My Role in
Huntsville City Hall

Development
As Director of Urban and Economic Development one of my primary roles is to ensure
eight city departments within the Urban Development Division have the support and resources
needed to provide quality services to our citizens and businesses. These departments
include Planning, Zoning, GIS, Community Development, Natural Resources, Engineering,
Building Inspections, Water Pollution Control, and Economic Development.
In addition to departmental oversight, I also work daily with community partners to
bring development opportunities to Huntsville. These development opportunities include
industrial recruitment and expansion for new jobs, commercial projects, retail and residential
development.
In my role, I report to Mayor Tommy Battle, who provides the vision for our City.
Through his leadership, our team targets emerging new industrial sectors and works on
a State and Federal level to leverage the City’s assets. City Council also provides a tremendous
voice for my office. They provide insights about neighborhood infrastructure
challenges in their respective districts. In addition, Town Hall meetings offer valuable
resident feedback to help guide our efforts for specific areas of the City.
Huntsville remains in a high growth mode, and the most challenging part of my job
is time management. We routinely are working 25-30 new projects ranging from new
industry recruitment, existing industry expansions, commercial/retail opportunities, and
general redevelopment projects throughout the city. In addition, my Urban Development
staff, a three-person team, also works to manage and implement the City’s 10-Year Capital
Improvement Plan.
With a sharp eye on economic development, our team addresses future challenges in infrastructure
and workforce. For most people, when you think about infrastructure investments,
you think roads. While our transportation system investments are at the top of the
list, we also work with our partners on other critical infrastructure such as utilities, public
transit, air and rail services, housing, and other sectors that will impact Huntsville’s future.
This includes developing strategies to ensure we have a dependable and sustainable
utility infrastructure, maximized transportation options, and a safe and reliable system
for citizens to remain mobile (not just from a car standpoint).
On workforce, we must continue to invest in projects that build upon the great quality of
life that Huntsville enjoys. These investments, along with an affordable housing strategy,
will continue to provide a quality workforce that our corporate citizens can have confidence.
I am most proud of how we have diversified our economy over the past several years.
This work has provided an abundance of job advancement opportunities for our citizens.
As I tell our staff, our mission is to make a positive impact on someone that we may
never meet. When we are successful in that regard, we provide a lasting impact to an
individual or family. That creates a ripple effect that shows up in our neighborhoods, our
schools, and local businesses from new revenues being infused across the community
from these job opportunities.
I absolutely love this community. Our mandate is to continue to make the best version
of Huntsville possible. The City works daily to make the right decisions and investments
that ensures a strong economy providing opportunities for our citizens and business and
a high quality of life for those who chose to call Huntsville home. Continued growth
and focus in sectors such as cyber security, life sciences, energy, and music are great examples
of how we are shaping Huntsville’s future. Outside of the industrial sectors, focus
on new growth corridors open the opportunity for an increased tax base.
However, more importantly, we continue working in our existing neighborhoods and
commercial corridors to ensure they remain healthy through redevelopment and new development
projects. The most rewarding part of this job is seeing the excitement from the
community on how Huntsville has transformed in recent years. This validation affirms
that our team is delivering growth and new amenities to all parts of Huntsville. This has
been and will continue to be our mission to Huntsville.

