3. Scope and Role of the FFS and ROD<br />

Amendment<br />

3.1 Overview<br />

Over the past year, USEPA and others have been evaluating alternatives to develop a final<br />

remedy <strong>for</strong>:<br />

• Human health protection <strong>for</strong> surface water used <strong>for</strong> drinking purposes;<br />

• Ecological protection <strong>for</strong> surface water;<br />

• Human health and ecological protection <strong>for</strong> soil, sediments, and source material in<br />

locations where remedial actions are taken; and<br />

• Enhancing protection of human health and the environment <strong>for</strong> portions of previously<br />

selected human health remedies that are vulnerable to erosion and degradation of clean<br />

barriers.<br />

This has been undertaken in part to address recommendations resulting from the 2001<br />

NRRB Presentation <strong>In<strong>for</strong>mation</strong> (USEPA, 2001b; see Supplemental CD, File B2-1) and from<br />

the NAS review (2005) to incorporate improved knowledge of the Upper Basin and the<br />

Bunker Hill Box, and to move <strong>for</strong>ward on Phase II cleanup activities in OU 2.<br />

As described in Part B, Section 2, since the RODs <strong>for</strong> OUs 1, 2, and 3 were issued (and the<br />

ROD <strong>for</strong> OU 2 was amended), data collection and pre-remediation studies have continued.<br />

A considerable body of in<strong>for</strong>mation is now available <strong>for</strong> updating prior analyses,<br />

developing and evaluating enhanced remedial alternatives, and selecting a final remedy <strong>for</strong><br />

the Upper Basin. In addition, new in<strong>for</strong>mation is now available with which to evaluate<br />

alternatives to protect the existing selected human health and ecological remedies <strong>for</strong> OUs 1,<br />

2, and 3. This additional in<strong>for</strong>mation was used to develop the FFS Report <strong>for</strong> the Upper<br />

Basin (USEPA, 2010). The FFS Report evaluates alternatives that would address the wideranging<br />

surface water contamination in the Upper Basin and benefit human and ecological<br />

receptors by:<br />

• Addressing the Upper Basin and Bunker Hill Box soil, sediments, source material, and<br />

water quality issues in a holistic manner;<br />

• Defining OU 2 Phase II long-term water quality cleanup alternatives now that the<br />

Phase I source removal remediation ef<strong>for</strong>t is largely complete; and<br />

• Considering the recommendations of the NAS (2005).<br />

In addition, the FFS evaluates options and opportunities to protect current (and future)<br />

remedies established to protect human health by enhancing infrastructure <strong>for</strong> the<br />

conveyance of tributary and precipitation runoff during storm events.<br />
