PART A, SUMMARY<br />

additional work needed to address residual ecological risks in the Basin (beyond the first<br />

phase) was necessary be<strong>for</strong>e those actions could be supported.<br />

In 2002, USEPA issued a Record of Decision (ROD) <strong>for</strong> Operable Unit 3 (OU 3) of the Bunker<br />

Hill Superfund <strong>Site</strong>, which included a final remedy <strong>for</strong> human health in the communities<br />

and residential areas, including identified recreational areas, and an interim remedy <strong>for</strong><br />

ecological concerns (USEPA, 2002). Since the 2001 NRRB Presentation <strong>In<strong>for</strong>mation</strong> was<br />

submitted and reviewed, substantial portions of the Basin-wide human health risks have<br />

been or are being addressed, and additional technical analyses have been per<strong>for</strong>med on the<br />

effectiveness of the existing human health remedies <strong>for</strong> OUs 1, 2, and 3. Over the last 9<br />

years, significantly more knowledge has been gained about the nature and extent of<br />

contamination in the Upper Coeur d’Alene Basin and its effects on sensitive ecological<br />

receptors. For example, additional data have been collected during the Environmental<br />

Monitoring Program <strong>for</strong> OU 2, the Basin Environmental Monitoring Program <strong>for</strong> OU 3, the<br />

Coeur d’Alene Basin Remedial Action Monitoring Program, and site-specific studies. While<br />

data are collected annually at numerous locations, the most comprehensive, synoptic<br />

datasets <strong>for</strong> surface water quality in the Upper Basin were collected in 1997 and 2008. Given<br />

the improved knowledge of site conditions in the Upper Basin and in response to<br />

recommendations made by the <strong>National</strong> Academy of Sciences (NAS) following its review of<br />

cleanup activities in OU 3 of the Bunker Hill Superfund <strong>Site</strong> (NAS, 2005), USEPA has<br />

updated its cleanup plan <strong>for</strong> the Upper Basin. This updated plan will be documented in a<br />

<strong>for</strong>thcoming Proposed Plan and ROD Amendment.<br />

Part A of this NRRB <strong>Site</strong> <strong>In<strong>for</strong>mation</strong> <strong>Package</strong> provides general in<strong>for</strong>mation about the<br />

Bunker Hill Superfund <strong>Site</strong> and the Upper Basin; a risk summary; the remediation goals <strong>for</strong><br />

the Upper Basin; summaries of the evaluated remedy alternatives and USEPA Region 10’s<br />

Preferred Alternative; and stakeholder views and support. Part B provides more detailed<br />

in<strong>for</strong>mation about these topics. Figures, tables, and a Supplemental CD are provided<br />

following Part B.<br />

1. <strong>Site</strong> Summary<br />

1.1 <strong>Site</strong> Name and Location<br />

The Bunker Hill Superfund <strong>Site</strong> lies within the Coeur d’Alene River Basin. The <strong>Site</strong> was<br />

listed on the <strong>National</strong> Priorities List (NPL) in 1983 and assigned Comprehensive<br />

Environmental Response, Compensation, and Liability <strong>In<strong>for</strong>mation</strong> System (CERCLIS)<br />

identification number IDD048340921. The entire Coeur d’Alene River Basin includes the<br />

Upper Basin (which comprises areas surrounding the South Fork of the Coeur d’Alene River<br />

[SFCDR] and the North Fork of the Coeur d’Alene River); the Lower Basin; Coeur d’Alene<br />

Lake; and a portion of the Spokane River where Coeur d’Alene Lake drains into<br />

Washington State.<br />

For the purposes of this NRRB <strong>Site</strong> <strong>In<strong>for</strong>mation</strong> <strong>Package</strong>, the FFS Report (USEPA, 2010), and<br />

the <strong>for</strong>thcoming ROD Amendment, the portion of the Bunker Hill Superfund <strong>Site</strong> addressed<br />

is the SFCDR portion of the Upper Basin. This is the area of historical mining and industrial<br />

activities that is the primary source of downstream metals contamination. The North Fork<br />

portion is not included because it has been relatively unaffected by mining activities and is<br />
