‘I was very, very lucky<br />

to have been saved’<br />

FOR WILHELMINA Theewis,<br />

a morning walk with her dog<br />

nearly turned into her last –<br />

but she was saved by a former<br />

lifeguard.<br />

Theewis left her home just<br />

before <strong>10</strong>am for a regular walk<br />

with her dog Bingo. But she only<br />

made it about 50m down the<br />

road before collapsing.<br />

“I was walking one of our<br />

two dogs and I just got to the<br />

corner and thought I’m going<br />

to faint and that’s the last I<br />

remember until I woke up in the<br />

ambulance,” she said.<br />

The 63-year-old Lincoln<br />

resident suffered a pulmonary<br />

embolism – a blood clot blocking<br />

an artery in the lung.<br />

“They discovered I had a<br />

massive pulmonary embolism<br />

which was on both sides of my<br />

lungs . . . so (I was) very, very<br />

lucky to able to have been saved,”<br />

Theewis said.<br />

25% rise in<br />

water rates<br />

‘sneaky’ say<br />

SNEAKY AND underhanded.<br />

That’s the broadside two<br />

residents’ association chiefs have<br />

made about the latest jump in<br />

water rates.<br />

The council rubber-stamped its<br />

<strong>2024</strong>-34 Long Term Plan, which<br />

along with a 14.9 per cent average<br />

rates rise also included a 25 per<br />

cent increase in water bills.<br />

For those on<br />

metered water, it<br />

will now cost $1<br />

per cubic metre<br />

of water, up from<br />

80c in the last<br />

financial year.<br />

For those on a<br />

restricted supply,<br />

it will now cost Harvey<br />

$280 per unit up Polglase<br />

from $224.<br />

The metered price is also expected<br />

to jump more than three<br />

times in the next decade to $3.26<br />

per cubic metre by 2034.<br />

Darfield Residents Association<br />

chair Harvey Polglase, who was<br />

not aware of the increase until<br />

told by <strong>Selwyn</strong> <strong>Times</strong>, said the<br />

council had not been transparent.<br />

MAYOR SAM Broughton is<br />

disappointed the Government is<br />

planning to add another cost to<br />

councils, potentially increasing<br />

rates further.<br />

It comes after Minister of<br />

Housing Chris Bishop revealed<br />

the plan to flood the market with<br />

development opportunities.<br />

The policy,<br />

called Going<br />

for Housing<br />

Growth, will<br />

require tier<br />

one councils,<br />

including<br />

<strong>Selwyn</strong>, to<br />

have 30 years’<br />

of land zoned<br />

for housing,<br />

allow more mixed use of land<br />

so neighbourhoods can also<br />

have businesses such as eateries,<br />

and remove minimum size and<br />

balcony rules for apartments.<br />

While the plan will not increase<br />

this year’s 14.9 per cent<br />

rise any further, it may affect<br />

future years with rates already<br />

set to rise 48 per cent over the<br />

next three years.<br />

Broughton, who is also chair of<br />

Local Government New Zealand,<br />

said councils should have been<br />

involved in the process.<br />

“None of the costs to deliver<br />

this were included in the minister’s<br />

announcement, which<br />

is incredibly disappointing,”<br />

Broughton said.<br />

He said the plan would come<br />

at a cost to ratepayers. What that<br />

cost will be remains unclear.<br />

“Local Government New<br />

Zealand and the sector was not<br />

involved in developing the policy<br />

or the announcements. Had<br />

we been, we would have talked<br />

about the implications of them<br />

and the cost to councils.”<br />

Data from a growth report<br />

commissioned by the council in<br />

2023 showed the district would<br />

need about 32,000 homes in the<br />

next 30 years, which under the<br />

Government’s plan would all<br />

have to be zoned for.<br />

Broughton said the Government<br />

needed to fund its share of<br />

the plan.<br />

“They receive all the financial<br />

benefits of that growth through<br />

income tax and GST take and<br />

councils are responsible for<br />

funding all of the roads, all<br />

of the water and wastewater<br />

infrastructure to enable that<br />

development.”<br />

In response to Broughton’s<br />

concerns, Bishop said National<br />

campaigned on delivering the<br />

package.<br />

“National explicitly<br />

campaigned on much of the<br />

package . . . The precise details<br />

of the package including<br />

implementation will be<br />

consulted on as part of the legal<br />

changes, including law changes<br />

and national direction changes<br />

under the RMA.”<br />

Bishop did not say if councils<br />

would be compensated by the<br />

Government for the cost of implementing<br />

the plan.<br />

Broughton also wants to see<br />

more Government investment in<br />

policing, schools and health to<br />

accommodate the growth.<br />

Rolleston Residents Association<br />

chair Mark Alexander said<br />

the plan could see subdivisions<br />

not connected to towns being<br />

built.<br />

“Unplanned urban sprawl<br />

is not the solution to the<br />

housing market. It will mean<br />

councils will have to provide<br />

infrastructure out of sequence<br />

. . . it could be the furthest<br />

subdivision out of town which<br />

gets developed first.”<br />

Alexander said the plan could<br />

see a <strong>Selwyn</strong> ‘city’, comprising<br />

the suburbs of Rolleston,<br />

Lincoln, and Prebbleton, appear.<br />

Bishop did not say what if<br />

any rules would be put in place<br />

to stop subdivisions being<br />

developed out of sequence.<br />

Fire Brigade. Teir took over the<br />

role from Cam Kenyon, who<br />

Before being promoted, he held<br />

AMBULANCE UPGRADE<br />

A new ambulance will be<br />

operating in the district next<br />

month. The generation four<br />

ambulance will be based in<br />

Rolleston and will serve the<br />

town and the surrounding<br />

district. It replaces a previous<br />

ambulance, which is nearing<br />

500,000km.<br />

Pipeline under way<br />

THE GROUND has been<br />

broken on a $35.5 million<br />

wastewater pipeline project,<br />

which is expected to be<br />

completed by December 2025.<br />

The pipeline from Leeston will<br />

run along Leeston Rd, Beethams<br />

Rd, Bethels Rd and Swamp Rd,<br />

with an extension along Days<br />

Rd and <strong>Selwyn</strong> Lake Rd.<br />

The project lead contractor is<br />

CORDE. Chief executive David<br />

Wilson said it will be a complicated<br />

project, with two river<br />

crossings along the 24km route,<br />

along with new pump stations<br />

at Ellesmere Wastewater Treatment<br />

Plant and Upper <strong>Selwyn</strong><br />

Huts.<br />

“It’s an exciting job, a good<br />

challenge with really positive<br />

outcomes for our local communities,”<br />

said Wilson.<br />

Wilson acknowledged there<br />

will be some delays for road users<br />

when the pipe is constructed<br />

in their area.<br />

“Our team will give residents<br />

plenty of warning when they expect<br />

work to start in their road<br />

and we will do our utmost to<br />

minimise the disruption to their<br />

daily movements, especially our<br />

vulnerable residents.”<br />

The council also worked<br />

closely with Te Taumutu<br />

Rūnanga in the planning<br />

process.<br />

First aid training kicked in<br />

corner of Caulfield Cres and<br />

Oaks Drive.<br />

“We noticed her dog Bingo<br />

running around close to where<br />

she was and as we walked up the<br />

road a bit more I saw her feet, she<br />

was lying on her back.<br />

“Right away I put on the brakes<br />

on the pram and asked my son to<br />

stay with his sister.”<br />

Gell was a pool and beach<br />

lifeguard in her hometown<br />

of Halifax, Canada, for about<br />

