The end of an era for Rga’sBrown family<br />

There will be no more checked<br />

shirts, and neatly ironed black<br />

trousers for Robin Brown from<br />

Monday, July 8.<br />

The owner of Rangiora’s New<br />

World supermarket bids<br />

farewell to the grocery trade,<br />

signalling the end of an era for<br />

the Brown family who have<br />

owned and operated Rangiora<br />

New World for more than 30<br />

years.<br />

New owners James and<br />

Karen Backhouse are taking<br />

over the business, coming from<br />

New World Wigram.<br />

The walls of Rangiora New<br />

World proudly display the long<br />

history of the Brown family and<br />

its retail outlets in both Belfast<br />

and Rangiora, and the walls<br />

along the corridor to Robin’s<br />

office is step back in time.<br />

Aseries of photos, when his<br />

father Ken had astore in<br />

Belfast in partnership with his<br />

cousin Eric —Brown Bros<br />

which opened in 1967— show a<br />

side of lamb for $2.99, afull leg<br />

for $1.80, and loin chops for 45c<br />

apound.<br />

Robin started working in the<br />

grocery trade for his parents in<br />

1985.<br />

‘‘I had been travelling<br />

overseas, and came home. Iwas<br />

trained as ameat inspector<br />

with the Ministry of Agriculture<br />

and went back to it.<br />

‘‘I wasn’t really enjoying it<br />

that much. Vicki and Iwere<br />

together having been married<br />

in 1984, and mum and dad were<br />

thinking about retiring.<br />

‘‘I ended up working for<br />

them, and then Ibought them<br />

out.’’<br />

Robin’s parents came to<br />

Rangiora, from Brown Bros<br />

Belfast —alandmark in the<br />

Christchurch suburb.<br />

Ken set up shop in Victoria<br />

Street, next door to the<br />

Rangiora RSA, and which is<br />

now achurch. The Brown’s<br />

traded on the site for five years,<br />

before the growth of Rangiora<br />

saw Foodstuffs, New Worlds<br />

parent company, looking to<br />

expand on anew site.<br />

In October 1982 New World<br />

Rangiora moved to its present<br />

site in Good Street, Rangiora.<br />

‘‘It has been extended a<br />

couple of times with major<br />

extensions in 1995 and<br />

2011­12.’’<br />

Awall was pushed out in the<br />

final expansion, with the<br />

Waimakariri District Council<br />

selling astrip of its car park to<br />

accommodate the expanded<br />

building.<br />

Robin says his father<br />

continued to work for him for<br />

several years when the<br />

supermarket carted its own<br />

produce from the market,<br />

which Ken enjoyed attending.<br />

Things have changed with<br />

Foodstuffs now buying on<br />

behalf and distributing product<br />

to supermarkets.<br />

Robin says supermarkets<br />

signalled the end of the corner<br />

grocers in the mid 1960s and<br />

70s, and when self­service<br />

stores took over it was not long<br />

before Rangiora had a<br />

Keystore, then aWoolworths,<br />

and aSupervalue. When<br />

Progressive took over<br />

Woolworths it was rebranded to<br />

aCountdown, and anew<br />

Countdown was built in<br />

Rangiora east.<br />

‘‘They both traded for a<br />

while, before the Countdown<br />

where Bunnings once was, was<br />

closed.<br />

‘‘Then Pak’n SAVE arrived.’’<br />

But Robin was never<br />

daunted. ‘‘We had survived<br />

before, and Iwas confident we<br />

would survive again in the face<br />

of increased competition.’’<br />

He says the fantastic centre<br />

site of Rangiora New World,<br />

and the increase in population<br />

in Rangiora from 8500 to over<br />

20,000, both proved invaluable.<br />

Despite acouple of tough<br />

years through ‘‘cutting our<br />

cloth and our costs, we got back<br />

to profitability’’.<br />

Robin says over the years<br />

computerisation and<br />

automation at the checkouts<br />

have been the greatest change.<br />

He recalls the days of checkout<br />

operators remembering prices,<br />

before prices were stuck on to<br />

products with agun. They were<br />

replaced with afour digit code,<br />

that linked to acomputer in the<br />

background.<br />

‘‘Then came automation of<br />

the front end, and an inventory<br />

system so we knew how much<br />

product was on site.<br />

‘‘This allowed the business to<br />

grow in volume, without adding<br />

huge amounts of extra costs.<br />

‘‘The other big thing was<br />

logistics and how goods are<br />

supplied to us. Some Foodstuff<br />

trucks have three temperature<br />

zones —ambient, chilled and<br />

frozen.’’<br />

Robin says many staff have<br />

been extremely loyal.<br />

‘‘We have been lucky in<br />

having good loyal staff, and we<br />

have agreat relationship with<br />

Rangiora High School. Alot of<br />

students come along and fill<br />

those hard to fill shifts,’’ he<br />

says.<br />

Increased hours had added to<br />

the need for staff, going from<br />

Monday to Friday, than adding<br />

Saturday morning, then all day<br />

Saturday and then Sunday, and<br />

closing at 6pm.<br />

Today, it is aseven day a<br />

week business, with closing at<br />

9pm every night.<br />

Robin intends doing alot of<br />

travel with his wife, Vicki, in his<br />

retirement. ‘‘We love<br />

travelling.’’ Fishing, abit of<br />

tramping ‘‘while the body holds<br />

together’’, watching cricket,<br />

‘‘especially test cricket’’, and<br />

doing volunteer work, all<br />

beckon.<br />

‘‘I love cricket and rugby,<br />

particularly club rugby, and am<br />

involved with the Saracens<br />

Club. We have been abig<br />

supporter of sports clubs in our<br />

catchment.’’<br />

Anearly morninginterviewwith Pope<br />

Francis is an experience Rangiora<br />

university student Seamus Lohrey will<br />

never forget.<br />

Seamus, ayoungCatholic who grew up<br />

in Rangiora, is studying law and public<br />

relations at Waikato University. He was<br />

one of 12 university students chosen<br />

from the Asia­Pacific region to interview<br />

Pope Francis in alive video call early<br />

last Friday, <strong>June</strong>21.<br />

The one­hour connection with His<br />

Holiness was part of the Building<br />

Bridges Initiative organised by Loyola<br />

University,inChicago.<br />

Each student was the chosen leader of<br />

agroup in their country who was asked<br />

to decide what issue they would like to<br />

raise with Pope Francis.<br />

Seamus’ group decided they wanted to<br />

speak about human dignity, specifically<br />

the Church’s approach to people on the<br />

margins suchasthe LGBTQI (lesbian,<br />

gay, bisexual, transgender, queer or<br />

questioning intersex) community and<br />

women’s rights.<br />

Seamuswas invited to speak to Pope<br />

Francis firstand told him his group saw<br />

the churchasbeing inconsistent in their<br />

approachtohuman dignity.<br />

‘‘We (the Catholic Church) expect<br />

people to meet our rules instead of us<br />

meeting, and then elevating them. Iam<br />

confident that this turns people away<br />

from arelationship with Christ and<br />

makes our church unattractive.’’<br />

Other students raised similar<br />

concerns duringthe session.<br />

Pope Francis took notes while<br />

listening to each student before<br />

answering their questions together,<br />

telling the students they mustnever give<br />

up on wantingtobelong to something<br />

