succeeded in establishing a system of receiving detailed reports from the provinces on regular basis. It has<br />

also established the capacity to provide financial and technical assistance to the Federal and Provincial<br />

Governments <strong>for</strong> implement-ation of SAP. It generally monitors SAP activities through provincial visits<br />

with the donor's missions and also through technical group meetings to discuss issues and <strong>for</strong>mulate<br />

policies and procedures. The MSU also concentrates on financial flows and policy re<strong>for</strong>ms.<br />

iv) Provincial SAP Coordination Committee (PSCC):- The PSCC monitors SAP activities and meets<br />

every quarter to review the progress. It holds regular meetings to discuss the progress of SAP activities and<br />

monitors financial and policy re<strong>for</strong>ms. It also tries to resolve operational issues.<br />

v) Provincial Finance Department:- It is responsible <strong>for</strong> planning and monitoring of SAP related funds.<br />

The main role of the finance department is to ensure that the budgets are within the available resources and<br />

the financial guidelines are followed. At the implementation stage, it is their responsibility to ensure that<br />

the funds are available to the line departments on time. It is also their function to monitor releases against<br />

the annual budget allocations.<br />

vi) Provincial P&D Departments and Provincial SAP Coordinators:- Monitoring of implementation of<br />

all policies and programmes, including aggregating in<strong>for</strong>mation of line departments, is their responsibility.<br />

P&D Department is responsible <strong>for</strong> the development activities and thus monitors the preparation and<br />

implementation of the development budget. The schemes are prepared by the line departments and<br />

reviewed by <strong>Planning</strong> and <strong>Development</strong> Department. The P&D Department monitors the implementation<br />

of development programmes on the basis of the monthly progress reports of the Communication and<br />

Works (C&W) Department/ concerned executing agencies.<br />

vii) Line Departments (Administrative/ Attached Departments):- Line departments monitor the works<br />

of their attached departments. The attached departments are the main implementing bodies and are<br />

responsible <strong>for</strong> ensuring that all the policies and plans are being implemented in an efficient and effective<br />

manner. The administrative departments have planning cells which are responsible <strong>for</strong> preparation and<br />

monitoring of attached department activities and provide feed-back to the higher level. They also provide<br />

coordination between the attached department, Finance, P&D, C&W, Departments etc. In general, line<br />

departments have to collect in<strong>for</strong>mation from the attached departments on regular basis.<br />

viii) SAP Cells:- SAP Cells have been set-up in the line departments and attached departments in order to<br />

monitor SAP activities. Their main role at present is to collect and provide SAP related in<strong>for</strong>mation to the<br />

higher authorities.<br />

ix) Review Meetings:- The main purpose of these review meetings is to assess physical and financial<br />

implementation status of SAP schemes. These are extremely useful exercises and provide feedback <strong>for</strong><br />