<strong>10</strong> years. When she found<br />

Theewis, her lifesaving training<br />

automatically took over.<br />

“Instinctively those things<br />

kicked in, and I do think it’s<br />

probably because of those<br />

ingrained first aid skills,” she<br />

said.<br />

Gell assessed Theewis, finding<br />

she was breathing but only<br />

just, and decided she needed<br />

immediate medical attention.<br />

She called 911 instead of 111, but<br />

was rerouted to New Zealand<br />

emergency services.<br />

She then put Theewis in the<br />

recovery position, stabilising her<br />

until help arrived.<br />

Off-duty paramedics, who<br />

had received the alert on their<br />

phones, arrived first, followed<br />

soon after by the Lincoln<br />

Volunteer Fire Brigade and St<br />

John.<br />

“It was 9.57am when I called<br />

and by <strong>10</strong>.05am they were<br />

arriving, so the response was<br />

quite quick,” Gell said.<br />

She said it was the most serious<br />

situation she’d dealt with.<br />

“I dealt with mostly waterbased<br />

stuff where they always<br />

were conscious,” she said of<br />

being a lifeguard.<br />

Gell coaches girls rugby<br />

at Lincoln High School and<br />

helps at Lincoln Rugby Club.<br />

She previously coached the<br />

Prebbleton women’s team and<br />

played and coached at Lincoln<br />

University.<br />

“I’m still very active in the<br />

coaching space,” she said.<br />

She played rugby for Eastern<br />

Canada and spent two years<br />

with English premiership club<br />

Harlequins.<br />

Theewis said there was little<br />

sign of trouble in the days<br />

prior to her collapse. She had<br />

been to a Pink Floyd experience<br />

concert on Saturday and woke up<br />

with leg cramp.<br />

“The next day I thought oh I’ve<br />

got a bit of cramp in one leg . . .<br />

and on the Tuesday morning I<br />

thought that’s not going away<br />

and it’s actually got worse. I<br />

wondered if I could actually walk<br />

the dog and I thought don’t be<br />

silly and ploughed on through.”<br />

Theewis spent a couple of days<br />

in Christchurch Hospital and is<br />

now home resting, and thankful<br />

for those who have helped.<br />

“I can’t speak highly enough<br />

of the St John people . . . the<br />

people at the hospital were<br />

fantastic, they were all so caring<br />

and compassionate, it was just<br />

incredible.”<br />

Theewis works as a relief<br />

teacher at Rolleston College and<br />

will be on leave until next term.<br />

Apart from a large amount<br />

of bruising, she is in relatively<br />

good health. She is now taking<br />

medication to help clear any<br />

remaining blood clots.<br />

“That was a little bit sneaky<br />

and when you’re putting out<br />

consultation documents which<br />

are summaries it’s convenient to<br />

miss things like that.”<br />

The increase in water rates was<br />

not published in the <strong>2024</strong>-34<br />

consultation document or any<br />

of the supporting documents for<br />

The only number mentioned<br />

was the water supply fixed target<br />

rate of $370, which is built into<br />

rates bills – but it was not mentioned<br />

that has also increased 20<br />

per cent from $308 last year.<br />

In response, Mayor Sam<br />

Broughton said because the<br />

decision had been made in the<br />

previous long-term plan it was<br />

not included in the latest round<br />

of consultation.<br />

“We’d asked our community<br />

a few years ago (2021) how they<br />

wanted to pay for their water and<br />

whether should it be included<br />

in the value of their property or<br />

metered rates, and people came<br />

back and said it should be metered,”<br />

Broughton said<br />

“We also talked about the rates<br />

the water charges would need<br />

to increase by and I don’t think<br />

there was much change from<br />

that earlier discussion . . . So<br />

that wasn’t seen as a big thing to<br />

have a conversation on, as we’d<br />

already determined it through<br />

previous consultation.<br />

“But hey, if the feedback is all<br />

those sorts of charges need to be<br />

highlighted up front we’ll consider<br />

that at the next long-term plan.”<br />

Alexander was concerned by<br />

the increase in cost.<br />

“By steadily increasing the<br />

cubic metre charge you are managing<br />

your demand.<br />

“If you get people to use less<br />

water wisely, you get the same<br />

(fiscal) result with less water so<br />

you don’t have to put another<br />

well in or enlarge your water<br />

mains.”<br />

Alexander was a councillor in<br />

2021 when it was decided the water<br />

rates would go up by a higher<br />

proportion than the annual fixed<br />

rate. He said while people won’t<br />

be happy with the increase the<br />

water was good value.<br />

“Nobody likes prices going up,<br />

but I think people will accept<br />

costs go up.<br />

“I’m on my own well and it<br />

costs me about $1600 a year<br />

to maintain and makes the<br />

council’s water remarkably good<br />

value.”<br />

At the same time water is<br />

increasing, rates will also rise<br />

48 per cent over the next three<br />

years. By 2026, a $847,000 property<br />

with sewage will have a rates<br />

bill of $5341.<br />

Before 2021, water was 50 cents<br />

per cubic metre and has been<br />

steadily rising since then.<br />

Pre-2021, the district’s water<br />

was the cheapest in the country<br />

– and too cheap, with council<br />

Phillip Sunderland said the district<br />

council needs to be more responsible<br />

with its financial decisions.<br />

“It’s typical that pretty much every<br />

council, local council and central<br />

government all seem to overspend. I<br />

feel like it’s not that responsible to be<br />

able to live with what you need and<br />

therefore rate increases just seem to be<br />

a natural progression that no one seems<br />

to be able to do anything about.”<br />

Sheela Eyles: “The council should have had brains<br />

and logic applied that some projects should not be<br />

undertaken because I mean, I didn’t get a 14 per cent<br />

pay increase this year, I didn’t get 14 per cent last year.<br />

I’m not going to get it in the next three years. How are<br />

we going to afford to pay that?<br />

“People are struggling now. Everyone is worried<br />

about their mortgages which have already gone up,<br />

and on top of that they’re going to have this rates<br />

increase. It’s going to drive them to the brink.”<br />

Sarah Kirk: “I feel like Rolleston’s<br />

growing so much and you know the<br />

price of everything’s going up, so I feel<br />

like it makes sense. Yeah, it’s not ideal,<br />

but it makes sense.”<br />

Tayler Payton: “They’re increasing them<br />

so often, but I feel like we’re not seeing<br />

Sarah Kirk the results of increases. What are we<br />

getting out of paying more rates? That’s<br />

how I feel about it. We’re not really seeing too many<br />

Driver flees<br />

scene after<br />

cyclist hit<br />

POLICE ARE investigating an<br />

alleged hit and run after a cyclist<br />

was struck by a white vehicle in<br />

Lincoln.<br />

The female victim’s husband,<br />

who did not want to be identified,<br />

said the woman was left<br />

unharmed but “shaken” when<br />

she was struck from behind while<br />

turning off Lyttelton St on to<br />

North Belt.<br />

The woman said the vehicle fled<br />

the scene in the direction of Lincoln<br />

Primary School after the collision,<br />

about 8.45am on Thursday.<br />

Police said they are at an “assessment<br />

stage to identify lines of<br />

inquiry”.<br />

The bicycle took most of the<br />

force and was crushed on impact,<br />

the woman’s husband said.<br />

After asking for nearby CCTV<br />

