This law provides tax credits for working families, employers, andcertain childcare facilities in Alabama. As the cost of childcare has increased dramaticallyover the past few years, this will help working families secure childcare for theirchildren, allowing them to participate in the workforce by creating more options forchildcare and helping childcare become more affordable at the same time.The childcare tax credit was part of the Working for Alabama plan. This was an ambitiousset of six bills that are aimed at improving the workforce participation in ourstate. Our state has had record unemployment for the last few years, yet our workforceparticipation rate is among the lowest in the country, hovering around 57%. Thismeans out of able-bodied Alabamians, only 57% of them are choosing to work, andsome not by choice. Barriers such as childcare or lack of access to education preventsthem from joining the workforce. These bills aimed to stymie this, while creating economicopportunity for our entire state.I was proud to personally sponsor one of the Working for Alabama pieces of legislationin the House of Representatives, a bill that created Research & DevelopmentCorridors. This will allow municipalities in our state to designate certain zones in theircities as areas for R&D, and they will be able to offer economic incentives to targetedbusiness, creating more jobs within more cutting-edge industries that we can attractaway from places like Silicon Valley and other tech-hubs of America.Another bipartisan bill I was excited to sponsor created code for Advanced Air Mobilityin the state of Alabama. Advanced Air Mobility is a new industry that involvesflying unmanned aircraft that can be used to move cargo or people. If you think thissounds like the “Jetson’s”, you are right! This industry is being used in states likeNorth Dakota and there has been a positive ROI for their communities. We are workingtoday on the industries of tomorrow in Alabama.Our area has phenomenal representation. I am valuing the opportunity to work with andlearn from leaders like Chairman Rex Reynolds (General Fund Committee), ChairmanAndy Whitt (Economic Development Committee), Minority Leader Anthony Daniels,and Senator Sam Givhan. Health Centers Improve the
Health of the Community

A Health Center is a non-profit organization that stands by the
mission to improve the well-being of the community it serves.
Health Centers save the healthcare system billions of dollars annually
due to the reduced cost of healthcare services. They focus
on providing primary care services to uninsured people in underserved
areas.
HAPPI Health is a federally qualified non-profit health center
look-alike, which means we comply with all HRSA (Health
Resources Services Administration) requirements but do not receive
total government grant funding under the Health Center
Program. We can serve our community by applying for grants
and accepting donations from those who wish to help patients
seek medical care regardless of their financial situation. We are
eligible to receive discounts on prescription drugs and can provide
free vaccines for children who may not have insurance.
HAPPI Health works alongside Sparkman Pharmacy to give discounts,
and conveniently, they are located inside our HAPPI St.
Clair location in downtown Huntsville. Also, we have recently
partnered with LabCorp to provide lab services on-site at all
HAPPI Health locations, and they also have discounts available
to our patients.
Regarding discounts as a federally qualified health center, we
use a sliding fee discount program at HAPPI Health. The sliding
fee scale discount program is household size and incomebased,
and this determines the amount a patient would have to
pay for each appointment. The lowest sliding fee discount scale
fee is $30; once you qualify, the price will remain the same for
an entire year. The sliding fee discount allows patients to care for
their healthcare needs at an affordable cost. If a patient cannot
afford the visit even with the discount, we do not deny them the

counseling for our behavioral health patients. Our Urgent Care
serves children and adults, and you do not have to be a patient
of HAPPI Health to use this service. We are also open on Saturdays
from 9 pm-1 pm.
Two other federally qualified health centers are in Huntsville,
Thrive Alabama, and Central North Alabama Health Services
Inc. Each year, in honor of National Health Center Week, we
join forces to host an incredible event called the Community
Fun and Wellness Festival! Our festival will take place on Saturday,
August 10th, from 10:00 am- 1:00 pm at Dr. Richard
Showers, Sr Recreation Center located at 4600 Blue Spring
Rd. We will provide free sports physicals, health screenings,
raffles, a petting zoo, face painting, free snow cones for the
first 100 attendees, and more! As the health centers of North
Alabama, it is our pleasure to serve our community and work
together to impact the health of those we serve. Join us for a
day of fun and wellness!
