President of the UAE<br />

H.H <strong>Sheikh</strong> <strong>Khalifa</strong> <strong>bin</strong> <strong>Zayed</strong> <strong>Al</strong> <strong>Nahyan</strong> was elected<br />

as the second President of the United Arab Emirates<br />

on November 3, 2004 by the UAE’s Supreme<br />

Council of Rulers (Federal Supreme Council). He<br />

succeeded his father, the late <strong>HH</strong> <strong>Sheikh</strong> <strong>Zayed</strong> <strong>bin</strong><br />

Sultan <strong>Al</strong> <strong>Nahyan</strong>, who had been the President of<br />

UAE since the founding of the Federation in 1971.<br />

Committed to follow the example and path laid<br />

down by his father, <strong>Sheikh</strong> <strong>Khalifa</strong> has been involved<br />

in politics for more than 40 years, performing several<br />

roles in Abu Dhabi’s Government, including that of<br />

Minister of Defense and Finance, Prime Minister<br />

and Crown Prince. On December 23, 1973, he was<br />

appointed as the Deputy Prime Minister of UAE in<br />

the second UAE Federal Ca<strong>bin</strong>et.<br />

As the first Chairman of the Abu Dhabi Executive<br />

Council, in accordance with the instructions of his<br />

father, he oversaw the implementation of wideranging<br />

development programs in Abu Dhabi,<br />

which included housing, utilities and infrastructure<br />

projects, paving the way for the emergence of Abu<br />

Dhabi as the modern city it is today.<br />

In 1979, <strong>Sheikh</strong> <strong>Khalifa</strong> took the critical decision<br />

of mitigating citizens from the burden of interest<br />

rates on loans taken from commercial banks,<br />

and in 1981 he established the Abu Dhabi<br />

Department of Social Services and Commercial<br />

Buildings, which is responsible for providing loans<br />

to citizens for construction projects and has so<br />

far lent over Dh35 billion. The formation of the<br />

Private Loans Authority, to provide loans for<br />

residential and commercial property, was another<br />

one of his important initiatives to use government<br />

revenues to encourage citizens to participate in the<br />

development of the emirate and the country.<br />

Following the unification of all of the emirates’<br />

militaries, he became the Deputy Supreme<br />

Commander of the UAE Armed Forces, where he<br />

contributed to the enhancement and improvement<br />

of the country’s defense force, in terms of both<br />

personnel and equipment.<br />

Since he became UAE President, <strong>Sheikh</strong> <strong>Khalifa</strong><br />

has brought about notable changes in the<br />

Federal Government, including a ca<strong>bin</strong>et shuffle,<br />

which saw the merger of petroleum and mineral<br />

resources with power and water under a single<br />

Energy Ministry and the appointment of the<br />

first female ca<strong>bin</strong>et minister – <strong>Sheikh</strong>a Lubna <strong>Al</strong><br />

Qassimi who was given the prestigious position<br />

as Head of the Ministry of Economy and Planning.<br />

He also presided over a major re-structuring of the<br />

government of Abu Dhabi.<br />

On an international front, he has proved to be a<br />

liberal and reliable donor of aid to those in need,<br />

responding immediately after natural disasters<br />

such as the 2004 Indian Ocean Tsunami, the<br />

autumn 2005 earthquake that devastated much of<br />

northern Pakistan and neighboring parts of India,<br />

as well as Hurricane Katrina, pledging hundreds of<br />

millions of dollars to affected areas.<br />

He also ordered $20 Million in aid to Lebanon<br />

within hours of the 2006 Israeli attacks, which he<br />

followed up with more substantial amounts over<br />

the duration of the conflict, and has demonstrated<br />

his personal generosity through the funding of<br />

residential development projects for needy people,<br />

including “<strong>Sheikh</strong> <strong>Khalifa</strong> City” in the Gaza Strip,<br />

which provided 3,000 flats for Palestinian families.<br />

Under his leadership, the UAE has also engaged in<br />

development projects and aid programs in many<br />

other parts of the world, thereby bolstering its<br />

reputation as not only an extremely prosperous<br />

nation but an immensely generous one as well.<br />

The UAE is fortunate to have such a leader, who<br />

has done and continues to do everything he can<br />

to apply the lessons he has learned from over four<br />

decades of experience and to carry on the legacy of<br />

his wise and much-loved father, in order to secure<br />

the future of the UAE and its people, and establish<br />

it as one of the greatest nations, not only regionally<br />

but also globally.<br />

H.H. <strong>Sheikh</strong> Mohammed <strong>bin</strong> Rashid <strong>Al</strong> Maktoum<br />

