198. Limited demonstrations were reported in a number <strong>of</strong> districts in<br />

Manama and in neighbouring villages. These included a rally <strong>of</strong> over 100<br />

people in <strong>the</strong> Sabah Al Salem area and a similar ga<strong>the</strong>ring in <strong>the</strong> Karzakan<br />

neighbourhood. Some clashes occurred between riot control forces and<br />

protesters in various locations, including Sitra, Bani Jamra and Tashan, which<br />

led to minor injuries among both police and protesters. Among those injured<br />

in <strong>the</strong>se confrontations was one person who sustained an injury caused by a<br />

rubber bullet.<br />

199. No applications were made to obtain authorisation for any<br />

demonstrations as required by Emiri Decree Law No. 18 <strong>of</strong> 1973 on <strong>the</strong><br />

Organisation <strong>of</strong> Public Meetings, Rallies and Assemblies.<br />

Monday, 14 February 2011<br />

200. Demonstrations and political rallies erupted throughout <strong>Bahrain</strong>. No<br />

applications were made for permission to demonstrate on 14 February.<br />

None<strong>the</strong>less, police were deployed in various areas <strong>of</strong> Manama and<br />

neighbouring villages in anticipation <strong>of</strong> demonstrations. These protests varied<br />

in size and political orientation. Some were confined to specific locations in<br />

Manama and o<strong>the</strong>r cities, while o<strong>the</strong>rs took <strong>the</strong> form <strong>of</strong> street marches and<br />

rallies that began in certain neighbourhoods and moved towards <strong>the</strong> main<br />

roads near those areas. The numbers <strong>of</strong> people participating in <strong>the</strong>se protests<br />

ranged from tens <strong>of</strong> persons to over 1,000 persons. The total number <strong>of</strong><br />

protesters participating in demonstrations throughout <strong>the</strong> country that day was<br />

estimated to be over 6,000. The slogans raised during <strong>the</strong>se demonstrations<br />

varied, with some focusing on political grievances and o<strong>the</strong>rs adopting socioeconomic<br />

demands.<br />

201. In anticipation <strong>of</strong> <strong>the</strong> potential injuries that could arise out <strong>of</strong> <strong>the</strong>se<br />

demonstrations, <strong>the</strong> SMC administration declared a state <strong>of</strong> emergency in <strong>the</strong><br />

hospital.<br />

202. The earliest recorded demonstration began at 05:30 in Nuwaidrat. It<br />

was reported to have started at <strong>the</strong> Sheikh Ahmad Mosque and moved towards<br />

<strong>the</strong> main road. As <strong>the</strong> demonstration proceeded, <strong>the</strong> number <strong>of</strong> participants<br />

reached around 300. At this point, upon determining that <strong>the</strong> demonstration<br />

was unauthorised, riot police began taking measures to disperse <strong>the</strong><br />

demonstrators. A number <strong>of</strong> demonstrators were wounded and one was<br />

hospitalised.<br />

203. Meanwhile, around 30 people ga<strong>the</strong>red at a roundabout in Nuwaidrat<br />

with posters calling for constitutional and political reform. Police did not<br />

confront <strong>the</strong>se demonstrators.<br />

204. As <strong>the</strong> day proceeded, protests increased in size and spread to various<br />

parts <strong>of</strong> <strong>Bahrain</strong>. Police continued to confront unauthorised demonstrations<br />

and attempted to disperse <strong>the</strong>m. These included a ga<strong>the</strong>ring <strong>of</strong> around 150<br />

people in Al Diraz, which clashed with police leading to <strong>the</strong> hospitalisation <strong>of</strong><br />

three demonstrators. Similarly, one demonstrator was wounded when police<br />

blocked a rally <strong>of</strong> around 200 demonstrators in Sanabis. Demonstrations <strong>of</strong><br />

varying sizes were also reported in o<strong>the</strong>r villages and neighbourhoods. These<br />