COMMUNITY LEADERS
Huntsville and Madison County are growing. You can see it. If you
have lived here any time at all, you notice the additional traffic on
the roads. They call it growing pains. They say if you’re not growing,
you’re dying. Maybe that’s true but it doesn’t seem to make the
longer commute times any less arduous. So what is local leadership
doing to stay ahead of these traffic issues? City and County leaders
are working hard to secure funds, plan and keep improving the network
of roads to keep traffic flowing. Where does the money come
from and how do we get what we need? That’s the rub.
Money comes from the Feds, the State, and some is local money.
The County and City do receive an allotment (a share) of gas tax.
Gas tax goes into a pot and there is a formula for distribution. Those
“local” funds are used primarily for repair and maintenance (repaving
and potholes) not for new roads or major improvements.
Funds are not distributed based on population, but that figures in.
The County and City rarely build new roads, they mostly maintain
roads but do improve the roads by widening and improving intersections.
Repaving now runs in the ballpark of $90,000 or more per
mile for a two lane road so that money doesn't go as far as it used
to. The additional gas tax that passed the legislature a few years ago
is called Rebuild Alabama and that money is distributed differently
than the previous gas tax money. Although more of it can be used
for major improvements, we get a smaller share of that pot.
The County/City is not responsible for the State Highways. The Alabama
Department of Transportation (ALDOT) handles the routes like
Highways 231/431, Highway 72, Highway 53, I-565, etc. The legislature
has little to say about this funding. ALDOT and the Governors
administration decide this. With this money there is usually a local
match required of 20% to 30%. Once funding is attained, any project
with any portion of Federal funds requires environmental surveys (2
to 3 years), road engineering (1 to 2 years), right of way acquisition
(up to 3 years +), and then another year of utility relocation. The construction
phase for a major artery might take two to three years.
Here's the good news. We have several major road projects queued
up that will begin shortly. Especially good for south Huntsville is
the East Arsenal Connector that will run along the east side of the
Arsenal from 565 to Hobbs Road. It will be three phases and in
the first phase (565 to Gate 10) engineering is completed, right of

way acquisition has begun and bidding should begin later this year.
This will take a load off the Parkway once completed. Other major
projects throughout the county that are funded and will begin soon
are widening of 565 from Wall Triana to County Line, Hwy 72 West
widening from Providence to Jeff Road, and going to 4 lanes on
Hwy 53 up to Old Railroad Bed Road. The northern bypass from
Research Park Blvd to the Parkway is under construction now.
Over all I think local leadership is doing very well trying to keep up
with growth with the resources we have.

concluded on May 9th. It was a whirlwind of
a session, and one that saw many great pieces
of legislation passing both bodies of the legislature
and being signed into law by Governor
Ivey.
While many of the headlines focused in on
debate over gambling, legislation that will
be beneficial for Alabamians for generations
worked through the legislature.
In an overall review, I believe one of the most
impactful pieces of legislation is the bipartisan

nor signed into law. This law provides tax credits for working families, employers, and
certain childcare facilities in Alabama. As the cost of childcare has increased dramatically
over the past few years, this will help working families secure childcare for their
children, allowing them to participate in the workforce by creating more options for
childcare and helping childcare become more affordable at the same time.
The childcare tax credit was part of the Working for Alabama plan. This was an ambitious
set of six bills that are aimed at improving the workforce participation in our
state. Our state has had record unemployment for the last few years, yet our workforce
participation rate is among the lowest in the country, hovering around 57%. This
means out of able-bodied Alabamians, only 57% of them are choosing to work, and
some not by choice. Barriers such as childcare or lack of access to education prevents
them from joining the workforce. These bills aimed to stymie this, while creating economic
opportunity for our entire state.
I was proud to personally sponsor one of the Working for Alabama pieces of legislation
in the House of Representatives, a bill that created Research & Development
Corridors. This will allow municipalities in our state to designate certain zones in their
cities as areas for R&D, and they will be able to offer economic incentives to targeted
business, creating more jobs within more cutting-edge industries that we can attract
away from places like Silicon Valley and other tech-hubs of America.
Another bipartisan bill I was excited to sponsor created code for Advanced Air Mobility
in the state of Alabama. Advanced Air Mobility is a new industry that involves
flying unmanned aircraft that can be used to move cargo or people. If you think this
sounds like the “Jetson’s”, you are right! This industry is being used in states like
North Dakota and there has been a positive ROI for their communities. We are working
today on the industries of tomorrow in Alabama.
Our area has phenomenal representation. I am valuing the opportunity to work with and
learn from leaders like Chairman Rex Reynolds (General Fund Committee), Chairman
Andy Whitt (Economic Development Committee), Minority Leader Anthony Daniels,
and Senator Sam Givhan. They are not only respected leaders in our community, but I
can report back that they are respected leaders in our state as well.
It is the highest honor of my life to serve as your voice in the Alabama House of Representatives.
I ran to make the future a bit brighter, and I hope that my actions reflect that.
As the father of two young daughters, I hope our state is one that they, and members of
your family, can be proud to call home.