because havingasenseofbelonging led<br />

to human dignity.<br />

‘‘Having asenseofbelonging tells us<br />

we can participate and saves us from<br />

vulnerability,’’ he said.<br />

‘‘You musthelp one another to be<br />

strongerinthe face of vulnerability.’’<br />

Seamus, who is 20, said there had been<br />

times during his ‘‘faith journey’’ when<br />

he believedhewas walking alone<br />

because he did not see certain actions<br />

and perspectivesofthe Catholic Church<br />

as positively as others did.<br />

Being able to talk to Pope Francis ‘‘the<br />

leader of our church, who also has a<br />

large moral influence on the Western<br />

World’’, about his views was amazing<br />

because it felt like the concerns raised<br />

were being taken seriously.<br />

‘‘This topic was selected by agroup of<br />

young people across New Zealand,<br />

Australia, and Papua New Guinea after<br />

discussions led by the Australian<br />

Catholic University, so it is clearly a<br />

prominent issue identified by young<br />

people,’’ he said.<br />

Seamus returned home to Rangiora<br />

for the early morning interview and his<br />

parents were also in the room with him<br />

during that time.<br />

‘‘They insisted on staying up to be<br />

there with me,’’ he said.<br />

‘‘My Dad'snot aCatholic, and also had<br />

to work early in the morning, but he<br />

wouldn'tmiss it for the world.’’<br />

Harvesting of South Bay Forest starts soon<br />

Harvesting of the South Bay forest, in<br />

the Kaikoura District, is due to start in<br />

July.<br />

Alarge part of the forested area is<br />

recreational reserve which the<br />

community uses alot, and the Kaikoura<br />

District Council is awareofthe<br />

significant use by the community.<br />

The first two weeks of the harvest<br />

work will be on the entrance and<br />

upgrading the road.<br />

Tree removal will follow in the first<br />

week of August, and finishatthe end of<br />

October.<br />

Therewill be atwo to three week post<br />

harvest tidy up of the area.<br />

Tasman Forest Management, along<br />

with alocal sub contractor, aredoing the<br />

work, and plan to prioritiseopeningthe<br />

public walkway again when they begin<br />

shredding work in the harvested area.<br />

There is no intention for any<br />

remediation or levelling of land in the<br />

forested area.<br />

Areserve management plan for the<br />

area is under way with astrong focus on<br />

community engagement, and initially<br />

the council will be seeking ideas from<br />

the community until 4pm on July 8.<br />

Adraft reserve management plan will<br />

be producedfollowing this process with<br />

furtheropportunity for the community<br />

to provide feedback on the draft through<br />

aformal consultation process. It is<br />

anticipatedthat the reserve<br />

management plan will be completed by<br />

<strong>June</strong> 2025.<br />

SILVERSTREAM<br />

MEDICAL CENTRE<br />

Council has applied for an exemption<br />

from carbon credit liabilities for the<br />

area.<br />

However, if this is unsuccessful, it will<br />

need to consider replanting the site<br />

within four years with aspecies (either<br />

native or non­native) and density that<br />

meets the requirements for forested<br />

land under the Emissions Trading<br />

Scheme (ETS).<br />

Financial provision for replanting has<br />

been made in Year 4ofthe Long Term<br />

Plan if it is required.<br />

The Kaikoura District Council says it<br />

understands the importance of keeping<br />

the walking and cycling trails in place in<br />

the long term.<br />

The pine forest was planted in 1978,<br />

with some areas replanted in 1993, and<br />

was always intended for harvest.<br />

Councils call for direction on solar farms<br />

<strong>Canterbury</strong>councils are calling for<br />

national direction on how to address the<br />

expansion of solar farms in the region<br />

The Waimakariri District Council has<br />

added its voice to acall from Environment<br />

<strong>Canterbury</strong>for advice on how to address<br />

issues arising from agrowing number of<br />

consent applications for large scale solar<br />

farms.<br />

‘‘Solar farms have recently been of<br />

interest in the district,’’ Kelly LaValley,<br />

planning, regulation and environment<br />

general manager says.<br />

‘‘We agree that further national<br />

direction on solar farms would be<br />

beneficial in considering applications for<br />

large scale solar farms.’’<br />

Her comments followed Environment<br />

<strong>Canterbury</strong>’s bid to seek advice on a<br />

proposed 670 hectare solar farm near<br />

Twizel.<br />

The Waimakariri council has three solar<br />

farm resource consent applications of its<br />

own to consider.<br />

The regional council recently supported<br />

an Environment Protection Agency (EPA)<br />

proposal to ask the Environment Minister<br />

to ‘call in’ the consent application.<br />

The Environment Minister can be asked<br />

to ‘call in’ the decision making process for<br />

resource consents when it is considered ‘‘a<br />

proposal of national significance’’.<br />

The consent application can then be<br />

referred to the Environment Court or a<br />

board of enquiry to make the decision.<br />

Acting chairperson Craig Pauling said<br />

the decision on the consent could set a<br />

precedent for how such consents are<br />

considered in the future.<br />

‘‘I think solar power is agood thing, but<br />

some of the effects are still unknown, like<br />

what happens when you have alarge­scale<br />

solar array next to alake?<br />

‘‘There are concerns about whether<br />

birds will be able to tell the difference,<br />

and the answer is we don’t know.’’<br />

Councillor Pauling said any feedback<br />

would feed into a<strong>Canterbury</strong> regional<br />

energy policy.<br />

Speaking at acouncil meeting on<br />

Wednesday, <strong>June</strong> 19, operations director<br />

Stephen Hall said the EPA had since sent<br />

aletter advising the Minister to wait for<br />

the Fast­track Approvals Bill to come into<br />

effect.<br />

Far <strong>North</strong> Solar Farm Ltd has applied<br />

to the regional council and to the<br />

Mackenzie District Council for resource<br />

consents to establish and operate alargescale,<br />

670ha, solar farm on a968ha<br />

property.<br />

The applications were publicly notified<br />

and submissions have closed.<br />

Ahearing has yet to be scheduled,<br />

pending the outcome of the ‘call in’<br />

request.<br />

At its peak, the proposed solar farm<br />

would generate 420 megawatts of<br />

electricity, which was around four percent<br />

of New Zealand’s of total electricity<br />

generation capacity in 2022.<br />

Far <strong>North</strong> Solar Farm Ltd has also<br />

applied to Environment <strong>Canterbury</strong> and<br />

the Hurunui District Council for resource<br />

consents to build a180.8ha solar farm near<br />

Waipara.<br />

Mr Hall said the council’s advice was the<br />

consent application had ‘‘national<br />

significance’’ as there was aneed for<br />

national direction around large­scale<br />

solar farms and the protection of ‘‘very<br />

unique landscape’’.<br />

The Hurunui District Council said it was<br />

unable to comment due to itsconsent<br />

process.<br />

Kaiapoi Menzshed turning out wooden toys<br />

