PART A, SUMMARY<br />

The estimated total costs (30-year NPV) <strong>for</strong> the two components of the Preferred<br />

Alternative—Remedial Alternative 3+(d) and <strong>Remedy</strong> Protection Alternative RP-2—are<br />

$1,290 million and $33.9 million, respectively.<br />

6. Stakeholder Views and Support<br />

USEPA works closely with a wide range of stakeholders, including state, tribal, and local<br />

governments and communities, to identify and implement cleanup actions in the Coeur<br />

d’Alene Basin. This includes coordination with the Coeur d’Alene Basin Environmental<br />

Improvement Project Commission (the Basin Commission), which was established by the<br />

Idaho State Legislature under the Basin Environmental Improvement Act (Idaho<br />

Administrative Procedures Act [IDAPA] Title 39, Chapter 810). The Basin Commission is<br />

composed of federal, state, tribal, and local governmental stakeholders, and its purpose is<br />

coordination of cleanup activities, environmental restoration, and related measures in the<br />

Basin. USEPA serves as the federal government’s representative to the Basin Commission.<br />

USEPA will continue to be responsible <strong>for</strong> seeing that cleanup actions in the Coeur d’Alene<br />

Basin meet the goals and requirements of decision documents and CERCLA.<br />

Stakeholder support is based on discussions to date during the development and<br />

implementation of the RI/FS <strong>for</strong> the Coeur d’Alene Basin and the FFS <strong>for</strong> the Upper Basin,<br />

and during multiple workshops. Letters of support <strong>for</strong> the proposed remedy have been<br />

recently provided by key stakeholders and are included in Part B, Section 15 of this <strong>Site</strong><br />

<strong>In<strong>for</strong>mation</strong> <strong>Package</strong>. Formal public comment will also be solicited when the Proposed Plan<br />

is issued.<br />