UAE Vice President, Prime Minister and Ruler of Dubai<br />

On January 4th 2006, <strong>Sheikh</strong> Mohammed<br />

succeeded his older brother <strong>Sheikh</strong> Maktoum <strong>bin</strong><br />

Rashid <strong>Al</strong> Maktoum as Ruler of Dubai, and one day<br />

later, upon nomination by UAE President, <strong>Sheikh</strong><br />

<strong>Khalifa</strong> Bin <strong>Zayed</strong> <strong>Al</strong> <strong>Nahyan</strong>, he was elected Vice<br />

President by the Supreme Council.<br />

Having been Crown Prince of Dubai and serving in<br />

the UAE and Dubai governments for many years,<br />

he was already well known and deeply respected<br />

as a brilliant visionary for his efforts to develop<br />

Dubai economically and socially and bring it to<br />

the forefront of the world stage through unique<br />

initiatives, such as ‘Destination Dubai’ which aimed<br />

to develop tourism in Dubai as a way to boost and<br />

diversify the emirate’s economy.<br />

His strategic objectives or “Vision 2010” for<br />

development by the year 2010 led to the creation<br />

of the Department of Economic Development,<br />

Dubai Transport Corporation, launch of Emaar<br />

Properties, Dubai Shopping Festival, Dubai Summer<br />

Surprises, Dubai Internet City, Dubai Media City,<br />

Dubai Healthcare City, Dubai International Financial<br />

Centre, Dubai Multi-Commodities Centre and<br />

Dubai Maritime City.<br />

His extraordinary vision spawned the construction<br />

of several iconic landmarks, among the most noted:<br />

the Burj <strong>Al</strong> Arab, the world’s first 7 star hotel built<br />

on a small artificial island; the “Palm” Islands –<br />

palm shaped islands housing luxury communities;<br />

“the World” – a one of a kind project, which<br />

forms the world map on Dubai’s coastline; and the<br />

world’s tallest building - Burj <strong>Khalifa</strong>.<br />

On the 3rd of February, 2007, a little over a year<br />

after becoming ruler of Dubai and having already<br />

achieved most of his 2010 goals by 2005, he<br />

announced “The Dubai Strategic Plan 2015 (DSP)”<br />

under the theme “Dubai...Where The Future<br />

Begins”, which set out goals and a course of action<br />

towards further development of the emirate’s<br />

economy, which aims to generate an 11% annual<br />

growth in GDP and create 882,000 new jobs by<br />

2015.<br />

Apart from his brilliant leadership skills and acute<br />

business mind, <strong>Sheikh</strong> Mohammed is also known<br />

for his extreme generosity. He founded the<br />

Mohammed <strong>bin</strong> Rashid <strong>Al</strong> Maktoum Charitable<br />

