tackling Tour de France route for charity<br />

A HOUSE<strong>BUILDER</strong> has<br />

sponsored a Leicestershire<br />

cyclist who is taking on all<br />

3,592km of the official Tour de<br />

France route in aid of charity.<br />

Bellway East Midlands has donated<br />

£100 to Duncan Carrier, who is tackling Le Grand Loop – in which amateur cyclists complete all 21 stages<br />

of the Tour de France, fully supported, one week ahead of the professionals.<br />

Enderby Logistics<br />

Hub approved<br />

OUTLINE planning permission has<br />

been granted for a new logistics<br />

and industrial park at St Johns,<br />

Enderby.<br />

Blaby District Council planning committee<br />

members approved an application for the<br />

Enderby Logistics Hub at a meeting on 13<br />

June.<br />

The application was submitted by<br />

landowner the Drummond Estate following<br />

the refusal of a similar outline application<br />

in October last year. This refusal is in the<br />

process of being appealed with a hearing<br />

date scheduled for Tuesday 9 July.<br />

The approved plans feature four storage<br />

and distribution warehouses, three general<br />

industrial warehouses – replacing a potential<br />

training centre in the previous scheme<br />

-offices and gatehouses. Access will be off<br />

Leicester Lane.<br />

The site, which amounts to 33 hectares,<br />

was assessed and earmarked for<br />

employment use within the current Local<br />

Plan, adopted in 2019.<br />

During the meeting councillors discussed<br />

the application’s impact on highways,<br />

concerns about noise and the need for<br />

warehousing.<br />

Further, more detailed applications<br />

will follow to determine the size, scale,<br />

layout and landscaping elements of the<br />

development.<br />

Celebrating 15 Years<br />

of SKM Design<br />

ARCHITECTURE firm SKM Design celebrated their 15th<br />

birthday with a series of celebrations and a rebrand. They<br />

stand as an award-winning firm for commercial, high-end<br />

residential and hospitality projects across the UK and are a<br />

practice that pride themselves on distinctive designs with a<br />

Founded in May 2009 by director Sanjay Mistry, the company has survived recessions, ongoing industry<br />

BATJIC agrees 4 per<br />

cent pay rise<br />

THE BUILDING and Allied Trades Joint Industrial Council (BATJIC),<br />

managed by the Federation of Master Builders (FMB), has agreed<br />

with Unite the Union a 4 per cent wage rate increase, and one extra<br />

day of holiday, for small builders. The agreement came into effect from Monday 17<br />

June <strong>2024</strong>.<br />

Brian Berry, Chief Executive of the FMB, said “This year’s agreement represents a fair rise in the wage rates<br />

for the nation’s small builders, following another year of inflated prices. We believe this has struck the right<br />

balance between employers and staff, who are both seeing their costs rise. BATJIC, in agreement with Unite,<br />

also agreed to provide builders with one extra holiday day.”<br />

Berry concluded: “While the BATJIC agreement is completely voluntary, we know many FMB members<br />

choose to use it for guidance on their wage rates and other employment rights. The agreement helps builders<br />

attract new staff and maintain their current workforce by guiding employers to offer competitive wages and a<br />