The toymakers at Kaiapoi MenzShed have<br />

been busy over the past few months<br />

making all sorts of wooden toys for the<br />

young and old.<br />

Popular items include fairy houses, fairy<br />

door blanks, wooden cars and trucks,<br />

wagons and much more.<br />

Member Peter Judkins says wooden toys<br />

have become popular again which is good<br />

for the shed as they continue to fundraise<br />

towards the construction of their new<br />

buildings.<br />

The Kaiapoi MenzShed has only a<br />

limited period of time left at their present<br />

location in the former Sutton Tools site on<br />

Dale Street, before they move to the new<br />

Kaiapoi Community Hub.<br />

They have been on the Suttons site since<br />

2014.<br />

Working in conjunction with Satisfy<br />

Food Rescue, who will occupy the<br />

northern end of the hub development, the<br />

Kaiapoi MenzShed plans to build three<br />

sheds there to house all their equipment<br />

and materials.<br />

Ashared community facility with a<br />

commercial kitchen and alarge green<br />

space would also be established. Peter<br />

says the fairy doors are the most popular<br />

item as families and day care centres often<br />

come in looking for the door­shaped<br />

blanks their children can then paint and<br />

decorate them before mounting them in<br />

nearby trees and public forest trails.<br />

Member Daniel Thompson has been<br />

helping out the toy makers by building<br />

parts for apopular wooden horse drawn<br />

cart for the past two years,.<br />

He makes the delicate 13 spoke wheels<br />

by hand, carefully crafting and assembling<br />

all the parts needed to create the carriage.<br />

Daniel loves going to the shed to work<br />

alongside the older members, as they have<br />

much to offer him in skills training.<br />

He also enjoys the biscuits at smoko<br />

given by those appreciative of the work the<br />

three teams at the shed have done for<br />

them on something important to them and<br />

the camaraderie.<br />

Acollectiveefforthelps keep costs down<br />

Ball season is fast approaching and in<br />

Oxford parents and students are<br />

working together to keep participation<br />

costs to this major social event of the<br />

school year, affordable.<br />

Dean of years 11 to 13 at OxfordArea<br />

School (OAS), Paula Christensen, says<br />

this year's formal ball on August 24 will<br />

be one of the biggest in recent memory<br />

with over 120 students expected to<br />

attend.<br />

‘‘We hold our formal ball for students<br />

attending years 11 to 13 and it is amazing<br />

to see them all dressed up.<br />

‘‘Over the three years, you can see how<br />

much attendingthe ball fills them with<br />

self­confidence and social awareness.’’<br />

She says many young girls attending<br />

their first formal will look to their older<br />

sisters for guidance on dresses, make­up<br />

and heels.<br />

‘‘Many wear their older sisters' gowns<br />

for the first year but as they age, they<br />

start to seek their own style, and by the<br />

time they get to year 13 they want to<br />

make abigger statement about who they<br />

are in their final year at high school.’’<br />

Members of the OAS formal organising<br />

committee, astudent­led organisation,<br />

say they and many of their peers are<br />

working with their families to keep the<br />

cost of the formal down.<br />

Seventeen­year­olds Abi Denley, Ella<br />

Luscombe and Nikayla Beer all have<br />

part­time, after­school jobs as they look<br />

to spend from $<strong>27</strong>5 to over $500<br />

attending their final high school formal.<br />

‘‘The biggest expense is the dress.<br />

‘‘It takes along time to find one that<br />

suits who you are, and these can cost<br />

from $150 to $700.’’ says Nikayla,<br />

‘‘Then there are heels,make­up and<br />

hairstyling. The car ride is easy as we<br />

can use Dad’s car.’’<br />

amazing dresses and suits,but locally<br />

thereare few shops which deal in formal<br />

‘‘It is quite hard buying online<br />

because all the models aresothin and<br />

unrealistic and it’s hard finding<br />

somewhere to tryonthe gowns on offer.’’<br />

She says all their parents are very<br />

supportiveand actively encourage them<br />

to go to the formal, but they are also<br />

awareofthe cost and are workingwith<br />

them to fund the night.<br />

To fund her formal attire, Nikayla is<br />

working in alocal diner, Abi is working<br />

on afarm and Ella is workinginthe pie<br />

shop in Oxford.<br />

Mrs Christensen says the school is<br />

doing what it can to help, six years ago it<br />

bought the formal back into Oxford to<br />

help ease the costs on parents and<br />

students.<br />

‘‘We used to hold it at Addington,but<br />

for the numbers attending it was<br />

prohibitively expensive so we returned<br />

it to Oxford.’’<br />

She says the school have managed to<br />

keep the attendance costs down over the<br />

past few years but this year the<br />

committee have decided to look for a<br />

different local venue to hold the<br />

function which may cost more.<br />

Ella says as it is asenior project, they<br />

went to the student body and asked them<br />

what they wanted for this year's formal.<br />

‘‘We are holding ared carpet event<br />

and everyone's been talkingabout it<br />

since school started this year.’’<br />

Skiffle band delivers<br />

go, now all they need is for the<br />

weather to play ball and dump<br />

some snow on the surrounding<br />

mountains.<br />

bit to go before its official<br />

opening on Saturday, July 6.<br />

The festival, which runs<br />

from July 6to16, includes a<br />

wide range of ticketed and<br />

non­ticketed events.<br />

day and evening activities<br />

Sixty years ago, British rock band<br />

The Beatles brought Beatlemania<br />

to New Zealand during atour that<br />

included two shows in<br />

Christchurch.<br />

During that tour The Beatles<br />

stayed at the Clarendon Hotel<br />

where crowds in the 1000’s<br />

gathered outside to get aglimpse of<br />

the Fab Four.<br />

Included in that crowd was an<br />

avid Beatle fan, Paul Kean, aged<br />

10, who is now amember of The<br />

Beatles cover band, The Skeatles,<br />

who last Friday, created their own<br />

form of Beatlemania in asuperb<br />

show at the Pines/Kairaki Beach<br />

Community Hall near Kaiapoi to<br />

commemorate the anniversary of<br />

that historic tour.<br />

Paul, who is better known as<br />

bassist for iconic New Zealand<br />

bands Toy Love and The Bats, also<br />

plucks aone­stringed tea­chest<br />

bass with The Skeatles, asix­piece<br />

skiffle group who play in the<br />

original style of John Lennon and<br />

Paul McCartney’s pre­Beatles<br />

skiffle band, The Quarrymen.<br />

Other members of the band also<br />

have links to the Fab Four.<br />

Drummer Dan Heatley, who<br />

formerly drummed for Shane<br />

MacGowan of The Pogues, says his<br />

father, who was an accomplished<br />

London session musician, once<br />

advised John Lennon on where to<br />

Budget week was the first fiscal step<br />

towards getting New Zealand back on<br />

track.<br />

Iamproud to be part of agovernment<br />

that believes it is only fair that hard<br />

working Kiwis should keep more of what<br />

they earn.<br />

<strong>Canterbury</strong> on Monday, July 15, to meet<br />