Health Centers Improve the
Health of the Community

A Health Center is a non-profit organization that stands by the
mission to improve the well-being of the community it serves.
Health Centers save the healthcare system billions of dollars annually
due to the reduced cost of healthcare services. They focus
on providing primary care services to uninsured people in underserved
areas.
HAPPI Health is a federally qualified non-profit health center
look-alike, which means we comply with all HRSA (Health
Resources Services Administration) requirements but do not receive
total government grant funding under the Health Center
Program. We can serve our community by applying for grants
and accepting donations from those who wish to help patients
seek medical care regardless of their financial situation. We are
eligible to receive discounts on prescription drugs and can provide
free vaccines for children who may not have insurance.
HAPPI Health works alongside Sparkman Pharmacy to give discounts,
and conveniently, they are located inside our HAPPI St.
Clair location in downtown Huntsville. Also, we have recently
partnered with LabCorp to provide lab services on-site at all
HAPPI Health locations, and they also have discounts available
to our patients.
Regarding discounts as a federally qualified health center, we
use a sliding fee discount program at HAPPI Health. The sliding
fee scale discount program is household size and incomebased,
and this determines the amount a patient would have to
pay for each appointment. The lowest sliding fee discount scale
fee is $30; once you qualify, the price will remain the same for
an entire year. The sliding fee discount allows patients to care for
their healthcare needs at an affordable cost. If a patient cannot
afford the visit even with the discount, we do not deny them the
required health services they need.
We have three locations because our community is growing
rapidly, and we offer several medical services at each location.
Our HAPPI Health St. Clair location provides pediatric, family
medicine, and behavioral health services. At our HAPPI Health
Sparkman, we offer the same services, and we have an evening
clinic available on Thursdays until 8 pm. Then we have
our HAPPI Urgent Care & Hispanic Clinic, where we also offer
primary care services through our Hispanic Clinic side and
counseling for our behavioral health patients. Our Urgent Care
serves children and adults, and you do not have to be a patient
of HAPPI Health to use this service. We are also open on Saturdays
from 9 pm-1 pm.
Two other federally qualified health centers are in Huntsville,
Thrive Alabama, and Central North Alabama Health Services
Inc. Each year, in honor of National Health Center Week, we
join forces to host an incredible event called the Community
Fun and Wellness Festival! Our festival will take place on Saturday,
August 10th, from 10:00 am- 1:00 pm at Dr. Richard
Showers, Sr Recreation Center located at 4600 Blue Spring
Rd. We will provide free sports physicals, health screenings,
raffles, a petting zoo, face painting, free snow cones for the
first 100 attendees, and more! As the health centers of North
Alabama, it is our pleasure to serve our community and work
together to impact the health of those we serve. Join us for a
day of fun and wellness!

Peripheral Neuropathy

What are the Symptoms?
If ten people with neuropathy are in a room together, they might
all describe their symptoms differently. However, one thing they
would have in common is that they all noticed an unusual feeling
in their toes, and they first noticed it at a time when they were still,
such as when lying in bed. Most people might not even be sure when
it began since the first signs can be easy to ignore. Some people feel
a burning sensation like their feet are on fire, while others might
describe their feet feeling like ice blocks. Some patients have no
unusual feeling in their feet but feel unsteady while walking. Over
the years I have also heard some unusual descriptions. One patient
described a feeling of having duct tape wrapped around the balls
of her feet, and another said it felt like ants running up and down
his legs. Your nerves are what communicate what is going on in
your body, and when they are damaged they are going to repeat the
wrong message.
What causes this nerve damage? There are several causes of neuropathy,
and today we will cover some of the most common.
Uncontrolled Diabetes. With high blood sugar (glucose) levels,
damage will be done to the small blood vessels that supply the
nerves in your body. Without the essential nutrients supplied by this
blood, the nerve fibers can become damaged. Sometimes this happens
before the patient is even aware of their diabetic issues.
Chemotherapy: It is estimated that 30 to 50 percent of people who
receive chemotherapy experience PN. Chemotherapy-induced peripheral
neuropathy or CIPN happens when the medicine designed
to kill the cancer cells also kills the healthy nerve accessory cells.
Unlike damage to other cells in the body, your nerves have a slow
rate of renewal, so the body often cannot repair the damage after the
treatment is over. One practice that is now being done in some clinics
to prevent nerve damage is using ice baths on the hands and feet.
The idea behind this is the cold restricts the blood flow to the hands
and feet so that those areas receive less medication, and hopefully
less damage to the nerves.