footage on Facebook and reporting<br />

the incident to police online,<br />

the husband believed there was<br />

little chance of finding the driver.<br />

“We don’t know where to track<br />

down the assailant, so there’s<br />

probably not much else we can do<br />

about it,” he said.<br />

Police did not respond when<br />

asked by <strong>Selwyn</strong> <strong>Times</strong> if they had<br />

checked CCTV in the area or if<br />

any suspects had been identified.<br />

Spit site touted as potential<br />

gateway for space ventures<br />

KAITORETE SPIT is being<br />

considered as a site for multiple<br />

launch pads by a joint venture.<br />

The joint venture running the<br />

project on <strong>10</strong>00ha of the spit<br />

beside shallow Lake Ellesmere<br />

is gauging demand from<br />

international space companies<br />

and asking them what they<br />

need.<br />

International commercial<br />

and military demand has been<br />

growing rapidly since 2020 for<br />

launches of the small and cheap<br />

type of satellite that Kaitorete is<br />

well suited for.<br />

The Tāwhaki National<br />

Aerospace Centre which was set<br />

up four years ago, has recently<br />

opened a small runway and<br />

hangar on the spit.<br />

It told RNZ it had “the<br />

potential to scale up the centre,<br />

working with the appropriate<br />

partners, to cater for multiple<br />

vertical launch sites”.<br />

“We’ve also been talking to<br />

international companies to<br />

understand sector demand<br />

and potential infrastructure<br />

requirements for vertical<br />

launch,” chief executive Linda<br />

Falwasser said by email.<br />

said it had funded Tāwhaki to<br />

investigate and “the government<br />

is expecting a business case to<br />

be finalised later in <strong>2024</strong>”.<br />

The spit could fit up to six<br />

launchpads, a report to the<br />

government in 2020, released<br />

under the OIA, advised.<br />

“The maximum possible<br />

number of launch pads is six<br />

micro-small pads or three heavy<br />

launch pads,” it said.<br />

However, it was more likely<br />

to get two or three pads for<br />

launching small or micro-size<br />

rockets under five tonnes each,<br />

depending on how much area<br />

was needed for emergency<br />

debris dispersal (up to 15km,<br />

though Elon Musk’s SpaceX<br />

rockets use much less).<br />

The aim is to get pads that<br />

multiple companies can use,<br />

with the country’s only existing<br />

launch site, at Māhia in Hawke’s<br />

Bay, exclusive to Rocket Lab.<br />

SMOKE FILLS HOME<br />

Firefighters opened windows and<br />

used a fan to ventilate a smokefilled<br />

property in Leeston at about<br />

8.30pm on Saturday. It took units<br />

from Leeston and Southbridge<br />

under an hour to ventilate the<br />

Clausen Ave property, and the<br />

homeowners arrived back during<br />

this time. The cause of the smoke<br />

is yet to be determined.<br />

An engineering shed was well<br />

involved by the time units arrived<br />

on Friday. Units from Sheffield,<br />

Springfield and Hororata<br />

responded to the blaze at the<br />

Barrs Rd property in Sheffield<br />

at 3.30am. Sheffield deputy fire<br />

chief Keith Ross said it took four<br />

hours to contain the fire which he<br />

described was about 15x30m. The<br />

cause of the fire is currently under<br />

Planning for the district’s future<br />

As the council gives<br />

the green light to its<br />

<strong>10</strong>-year plan, it’s now<br />

looking <strong>10</strong>0 years into<br />

the future. Reporter<br />

Future <strong>Selwyn</strong> strategy<br />

and what it means<br />

SHOULD ROLLESTON have<br />

commuter rail? Where to build<br />

intensive housing? What areas<br />

to preserve? How do we plan<br />

for climate change? These are<br />

all questions Waikirikiri Ki Tua<br />

Future <strong>Selwyn</strong> hopes to answer.<br />

Recent census data confirmed<br />

what many already knew –<br />

<strong>Selwyn</strong>’s population is booming.<br />

It is the fastest-growing district<br />

in the country with 75 per cent<br />

population growth between 2013<br />

and March last year.<br />

By 2050 the population is<br />

forecast to jump to 140,000.<br />

Said Mayor Sam Broughton:<br />

“With this growth comes exciting<br />

challenges. We must now plan<br />

ahead to protect the things that<br />

people treasure about our district<br />

while planning for and managing<br />

this increasing growth. We must<br />

continue to build community<br />

and make sure we create a special<br />

place for ourselves and our future<br />

generations to thrive.”<br />

The strategy is now out for<br />

public consultation until August<br />

4, with full council hearings to<br />

take place before its sign-off.<br />

Love said the strategy, which<br />

has been in the works since<br />

2020, was mostly put together<br />

by council staff and largely<br />

draws on technical information<br />

that already exists or is readily<br />

available.<br />

“It’s been a huge amount of<br />

research to put together the<br />

evidence base and make sure<br />

we were reflecting what we were<br />

hearing from the community,”<br />

Love said.<br />

“We started that in 2020<br />

and we’ve carried on through<br />

bringing together lots of<br />

the strategy to the public<br />

consultation phase.<br />

Once in place, the strategy will<br />

be relied on by the council to<br />

guide the future direction for the<br />

district. But it will not be set in<br />

stone with the document being<br />

regularly updated.<br />

“The intention is that we can<br />

do live updates to Waikirikiri<br />

Ki Tua Future <strong>Selwyn</strong> as new or<br />

updated information becomes<br />

available, but any big changes<br />

to the strategic direction would<br />

likely need further consultation<br />

as we want this to continue to be<br />

a community-led strategy,” Love<br />

said.<br />

Time to switch car for<br />

bus or train?<br />

Covering an area of 65,600km 2 ,<br />

how people get around the<br />

district is a key part of <strong>Selwyn</strong>’s<br />

future.<br />

The strategy says without<br />

a significant transformation,<br />

the district will not have the<br />

transport system needed to<br />

support wellbeing.<br />

The strategy points to a<br />

direction of encouraging more<br />

people out of cars and either onto<br />

public transport or walking and<br />

cycling.<br />

It builds on a business case<br />

developed for the Greater<br />

Christchurch Spatial Plan which<br />

points to mass rapid transport<br />

being the way forward. While<br />

the business case focused on rail<br />

links to Christchurch’s outer<br />

suburbs with buses linking<br />

<strong>Selwyn</strong>, the future strategy<br />

points to passenger rail being in<br />

<strong>Selwyn</strong>’s future as well.<br />

It plans for passenger rail<br />

running through Rolleston north<br />

with connections to Dunsandel<br />

and Darfield that will support<br />

intra-regional passenger rail<br />

extensions, enhanced road-based<br />

public transport and mass rapid<br />

transit routes between Rolleston<br />

and Prebbleton, as well as a<br />

network of road-based public<br />

transport connecting towns and<br />

centres through to the wider<br />

public transport and mass rapid<br />

transit network.<br />

Time to build up?<br />

In the 1970s, Rolleston was<br />

dubbed the “town of the future”<br />

by then-Prime Minister Norman<br />

Kirk. Now it’s on track to be the<br />

district’s first city.<br />

By 2034 it is estimated<br />

Rolleston’s population will be<br />

39,600, only about <strong>10</strong>,000 people<br />

short of the official 50,000 mark<br />