farmers and get afirst­hand look.<br />

It is such apity that the Hurunui<br />

Irrigation Scheme did not get off the<br />

ground after all the work that had been<br />

put in by local farmers.<br />

The situation would be quite different<br />

had that irrigation been available this<br />

year.<br />

Irrigation schemes always seem<br />

expensive before they are built and yet<br />

would appear cheap in times like these,<br />

had one been built.<br />

Ihope the community realise that a<br />

properly designed community irrigation<br />

scheme has benefits for the entire<br />

community as well as environmental<br />

benefits by enhancing low river flows<br />

and bolstering urban water supply.<br />

In the meantime, spare athought for<br />

our farmers.<br />

They work incredibly hard every day<br />

of the year delivering much needed<br />

export dollars that enable our country to<br />

enjoy the standard of living and the<br />

freedoms that come with it.<br />

Funding tourism infrastructure is not<br />

a‘‘one­size fits all’’, says a<strong>North</strong><br />

<strong>Canterbury</strong>tourism leader.<br />

While anational strategy is needed,<br />

local solutions arealso important,<br />

Hurunui Tourism manager Graeme<br />

Abbot said.<br />

He was commenting on asubmission<br />

by Hospitality New Zealand to the<br />

Hurunui District Council’s <strong>2024</strong>/34<br />

Long Term Plan.<br />

The submission said there was a<br />

funding shortfall for infrastructure,<br />

particularly in tourism towns which<br />

relied on asmall ratepayer base.<br />

But Hospitality New Zealand did not<br />

supportthe ‘‘ad­hoc way’’ some<br />

councils werelooking to impose<br />

accommodation and congestion levies.<br />

It called for anational strategy and<br />

source of funding to support tourism<br />

infrastructure.<br />

Finding short­term accommodation<br />

for staff was another headache for<br />

tourism operators.<br />

An international visitor levy of $35<br />

per person is already in place to help<br />

fund tourism and conservation<br />

projects.<br />

But Mr Abbot said Hurunui<br />

preferred to collect its own targeted<br />

rate as it provided morecertainty.<br />

‘‘I agree we need anational strategy,<br />

and if you look at the international<br />

visitor levy, Idon’t think it is going to<br />

stop people coming.<br />

‘‘In Hurunui, we collect our own<br />

targeted rate, which is overseen by a<br />

local tourism board. The advantage is,<br />

we know what we are getting.’’<br />

Mr Abbot said therewere concerns<br />

about AirBnB­type accommodation<br />

not paying the same levies and charges<br />

as motels and hotels.<br />

The Hanmer Springs Thermal Pools<br />

&Spa has been renting property to<br />

accommodate staff and was<br />

considering longer termsolutions,<br />

such as building its own houses.<br />

Destination Kaikōuramanager Lisa<br />

Bond said there was aneed for a<br />

national fund to support small<br />

districts with high visitor numbers to<br />

ensure amore‘‘equitable distribution<br />

of resources’’.<br />

Kaikōura had benefited from<br />

Government support, such as the<br />

Tourism Infrastructure Fund, for<br />

projects such as the Link Pathway.<br />

‘‘Central and local governments<br />

could establish grant programmes to<br />

support tourism infrastructure<br />

projects in high­need areas,’’ she said.<br />

‘‘These grants can be competitive,<br />

ensuring that the most impactful<br />

projects receive funding.’’<br />

Aco­ordinated effort between local<br />

and central government was needed to<br />

address accommodation issues, she<br />

said.<br />

Tourism Minister Matt Doocey said<br />

the Government had set an ‘‘ambitious<br />

target’’ of doubling export income.<br />

‘‘If you look at tourism, at the<br />

moment it is our second biggest earner<br />

and there is no reason why it couldn’t<br />

be our biggest earner again.’’<br />

The Government was reviewing the<br />

international visitor levy and had<br />

sought feedback on whether to<br />

increase it.<br />

The levy did not apply to Australians<br />

or Pacific Islanders.<br />

Mr Doocey said the Government<br />

would help to alleviate some of the<br />

pressure on housing by freeing up<br />

land.<br />

Some councils were creating a<br />

register of short term accommodation<br />

(such as AirBnB), for rating purposes.<br />

‘‘But those types of accommodation<br />

can also attract visitors to an area,’’ he<br />

said.<br />

He acknowledged there was<br />

pressure on smaller communities to<br />

maintain infrastructure for tourism.<br />

Remembering the fallen<br />

Remembering those who have fallen in the<br />

line of duty is motivating three volunteer<br />

firemen from Waikuku Beach Volunteer<br />

Fire Brigade to travel to Auckland to<br />

tackle the Auckland Sky Tower on<br />

September 11.<br />

Taking the 1260 steps of the climb in<br />

fully laden fire fighting kit, will be Guy<br />

Hahn, James Marks and Jake Hahn.<br />

Guy and James have done the climb<br />

before, averaging 45 minutes to reach the<br />

top.<br />

But for Jake, this will be his first attempt<br />

at the mammoth challenge.<br />

Jake is the newest member of the<br />

brigade and is the son of Guy, which makes<br />

him afourth­generation firefighter.<br />

The Hahn family has had Jake, his father<br />

Guy, Guy’s father and his grandfather all<br />

serve in volunteer fire brigades in<br />

<strong>Canterbury</strong>.<br />

‘‘It’s afamily honour to serve,” says Guy,<br />

“I am proud Jake has stepped up to<br />

volunteer for his community.”<br />

To prepare for their long haul up the<br />

steps at the Sky Tower, the three<br />

firefighters run laps of the stairs at the<br />

Rangiora Race Course public stand<br />

whenever they can.<br />

‘‘It is hard work and this climb is not for<br />

the faint­hearted. But we are all<br />

committed to being there to remember all<br />

those firefighters lost in service over the<br />

past 150 years,’’ says Guy. Several<br />

fundraising activities are planned over the<br />

next few months to support the fireman<br />

travelling to Auckland.<br />

Guy says one of those events will be held<br />

on Saturday, July 20, from 11am to 4pm<br />

when the Waikuku Volunteer Fire Brigade<br />

is holding an open day in the Waikuku<br />

Domain, next to the Fire Station.<br />

‘‘There will be displays of fire engines, a<br />

human fruit machine, kids fun quick<br />

dressing drills, Put out the fire! Display the<br />

Jenga version and abbq. It will be fun for<br />

all the crew and our community as we<br />

fundraise to get our crew to Auckland.’’<br />

Young orators impress at speech comp<br />

Seven young orators who made the final<br />

of the Rotary Club of Rangiora’s speech<br />

competition for year 8pupils have won<br />

high praise from one of the judges,<br />

David Ayers.<br />

The final of the competition was held<br />

in the Rangiora Town Hall on <strong>June</strong> 17,<br />

with Edie Barber, aged 11, of Leithfield<br />

School, eventually awarded first place<br />

by David and fellow judge, Jane Comyns­<br />

Carr. Eli Brown, aged 12, of Woodend<br />

School was second and Daniel van der<br />

Bank, aged 11 of Te MatauruPrimary<br />

School, third. Edie’s topic was: ‘‘Being<br />

