelines, the goods, vaccines, medicines, supplies and equipment to be financed out of proceeds of the<br />

project estimated to cost $ 25,000 or less per contract, upto an aggregate amount not to exceed the<br />

equivalent of $ 500,000 per agency, may be procured on the basis of prudent shopping i.e. by inviting<br />

limited tenders, say three quotations.<br />