Idiopathic: Sometimes there is no known cause of the neuropathy.
Typically this begins between the ages of 50 and 60.
What are the treatments for PN? When I was a student I was
taught that neuropathy was something a patient had to live with and
was often progressive, meaning that it would get worse over time.
Today with advancing technology, there are many therapies used
for neuropathy.
In the 12 years I have been focused on helping patients with neuropathy
I have found these to be the most effective treatments:
MLS Robotic Laser: The M6 laser therapy works by emitting specific
wavelengths of light to target damaged tissues. The robotics
light energy penetrates deeply into the tissue to stimulate repair and

Hearing Health Matters:
Connecting and Communicating
“Necessity is the mother of invention” is a proverb attributed to
Plato and infers that the primary driving force for change and invention
is a strong need. Communication is the process of connecting
with our world and other people. This connection happens when
information is received by our senses, responded to, and shared to
obtain necessities for living as well as building and maintaining relationships.
Hearing is the sense that connects us with the world by
allowing us to listen, learn, and engage in life. The need to connect
has led to the invention of many communication devices.
In 1887, the desire for communication caused Captain Arthur Keller
and wife, Kate, to travel from Tuscumbia, Alabama to Boston seeking
help for their 6-year-old daughter, Helen, who lost her hearing
and sight after an illness at the age of 19 months. They met with educator,
Alexander Graham Bell, who specialized in teaching people
who were hard of hearing or deaf. He gave them hope that their
daughter, isolated by her loss of hearing and sight, could learn to
communicate and be educated. He referred them to Boston’s Perkins
School for the Blind, where they met recent graduate Anne Sullivan,
who became Helen’s teacher and lifelong friend.

Despite having achieved worldwide fame, Bell was working with
children who were hard of hearing or deaf. His background provided
him with a personal perspective on the power of speech and
communication. His father and grandfather were researchers and experts
in the field of voice and speech elocution mechanics. Alexander
was their apprentice as they taught speech to people with hearing
loss. The need to communicate with his mother, Eliza Grace, and
his wife, Mabel, (who were both deafened by childhood illness) was
the impetus that caused him to focus his attention on experimenting
with sound and studying the physiology of speech. He began his
educational career in the US in 1870 teaching oral speech to students
with hearing loss and opened a school in Boston to train other teachers
in 1872. Living and working with the impact of hearing loss on
communication sparked Bell’s interest in the principles of acoustics
and speech, which led to experiments in transmitting sound waves
over wire. His pursuit to create a solution for hearing loss would ultimately
lead to the creation of one of the most important inventions
of all time: the telephone.
On March 7, 1986, Alexander Graham Bell was awarded U.S. Patent
No. 174,465 for his "electrical speech machine" -- his name for
the first telephone. Bell’s contributions to science and communication
did not end with the telephone as he held over 18 patents for his
work in communications. His need to help people with hearing loss
led to the invention of an audiometer, a device used to measure a

person’s ability to hear sounds of different frequencies (pitches) and
volume (loudness). He believed that to understand and treat hearing
loss, you must be able to measure a person’s ability to hear. Using
the information obtained from the hearing assessment, manufacturers
were able to design hearing aids for an individual’s unique loss
of hearing.
In 1920, Bell Telephone Laboratories’ engineers devised a sound
measurement unit to quantify audio levels in telephone circuits and
measure the transmission efficiency of telephone facilities. They
named it “bel” in honor of their founder, Alexander Graham Bell.
The unit used to measure the loudness of sound is a decibel, which
is one-tenth of a bel. The decibel scale helps us measure the softest
sound we can detect but also noise loud enough to damage hearing.
Hearing as our “social sense” is used to communicate with others.
Losing the ability to detect and interpret sound is harmful to your
health and wellbeing by isolating you, increasing loneliness, and accelerating
the loss of your memory and cognitive functions. When
concern arises about the health of your hearing, an audiometer will
be used to assess your ability to hear pitch and loudness. This information
will be used to create a graphical representation (audiogram)
of the softest sound that you can detect at each frequency, which is
used to determine the most effective treatment for your hearing loss.
Often the encouragement to have your hearing evaluated comes
from a family member or friend. Remember that like Alexander
Graham Bell, they are motivated by their need to communicate and
connect with you.