the oldest child is not all it is cracked up<br />

to be’’. Eli’s topic was: ‘‘Why popularity<br />

is overrated”, and Daniel’s topic was:<br />

‘‘Being the new kid".<br />

Mr Ayers said the wide range of topics<br />

and high standard of the speeches made<br />

the competition extremely difficult to<br />

judge.<br />

‘‘You are all acredit to your schools<br />

and yourselves,’’ he said.<br />

‘‘You are all winners.’’<br />

The competition was established in<br />

2017 when the Rotary Club of Rangiora<br />

decided to encourage public speaking in<br />

schools by holdingaspeechcompetition<br />

in the club’s area for Year 8pupils, with<br />

aYear 7pupil allowed to be included<br />

when the school numberswere low.<br />

Club member Richard Heal said there<br />

were ‘‘about 25 such schools in our area'<br />

'which stretches from Pegasus to Oxford<br />

and West Eyreton to Broomfield and<br />

usually about 18 schools entered the<br />

competition.<br />

internal competition to pick two or three<br />

speakers, who will then compete against<br />

the other schools in their group.<br />

Speakers are allowed to choose their<br />

own topic, but the speech can only last<br />

for between three and four minutes. The<br />

schools choose their own judges for the<br />

internal competitions.<br />

The seven finalists who spoke at the<br />

town hall function were the winners<br />

from the seven groups.<br />

Every competitor received aprize,<br />

which was presentedbyWaimakariri<br />

District Mayor Dan Gordon, while acup<br />

for the winner was presented by Mrs<br />

Rita Moore, whose late husband was a<br />

long time member of the Rotary Club of<br />

Rangiora and and the first MC of the<br />

competition.<br />

Mr Gordon, who is aformer president<br />

of the Rotary Club of Rangiora, said the<br />

competition providedanopportunity to<br />

celebrate not just the art of public<br />

speaking, but the courage, dedication,<br />

and brilliance of the young participants.<br />

‘‘To all the incredible speakers, Iwant<br />

to say, excellent job.<br />

‘‘I felt the speeches were not only<br />

well­researched but also delivered with<br />

aconviction that belies your years.<br />

‘‘You impressed us all with your<br />

articulate and insightful presentations,’’<br />

he said.<br />

‘‘Public speaking is no small feat, and<br />

all of the finalists showed tremendous<br />

bravery by stepping up to the stage to<br />

share their thoughts, their extensive<br />

research, and their passions –some<br />

were particularly moving.’’<br />

Stitchinggroup forms Nth <strong>Canterbury</strong> Embroidery Guild<br />

ARangiora stitching group wanting to<br />

connect with other embroiderersin<br />

<strong>North</strong> <strong>Canterbury</strong>, and further afield,<br />

has formed the <strong>North</strong> <strong>Canterbury</strong><br />

Embroidery Guild.<br />

Guild chairwoman Nick Harrall, of<br />

Rangiora, says the group knew of three<br />

other <strong>Canterbury</strong> guilds they wanted to<br />

connect with more formally.<br />

‘‘We were also aware that the<br />

National Guild had an extensive<br />

libraryofresources and connections<br />

across the country that would be<br />

helpful in stretchingand guiding our<br />

own work, and in buildingconnections<br />

and ideas for future projects,’’ she<br />

says.<br />

The initial stitching group formed<br />

the foundation of the <strong>North</strong><br />

<strong>Canterbury</strong> Embroidery Guild, which<br />

was established in mid­2023 after<br />

approval and acceptance by the New<br />

Zealand Association of Embroidery<br />

Guilds.<br />

The aim of the newguild, which is<br />

based in Rangiora, is to continue<br />

inspiringstitchers wherever they are<br />

in theirstitching learning journey, and<br />

to offer asupportive, creative<br />

environment where stitchers can come<br />

together without comparison or<br />

competition, to extendand build<br />

confidence and enjoymentintheir<br />

stitching.<br />

‘‘It is alovely, caring group,’’ Nick<br />

says.<br />

The women meet twice weekly on<br />

Wednesday and Sunday evenings in<br />

the Skurr Centre at the Rangiora A&P<br />

Showgrounds, with the small initial<br />

group growing to 44 members.<br />

Nick says the handy meeting place,<br />

plus providing theopportunity to<br />

connect regularly with new people<br />

within the community, have been the<br />

two key attractions for new members.<br />

‘‘We have focused on everyone is a<br />

learner and everyone is ateacher and<br />

many have commented on feeling<br />

comfortable to ask or offer support/<br />

guidance rather than relying on one or<br />

two people being able to do that,’’ Nick<br />

says.<br />

‘‘We also encourage all levels and<br />

styles of stitching, so have awide<br />

variety of work under way at any one<br />

time from traditional to innovative.<br />

There is awide range of experience<br />

and skill from beginners to highly<br />

experienced stitchers, which is a<br />

marvellous way for people to learn and<br />

explore, expanding their skill and<br />

knowledge base through support and<br />

guidance from the wider group.’’<br />

The guild is aiming to have its first<br />

exhibition of work next year. New<br />

Law firm Corcoran French has become<br />

synonymous with the annual Kaiapoi<br />

Art Expo and it is the key sponsor for the<br />

18th event again this year.<br />

The expo opens its doors at the<br />

Kaiapoi Club on Saturday, July 6, and<br />

Sunday, July 7.<br />

The company, which has its roots in<br />

Kaiapoi dating back to 1892, has<br />

supported the expo every year since its<br />

inception.<br />

It is apartnership Corcoran French,<br />

which has offices in Kaiapoi,<br />

Christchurch, Greymouth and Akaroa, is<br />

pleased to be part of, Christine Eastgate,<br />

apartner in the company says.<br />

Christine is also atrustee of the<br />

Waimakariri Arts Trust which organises<br />

the expo.<br />

‘‘Our partners appreciate and value<br />

the support of the local community and<br />

want to reciprocate,’’ Christine says.<br />

‘‘We see the Kaiapoi Art Expo as a<br />

fantastic event which provides the<br />

opportunity for the artists to showcase<br />

This year’s guest artist at the expo,<br />

which is being held at the Kaiapoi Club<br />

on the weekend of July 6and July 7, is<br />

Simon van der Sluijs from Little River, a<br />

figurative and narrative multidisciplinary<br />

artist, who was an<br />

exhibition and graphic designer and<br />

illustrator in the Netherlands before<br />

emigrating to New Zealand in 1989.<br />

From 2001 to 2009 Simon owned<br />

Christchurch’s Allegory Art Gallery in<br />

Lichfield St where he exhibited work by<br />

emerging and established artists as well<br />

as his own work.<br />

He also has abackground in theatre<br />

and was co­founder, owner, creator,<br />

performer of Tablo, The Notional<br />

Theatre Company of New Zealand from<br />

2009 to 2015 which produced short films,<br />

street theatre and staged shows, as well<br />

as apuppet and mask theatre for adult<br />

audiences.<br />

More recently Simon has collaborated<br />

with choreographer Fleur de Thier to<br />

produce successful theatre shows in<br />

which they combine dance, movement,<br />

puppetry and mask work, poetry and<br />

music.