range of other employment benefits.”<br />

Cycling for charity<br />

the region. The Bellway donation has<br />

helped him reach his fundraising target<br />

of £3,000.<br />

Duncan said: “Thank you to Bellway<br />

for this great support for an amazing<br />

charity. Hopefully we can stay ahead of<br />

the Tour de France peloton.”<br />

Le Grand Loop – the full 21 stages<br />

of the Tour de France course being<br />

completed by Duncan – is part of Le<br />

Loop, which offers cyclists a range<br />

of options from two stages to the full<br />

course. Money raised by Le Loop goes<br />

to the William Wates Memorial Trust,<br />

whose mission is to help the most<br />

disadvantaged young people keep<br />

away from a life of crime by supporting<br />

charities which engage them in sports,<br />

arts and education. The trust was set<br />

up to celebrate the life of 19-year-old<br />

William Wates, who was tragically<br />

killed when travelling in Central<br />

America in 1996.<br />

Duncan’s challenge will start in June<br />

in Florence, where the Tour starts this<br />

year, and ends in Nice three weeks<br />

later. Duncan is to be joined for three<br />

of the stages by his son and the<br />

company’s Operations Director Wilf<br />

Carrier.<br />

we got the letter from Duncan asking<br />

for his support and outlining his<br />

intention to take on Le Grand Loop we<br />

were inspired. We are very happy that<br />

our donation has enabled him to hit his<br />

to Florence to start his epic journey.<br />

the amazing work that the William<br />

Wates Memorial Trust does to<br />

circumstances and reach their true<br />

as trade redundancies<br />

comments: “New data from the Office for National<br />

Statistics shows that there has been a surge in<br />

tradespeople<br />

turning selfemployed<br />

over the last<br />

few months.<br />

December and<br />

March, the<br />

figure shot up<br />

from 227,000<br />

to 274,000.<br />

This represents<br />

an increase of<br />

47,000, or 21%,<br />

which is the<br />

biggest jump in<br />

15 years, since the winter of 2008.<br />

“The overall number of workers in construction has remained fairly<br />

consistent, hovering around the 2.2m mark, meaning these new selfemployed<br />

workers are likely to have recently left companies.<br />

“The data backs this up, with a recent spike in redundancies within<br />

the industry. The latest report shows that 16,000 workers lost their jobs<br />

between February and April <strong>2024</strong>, which is a staggering 167% increase<br />

from the previous period (January to March, 6,000). At 16,000, the industry<br />

made more people redundant than any other sector in the UK economy<br />

during this time. At the same point last year, only 3,000 employees were<br />

made redundant, so this year’s figure is 433% higher.<br />

“Thankfully, however, the rate of redundancies appears to be slowing,<br />

with ‘potential’ cases dropping by 8% over the last few months, and falling<br />

by 23% year-on-year.<br />

“For those individuals who choose not to go self-employed, the good<br />

news is that construction vacancies are on the rise. There were 39,000<br />

jobs advertised between March and May, up by 8% compared to earlier in<br />

the year.<br />

“Also positive is the earnings figure, with average weekly salaries now<br />

standing at £760, which is an increase of 4% from last year.<br />

“The data appears dramatic at a first glance, but it’s reassuring to see<br />

that people who have left their roles are finding alternative sources of<br />

Rainy start to <strong>2024</strong><br />

slow down, says FMB<br />

The 1.4 per cent fall in construction output<br />

for the first four months of this year, marks<br />

a worrying trend in what is happening to the<br />

construction sector, says the Federation of<br />

Master Builders (FMB) in response to the latest<br />

ONS Construction Industry output data for April.<br />

Brian Berry, Chief Executive of the FMB commented: “The<br />

latest ONS figures show a worrying trend emerging, with<br />

decline in construction output recorded in each of the first<br />

four months of <strong>2024</strong>. While survey data collected by the ONS<br />

