voluntarily attempted to leave <strong>the</strong> hospital at this time were arrested at a<br />

checkpoint erected by <strong>the</strong> army at <strong>the</strong> entrance to <strong>the</strong> Emergency Section <strong>of</strong><br />

SMC. It is also alleged that persons in need <strong>of</strong> medical attention were<br />

prevented from accessing SMC or were too scared to go <strong>the</strong>re due to <strong>the</strong><br />

ongoing clearance operation.<br />

790. One individual was admitted to SMC on 17 February 2011 after<br />

sustaining injuries from birdshot in <strong>the</strong> eye and face. He claimed that on 17<br />

March 2011 he felt it was no longer safe to remain in <strong>the</strong> hospital as he had<br />

seen soldiers in military fatigues entering <strong>the</strong> hospital. 417 He decided to leave<br />

<strong>the</strong> hospital even though he had not yet completed treatment. He alleged that<br />

at <strong>the</strong> exit <strong>of</strong> <strong>the</strong> Emergency Section a masked police <strong>of</strong>ficer in a blue uniform<br />

stopped him and demanded to see his medical records and hospital discharge<br />

forms. This individual was <strong>the</strong>n arrested and taken by police car to Naim<br />

police station, where he was detained.<br />

791. One doctor stated that on 16 March 2011 she was on call and she saw<br />

men in military uniform, blue police uniforms and individuals in civilian<br />

clo<strong>the</strong>s physically abuse a nurse and a number <strong>of</strong> civilians. 418<br />

792. Human Rights Watch reported that patients arriving at SMC with<br />

injuries resulting from <strong>the</strong> use <strong>of</strong> force by police (e.g. injuries caused by<br />

birdshot, sound bombs, tear gas and live ammunition) were detained and/or<br />

interrogated:<br />

On March 28 Human Rights Watch entered <strong>the</strong> SMC’s emergency<br />

room building after going through several checkpoints in an<br />

ambulance that was transferring from a private hospital to SMC a<br />

patient who had sustained pellet-gun injuries. Once inside,<br />

Human Rights Watch noticed groups <strong>of</strong> security and military<br />

<strong>of</strong>ficers, many <strong>of</strong> <strong>the</strong>m walking around <strong>the</strong> halls <strong>of</strong> SMC with<br />

guns and black balaclava masks covering <strong>the</strong>ir faces. The several<br />

dozen security and military <strong>of</strong>ficers <strong>the</strong>re at that time appeared to<br />

outnumber <strong>the</strong> patients <strong>the</strong>n in and near <strong>the</strong> emergency building.<br />

As soon as <strong>the</strong> patient was transferred to an emergency room bed,<br />

Human Rights Watch witnessed at least five security and military<br />

personnel surround <strong>the</strong> patient and question him regarding <strong>the</strong><br />

circumstances <strong>of</strong> his injury. Human Rights Watch has been<br />

unable to obtain information about his subsequent well-being or<br />

whereabouts. 419<br />

793. One individual stated that he was taken to SMC on 14 March 2011<br />

with an open gunshot wound in his lower abdomen/pelvic area. 420 He claimed<br />

that on 18 March, a number <strong>of</strong> masked men in military fatigues and police<br />

dogs entered his hospital room late at night and began to interrogate him.<br />

They asked him how he had sustained his injury and began to hit him in his<br />