to reach city status.<br />

With growth comes the<br />

problem of housing. The strategy<br />

points to Rolleston having<br />

apartment-style living of three or<br />

more storeys.<br />

“There is little variety in<br />

the housing typologies across<br />

Waikirikiri <strong>Selwyn</strong> which does<br />

not provide suitable housing<br />

choice at a range of price points,”<br />

the strategy says.<br />

The apartments would not be<br />

limited to Rolleston. Lincoln and<br />

Prebbleton are already zoned for<br />

medium density and will likely<br />

see some level of apartment-style<br />

living, but not the extent of<br />

Rolleston.<br />

Darfield and Leeston are<br />

earmarked as strategic towns and<br />

could see smaller apartments of<br />

up to three storeys built.<br />

while standalone housing will<br />

likely be the way forward for<br />

recreation towns and small<br />

settlements.<br />

“Growing up is necessary<br />

for Waikirikiri <strong>Selwyn</strong>, which<br />

represents a considerable<br />

departure from the status quo.<br />

Intensification provides for<br />

more people to live in the places<br />

where they want to live, improves<br />

housing affordability, broadens the<br />

range of housing choices, increases<br />

access to public transport, jobs,<br />

amenities and services,” the<br />

strategy says.<br />

To make way for the new<br />

growth, the strategy points<br />

to expanding urban areas<br />

into more undeveloped land.<br />

These are known as greenfield<br />

developments.<br />

“Greenfield developments are<br />

capable of achieving our urban<br />

form direction, however, (they)<br />

must represent an efficient use of<br />

land and be at the right scale, mix<br />

and density,” the strategy says.<br />

Climate Change: Time to<br />

choose your path<br />

With more growth comes more<br />

sprawl, and what was once green<br />

farmland may become housing.<br />

This strategy points to four<br />

possible scenarios for the district.<br />

Each scenario represents a<br />

different combination of two key<br />

influences on the future.<br />

Firstly, the rate, amount and<br />

nature of population growth and<br />

secondly the spatial distribution<br />

of that population growth. Other<br />

inputs that are key drivers of<br />

change have been varied to craft a<br />

diverse set of scenarios. Numerous<br />

sources of information, including<br />

place-based research and technical<br />

information have been leveraged<br />

to formulate these scenarios.<br />

Scenario one: High growth<br />

and higher temperature<br />

Decisive action on climate change<br />

has been ineffective, leading to<br />

global temperatures rising 4 degC.<br />

<strong>Selwyn</strong> has become a haven for<br />

internal and external migration.<br />

The district is warmer, facing<br />

increased drought, sea-level rise<br />

and other climate impacts with<br />

increased severity, impact and<br />

frequency.<br />

Flood-prone, low-lying and<br />

coastal communities face major<br />

climate risks forcing a relocation<br />

west. While efforts are made<br />

to improve public and active<br />

transport, private vehicles<br />

dominate as primary transport.<br />

Scenario two:<br />

Growing green<br />

<strong>Selwyn</strong> continues to experience<br />

high levels of population growth,<br />

primarily from internal migration<br />

and skilled international migrants.<br />

The district’s future is<br />

digital, with new and advanced<br />

technologies transforming and<br />

disrupting how we live, how we get<br />

around, as well as how and where<br />

we work. International efforts<br />

have kept global temperatures to<br />

around 1.5 degC.<br />

Growth is more decentralised<br />

with growth to both the larger<br />

towns of Waikirikiri <strong>Selwyn</strong> as<br />

well as smaller more traditionally<br />

rural towns. There has been<br />

considerable investment in public<br />

and active transport providing<br />

greater connectivity within<br />

<strong>Selwyn</strong> and beyond.<br />

Scenario three:<br />

Turning the tide<br />

International action on climate<br />

change has been ineffective,<br />

leading to global temperatures<br />

rising more than 4 degC, passing<br />

numerous irreversible tipping<br />

points. <strong>Selwyn</strong> is able to escape<br />

the worst of global food, health<br />

and water insecurity due to its selfsufficiency<br />

and an overall smaller<br />

national population.<br />

The new normal is one of<br />

competition, struggle and<br />

adversity. Growth is increasingly<br />

in importing millions of dollars of drugs<br />

Justice Cameron Mander sentenced<br />

Felipe Montoya-Ospina, David Bonilla-<br />

Casanas and Zane Robert Jordan at the<br />

High Court last week, after they admitted<br />

dozens of class A drug importation and<br />

money laundering charges.<br />

The men, aged between 32 and<br />

37, were part of a much larger drug<br />

syndicate responsible for importing and<br />

distributing nearly <strong>10</strong>0kg of cocaine, with<br />

an estimated street value of $45 million.<br />

A global investigation into the syndicate<br />

involved the New Zealand Police’s Organised<br />

Crime Group and the United States<br />

Drug Enforcement Administration, as<br />

well as Spanish and Colombian police.<br />

The court heard that a senior member of<br />

the group, Montoya-Ospina, imported the<br />

drug to his Hororata farmhouse where he<br />

extracted the cocaine and washed it with<br />

acetone.<br />

More than once, Montoya-Ospina took<br />

the cocaine on a bus from Christchurch to<br />

Auckland, where Jordan would wait with<br />

hundreds of thousands of dollars in cash.<br />

Jordan then packaged and sold the drug<br />

to users in the community.<br />

Bonilla-Casanas laundered more than<br />

$200,000, helped import cocaine and<br />

received money and cocaine as payment.<br />

He had access to ID cards and passports<br />

that he provided to the syndicate.<br />

Montoya-Ospina was sentenced to<br />

14 years, seven months for importing,<br />

extracting and distributing cocaine<br />

and Bonilla-Casanas to eight years,<br />

two months for money laundering and<br />

forgery.<br />

Jordan was imprisoned for five years,<br />

three months on cocaine supply charges.<br />

More members of the syndicate will be<br />

sentenced later this year.<br />

ISSUES HAVE been raised about chipseal<br />

loss on the Waimakariri Gorge Bridge but<br />

it is not cause for concern, the council says.<br />

The design of the historic bridge includes<br />

joints between the deck plates which is<br />

where some of the loss is happening.<br />

This is normal but the situation is<br />

being monitored during winter, a council<br />

spokesman said.<br />

The bridge was built for road and rail<br />

and opened in 1877. The structure has steel<br />

components that support a deck made of<br />

structural plywood, with a short length of<br />

concrete deck at both ends.<br />

The plywood deck is made up of 47<br />

panels which provide the ability to<br />

accommodate flex at the joints between the<br />

panels. This is normal for a structure of this<br />

nature, the spokesman said.<br />

When the bridge was designed, it<br />

included the application of a special tape<br />

to be placed on the joints between the deck<br />

panels before being surfaced. Bitumen<br />

was then applied with a fabric layer, with<br />

a further two chipseal layers installed to<br />

provide a flexible surface.<br />

Further work will be undertaken on the<br />

joints after winter before the programmed<br />

This will provide ongoing protection to<br />

the bridge’s structural plywood deck, the<br />

spokesman said.