indicates that continued wet and windy conditions once again<br />

contributed to the struggles of construction firms, the stagnation<br />

seen across the UK economy suggests this is part of a wider<br />

problem.”<br />

Berry concluded: “The performance of the construction<br />

industry is a key element of the UK’s overall economic<br />

performance. With the General Election fast approaching,<br />

and all of the major political parties claiming sustainable longterm<br />

growth will be a priority, it is<br />

essential that construction receives<br />

the attention it needs. By boosting<br />

house building rates, providing<br />

support to people looking to carry<br />

out energy efficient upgrades to<br />

their homes, and taking steps to<br />

address the current skills crisis in<br />

construction, the next government<br />

can set the UK on the road to a<br />

Former housing depot<br />

Milestone celebrated at<br />

£6.25m light industrial<br />

scheme in Leicester<br />

CONSTRUCTION of a new industrial scheme in Leicester<br />

has reached a major milestone with groundwork complete<br />

and steel frames erected.<br />

Commercial property developer, Brackley Property Developments (BPD),<br />

is redeveloping a brownfield site off Blackbird Road near Leicester city<br />

centre, on behalf of Leicester City Council.<br />

Stephen Pedrick-Moyle, managing director of BPD was joined on site<br />

by Leicester city mayor, Sir Peter Soulsby and main contractor, Wilten<br />

Construction Limited, to mark the progression of the new £6.25 million<br />

project.<br />

It will create more than 30,000 sq ft of light industrial accommodation,<br />

with four new buildings housing 21 small units for start-ups and growing<br />

businesses. Units will include roof-mounted solar panels, super insulation<br />

and low-energy smart lighting, while tenants will also have access to EV<br />

charging and bicycle storage.<br />

The land was previously home to the Ian Marlow Centre, a former housing<br />

depot used by Leicester City Council, which contained vacant office,<br />

workshop and storage buildings.<br />

BPD won the remit from Leicester City Council to deliver the project<br />

following a competitive tendering process. The scheme is being financed by<br />

the government’s Levelling Up Fund and is programmed for completion in<br />

October <strong>2024</strong>.<br />

City mayor, Sir Peter Soulsby said: “These much-needed industrial units<br />

will breathe new life into a vacant council site and help meet the urgent<br />

demand for commercial and industrial workspaces for start-up and growing<br />

businesses within Leicester City.<br />

“Along with supporting local employers and the creation of new jobs, these<br />

new buildings and workspaces also demonstrate our ongoing commitment<br />

to supporting the local economy through investment in cleaner, greener low<br />

carbon developments.”<br />

GDP figures shows the<br />

need for planning reform<br />

FOLLOWING GDP growth of 0.4% in March <strong>2024</strong>, April has<br />

seen no growth and in key sectors, such as construction,<br />

output has again dropped.<br />

Richard Beresford, Chief Executive of the National Federation of Builders<br />

(NFB), said: “The NFB Manifesto, ‘Supporting Construction to Power<br />

Growth’, was written with the UK’s GDP struggles in mind. While growth of<br />

the service sector should be celebrated, we should be desperately worried<br />

about the persistent drop in construction output and fluctuation of output in<br />

production.”<br />

Service output rises were greatest in ‘information and communication’ and<br />

‘professional scientific and technical activities’ but worryingly, ‘wholesale<br />

and retail trade, repair of motor vehicles and motorcycles’ saw a 0.20<br />

percentage point drop, which caps a three month negative trend.<br />

Production output fell by 0.9%, with mining and quarrying continuing<br />

to see the greatest drop of more than fifteen points since April 2022.<br />

Manufacturing continues to flatline.<br />

Construction output fell by 1.4%, the third monthly fall, with ‘new work’<br />

seeing the greatest drop. 17.4% of all insolvency was attributed to<br />

construction and insolvency in the sector is 36% higher than it was in 2019.<br />

There is a concern that as new, less ambitious or higher cost planning<br />

policies start filtering through the system, insolvency will increase again.<br />

Rico Wojtulewicz, Head of Policy at the NFB, said: “When construction<br />

output drops, the economy suffers. This is because construction builds the<br />

roads and rail, premises for employers and investors, homes to tackle the<br />

cost of living crisis and everything else which enables growth in practice.<br />

High speed rail, airport expansion, heat pump installs, electrification of<br />

buildings, freight transport, mining for manufacturing, energy generation<br />

and much more is either stalled, or made unviable because of the broken,<br />

delay ridden planning process. Until the UK gets a government which puts<br />

growth above fear of planning reform backlash from the vocal minority, we<br />

will continue to see a stumbling economy which cannot meet its potential.”<br />

A tool theft is reported<br />

VAN DRIVERS and tradespeople are being urged to keep<br />

equipment safe after it is revealed £98 million worth of tools<br />

have been stolen from tradespeople.<br />

The team at Lease Van have revealed which tools are most commonly<br />

stolen across the UK, and are urging tradespeople to keep their vehicles<br />

locked up.<br />

Tools thefts have been on the rise yearly, with incidents being reported every<br />

12 minutes during 2023. The data shows 44,514 thefts were reported to the<br />

police last year, with the value of the stolen tools amounting to £98 million.<br />

