H.H. Sheikh Khalifa bin Zayed Al Nahyan
President of the UAE
H.H Sheikh Khalifa bin Zayed Al Nahyan was elected
as the second President of the United Arab Emirates
on November 3, 2004 by the UAE’s Supreme
Council of Rulers (Federal Supreme Council). He
succeeded his father, the late HH Sheikh Zayed bin
Sultan Al Nahyan, who had been the President of
UAE since the founding of the Federation in 1971.
Committed to follow the example and path laid
down by his father, Sheikh Khalifa has been involved
in politics for more than 40 years, performing several
roles in Abu Dhabi’s Government, including that of
Minister of Defense and Finance, Prime Minister
and Crown Prince. On December 23, 1973, he was
appointed as the Deputy Prime Minister of UAE in
the second UAE Federal Cabinet.
As the first Chairman of the Abu Dhabi Executive
Council, in accordance with the instructions of his
father, he oversaw the implementation of wideranging
development programs in Abu Dhabi,
which included housing, utilities and infrastructure
projects, paving the way for the emergence of Abu
Dhabi as the modern city it is today.
In 1979, Sheikh Khalifa took the critical decision
of mitigating citizens from the burden of interest
rates on loans taken from commercial banks,
and in 1981 he established the Abu Dhabi
Department of Social Services and Commercial
Buildings, which is responsible for providing loans
to citizens for construction projects and has so
far lent over Dh35 billion. The formation of the
Private Loans Authority, to provide loans for
residential and commercial property, was another
one of his important initiatives to use government
revenues to encourage citizens to participate in the
development of the emirate and the country.
Following the unification of all of the emirates’
militaries, he became the Deputy Supreme
Commander of the UAE Armed Forces, where he
contributed to the enhancement and improvement
of the country’s defense force, in terms of both
personnel and equipment.
Since he became UAE President, Sheikh Khalifa
has brought about notable changes in the
Federal Government, including a cabinet shuffle,
which saw the merger of petroleum and mineral
resources with power and water under a single
Energy Ministry and the appointment of the
first female cabinet minister – Sheikha Lubna Al
Qassimi who was given the prestigious position
as Head of the Ministry of Economy and Planning.
He also presided over a major re-structuring of the
government of Abu Dhabi.
On an international front, he has proved to be a
liberal and reliable donor of aid to those in need,
responding immediately after natural disasters
such as the 2004 Indian Ocean Tsunami, the
autumn 2005 earthquake that devastated much of
northern Pakistan and neighboring parts of India,
as well as Hurricane Katrina, pledging hundreds of
millions of dollars to affected areas.
He also ordered $20 Million in aid to Lebanon
within hours of the 2006 Israeli attacks, which he
followed up with more substantial amounts over
the duration of the conflict, and has demonstrated
his personal generosity through the funding of
residential development projects for needy people,
including “Sheikh Khalifa City” in the Gaza Strip,
which provided 3,000 flats for Palestinian families.
Under his leadership, the UAE has also engaged in
development projects and aid programs in many
other parts of the world, thereby bolstering its
reputation as not only an extremely prosperous
nation but an immensely generous one as well.
The UAE is fortunate to have such a leader, who
has done and continues to do everything he can
to apply the lessons he has learned from over four
decades of experience and to carry on the legacy of
his wise and much-loved father, in order to secure
the future of the UAE and its people, and establish
it as one of the greatest nations, not only regionally
but also globally.

UAE Vice President, Prime Minister and Ruler of Dubai
On January 4th 2006, Sheikh Mohammed
succeeded his older brother Sheikh Maktoum bin
Rashid Al Maktoum as Ruler of Dubai, and one day
later, upon nomination by UAE President, Sheikh
Khalifa Bin Zayed Al Nahyan, he was elected Vice
President by the Supreme Council.
Having been Crown Prince of Dubai and serving in
the UAE and Dubai governments for many years,
he was already well known and deeply respected
as a brilliant visionary for his efforts to develop
Dubai economically and socially and bring it to
the forefront of the world stage through unique
initiatives, such as ‘Destination Dubai’ which aimed
to develop tourism in Dubai as a way to boost and
diversify the emirate’s economy.
