f. The Ga<strong>the</strong>ring <strong>of</strong> National Unity considers Al Wefaq<br />

responsible for what was occurring in <strong>Bahrain</strong>, especially<br />

since Al Wefaq has <strong>the</strong> ability to calm <strong>the</strong> people because <strong>the</strong><br />

majority <strong>of</strong> teachers and <strong>the</strong> Secretary General <strong>of</strong> <strong>the</strong> GFBTU<br />

are among its members.<br />

g. It is <strong>the</strong> view <strong>of</strong> <strong>the</strong> Ga<strong>the</strong>ring <strong>of</strong> National Unity that <strong>the</strong><br />

following matters should be <strong>the</strong> subject <strong>of</strong> debate during <strong>the</strong><br />

proposed national dialogue:<br />

i. The concept <strong>of</strong> a “constitutional monarchy”;<br />

ii. Revision <strong>of</strong> <strong>the</strong> 2002 Constitution;<br />

iii. The bi-cameral legislature:<br />

1. The powers <strong>of</strong> <strong>the</strong> Council <strong>of</strong> Representatives;<br />

2. The powers <strong>of</strong> <strong>the</strong> Consultative Council;<br />

3. The relationship between <strong>the</strong> Council <strong>of</strong><br />

Representatives and <strong>the</strong> Consultative Council;<br />

4. Electoral districts;<br />

5. Electoral systems and <strong>the</strong> representation <strong>of</strong><br />

Sunnis; and<br />

6. The entity empowered to draft <strong>the</strong> internal<br />

regulations <strong>of</strong> <strong>the</strong> Council <strong>of</strong> Representatives and<br />

<strong>the</strong> Consultative Council;<br />

iv. The executive branch <strong>of</strong> government:<br />

1. Nominating <strong>the</strong> Prime Minister;<br />

2. Nominating Cabinet Ministers;<br />

3. Conditions required for nomination to <strong>the</strong> Office<br />

<strong>of</strong> Prime Minister and Cabinet Minister;<br />

4. The relationship between <strong>the</strong> King and <strong>the</strong><br />

legislature, and <strong>the</strong> approval <strong>of</strong> <strong>the</strong> government<br />

program;<br />

5. Holding <strong>the</strong> Prime Minister accountable; and<br />

6. Holding Cabinet Ministers accountable;<br />

v. The judicial branch <strong>of</strong> government:<br />

1. The relationship between <strong>the</strong> judiciary and <strong>the</strong> Ministry<br />

<strong>of</strong> Justice;<br />

2. The composition <strong>of</strong> <strong>the</strong> Supreme Council <strong>of</strong> <strong>the</strong><br />

Judiciary and its Chairperson; and<br />

3. Prerequisites for <strong>the</strong> appointment <strong>of</strong> judges;<br />