This also has a knock-on effect on workers trying to earn a living, as<br />

tradespeople have been said to have lost an estimated £82 million worth of<br />

jobs in 2023 due to stolen equipment.<br />

In the year before, the total value stolen was £66 million, with powered hand<br />

tools topping the list as the most sought after by thieves.<br />

The experts warn drivers to be on high alert, as 38.5% of these tools were<br />

stolen directly from vans. Powered hand tools, standard tools, mechanical<br />

hand tools and building materials are all being actively targeted by criminals.<br />

learn that £98 million worth of tools has been stolen and the number seems to<br />

“We want to warn van owners they must take extra precautions in order to<br />

keep their equipment and vehicle safe from thieves who are actively targeting<br />

commercial vehicles.<br />

“If you must keep equipment in your vehicle overnight, make sure to install<br />

extra locks on your van. Park in a safe spot overnight, if possible in view of<br />

a camera for extra security. Sensitive vehicle alarms can also help to deter<br />

criminals.<br />

“We also advise never to leave tools unattended, even during the daytime,<br />

as there may be a thieving opportunist waiting around the corner to make a<br />

quick steal and sale.”<br />

Further work to improve<br />

Shepshed town centre begins<br />

WORK HAS STARTED on further improvements to<br />

Shepshed town centre.<br />

Charnwood Borough Council will be carrying out work to improve Bull Ring<br />

and Hall Croft in the town.<br />

It is the second phase of a scheme which has seen improvements made<br />

to Market Place. They were completed earlier this year.<br />

The phase two improvements in Bull Ring include new paving, new bus<br />

shelter, benches, planters, cycle stands, an information point, improved<br />

lighting and the creation of a pocket park.<br />

In Hall Croft, work will be focussed on the area near the Co-op and library.<br />

It will include repainting the railings, benches, cycle stands and litter bins,<br />

thorough cleaning of the benches and planters, upgrading the street lighting<br />

and cleaning and making good the paving. It will also include new planting,<br />

including two new trees and refreshing the planters.<br />

Work was planned to start around June 24 and take six to eight weeks.<br />

Disruption will be kept to a minimum.<br />

Phase one of the scheme saw the creation of a larger pedestrianised<br />

area in front of the shops on the corner of Brook Street and Church Street.<br />