WE’VE WORKED closely with the<br />

community to give the trial of Route 87<br />

every opportunity for success since it<br />

began in 2019. This includes amending<br />

the route structure and timetable based<br />

on engagement and feedback, as well as<br />

connecting it with direct services from<br />

Lincoln into Christchurch City.<br />

Since May 2022, Route 87<br />

customers also benefitted from<br />

lower costs through the half-price<br />

fares scheme and subsequent $2<br />

Greater Christchurch flat fare.<br />

Despite the changes, it has<br />

never met its monthly targets of<br />

800 passenger trips to make it an<br />

economically viable service for<br />

ratepayers.<br />

Before making any decisions<br />

about the service, we undertook a<br />

comprehensive data analysis of Route<br />

87’s performance, focusing on evaluating<br />

the service’s effectiveness and customer<br />

engagement.<br />

We understand there is concern that<br />

some passengers who travel on Route 80 to<br />

Lincoln were not counted in our data. Our<br />

passenger data is collected through the tag<br />

on system, with additional transactions<br />

(such as Gold Card users or cash transfers)<br />

entered by the driver.<br />

There is a protocol in place to transfer<br />

data about the number of passengers<br />

who remain on the bus which changes its<br />

route number and continues as Route 87<br />

towards Southbridge.<br />

Further investigation confirms that at<br />

times, passenger numbers for those who<br />

travelled on Route 80 and continued on<br />

Route 87 were not transferred, and this<br />

has now been rectified with the operator.<br />

For the period January 1, 2023 to April<br />

30, <strong>2024</strong> transfer data from Route 80 to<br />

Route 87 is available for 287 days out<br />

of 326. This means 39 days during this<br />

period (12 per cent) have missing evening<br />

trip transfer data.<br />

We identified days with missing Route<br />

87 transfer data (where drivers did not<br />

either ask passengers to rescan or transfer<br />

passenger data manually) and quantified<br />

the impact.<br />

This involved tracking all Metro cards<br />

that made transactions during morning<br />

trips on these days and did not appear<br />

in the evening trips, then adding these<br />

to the evening trip passenger counts. We<br />

also added an estimate for missing<br />

cash ticket transfers. This led to an<br />

additional 129 trips.<br />

After incorporating the<br />

additional transactions during<br />

the period from January 1, 2023<br />

to April 30, <strong>2024</strong>, the total daily<br />

average number of passengers for<br />

the service is 19.2, compared to the<br />

Stewart daily target of 40 passengers.<br />

Gibbon Actual passenger numbers do<br />

not come close to the target for any<br />

month during the period.<br />

Unfortunately, we are not able to<br />

continue the Route 87 bus service, as it is<br />

uneconomical for ratepayers.<br />

Over a long trial period of five years,<br />

there has been an insufficient level of use<br />

of the service by the wider community.<br />

This is in contrast to other trial services<br />

such as Darfield, which started using<br />

the same model and has seen significant<br />

positive engagement and use over a similar<br />

time. We are currently running a doubledecker<br />

bus service to manage demand.<br />

We will continue to work with <strong>Selwyn</strong><br />

District Council on options for public<br />

transport. We want to again thank those<br />

who used the service over the trial.<br />

In terms of alternative transport options<br />

there is a local community vehicle trust<br />

which may be of some assistance to the<br />

community.<br />

We expect many of our local<br />

readers have been involved with,<br />

or will have seen examples of,<br />

public works projects in action.<br />

Further to our recent articles on<br />

the Public Works Act 1981 (PWA),<br />

we write again on this topic with<br />

an important update to share.<br />

On 18 June the Government<br />

announced that it intends<br />

to modernise the PWA – the<br />

legislation that the Crown<br />

and Local Authorities use to<br />

compulsorily acquire land needed<br />

for infrastructure projects. The<br />

legislation is more than 40 years<br />

old and has not been substantially<br />

amended since 1988. The<br />

Government’s proposed changes<br />

are intended to streamline the<br />

process involved with public<br />

infrastructure projects, thereby<br />

reducing delays in delivery. These<br />

“fast track” amendments will, in<br />

theory, address long-standing<br />

issues related to land acquisition<br />

and compensation that fall under<br />

the PWA.<br />

The Government has proposed<br />

an eight-week review period.<br />

The focus of the review is on<br />

ensuring the legislation is fit for<br />

purpose in realising the Crown’s<br />

ability to undertake public works,<br />

including that the process gives<br />

clarity for landowners impacted<br />

by proposed public works and<br />

stricter timeframes are in place<br />

for negotiations between the<br />

Crown and the landowner. The<br />

overall intention being to expedite<br />

the completion of essential<br />

infrastructure projects such<br />

as roading development and<br />

educational facilities.<br />

The new legislation is intended<br />

to be introduced mid-2025.<br />

It is hoped that the proposed<br />

amendments will improve the<br />

transparency and fairness of the<br />

compensation process and that<br />

landowners receive fair market<br />

value for their properties. The<br />

public will have an opportunity<br />

to provide feedback during the<br />

subsequent select committee<br />

process.<br />

reforms preserve the landowner’s<br />

fundamental rights to a fair<br />

process and to fair compensation.<br />

update once the findings of the<br />

review are publicly available.<br />

Trust’s annual celebration marked 20 years<br />

of the group’s achievements in restoring<br />

native habitat in ‘greendot’ sites across the<br />

At the Friends of Te Ara Kākāriki event,<br />

Nicki Shackleton was presented with<br />

the Diana Isaac Cup by Craig Pauling,<br />

Te Ara Kākāriki’s founding trustee and<br />

Rob Kinney, chief executive of the Isaac<br />

Conservation and Wildlife Trust.<br />

The cup is awarded every two years to<br />

a greendot landowner to recognise their<br />

outstanding efforts in planting native<br />

species across the district.<br />

A greendot is an area of native planting<br />

with the purpose of recreating a natural<br />

habitat stepping-stone as part of an<br />

indigenous wildlife corridor.<br />

Shackleton has a lifestyle block near<br />

Lincoln and had a goal to create a place for<br />

people to “come for solace, to listen to the<br />

birds and learn about native plants”.<br />

She started working with Te Ara<br />

Kākāriki volunteers in 2017 and has since<br />

covered nearly 1ha of her property with<br />

native plantings.<br />

Kinney spoke about the Isaac<br />

Conservation and Wildlife Trust’s activities<br />

on 1<strong>10</strong>0ha of rehabilitated quarry land.<br />

They assist conservation through their<br />

captive breeding programme for several<br />

threatened birds like whio (blue duck),<br />

kākāriki karaka (orange fronted parakeet)<br />

and kakī (black stilt).<br />

Speaker Dr Colin Meurk, a botanist<br />

and ecologist with the trust, reflected on<br />

the work of Te Ara Kākāriki to plant the<br />

stepping-stones of habitat.<br />

“Native plantings importantly connect<br />

communities to nature and increase<br />

people’s interaction with wildlife,” Meurk<br />

said.<br />

With less than one per cent of native<br />

vegetation remaining in the district, Meurk<br />

explained that even very small greendots<br />

help protect and restore native plants and<br />

birds.<br />

for book fair<br />

Malvern Anglican Parish’s annual book fair has been<br />

a resounding success. The fair is held over the first<br />

weekend of the winter school holidays, from Friday<br />

until Monday. Organiser Jill Stevenson said they had<br />

received thousands of donations of books, puzzles<br />

and games from the community. She said the public<br />

turnout was positive. “We’ve had hundreds of people<br />

through, probably about six or seven hundred people<br />

which is pretty good for a community of this size. After<br />

the second day we already broke all our records for the<br />

money taken in.” Stevenson said on Monday the total<br />

amount was yet to be counted. The event was held<br />

in the main building of Trinity Church, which she said<br />

made a big difference to presentation and browsing<br />

experience. The most popular items sold were Wasgij<br />

puzzles and non-fiction books.<br />

and was opened at a public event<br />

The $440,000 piece is made up<br />

of 20 shimmering stainless steel<br />

figures on golden poles up to four<br />

metres tall.<br />

The sculpture draws on the<br />

cultural narrative for Te Ara Ātea<br />

whenua, Ngāi Te Ruahikihiki ki<br />

Taumutu.<br />

Toro Atua was funded with<br />

<strong>Selwyn</strong> District Council adopts <strong>10</strong>-year plan<br />

