Section A – Deaths Arising Out <strong>of</strong> <strong>the</strong> Events<br />

Part 1 – Deaths Arising out <strong>of</strong> <strong>the</strong> Events<br />

a) Factual Background 456<br />

848. Between 14 February and 15 April 2011, <strong>the</strong>re were 35 deaths that<br />

were linked to <strong>the</strong> unrest in <strong>Bahrain</strong> during that period. 457 The circumstances<br />

that resulted in <strong>the</strong> deaths <strong>of</strong> <strong>the</strong>se 35 individuals can be summarised as<br />

follows:<br />

a. Civilian deaths attributed to security forces<br />

A total <strong>of</strong> 13 civilians 458 died during <strong>the</strong> relevant period and <strong>the</strong>se<br />

deaths are attributable to Security Forces. Of <strong>the</strong>se deaths, 10 are<br />

attributable to <strong>the</strong> Ministry <strong>of</strong> Interior (MoI), 459 two are<br />

attributable to <strong>the</strong> <strong>Bahrain</strong> Defence Force (BDF), 460 and <strong>the</strong>re is<br />

one death which is attributable to security forces but which <strong>the</strong><br />

<strong>Commission</strong> is unable to attribute to a specific GoB agency. 461<br />

b. Deaths attributed to torture<br />

Five persons allegedly died as a result <strong>of</strong> torture. 462 Three <strong>of</strong> <strong>the</strong>se<br />

deaths occurred while <strong>the</strong> deceased persons were in <strong>the</strong> custody <strong>of</strong><br />

<strong>the</strong> MoI at Dry Dock Detention Centre. 463 One death occurred at<br />

<strong>the</strong> BDF Hospital after <strong>the</strong> deceased had been transferred from <strong>the</strong><br />

custody <strong>of</strong> <strong>the</strong> National Security Agency (NSA). 464 One death<br />

occurred four days after <strong>the</strong> individual was released from <strong>the</strong><br />

custody <strong>of</strong> <strong>the</strong> MoI at Dry Dock Detention Centre. 465<br />

c. Civilian deaths not attributable to a perpetrator<br />

Eight civilians died during <strong>the</strong> relevant period and <strong>the</strong>se deaths are<br />

not attributable to a perpetrator. 466<br />