Pavements have been improved and widened in Market Place and along<br />

Brook Street. New seating, cycle parking facilities and planting have been<br />

added.<br />

The regeneration scheme has been developed by the borough council,<br />

Shepshed Town Council and Shepshed Town Team and aligns with the<br />

Shepshed Town Centre Masterplan.<br />

lost by 2040, research warns<br />

ENGLAND’S dwindling<br />

social housing stock is<br />

poised to plummet by<br />

an additional 189,000<br />

properties through the<br />

controversial Right to Buy<br />

scheme alone by 2040 –<br />

research by socio-economic<br />

experts at Marrons has<br />

revealed.<br />

The latest figures show that<br />

89,091 social rent properties owned<br />

by local authorities were sold<br />

through Right to Buy nationally between<br />

2015/16 and 2022/23. If this<br />

continues at its current level, it will<br />

result in a loss of 189,318 social<br />

homes by 2040.<br />

Birmingham is the local authority<br />

area that is set to lose the greatest<br />

number of social homes through<br />

the scheme by 2040 (10,504), followed<br />

by Leeds (9,110), Sheffield<br />

(6,058), Leicester (5,895) and Nottingham<br />

(5,138). Sandwell (4,420),<br />

Hull (3,878), Wolverhampton<br />

(3,770), Barking and Dagenham<br />

(3,283), and Wigan (3,100) make<br />

up the remainder of the top 10.<br />

Craig Pettit, planning director<br />

at Marrons, said: “It is extremely<br />

concerning that by 2040, at least<br />

189,000 properties could be taken<br />

out of our country’s social housing<br />

stock – a harrowing forecast that<br />

comes in the wake of alarming<br />

surges in social housing waiting<br />

lists, with more than 1.2 million<br />

people being on their local authority<br />

housing register in 2023, and affordability<br />

remaining considerably<br />

worse than in the late-90s.<br />

“The introduction of the Right to<br />

Buy scheme, which enabled council<br />

tenants to buy their homes for a<br />

significantly reduced price, was<br />

turbo-charged in 1980. Within five<br />

years, half a million council homes<br />

had been sold under the initiative<br />

in England alone. However, the<br />

scheme has the potential to falsify<br />

home ownership statistics and<br />

mask deeper systemic issues.<br />

“England is losing social housing<br />

much faster than it is being<br />

built and the losses are mounting<br />

up – in fact, according to housing<br />

and homelessness charity Shelter,<br />

social housebuilding in England<br />

being at its lowest rate in decades.<br />

Demand is continually outstripping<br />

supply, leaving the poorest households<br />

with no choice but to enter<br />

unaffordable private tenancies<br />

– putting them at risk of homelessness.<br />

“Perhaps most worryingly, there<br />

is no indication that the proceeds<br />

from the sale of ex-social homes<br />

are being reinvested into providing<br />

new properties under the initiative.<br />

At the very least, sale monies<br />

should be reinvested to provide a<br />

stepping stone programme from<br />

social housing to home ownership<br />

for generations to come.”<br />

By 2040, England’s 16+ population<br />

is expected to grow by 6% to<br />

almost 50 million people. Notably,<br />

Greater London and the East<br />

Midlands are the fastest-growing<br />

regions – each anticipating 12%<br />

growth to 8 million and 4.5 million,<br />

respectively – while the North East<br />

shows the slowest growth at 5% to<br />

reach 2.3 million people.<br />

To meet the burgeoning demand,<br />

at least 5.4 million homes need to<br />

be constructed across England by<br />

2040. The South East leads the<br />

way in housing need outside of<br />

Greater London, with demand for<br />

more than 950,000 homes. In contrast,<br />

the North East demands the<br />

least, with a requirement of 112,388<br />

properties.<br />

Louise Drew, head of building<br />

communities at law firm Shakespeare<br />

Martineau, said: “Sadly,<br />

the Right to Buy system is open<br />

to abuse. There are numerous<br />

instances where vulnerable people<br />

have been approached and offered<br />

money to allow them to purchase<br />

their home, only to be forced to<br />

pass it over to predatory third parties<br />

after the five-year ‘no selling’<br />

period has elapsed.<br />

“There are also cases where children<br />

have convinced parents to buy<br />

their council houses and pass them<br />

over to them to avoid inheritance<br />

tax, after which the parents have<br />

found themselves exposed to the<br />

risk of homelessness.<br />

“While it is positive that Right to<br />

Buy offers a route to home ownership<br />

that wouldn’t be possible for<br />

many people, it isn’t as perfect<br />

as it might look to be on paper.<br />

Too many houses sold under the<br />

scheme end up back on the private<br />