Investing in critical infrastructure and preparing<br />

for growth will be <strong>Selwyn</strong>’s main priorities over<br />

the next <strong>10</strong> years, after the Council adopted its<br />

<strong>2024</strong>-34 Long-Term Plan on 3 <strong>July</strong>.<br />

The plan includes an average rates rise for the<br />

<strong>2024</strong>/25 year of 14.9% - slightly lower than the<br />

15.6% the Council had consulted on in April.<br />

Mayor Sam Broughton said the Council had worked<br />

hard to reduce the impact on ratepayers as much<br />

as possible, as costs for Council to keep delivering<br />

its services rise.<br />

HEB Construction brought two trucks and a<br />

digger, allowing students to experience what<br />

it’s like to be a truck or digger driver, what to<br />

do if a footpath is blocked and how to get a<br />

driver’s attention.<br />

HEB Construction said, “We all had a fun day,<br />

teaching the tamariki to be seen and be safe,<br />

raising their awareness about where they can<br />

and can’t be seen if they were on their bikes<br />

or scooters”.<br />

This visit is part of a broader campaign by the<br />

Council and HEB Construction, working with<br />

schools to highlight the dangers of being near<br />

trucks and how to navigate work sites safely.<br />

late last week. Today,<br />

<strong>Selwyn</strong> <strong>Times</strong> pays<br />

tribute to the<br />

34-year-old<br />

“IT IS WITH the heaviest of<br />

broken hearts our loved Katie<br />

passed peacefully away this<br />

morning,” Katie’s mother Wendy<br />

Cox wrote on Facebook.<br />

Cox had started to go downhill<br />

earlier in the week after battling<br />

the rare form of cancer she was<br />

told she had in October last year.<br />

Said Wendy: “The high dose of<br />

steroids she was on to deal with<br />

the toxicity in her lungs showed<br />

a form of pneumonia on Monday<br />

from the blood test and CT scan.<br />

That night she started on strong<br />

antibiotics and knew the next<br />

four days were going to be difficult<br />

to get through.<br />

“As determined as she was,<br />

and being on direct oxygen and<br />

concentrators her lungs struggled<br />

with getting enough oxygen<br />

and she passed away peacefully<br />

this morning.<br />

“She approached cancer and<br />

the myriad of drugs she took to<br />

get through this with determination,<br />

integrity and tenacity.”<br />

Since her diagnosis last year<br />

Cox had massive support from<br />

the harness racing community,<br />

and others. Thanks to a fundraising<br />

effort co-ordinated by<br />

close friend and mental health<br />

advocate Craig Wiggins, more<br />

than $340,000 was raised to<br />

help Cox get the medication she<br />

needed.<br />

“Katie brought us all together<br />

in her journey and it’s important<br />

that we all support each other<br />

and her closest the most,” Wiggins<br />

posted on Facebook.<br />

“We know this is a shock to<br />

you all and the hurt will be deep<br />

and the loss you feel real.”<br />

Cox was humbled and<br />

extremely grateful for all that<br />

support. Just three weeks ago<br />

she said: “It’s incredible. I can’t<br />

emphasise enough how grateful<br />

I am for everything, the texts,<br />

the calls. People have been<br />

wonderful.”<br />

Her comments came after<br />

she drove her own horse Spy<br />

Da Moment to win a trial at<br />

Ashburton. At the time she said<br />

her health had taken a turn for<br />

the worse, but she remained<br />

optimistic.<br />

Since news of her death was<br />

made public there has been<br />

an outpouring of sympathy<br />

with many taking to social<br />

media in particular to offer<br />

their condolences.<br />

Many spoke of their sadness<br />

and of Cox’s bravery throughout<br />

the last few months.<br />

“A beautiful soul taken far too<br />

soon,” said one.<br />

Others included: “Katie’s infectious<br />

smile and laughter is how<br />

we will remember her, plus her<br />

amazing horse and handling<br />

skills and passion for hard<br />

work!”<br />

“Such a lovely kind and happy<br />

person gone way too soon.”<br />

“A true fighter.”<br />

In an interview with <strong>Selwyn</strong><br />

<strong>Times</strong> reporter Daniel Alvey<br />

in November, Cox said she had<br />

thought nothing of a cough she<br />

developed in early September.<br />

It was the middle of winter,<br />

one of the bleakest and wettest<br />

Canterbury had had for some<br />

time.<br />

Cox could count the number<br />

of times she had been to a doctor<br />

on one hand. Training and<br />

driving harness racing horses<br />

had kept her fit and healthy.<br />

But the cough stuck around<br />

and by late September, she had<br />

developed chest pains. She<br />

decided to go to the doctor.<br />

“All it was, was a bit of a<br />

cough, bit of a winter cough, you<br />

know it wasn’t that much. I just<br />

thought I’ll go to the doctor and<br />

get some antibiotics,” Cox said.<br />

“The doctor gave me some<br />

antibiotics and thought it was<br />

most likely a bit of a chest<br />

infection.”<br />

When she returned to the<br />

doctor for a new prescription,<br />

her doctor sent her for a chest<br />

x-ray as a precaution.<br />

Having never smoked or vaped<br />

Cox did not think much of it.<br />

The x-ray did show some<br />

blockage in her lung, but again<br />

she was not worried.<br />

“When it showed my lung<br />

was a bit blocked there was a<br />

possibility it could have just been<br />

a bit of grit or something off the<br />

track.<br />

“It wasn’t until they did the CT<br />

scan and biopsy that we knew it<br />

was cancerous.”<br />

It was about a month between<br />

the first doctor’s visit and the<br />

cancer diagnosis.<br />

Cox, who was reluctant to talk<br />

about the day she found out the<br />

diagnosis, was with her mum<br />

Wendy, and partner, when the<br />

doctor delivered the news that<br />

she had lung cancer.<br />

She still did not believe it as<br />

she was being told.<br />

“We thought they must have<br />

had the wrong person,” Cox said.<br />

Further results showed she<br />

had a genetic mutation known as<br />

Exon 20 – which accounts for up<br />

to approximately one in 30 lung<br />

cancers.<br />

Exon 20 mutations are<br />

resistant to drugs used to treat<br />

other forms of lung cancer.<br />

Wendy said her daughter’s<br />

spirit was “willing” to the<br />

end – and she was even giving<br />

directives about her horse Spy<br />

Da Moment’s training “as she<br />

was entering the ambulance”.<br />

“Katie was so appreciative of<br />

the fantastic support from all<br />

who knew her, and supporters<br />

she hadn’t even met,” she<br />

continued.<br />

Since 2012, Cox had 37<br />

training and <strong>10</strong>8 driving wins<br />

with her biggest moment being<br />

her Group 2 success in 2023<br />

when she trained and drove<br />

McIlroy’s milestone a first for Darfield<br />

McIlroy is poised to play his<br />

300th division 1 game for the<br />

club this weekend when they<br />

take on West Melton in the final<br />

round of the Coleman Shield.<br />

McIlroy, 40, started playing for<br />

Darfield when he was five. He<br />

made his division 1 debut as an<br />

18-year-old in 2002 while still a<br />

part of the under-19 side.<br />

He will become the first player<br />

from Darfield to reach the 300-<br />

game milestone.<br />

McIlroy said reaching the<br />

milestone had never been a focus.<br />

“It’s pretty surreal, I just take<br />

each game as it comes and now<br />

it’s arrived.”<br />