Mee Phillip and Shellie Smith

Phillip was born and raised in Huntsville. He met Shellie, who was
born and raised in South East California, in a little town called Holtville
after transferring to Yuma Arizona in the Marine Corps. Phillip
graduated from Grissom High School in 1984, and American Military
University in 2014 with a BA in Homeland Security. Shellie
graduated from Holtville High School in Holtville California, and
was a junior Escrow Officer with a title company. Phillip and Shellie
met at church when she came to visit her brother who attended
the same congregation as Phillip. Being divorced, Phillip was on
his final tour in the Marines. They soon became friends and started
dating, taking their children to various places such as SeaWorld,
Disneyland, and beaches around Southern California. They were
married in 2001 which made for a family of five.
Their oldest, a daughter, is currently serving in the Navy in California.
She has blessed the family with a daughter, and is currently
expecting a son in October. The middle child, a son, is a groundskeeper
at a local golf course in Huntsville. Currently he is unattached.
The youngest, another boy, is married and now resides in
Georgia. He and his wife both served in the Navy and have brought
a baby girl into the world.
Shellie and Phillip moved to Huntsville in 2008, shortly after Phillip’s
retirement from the Marine Corps. After multiple trips around
the world and after visiting over 30 countries, Phillip says that he
likes the friendliness and pace of Huntsville.
Phillip left Huntsville when he joined the Marines in 1985 to
"see the world" and "gain discipline". Phillip admits to having
seen much of the world. “The Marine Corps teaches an individual
to be self-sufficient and to lead. These traits work well
either working for someone or running you own business. The
sense of responsibility taught by the Corps, allows Marines to
accept that "the buck stops here" attitude is necessary for mission
completion.”
Shellie worked for Escrow when she met Phillip, yet when the
bubble popped in the housing market, it made more sense for her
to raise their children as a stay-at-home Mom.
Phillip and Shellie both worked for a SUNMED franchise before
purchasing the one they worked in. For them, it was a way to continue
to help those friends they made, and to be their own bosses.

FPCTA Announces its 64th Season!

The magic continues on the Fantasy Playhouse Children’s Theater
& Academy’s (FPCTA) mainstage with new world premiere plays,
fantastical adventures, and literary classics. In October audiences
will travel from Kansas to Oz and back again with a fresh adaptation
of The Wonderful Wizard of Oz based on the L. Frank Baum stories
that inspired the 1939 MGM blockbuster. Dorothy (and her little
dog too) must follow the yellow brick road to learn the true meaning
of home! In December, we will soar with Ebenezer Scrooge through
the streets of London Town for our 35th-anniversary production of
A Christmas Carol, one of Huntsville's favorite holiday traditions.
In the spring, our audiences will travel back to the Nysland Woods
– The next story of this all-original FPCTA series will follow the
untold story of Sleeping Beauty and the Big Green Pea. In this hilarious
romp, a sleepy royal meteorologist, Rumplestiltskin, and 12
dancing princesses get tangled in the same adventure. Rounding out
the season of wonder is James Sie's whimsical adaptation of the
classic novel A Wrinkle in Time by Madeleine L'Engle. Public and

the psychology behind real estate negotiation, it really means learning
how to navigate diverse perspectives and expectations. Fortunately,
this complex topic can be broken up into more manageable parts. The
following real estate negotiation tactics are a good place to start.
Create Win-Win Scenarios
The most skillful negotiators are those who create win-win scenarios
for both parties in the equation. Just because you are trying to
score a deal, does not mean there’s nothing in it for the seller. For
example, investors hoping to acquire an investment property for a
low price may offer some concessions to the seller, like offering
to cover moving costs. In the big picture, moving costs are a small
expense for investors but could be a large gesture to the seller.
Compromise
Even though you are trying to create a win-win situation, look for
areas you are willing to budge on within the contract. Perhaps you
might offer to clean out the property to knock a few thousand off