rental market – undermining the<br />

core aim of the scheme, further<br />

exacerbating the housing crisis and<br />

driving up prices.”<br />

Utilising the latest ONS Census<br />

data (2021) and 2018-based<br />

population projections, Marrons<br />

has painted a clear picture of England’s<br />

housing need in 2040 in its<br />

latest report. Supplementing this<br />

is data from local authority housing<br />

registers, social housing stock<br />

records and extrapolated housing<br />

requirement figures using the government’s<br />

standard method.<br />

Galliford Try to re-enter<br />

affordable homes market<br />

Galliford Try is staging a return<br />

to the affordable housing<br />

market as part of a bid to boost<br />

group margin in a new fiveyear<br />

growth plan.<br />

The firm was excluded from the growth<br />

sector when it sold its Linden Homes and<br />

partnerships businesses to Vistry for £1.1bn four years ago.<br />

Bulldozer-resistant ‘Lego’<br />

bricks built from 90%<br />

recycled plastic waste<br />

NEWLY-INTRODUCED Lego-like bricks may make the<br />

construction process easier than ever.<br />

A Canada-based sustainable startup, PLAEX Building Systems Inc.,<br />

has created recycled plastic bricks. Named “Plaex-crete,” these blocks<br />

are lightweight, durable, and eco-friendly.<br />

Plaex was founded by Dustin Bowers, and means PL-astic, A-ggregate,<br />

and EX-truder.<br />

The brick’s appearance and texture closely resemble those of concrete.<br />

Moreover, it does not suffer from common issues seen in traditional<br />

concrete, such as water absorption, decomposition, splitting, and<br />

cracking.<br />

As per the company’s website, the brick is built of a durable composite<br />

material containing more than 90% recycled plastic.<br />

Plastics (including PETE, LDPE, PP, and HDPE) are sourced from<br />

partners engaged in extended producer responsibility (EPR) initiatives.<br />

These plastics are primarily obtained from<br />

farm and agricultural waste.<br />

This plastic is then<br />

processed through an<br />

extruder to create a paste<br />

with a cement-like texture.<br />

This paste forms the bulk of<br />

the finished product, with the<br />

remaining 10% consisting of<br />

additional components such as<br />

colorants, UV inhibitors, and flame<br />

retardants.<br />

As a result, the final Plaex-crete block<br />

is 35% lighter than a traditional brick of<br />

comparable size.<br />

Waste materials are processed and pressed to<br />

produce two types of blocks: LinX blocks, used for landscape walls and<br />

circular angling, and Brick&Panel blocks, used for wall construction.<br />

Despite their lightweight, they can withstand loads without deforming or<br />

collapsing.<br />

“With our innovative PLAEX-crete composite, we can process a<br />

wide range of difficult-to-recycle waste, encompassing a special mix<br />

of thermoplastic and waste construction aggregates,” the company’s<br />

website notes.<br />

This process helps divert plastic and aggregate waste from landfills,<br />

reducing carbon footprints and preserving natural resources.<br />

Interlocking technique<br />

Plaex makes creating a house as easy as playing with “interlocking”<br />

bricks. No cutting, no mortar; simply click and build.<br />

It’s unique fully interlocking system allows construction that is both<br />

watertight and airtight.<br />

The website suggests a double-story building may be constructed in<br />

11-12 days using minimal equipment. And, as automation advances, the<br />

team thinks that fleets of robots could soon be able to assemble and<br />

modify buildings. The developers envision a future of construction that is<br />

sustainable and efficient.<br />

“PLAEX products divert huge amounts of currently unused plastic and<br />

aggregate waste destined for the landfill. No trees have to be cut, and<br />

the amount of cement products needed for new builds is drastically<br />

reduced when using our system, which hugely reduces the carbon<br />

footprint of new construction,” the website explains.<br />

The team also evaluated the blocks’ durability and strength through a<br />

tractor-ramming test. This test showcased that the blocks can withstand<br />

significant impact and pressure.<br />

However, the blocks are currently not available for use in house<br />

construction. The company is seeking permits.<br />

As of now, these blocks are only approved for applications such as<br />

storage, walls, and landscaping. They have recently partnered with<br />

architectural firm JOT Design to showcase how the Plaex blocks may be<br />

THE NATIONAL Federation of Builders<br />

(NFB) has released its <strong>2024</strong> Election<br />

Manifesto, titled: ‘Supporting Construction<br />

to Power Growth’.<br />

Richard Beresford, Chief Executive of the NFB, said:<br />

“The reality is obvious; the construction industry is a key<br />