event, says the charitable trust feels<br />

very well supported in what is adifficult<br />

Fire and Ice Festival fun in Kaiapoitown<br />

Awinter fire and ice extravaganza is<br />

being held in Kaiapoi on Saturday, July<br />

The annual Blackwells Fire and Ice<br />

Festival opens at mid day with ice<br />

sculpting by Victor Cagayat, aerial<br />

performances by Sam, Tyla and Kate,<br />

face painting and magical moments for<br />

the kids by Strawberry Fairy and<br />

friends.<br />

Victor, who was unable to attend last<br />

year due to ill health, will create four ice<br />

sculptures.<br />

These will include the two designs<br />

that won acompetition last year.<br />

Andrew Blackwell says it will be abig<br />

day and night for Kaiapoi.<br />

The festivities and market stalls will<br />

spread out into the Kaiapoi Clubs<br />

parking area with about 10 stalls in the<br />

The programme includes childrens<br />

craft and food stalls, while the night food<br />

starts at 4.30pm.<br />

Night visitors can interact with the<br />

roaming stilt walkers, LED hula<br />

hoopers, and jugglers.<br />

toys is on display in the Rangiora<br />

Museum to celebrate the Rangiora<br />

Volunteer Fire Brigade’s 150th<br />

anniversary.<br />

It is the first time the toys have been<br />

displayed in public. The 24 tiny fire<br />

engines, which range from ahorsedrawn<br />

fire appliance to more modern<br />

fire trucks, arepart of amuch larger<br />

collection of about 700 toys acquired<br />

over 50 years by avolunteer at the<br />

museum.<br />

The 74­year­old Rangiora man,<br />

began collecting the Matchbox toys as<br />

ateenager and only stopped adding to<br />

the collection 30 years ago when his<br />

wife said: ‘‘Don’t collect any more’’ as<br />

the collection takes up alot of space<br />

in their home.<br />

‘‘They were all purchased in New<br />

Zealand, mainly from Todds Bookshop<br />

in Rangiora, which no longer exists,’’<br />

he said.<br />

Although the Matchbox toys are<br />

likely to be worth aconsiderable<br />

amount of money, the man says it is a<br />

lifetime collection and he has no plans<br />

to sell any of the toys.<br />

Last year, aBritish man was<br />

reported to have sold his Matchbox<br />

collection at auction for about<br />

$NZ260,000. The collection included a<br />

rare yellow Matchbox model of a<br />

Volkswagen Beetle, with aMonte<br />

Carlo Rally plate, which sold for about<br />

$NZ14,000 —more than 10 timesits<br />

estimated value.<br />

Could Amberley be the next <strong>North</strong><br />

<strong>Canterbury</strong> town to build abypass?<br />

While the Woodend Bypass looks set to<br />

finally be built after decades of<br />

planning, residents have suggested a<br />

heavy vehicle bypass should be included<br />

in the Hurunui District Council’s south<br />

ward spatial plan.<br />

The council received 41 submissions<br />

during its recent consultation, with<br />

One submitter called on the council to<br />

‘‘push the Government to start planning’’<br />

abypass and to ‘‘start drawing some<br />

lines on amap to show options of where<br />

this could be located’’.<br />

Another submitter wanted a<br />

pedestrian overbridge on Carters Road<br />

and suggested the council seek out<br />

‘‘philanthropic investors’’.<br />

With housing growth planned for east<br />

Amberley, asecond primary school was<br />

proposed to alleviate safety concerns for<br />

children crossing Carters Road to get to<br />

Amberley School.<br />

There were mixed views on whether<br />

the council should apply to Environment<br />

<strong>Canterbury</strong> for public transport<br />

provision.<br />

Several submitters supported the<br />

idea, while some wanted the beach<br />

communities included and others<br />

questioned whether it was necessary.<br />

South Ward Committee chairperson Jo<br />

Hassall said there have been avariety of<br />

views expressed on the subject of a<br />

bypass.<br />

‘‘I know acouple of people have said<br />

‘why isn’t it on the table?’<br />

‘‘But others have said ‘why would you,<br />

because it would take traffic away from<br />

the businesses’.’’<br />

Mrs Hassall said she was unsure abus<br />

service would be financially viable.<br />

‘‘It would need to be available when<br />

people need it, otherwise it wouldn’t be<br />

viable.<br />

‘‘There is already acommunity bus<br />

service which is available and it is great<br />

for older people who don’t drive.’’<br />

She said people moved to places like<br />

Leithfield and the beach communities<br />

for the lifestyle and they were used to<br />

driving themselves to Rangiora and<br />

Christchurch, with many commuting to<br />

work.<br />

In areport to last week’s South Ward<br />

Committee meeting, the council’s<br />

planning team leader, Nicola Kirby, said<br />

staff had liaised with Waka Kotahi New<br />

Zealand Transport Agency, which<br />

advised an Amberley bypass was ‘‘not a<br />

current priority’’.<br />

But aresource consent was granted<br />

earlier this year for atruck stop at the<br />

Grays Road /State Highway 1<br />

intersection.<br />

‘‘If this development occurs it may<br />

have implications for heavy vehicle<br />

movements which will need to be further<br />

considered,’’ she said.<br />

The council had proposed zoning land<br />

next to Grays Road in west Amberley for<br />

industrial use.<br />

But residents raised concerns about<br />

the noise, outlook and the impact on<br />

property values.<br />

Staff were now considering land<br />

between Lawcocks and Grays Road, to<br />

the west of the Kowai River north<br />

branch, Ms Kirby said.<br />

Winter bugs causing problems with staffing<br />

Winter bugs are hitting <strong>North</strong><br />

<strong>Canterbury</strong> schools hard, making it<br />

challenging to find enough relief<br />

teachers.<br />

Rangiora and Kaiapoi high schools<br />

say they are determined to remain<br />

open, despite teachers and students<br />

coming down with colds, flu and Covid.<br />

Several schools around the country<br />

have been forced to close or roster<br />

students home as they struggle to have<br />

enough staff on deck.<br />

The Government has also introduced<br />

measures to improve student<br />

attendance.<br />

‘‘We have always had astrong belief<br />

that young people need routines,’’<br />

Rangiora High School principal Bruce<br />

Kearney says.<br />

‘‘We have been quite lucky. On any<br />

given day we would have at least 10<br />

staff away, whether through illness,<br />

trainingorsports trips.<br />

‘‘The problem is finding 10<br />

relievers.’’<br />

The school had to close its doors for<br />

four days at the beginning of the year<br />

after several staff tested positive for<br />

Covid.<br />

Students were also rostered home<br />