and air conditioning. Most people aren’t even
sure what they have in their house whether
it’s a gas pack, a split heat pump, a package
heat pump, a split gas, or some other form of
heating and cooling. One of our main goals
of every service call or maintenance or
even install it's to leave the customer feeling
like they truly understand what's going
on with their comfort system.
Most consumers think of their AC as just their thermostat until it’s broke. When it
breaks they'll look around their house and try to find the obvious piece of equipment
this responsible for keeping their house comfortable. The part outside is generally a
condenser whether it's a straight air or heat pump and when their air is out most of
the time they'll find that not running. Most people feel like oh it’s the same problem
as last time or they're not sure what's wrong with it because it's still running.
The problems air conditioners can have are numerous, but they all usually look the
same way. That's where the professionals come in - we can determine why the unit
isn't running, or if the unit isn't running why it isn't keeping up. One of the common
things we hear is "I hope it’s only freon." That couldn't be further from the truth because
freon repairs typically are the most expensive.
Small maintenance issues can also look just as bad as big repairs from the onset.
You'll find your unit not running it's like "ohh man, must be the compressor" - in reality
it could be just a drain line stopped up and a safety switch in your attic preventing
your ceiling from flooding. That's why it's important to use a honest skilled company
to come out and diagnose your issues. Oftentimes small repairs neglected lead to bigger
repairs down the road. The majority of service calls we see during the summer are
just that simple easy solutions waiting on someone honest to come by and take care of
it. That’s why we’re waiving service call fees this summer when you make the repair.
One of the most confusing things about HVAC is all the constant governmental
changes. The biggest change that we've seen recently is the Seasonal Energy Efficiency
Ratio (SEER) rating being changed. The government has come up with a new
rating system that is similar to the old but not quite the same. This new SEER rating
system called SEER 2 is how all new air conditioners are rated. In the past the ratings
on package units and splits were the same, but now government minimums on package
units in the South can be lower than splits. This is not to say that new package
units are less efficient it's just that they aren't being held to the new standards splits
are. To add to the confusion what used to be a 14 SEER package unit is now a 13
SEER package unit and what used to be a 15 here is now 14.3 SEER in a split.

If that just sounds like a bunch of mumbo jumbo you would be right the most easiest
basic way to understand SEER rating is to think of it as miles per gallon or just
simply efficiency rating which it is. The higher the SEER rating the more power you
can save. Lots and lots of companies will always push you towards buying a higher
seer units and they are more efficient but they cost more.
When making a decision on a new unit you should think about how long you're going
to be in the house and what your plans are for the house. This should help you with
your investment if you're gonna stay in your home going with a higher end unit will
help you save money over time but if you plan on moving in the next year or two then
a high SEER unit isn't gonna show you the return that you made on your investment.

Another thing to consider when trying to making a decision between a high SEER
equipment and low SEER equipment is comfort in the home. While some basic systems
do have multiple stages like in the Rudd equipment line other basic systems do
not have multistage equipment. You might be asking yourself, "What does that mean
to me? I just want my air conditioner to cool." Multistage equipment has commonly
been used to make a unit more efficient therefore saving you own power but they can
also have other side effects that make you more comfortable with better air flow balance
and lower humidity.

The weather is warming up here in North Alabama and we have

James and his wife Cassie hail from Colorado Springs,
CO. Both James and Cassie have what is known as a
“Servant's Heart” They are the parents of 8 children, 6 of
their own and 2 that they took in from James sister. “She

One thing I was able to glean from James is his passion for Mercedes-Benz.

What is your favorite Mercedes- Benz?
Definitely the E-Class. Its business features, like the ability to conference
call is a wonderful feature. Its quietness is above and beyond
most vehicles on the market today.
What does the Mercedes star mean to you?
Mercedes – Benz embodies safety, luxury and quality. The driver has
a comfort level with the quietness and the quality whether it’s the A-
Class or S-Class. It’s the drivers happy place just being in the vehicle.

I view sales as a service. I am in the position of trust, but I have to
earn that trust every moment of the sales process. I have a mindset
of service and understand that I have to build those relationships. It’s
my privilege to serve the client. I always look at the whole picture
and educate the client throughout the whole process.

Neighbors to know about you?
While we are new to the community, we are happy to be here. With
8 children it’s important that we integrate ourselves into the area. We