component for the UK to meeting its numerous challenges and therefore<br />

the incoming government must not only understand where the barriers to<br />

our industries’ growth exist, but what that means for the UK’s ambition.<br />

With more than fifty recommendations spread across five chapters, our<br />

Manifesto builds on NFB member experiences and involvement with policy<br />

Supply-chain conditions continued<br />

to improve amid reports of good<br />

stock availability at vendors. This<br />

contributed to the pace of input cost<br />

inflation slowing to a marginal pace.<br />

Construction Purchasing Managers’<br />

Index (PMI®) – a seasonally<br />

adjusted index tracking changes<br />

in total industry activity – posted<br />

above the 50.0 no-change mark<br />

for the third month running in May<br />

to signal a sustained expansion in<br />

activity midway through the second<br />

quarter of the year. Moreover, the<br />

index rose to 54.7 from 53.0 in<br />

April, pointing to a marked increase<br />

in activity that was the fastest for<br />

two years.<br />

For the first time since May 2022,<br />

all three monitored categories saw<br />

activity increase during the month<br />

as housing activity returned to<br />

growth. The expansion in activity<br />

on residential projects was only<br />

marginal, however. The sharpest<br />

increase in activity was seen in<br />

the commercial category where<br />

the rate of growth accelerated to<br />

a two-year high. Meanwhile, civil<br />

engineering activity rose at a solid,<br />

but slightly softer pace.<br />

According to respondents, the<br />

latest increase in total construction<br />

activity reflected sustained growth<br />

of new orders. New business rose<br />

for the fourth consecutive month,<br />

and at a solid pace that was the<br />

fastest for a year as demand<br />

conditions improved. In particular,<br />

firms linked higher new orders to<br />

the winning of new contracts and<br />

the commencement of previously<br />

delayed projects.<br />

With new order growth sustained<br />

midway through the second quarter,<br />

construction firms increased<br />

employment for the first time in five<br />

months. Although only modest,<br />

the pace of job creation was the<br />

sharpest since last September.<br />

A renewed increase in purchasing<br />

activity was also registered in<br />

May, again linked to improving<br />

workloads. The rise in input buying<br />

ended an eight-month sequence of<br />

decline.<br />

Where companies purchased<br />

inputs, they once again experienced<br />

an improvement in vendor<br />

performance amid reports that stock<br />

holdings at suppliers were healthy.<br />

Furthermore, lead times shortened<br />

to the greatest extent in seven<br />

months.<br />

With supply-chain conditions<br />

improving, companies noted only<br />

a marginal increase in input costs<br />

during May, with the rate of inflation<br />

the softest in the current five-month<br />

sequence of rising input prices.<br />

Construction firms also signalled<br />

a marked improvement in the<br />

availability of sub-contractors in<br />

May, despite the largest expansion<br />

in their usage since April 2022. The<br />

rates charged by sub-contractors<br />

increased solidly, albeit at a pace<br />

that was weaker than the series<br />

average.<br />

Further increases in new orders,<br />

in some cases linked to planned<br />

marketing campaigns, are set<br />

to support continued growth of<br />

construction activity over the next<br />

12 months.<br />

Companies also hoped for<br />

an improvement in economic<br />

conditions and reduction in interest<br />

rates. Business confidence<br />

increased to a three-month high<br />

in May.<br />

ANDREW HARKER, Economics Director at S&P<br />

Global Market Intelligence, said: “The UK<br />

construction sector looks to be building good<br />

momentum as we approach the middle of <strong>2024</strong>,<br />

highlighted by activity increasing at the fastest pace<br />

in two years during May. Particularly pleasing was the<br />

broad-based nature of the rise in activity as work on<br />

housing projects increased for the first time in more<br />

than a year-and-a-half.<br />

“Firms are gearing up for further growth in the months ahead, posting<br />

renewed expansions in both employment and purchasing activity as<br />

workloads increase.<br />

“Moreover, the supply-chain environment continued to improve in May.<br />

Companies were able to secure inputs much more quickly than in April<br />

and at prices that were only slightly higher than in the previous month<br />

on average. These factors should help constructors in their efforts to<br />

ramp up operations in line with greater new order inflows.”<br />

scammers used AI-manipulated<br />

“deepfakes” to falsely pose as the<br />

group’s CFO and request transfers<br />

from an employee to bank accounts<br />