He says retirement has never<br />

crossed his mind.<br />

“I still enjoy the game and<br />

hanging out with the lads. I’ve<br />

just stuck around because I love<br />

playing for Darfield and all the<br />

lads involved in it.”<br />

The loose forward has<br />

also represented Ellesmere,<br />

Canterbury Country and<br />

Canterbury B, and even played 57<br />

times for Buller in the Heartland<br />

Championship.<br />

“I ran a marathon in a team<br />

over there, and we’re having a<br />

beer afterwards in a pub, and I’m<br />

talking to Josh Bell, who used to<br />

play for Buller back in the day.<br />

“He introduced me to the<br />

coaches, they came and watched<br />

one game, and then that was it,”<br />

he said.<br />

“I played six seasons there, so<br />

there was a fair bit of travelling<br />

involved, but it was the best<br />

rugby I’ve played, I reckon.<br />

Heartland competition is pretty<br />

special.”<br />

His twin brother Scott is also<br />

a Darfield veteran, making more<br />

than 250 appearances for the<br />

division 1 side. The brothers also<br />

played 15 matches together for<br />

Buller.<br />

“It was pretty cool to play with<br />

your twin brother for 200-odd<br />

games,” he said.<br />

McIlroy could yet add to his<br />

tally this season, with Darfield<br />

currently in fourth place and on<br />

the cusp of making the Coleman<br />

Shield semi-finals.<br />

They can achieve this if they<br />

avoid defeat against West Melton<br />

on Saturday in what is essentially<br />

a quarter-final, with the teams<br />

separated by just one point. A<br />

loss would see them fall to fifth<br />

and miss the playoffs.<br />

the Crusaders international high<br />

performance unit based out of<br />

Rugby Park, I would come across<br />

Scott Robertson at different times<br />

and couldn’t help but notice<br />

he had a singular drive and<br />

predetermined plan to get himself<br />

to the top.<br />

That day finally arrived at<br />

Dunedin over the weekend.<br />

Since taking over, he has been<br />

busy finalising his coaching and<br />

management group, getting his<br />

playing roster sorted, choosing<br />

a captain and looking at how he<br />

wants his team to play.<br />

But none of that is the same as<br />

finally walking onto the field and<br />

soaking up the crowd before his<br />

first official game.<br />

Robertson ensured he would<br />

have the best opportunity to start<br />

with a win when he chose an<br />

experienced line-up against an<br />

England team picked with the<br />

future in mind.<br />

Amashukeli also had a hand,<br />

with captain Scott Barrett even<br />

mentioning he thought they got<br />

the 50/50 calls.<br />

That’s an understatement at<br />

best and Robertson would have<br />

breathed a sigh of relief when<br />

ARTISTIC SWIMMER Amelia<br />

McConnochie is preparing to<br />

set off for Peru for an historic<br />

competition.<br />

Amelia, 16, is a part of the<br />

first ever New Zealand team to<br />

compete at the biennial World<br />

Aquatics Artistic Swimming<br />

Junior Championships in Lima<br />

next month.<br />

She is the only member of the<br />

team from Canterbury.<br />

“It’s really cool I was able to be<br />

selected for this,” she said.<br />

“I hoped I would be when I<br />

trialled (in January) and I’ve been<br />

training ever since.”<br />

Amelia, who represents the<br />

<strong>Selwyn</strong> Artistic Swimming Club,<br />

first started in the sport almost <strong>10</strong><br />

years ago.<br />

While learning to swim at the<br />

Small Strokes Swim School in<br />

Rolleston, Amelia was introduced<br />

to the sport through teacher Joan<br />

Billing.<br />

“My old swim teacher had a<br />

syncro (synchronised swimming)<br />

club,” she said.<br />

She first competed for New<br />

Zealand as a 12-year-old,<br />

and last year attended the<br />

Amelia’s life is devoted to<br />

swimming – she trains “five or<br />

six times a week”, often at the<br />

expense of her social life.<br />

“I think it’ll be worth it in the<br />

end. It can be quite tough.”<br />

She’s not aiming too high for<br />

the competition.<br />

“My coaches really want to get<br />

into finals, but I think it’d just be<br />

nice to do a good clean swim.<br />

“It’s going to be really exciting.”<br />

small pond, with his coaching<br />

success coming in a Super Rugby<br />

competition that was greatly<br />

is swimming in an international<br />

ocean that has a different set of<br />

expectations.<br />

The next few weeks will tell us<br />

little as the experienced players he<br />

has picked will rinse and repeat an<br />

already entrenched game plan.<br />

Hawaiian International Football<br />

Festival.<br />

Hannah Hoare, 16, and<br />

Ashley McLean, 17, who both<br />

play for <strong>Selwyn</strong> United’s senior<br />

women’s side, will represent<br />

Māori Football Aotearoa’s<br />

under-20s against Hawaii in a<br />

three-match series.<br />

Hannah’s call-up comes after<br />

her recovery from a torn ACL,<br />

which she suffered last year, just<br />

a month before what would have<br />

been her first appearance for the<br />

Māori side.<br />

She has previously represented<br />

South Island Māori U16 and<br />

U18.<br />

Late last year, while still<br />

recovering, Hannah learned she<br />

would be selected to travel with<br />

the team this year.<br />

“I think it drove me to work<br />

harder and put more effort into<br />

it to make sure I was ready,” she<br />

Hannah, who is Ngāi Tahu,<br />

said she’s enjoyed being able<br />

to connect with her heritage<br />

Just because the weather restricts<br />

outdoor activities, keep your toolbox<br />

handy! Winter is the perfect time to get<br />

started on those home improvement<br />

projects. You can achieve plenty of<br />

alterations with little effort or needing to go<br />

outside. You may even find contractors are<br />

easier to find during winter. Make the most<br />

of your time indoors-refresh, remodel, or<br />

renovate and enjoy your home’s warmth<br />

Interior painting and wallpapering<br />

Wallpapering and painting can be an<br />

easy way to freshen up a room. Don’t<br />

panic about having to freeze, thinking<br />

you will need to have your doors and<br />

windows open to let out the fumes. Use a<br />

dehumidifier to ventilate the area, or use<br />

one of the many paints with low or no<br />

added VOC products. Get a new look by<br />

choosing a different colour scheme or paint<br />

the trims in a different colour for a minor<br />

job. The finish and drying time will depend<br />

on temperature, timing, and moisture. The<br />

recommended temperature for painting<br />

is around 15-16°C, so get the heat pump<br />

running before painting. Wallpapering is<br />

another winter refresh option.<br />

Upgrade Your Lighting<br />

When it’s dull and dark during the long<br />

winter days, it’s the perfect time to replace<br />

dim bulbs in your home. A brighter, more<br />

energy-efficient LED bulb will help make<br />

your rooms brighter and more cheerful<br />

and save money in the long term. Consider<br />

a floor lamp to add more light and style<br />

to your room. Perhaps you could replace<br />

lights and switches with integrated smart<br />

technology.<br />

Upgrade cabinet handles<br />

Here’s something that only takes a<br />

screwdriver and time: Replace kitchen or<br />

bathroom cabinets with new handles for<br />

a low-cost makeover. Make sure your new<br />

handles match the holes of your previous<br />

ones.<br />

Check insulation<br />