due to Covid in 2021, and last year<br />

during the teacher strikes.<br />

The Ministry of Education’s<br />

definition of ‘‘regular attendance’’ is to<br />

have students at school 90 percent of<br />

the time each term.<br />

But Mr Kearney said this was<br />

‘‘impossible for any school to get close<br />

to’’, as astudent only needed to be off<br />

school sick for aweek to fall below<br />

90%.<br />

‘‘I have had more time than that off<br />

this term myself because of sickness.<br />

‘‘Over the last two years we have<br />

been telling people to stay home if you<br />

are unwell.’’<br />

While only 55% of Rangiora students<br />

met the definition of ‘‘regular<br />

attendance’’, Mr Kearney says around<br />

four in five students achieved at least<br />

80% attendance.<br />

Just three percent of non­attendance<br />

was due to family holidays, with the<br />

majority due to illness, he says.<br />

The school employed its own, board<br />

of trustees­funded, attendance officer<br />

to follow up on those not achieving 80%<br />

attendance.<br />

‘‘Non­attendance is never acause, it<br />

is only asymptom.’’<br />

But school was ‘‘not for everybody’’<br />

and students not attending school may<br />

be receiving an education in another<br />

way, Mr Kearney says.<br />

Kaiapoi High School principal Jason<br />

Reid says schools had to rethink ‘‘what<br />

the school day looks like’’, due to the<br />

challenges of finding relievers.<br />

‘‘We are really fortunate to have<br />

been able to manage it with staff<br />

picking up more hours to cover for<br />

people who are away.<br />

‘‘We are struggling to get enough<br />

relievers, but we are lucky to have this<br />

group of relievers who always come<br />

back to us.’’<br />

The school has plans in place to<br />

manage staff sickness, including<br />

rosteringstudents home, he says.<br />

Mr Reid says his staff carefully<br />

monitored student attendance by<br />

following up with parents and<br />

supporting them to get back to school,<br />

when needed.<br />

‘‘Even with the massive amount of<br />

sickness, we are only just under 90%<br />

attendance.’’<br />

Managing attendance was the best<br />

way to maintain student achievement,<br />

he said.<br />

‘‘Eighty percent sounds good if you<br />

are getting agrade, but when it comes<br />

to attendance, it means from year 9to<br />

13 you are effectively missing awhole<br />

year of school.’’<br />

Focus on granny flats<br />

Awee canine charmer who has asunny<br />

personality and loves cuddles has been<br />

crowned Waimakariri’s Dog of the District<br />

<strong>2024</strong>.<br />

Tango Harnett, a10­year­old Pembroke<br />

Welsh Corgi won thecompetition, which<br />

was run by the Waimakariri District<br />

Council on its Facebook page, by more<br />

than 70 votes.<br />

It was the first time the competition has<br />

been held and it attracted nearly 200<br />

entries.<br />

Tango was guest of honour at the council<br />

service centre in Rangiora last week,<br />

where he was ahuge hit with everyone,<br />

including Mayor Dan Gordon, who<br />

presented the little dog with aCertificate<br />

of Achievement and alarge packet of dog<br />

biscuits for winning the competition.<br />

He couldn’t resist acuddle with<br />

Waimakariri’s new canine star.<br />

Tango’s owner, Okuku’s Penny Harnett<br />

says Tango is ‘‘Mr Personality’’ who makes<br />

friends wherever he goes.<br />

‘‘He has no concept that someone might<br />

not like him. He is just areally sunny<br />

natured little dog.’’<br />

Penny bought Tango from Merthyr<br />

Kennels as apuppy. She wanted afemale<br />

pup, but Tango had other ideas.<br />

He brought her astick and stole her<br />

heart with that simple gesture of<br />

playfulness. ‘‘He is just the sunshine of my<br />

life," she says. Even her husband, who<br />

didn’t want acorgi to begin with, has now<br />

been won over by Tango. ‘‘He is even more<br />

besotted with him than me.’’<br />

Proposed ‘‘granny flat’’ legislation has<br />

given <strong>North</strong> <strong>Canterbury</strong>’s councils<br />

plenty to think about.<br />

The Waimakariri District Council says<br />

the proposal appears to be consistent<br />

with its proposed District Plan, while<br />

the Hurunui District Council has<br />

questioned whether small homes of up<br />

to 60 square metres are practical in the<br />

windy district.<br />

The Government is seeking feedback<br />

on aproposal to force councils to allow<br />

buildings of up to 60 square metres in<br />

certain areas, without requiring a<br />

consent.<br />

The proposal was announced by<br />

Deputy Prime Minister Winston Peters<br />

and Housing Minister Chris Bishop last<br />

week.<br />

It will amend the Building Act and the<br />

resource consent system to make it<br />

easier to build granny flats or other<br />

small structures up to 60 square metres,<br />

provided they met the building code.<br />

Waimakariri District Council<br />

planning, regulation and environment<br />

general manager Kelly LaValley said the<br />

proposal has the potential to address<br />

housing demand.<br />

‘‘It aligns with our District Plan that<br />

allows granny flats to be established<br />

without aresource consent, provided<br />

conditions are met.<br />

‘‘It is also good to see that the proposal<br />

considers impacts to stormwater,<br />

servicing, and infrastructure funding.’’<br />

But there needed to be safeguards<br />

included to mitigate the risks from<br />

liquefaction and flooding.<br />

There will need to be aclearly defined<br />

method of determining if the ‘‘granny<br />

flats’’ comply with the Building Code..<br />

Hurunui District Council building and<br />

property manager Kerry Walsh said<br />

given the majority of the district is above<br />

the high wind zone, the maximum<br />

allowed in the proposal, ‘‘granny flats’’<br />

may not even be permitted.<br />

If granny flats were allowed, he said it<br />

could ‘‘double the number of houses<br />

connected to the council’s systems’’.<br />

The council needed to consider a<br />

number of questions when offering<br />

feedback including: will there be<br />

enough checks and balances, and will<br />

local infrastructure have sufficient<br />

capacity to support the proposal.<br />

Consultation is open until August 12,<br />

with final policy decisions to be made<br />

later in <strong>2024</strong> and expected to be in place<br />

by mid­2025.<br />

wetlands is ‘‘common sense’’, says<br />

Federated Farmers.<br />

Environment <strong>Canterbury</strong> is<br />

considering how to simplify rules<br />

around developing ‘‘constructive<br />

wetlands’’ and exploring what it means<br />

to remove some of the intensification<br />

restrictions.<br />

The proposals are being considered<br />