in Hong Kong, according to a report<br />

by the Financial Times.<br />

According to Hong Kong police, a<br />

staff member received a message<br />

claiming to be from Arup’s CFO<br />

— based in the U.K. — regarding<br />

a “confidential transaction,” the<br />

Financial Times said. Following<br />

a video conference with the false<br />

CFO and other AI-generated<br />

employees, the staff member then<br />

made a number of transactions<br />

to five different Hong Kong bank<br />

accounts, before discovering the<br />

fraud.<br />

While CFOs may not be keeping<br />

such incidents top of mind<br />

presently, that will change as<br />

they become more frequent. As<br />

keepers of the financial keys of<br />

a business — and therefore as<br />

potential targets of impersonation<br />

by enterprising scammers —<br />

ensuring awareness is a critical<br />

first step, Matthew Miller, principal,<br />

cybersecurity services at Big Four<br />

application for new prison<br />

approved<br />

HARBOROUGH District Council has approved further<br />

details in the planning application for the new prison at<br />

Gartree, near Market Harborough.<br />

Councillors approved proposals for the appearance and layout of the new<br />

prison submitted by the Ministry of Justice (MOJ) at Planning Committee on<br />

Tuesday 11 June <strong>2024</strong>.<br />

The committee also agreed to delegate authority to a designated council<br />

officer to approve planning conditions relating to specific issues including<br />

drainage and environmental considerations.<br />

These will be discharged in agreement with the Planning Committee<br />

Chairman and following receipt of the necessary technical approvals from<br />

the expert technical organisations as needed.<br />

In April 2022, Harborough District Council’s planning committee refused<br />

the outline application. An appeal from the Ministry of Justice against the<br />

decision was received in June 2022.<br />

On Wednesday 15 November 2023 the government announced The<br />

Secretary of State’s decision that the Appeal from the MOJ should be<br />

allowed and outline permission should be granted, subject to conditions.<br />

The MOJ is expected to start work on site later this year.<br />

IN JUNE, the Bank of<br />

England held interest<br />

rates for the seventh time,<br />

at 5.25%, in line with<br />

expectations.<br />

The Bank of England’s Monetary<br />

Policy Committee (MPC) sets<br />

monetary policy to meet the 2%<br />

inflation target, and in a way to help<br />

sustain growth and employment.<br />

At its meeting ending on 19 June<br />

<strong>2024</strong>, the MPC voted by a majority<br />

of 7–2 to maintain Bank Rate at<br />

5.25%. Two members preferred<br />

to reduce Bank Rate by 0.25<br />

percentage points, to 5%.<br />

Twelve-month CPI inflation fell<br />

to 2% in May from 3.2% in March,<br />

though is expected to rise slightly in<br />

the second half of this year.<br />

Chief Economist, CBI, said: “It’s<br />

unsurprising that the Monetary<br />

Policy Committee kept interest<br />

rates on hold this month. Recent<br />

before the tree was planted in its long-term position along what will become<br />

Plans submitted to Leicester City Council by Design Studio Architects<br />

state the building’s ornate frontage would be kept if the flats plan was<br />

approved. The new block would contain 30 one-bedroom and 25 twobedroom<br />

flats, and three parking spaces for the use of disabled people and<br />

management of the building, according to the planning application. The<br />

building would also have roof gardens, bird boxes and “bee bricks”, the<br />

plans state.<br />

The 1800s building, a former boot and shoe factory, was originally<br />

designed by Leicester architect Stockdale Harrison, who also designed the<br />

Exchange Buildings in Rutland Street and Abbey Pumping Station.<br />

Plan for future of Ratcliffe on<br />

Soar power station shortlisted<br />

for regional and national awards<br />

A PLANNING ORDER prepared by Rushcliffe Borough<br />

Council (RBC) for the development of Ratcliffe on Soar<br />

power station has been shortlisted for national and<br />

regional awards.<br />

The authority granted Local Development Order (LDO) status for the site<br />

in July 2023, which could help fast-track new investment, green industry<br />

and business projects and potentially create thousands of permanent<br />

highly skilled jobs.<br />

It’s now been shortlisted for the ‘award for promoting economic growth’<br />

at the Planning Awards <strong>2024</strong> and ‘Best Plan’ at the RTPI East Midlands<br />

Awards for Planning Excellence <strong>2024</strong>.<br />

The power station, owned by international energy company Uniper,<br />

will close at the end of September <strong>2024</strong> and, as the last coal fired<br />

power station in the UK, this will mark a major milestone in the country’s<br />

decarbonisation journey.<br />