Winter is when you’ll know if your house<br />

feels warm and cozy or whether draughts<br />

are finding their way in. Take the time<br />

this winter to check how well your home<br />

is insulated. Have your home evaluated to<br />

check for areas where you’re losing energy<br />

or need insulation topped up or replaced<br />

based on the required R-value. You’ll<br />

benefit from a well-insulated home and<br />

lower power bills. Also, check for cracks<br />

around windows and doors and consider<br />

weatherstripping to prevent draughts.<br />

Upgrade your laundry<br />

Changing your laundry doesn’t need<br />

much work to improve its functionality<br />

and appeal. You could use peel-and-stick<br />

wallpaper, meaning there is no need to<br />

paint, add shelves and bins to store laundry<br />

baskets and detergent and put a countertop<br />

over the washing machine and dryer. This<br />

also provides another area for storage or<br />

Hedge your bets with protective plants<br />

Those veggies are<br />

not going to keep<br />

themselves safe, get<br />

yourself some hedges!<br />

Read this guide to find<br />

out how to install these<br />

crucial shields<br />

Vegetables<br />

Hedges can protect vegetable<br />

crops from wind damage but,<br />

because they need regular<br />

clipping, busy gardeners and<br />

those with small patches may<br />

prefer to use windcloth, manuka<br />

scrub or similar.<br />

The ideal shelter hedge is no<br />

more than 1.5m tall. Keep its<br />

base compact by clipping plants<br />

hard from the earliest stages of<br />

growth and keep soil around<br />

them free of weeds.<br />

Lonicera nitida, an evergreen<br />

honeysuckle which is sometimes<br />

sold as ‘box’, is suitable as a<br />

close-growing shelter hedge with<br />

small-leaved, dense growth.<br />

Propagate from cuttings taken<br />

in autumn and winter. Growing<br />

best on moderate to heavy soils,<br />

it has a root system which does<br />

not travel far into neighbouring<br />

plots.<br />

Golden akeake or akiraho<br />

(Olearia paniculata) and<br />

Escallonia (the pink-flowered<br />

form is best) are other hedge<br />

garden. They can be grown from<br />

cuttings, but a headstart will be<br />

achieved if plants two or three<br />

years old are used.<br />

Broad beans and globe or<br />

Jerusalem artichokes will give<br />

temporary shelter to protect<br />

tender crops from strong earlysummer<br />

winds.<br />

Jerusalem artichokes, shallots<br />

and garlic are among the few<br />

crops that can be planted in the<br />

open ground at this time of year.<br />

Provided the soil is not frozen<br />

or waterlogged, these hardy<br />

plants do best when planted now,<br />

coming away quickly in early<br />

spring.<br />

Rhubarb plants that have been<br />

in the same site for several years<br />

can be broken up with a sharp<br />

spade. Replant pieces in heavily<br />

manured, deeply dug soil.<br />

Keep autumn-sown onion<br />

seedlings free from weeds by<br />

lightly hoeing around the rows.<br />

The old practice was to apply soot<br />

to stimulate the young plants, but<br />

this is not now recommended.<br />

Flowers<br />

Even the smallest section should<br />

have some space for a shrub<br />

or two, perhaps an azalea or<br />

rhododendron, a camellia, lilac<br />

or an evergreen native shrub.<br />

Identifying a site’s soil condition<br />

will help determine what will<br />

grow best.<br />

Transforming hard clay or a<br />

rocky, dry slope into an area of<br />

fertile, friable soil is hard work<br />

but there are attractive shrubs<br />

that will grow in poor soils.<br />

There are plants to withstand<br />

salt-laden winds and others that<br />

will grow in locations where<br />

high trees, steep slopes or tall<br />

buildings limit direct sunlight.<br />

Avoid digging holes for shrubs<br />

in the middle of an uncultivated<br />

area. Circles of cultivated ground<br />

surrounded by firm soil collect<br />

rainwater. Dig over a larger<br />

site to surround the spot where<br />

the shrub is to grow, covering<br />

the soil later with groundcover<br />

plants or wood chips.<br />

Add compost, well-rotted<br />

stable manure, leaf mould or<br />

rotted straw to the soil. Let this<br />

settle for a few days or weeks<br />

before planting the shrub.<br />

Always consider how wide and<br />

tall the shrub will grow.<br />

Fruit<br />

Blueberries are one of the most<br />

antioxidant-rich fruits and<br />

their popularity is increasing<br />

worldwide.<br />

The blueberry is native to<br />

the eastern United States and<br />

the fruit has been eaten by<br />

native Americans for centuries,<br />

but it was not until the early<br />

20th century that work was<br />

undertaken on developing largefruited<br />

hybrids. In New Zealand,<br />

efforts started in about 1979 to<br />

breed new cultivars with an eye<br />

to developing an export market.<br />

Blue Magic and Tasty Blue are<br />

among the New Zealand-bred<br />

varieties.<br />

There are three main types of<br />

blueberries: highbush, rabbiteye<br />

(the most heat-tolerant) and<br />

southern highbush.<br />

Cupra Born the EV world’s wild child<br />

VIBRANCY, FLAIR, and<br />

passion are deeply embedded<br />

into the DNA of the Spanish<br />

people, and its only automotive<br />

manufacturer, the Volkswagenowned<br />

Seat, have created an<br />

electric car that is an automotive<br />

expression of those qualities.<br />

It’s the small to mid-size Cupra<br />

Born, out of Seat’s performance<br />

division and sits on Volkswagen’s<br />

impressive MEB platform.<br />

This compact Spanish<br />

dynamo shares this platform<br />

with the Skoda Enyaq and<br />

Volkswagen ID.4 and its smaller<br />

sibling the ID.3.<br />

Of the three models spawned<br />

from the MEB platform, the<br />

Enyaq has been the strongest<br />

seller here, but did have the<br />

benefit of being the first of this<br />

trio to hit our market.<br />

The Cupra Born is the wild<br />

child of the Seat family and<br />

putting the brand on the map<br />

here after years of living in the<br />

shadow of its higher profile<br />

Volkswagen and Skoda siblings.<br />

A fun, affordable, quality<br />

European performance hatch<br />

brimming with personality,<br />

the $74,990 Cupra Born EV is a<br />

genuine X-factor vehicle, without<br />

Motoring with Bob Nettleton<br />

the usual mega price tag. It also<br />

looks the part with LED daytime<br />

running lights with unique<br />

signature, full LED headlights,<br />

and 19-inch Copper Typhoon<br />

alloy wheels and an air intake<br />

with copper frame.<br />

Completing the picture are<br />

aerodynamic side sills, floating<br />

C-pillar and copper Cupra<br />

badging. All this made the test<br />

vehicle a bit of a people magnet<br />

when it was parked up, with<br />

most knowingly nodding their<br />

approval.<br />

Like the Volkswagen ID.4 we<br />

previously road tested, the Cupra<br />

Born first broke cover in 2022.<br />

However, the handbrake was<br />

applied to its arrival here as the<br />

world, including the automotive<br />

one, slowly emerged from the<br />

Covid pandemic.<br />

This included grappling with<br />

supply chain issues that were<br />

also an anchor on car industry<br />

efforts to move up a gear and<br />

meet full order books during the<br />

pandemic. When people couldn’t<br />

travel, many detoured their<br />

travel budget into purchasing a<br />

new car.<br />

Like its cousins the ID.4 and<br />

Enyaq, the Cupra Born stays the<br />

EV distance more convincingly<br />