His strategic objectives or “Vision 2010” for
development by the year 2010 led to the creation
of the Department of Economic Development,
Dubai Transport Corporation, launch of Emaar
Properties, Dubai Shopping Festival, Dubai Summer
Surprises, Dubai Internet City, Dubai Media City,
Dubai Healthcare City, Dubai International Financial
Centre, Dubai Multi-Commodities Centre and
Dubai Maritime City.
His extraordinary vision spawned the construction
of several iconic landmarks, among the most noted:
the Burj Al Arab, the world’s first 7 star hotel built
on a small artificial island; the “Palm” Islands –
palm shaped islands housing luxury communities;
“the World” – a one of a kind project, which
forms the world map on Dubai’s coastline; and the
world’s tallest building - Burj Khalifa.
On the 3rd of February, 2007, a little over a year
after becoming ruler of Dubai and having already
achieved most of his 2010 goals by 2005, he
announced “The Dubai Strategic Plan 2015 (DSP)”
under the theme “Dubai...Where The Future
Begins”, which set out goals and a course of action
towards further development of the emirate’s
economy, which aims to generate an 11% annual
growth in GDP and create 882,000 new jobs by
2015.
Apart from his brilliant leadership skills and acute
business mind, Sheikh Mohammed is also known
for his extreme generosity. He founded the
Mohammed bin Rashid Al Maktoum Charitable
and Humanitarian Foundation, to help countries
that have been ravaged by war and cataclysmic
events, and in 2007 began ‘Dubai Cares’, a
campaign to fund education for children in poor
countries that raised an astounding Dh1.74 billion
in 8 weeks, an amount that Sheikh Mohammed
matched, bringing the total to Dh3.48 billion.
A man of many talents, Sheikh Mohammed is also
a noted equestrian, and his passion for Arabian
horses led to him co-founding the world-famous
Godolphin racing brand and later establishing
the Dubai World Cup – the world’s richest horse
race. He is also known for his love of poetry, a
diversion that allows him to express the creative
and sensitive side of his nature, which he has
little chance to display in the political arena. His
writings are not only limited to poetry, however.
In 2006 he published a book entitled My Vision -
Challenges in the Race for Excellence on the vision
and philosophy driving the current economic boom
of Dubai and the United Arab Emirates.
In Dubai, Sheikh Mohammed’s vision and influence
can be seen in everything. Brilliant, generous,
insightful, creative, visionary, dedicated, strong –
he has earned global respect and admiration for
his extraordinary achievements, and the effort and
care he has exerted so far on behalf of his people
and nation is an inspiration for us all.

Globalization need not benefit
only advanced nations. Indeed, in
developing countries too, it brings the
promise, but not the guarantee of a
better future. At the beginning of this
new century and new millennium, half
of the world’s people are still struggling
to survive. These trends and other
troubling ones will likely worsen due
to a rapidly growing population that
is expected to increase by 50% in the
first half of this century. So the great
question before us is not whether
globalization will proceed, but how?
And what is the responsibility of the
developed world to try to shape this
process so that it lifts people in all
nations?
We all have both the ability and the
responsibility to make a great deal of
difference by promoting development
and economic empowerment, by
providing the knowledge needed
to face challenges, by achieving
sustainable development, by breaking
the barriers to economic growth, and
by closing the digital divide.
With the new changes in open
markets; public investments by wealthy
nations in education, health care,
and the environment in developing
countries; and improved governance in
those countries themselves, the Middle
East region can develop a future in
which prosperity is shared more widely
and potential realized more fully than
before.
We must do more to improve
education and job-training, so that
more people have the skills to compete
in a world that is changing very
rapidly. The region’s countries must
be less resistant to change, so that
the Gcc eGovernment Forum
spirited economic competition does
not become a race to the bottom. It’s
important that we acknowledge that
trade alone cannot lift nations, while
innovation and reinvention can. And it
is our aim, at Datamatix, to encourage
and inspire this innovation amongst
regional people and organizations
through our varied events, awards,
and services. Our initiatives support
regional governments and businesses,
facilitating relationships with
international entities across the globe,
and we are committed to doing
everything possible to bridge the digital
divide in this region and play a role
in creating a connected world and a
socially inclusive information society.
As Victor Hugo said, there’s nothing
more powerful than an idea whose
time has come. The reverse is also
true: there’s no bigger curse than an
idea that hangs on after its time has
gone. No generation has ever had