and Humanitarian Foundation, to help countries<br />

that have been ravaged by war and cataclysmic<br />

events, and in 2007 began ‘Dubai Cares’, a<br />

campaign to fund education for children in poor<br />

countries that raised an astounding Dh1.74 billion<br />

in 8 weeks, an amount that <strong>Sheikh</strong> Mohammed<br />

matched, bringing the total to Dh3.48 billion.<br />

A man of many talents, <strong>Sheikh</strong> Mohammed is also<br />

a noted equestrian, and his passion for Arabian<br />

horses led to him co-founding the world-famous<br />

Godolphin racing brand and later establishing<br />

the Dubai World Cup – the world’s richest horse<br />

race. He is also known for his love of poetry, a<br />

diversion that allows him to express the creative<br />

and sensitive side of his nature, which he has<br />

little chance to display in the political arena. His<br />

writings are not only limited to poetry, however.<br />

In 2006 he published a book entitled My Vision -<br />

Challenges in the Race for Excellence on the vision<br />

and philosophy driving the current economic boom<br />

of Dubai and the United Arab Emirates.<br />

In Dubai, <strong>Sheikh</strong> Mohammed’s vision and influence<br />

can be seen in everything. Brilliant, generous,<br />

insightful, creative, visionary, dedicated, strong –<br />

he has earned global respect and admiration for<br />

his extraordinary achievements, and the effort and<br />

care he has exerted so far on behalf of his people<br />

and nation is an inspiration for us all.<br />

On the 13th of May 1989, <strong>Datamatix</strong><br />

made a humble and very modest<br />

beginning as a provider of technical<br />

and business knowledge in the region,<br />

and we have worked hard over the<br />

years to establish a strong identity<br />

in the region. As I look back over<br />

the years, I am extremely grateful<br />

to all those who have contributed<br />

to our success through their initial<br />

curiosity, drive to learn, and continued<br />

attendance at our events.<br />

Our mandate has always been to<br />

develop multinational partnerships,<br />

create valuable dialogue with people<br />

around the world, and nurture<br />

friendships. From the very beginning<br />

our aim was to tear down regional<br />

and global barriers and build bridges<br />

between people, cultures, and<br />

organizations.<br />

We have continually capitalized on our<br />

strengths, resources and knowledge-<br />

base to bring out the latest information<br />

on global trends and best practices,<br />

benefiting business, management,<br />

and the ICT industry in the region.<br />

In this era of massive globalization,<br />

<strong>Datamatix</strong> events are designed to cater<br />

to the development needs of senior<br />

executives, and decision makers, as<br />

well as the young leaders of tomorrow.<br />

Our commitment has never wavered -<br />

it is essentially to bring new practices,<br />

fresh thoughts, and innovative<br />

developments that will make leadership<br />

competent enough to keep pace with<br />

the latest changes. We do this by<br />

focusing on the major issues faced<br />

in the regional work place and by<br />

fostering honest debate, the exchange<br />

of ideas and considerable networking<br />

opportunities, and it is our aim to be<br />

dynamic, interactive, and increasingly<br />

customer tailored. We have come<br />

a long way and managed to build<br />

multiple competencies and services,<br />

Globalization need not benefit<br />

only advanced nations. Indeed, in<br />

developing countries too, it brings the<br />

promise, but not the guarantee of a<br />

better future. At the beginning of this<br />

new century and new millennium, half<br />

of the world’s people are still struggling<br />

to survive. These trends and other<br />

troubling ones will likely worsen due<br />

to a rapidly growing population that<br />

is expected to increase by 50% in the<br />

first half of this century. So the great<br />

question before us is not whether<br />

globalization will proceed, but how?<br />

And what is the responsibility of the<br />

developed world to try to shape this<br />

process so that it lifts people in all<br />

nations?<br />

We all have both the ability and the<br />

responsibility to make a great deal of<br />

difference by promoting development<br />

and economic empowerment, by<br />

providing the knowledge needed<br />

to face challenges, by achieving<br />

sustainable development, by breaking<br />

the barriers to economic growth, and<br />

by closing the digital divide.<br />

With the new changes in open<br />

markets; public investments by wealthy<br />

nations in education, health care,<br />

and the environment in developing<br />

countries; and improved governance in<br />

those countries themselves, the Middle<br />

East region can develop a future in<br />

which prosperity is shared more widely<br />

and potential realized more fully than<br />

before.<br />

We must do more to improve<br />

education and job-training, so that<br />

more people have the skills to compete<br />

in a world that is changing very<br />

rapidly. The region’s countries must<br />

be less resistant to change, so that<br />

the Gcc eGovernment Forum<br />

spirited economic competition does<br />

not become a race to the bottom. It’s<br />

important that we acknowledge that<br />

trade alone cannot lift nations, while<br />

innovation and reinvention can. And it<br />

is our aim, at <strong>Datamatix</strong>, to encourage<br />

and inspire this innovation amongst<br />

regional people and organizations<br />

through our varied events, awards,<br />

and services. Our initiatives support<br />

regional governments and businesses,<br />

facilitating relationships with<br />

international entities across the globe,<br />

and we are committed to doing<br />

everything possible to bridge the digital<br />

divide in this region and play a role<br />

in creating a connected world and a<br />

socially inclusive information society.<br />

As Victor Hugo said, there’s nothing<br />

more powerful than an idea whose<br />

time has come. The reverse is also<br />

true: there’s no bigger curse than an<br />

idea that hangs on after its time has<br />
