had conducted <strong>the</strong>mselves in accordance with <strong>the</strong> applicable laws and<br />

regulations, and that <strong>the</strong>re were no grounds to press charges.<br />

Unattributed Deaths<br />

Case No. 35 - Aziz Jumaa Ali Ayyad<br />

1046. On 17 March 2011 Lieutenant Aziz Jumaa Ali Ayyad was<br />

pronounced dead. The death certificate states that <strong>the</strong> cause <strong>of</strong> death was a<br />

heart attack.<br />

1047. The <strong>Commission</strong> received information that a relative <strong>of</strong> <strong>the</strong> deceased<br />

telephoned him at approximately 01:30 on 16 March 2011 and again at around<br />

03:00. A colleague <strong>of</strong> <strong>the</strong> deceased answered <strong>the</strong> telephone and informed <strong>the</strong><br />

relative that <strong>the</strong> deceased was busy and that everything was fine and he would<br />

call her once he had finished work. At approximately 23:30 on 24 March, an<br />

unknown person called <strong>the</strong> deceased’s house and informed <strong>the</strong> family that <strong>the</strong><br />

deceased had passed away. On 25 March 2011, <strong>the</strong> family collected <strong>the</strong> body<br />

<strong>of</strong> <strong>the</strong> deceased and noted that <strong>the</strong>re were signs <strong>of</strong> electric shocks on <strong>the</strong> body.<br />

Although <strong>the</strong>re were marks on his hands, chest and stomach (including a<br />

piercing), BDF Hospital indicated that he had died due to a heart attack.<br />

1048. The exact circumstances <strong>of</strong> <strong>the</strong> death are unknown, and consequently<br />

<strong>the</strong> <strong>Commission</strong> is unable to determine whe<strong>the</strong>r <strong>the</strong>re was an excessive use <strong>of</strong><br />

force or to attribute this death to a particular agency or group <strong>of</strong> civilians.<br />

f) Deaths That Took Place Outside The<br />

<strong>Commission</strong>’s Temporal Mandate<br />

1049. There were 11 deaths that took place outside <strong>the</strong> <strong>Commission</strong>’s<br />

temporal mandate. The <strong>Commission</strong> has never<strong>the</strong>less considered <strong>the</strong>se deaths.<br />

Case No. 36 - Zainab Ali Ahmed 537<br />

1050. At 17:30 on 2 June 2011, Zainab Ali Ahmed was pronounced dead.<br />

The death certificate states that <strong>the</strong> cause <strong>of</strong> death was a sharp decline in<br />

circulation and respiration. The certificate also states that <strong>the</strong> deceased<br />

suffered from asthma.<br />

1051. The <strong>Commission</strong> received information that at approximately 16:30 on<br />

2 June 2011, police began firing tear gas and sound bombs in Sanabis. The<br />

deceased was standing outside telling her relative to enter <strong>the</strong> house when tear<br />

gas was fired extensively in <strong>the</strong> surrounding area. A relative stated that <strong>the</strong><br />

deceased inhaled <strong>the</strong> tear gas and fell over. An ambulance was called and<br />

arrived after 25 minutes. Ano<strong>the</strong>r relative stated that he accompanied <strong>the</strong><br />

deceased in <strong>the</strong> ambulance, but <strong>the</strong>y experienced delays at checkpoints where<br />

he was questioned and insulted. The relative stated that <strong>the</strong> ambulance driver<br />

was also questioned and that this occurred at two checkpoints, delaying <strong>the</strong>ir<br />

arrival at SMC. The ambulance driver was providing treatment to help Ms<br />

537 One statement provided to <strong>the</strong> <strong>Commission</strong>.<br />