as part of aplan change to the<br />

<strong>Canterbury</strong> Land and Water Regional<br />

Plan.<br />

It follows aSupreme Court ruling on<br />

aChristchurch water bottling plant<br />

last year, which ruled that the ‘take’<br />

and ‘use’ of water needed to be<br />

considered together.<br />

Federated Farmers <strong>North</strong><br />

<strong>Canterbury</strong> president Karl Dean said<br />

he was pleased to hear there was ‘‘a bit<br />

of common sense’’.<br />

‘‘If afarmer wants to create a<br />

wetland to improve environmental<br />

outcomes they shouldn’t need a<br />

resource consent.<br />

‘‘If they are using awell­versed<br />

template why should it incur huge<br />

costs, if it is improving the<br />

environment.’’<br />

He said farmers should be able to<br />

follow the ‘‘best economic outcomes’’<br />

without having to apply for alanduse<br />

consent.<br />

‘‘You should be able to convert from<br />

sheep to dairy, if that is where the best<br />

economic returns are, as long as you<br />

can demonstrate it is not going to<br />

adversely impact on the<br />

environment?’’<br />

been stalled because of unintended<br />

consequences caused by changes to<br />

local water regulations and the<br />

Supreme Court ruling in November.<br />

The ruling affected consents under<br />

the <strong>Canterbury</strong> Land and Water<br />

Regional Plan.<br />

It meant, in the short term, there was<br />

no mechanism to issue new consents<br />

for the ongoing take of groundwater by<br />

stormwater basins, if the aquifer is<br />

fully or over­allocated.<br />

The planning rules had caused<br />

disruption for the Waimakariri<br />

District Council and Christchurch City<br />

Council, which had been unable to<br />

obtain stormwater consents.<br />

It had also impacted consenting for<br />

new sub­divisions and roading.<br />

Speaking at an Environment<br />

<strong>Canterbury</strong> council meeting on<br />

Wednesday, <strong>June</strong> 19, regional planning<br />

Andrew Parrish said councillors will<br />

be briefed on the ‘‘take and use<br />

change’’ on July 3, before wider<br />

engagement with ‘‘interested parties’’<br />

in September.<br />

He said the council was considering<br />

how to relax rules around developing<br />

‘‘constructive wetlands’’ and<br />

intensification restrictions.<br />

ingredients in place for farmers to be<br />

able to develop wetlands.’’<br />

Councillors had discussed the<br />

possibility of reviewing the ‘‘take and<br />

use’’ rules alongside the wider<br />

planning process review, during last<br />

month’s Long Term Plan deliberations.<br />

Mr Parrish said this could save up to<br />

$500,000, ‘‘but the consequence would<br />

be delaying this work.’’<br />

Councillor Peter Scott said the<br />

existing rules also restricted the types<br />

of plants which could be planted<br />

around water ways and he would like it<br />

reviewed.<br />

Agenerational approach to water quality<br />

Acommunity workshop in Cheviot in<br />

2018 is helping improve the<br />

biodiversity and water quality in the<br />

Jed River catchment.<br />

Over 3000 plants have now been<br />

planted in the Hutchison Reserve<br />

where the Jed River Catchment Project<br />

has had its beginnings.<br />

The catchment has several<br />

tributaries rising in the Cheviot Basin<br />

foothills that flow through to the coast<br />

north of Pariroa/ Gore Bay where the<br />

river ends in ahapua, or lagoon.<br />

Guided by local wetland ecologist<br />

John Preece, who was the inspiration<br />

behind alocal approach to improving<br />

the catchment, there are now plant<br />

communities thriving along the<br />

reserve’s dry terrace, riverbanks and<br />

riverbed.<br />

Catherine Maxwell, chair of the<br />

project, says the 2018 workshop led by<br />

Peter Kenyon, an Australian<br />

community development facilitator,<br />

supported by the Hurunui District<br />

Council, resulted in several projects<br />

being identified.<br />

The issue of water quality was<br />

attracting alot of attention, highlighted<br />

by signs warning of river pollution<br />

posted by Environment <strong>Canterbury</strong><br />

either side of the Jed River bridge at<br />

Cheviot’s southern entrance.<br />

Catherine says the group is looking at<br />

agenerational projecttoimprove water<br />

quality and biodiversity from the hills<br />

through to the sea.<br />

‘‘Parts of the Jed River are choked<br />

with willow trees whichtranspire<br />

water, obstruct flow and crowd out<br />

other vegetation, plus there’s a<br />

significant sediment load from<br />

intensive farming within the<br />

catchment.’’<br />

She says astart was made at the<br />

Hutchison Reserve because of the easy<br />

access for the community and local<br />

school, and it was visible from town.<br />

‘‘School students haveplayed ahuge<br />

role in planting out the reserve as well<br />

as testing for water quality and aquatic<br />

life.<br />

‘‘There are so many educational<br />

opportunities in this project, and we<br />

hope that students will be inspired by<br />

these and know they’vebeen part of<br />

something bigger than themselves, she<br />

says.<br />

The first step in restoring water<br />

quality and vegetation at Hutchison<br />

Reserve was removing willows in 2022,<br />

along with other tree weeds such as<br />

alder, holly, and silver birch.<br />

With funding from Environment<br />

<strong>Canterbury</strong>, MainPower, and supported<br />

by the Hurunui District Landcare<br />

Group, the willows were cut by<br />

contractors.<br />

protection.<br />

The willow stumps were wrapped in<br />

several layers of black weed matting<br />

that was screwed in place to prevent<br />

regrowth. Sprouting twigs and other<br />

regrowth was controlled through<br />

volunteers at working bees.<br />

‘‘The decision to remove the willows<br />

without chemicals was quite<br />

controversial, but aligned with<br />

guidance from the government’s Te<br />

Mana oteWai freshwater policies and<br />

Ngāti Kuri. There are many interested<br />

parties watching our progress as people<br />

want to find chemical free solutions to<br />

major weeds.<br />

‘‘It was hard work keeping on top of<br />

resprouting willow logs in the first two<br />

years, but regular community and<br />

school working bees organised by Heidi<br />

Tirikatene­Nash,who has volunteered<br />

an extraordinary amount of her own<br />

time, ensured the experiment got off to<br />

aflying start.<br />

‘‘None of us are prepared to give up<br />

on this,’’ Catherine says. The willow<br />

stumps have since given up firing out<br />

new shoots.<br />

Catherine says in hindsight using<br />

contractors with bigger machinery that<br />

were able to mulch larger logs would<br />

have helped.<br />

They also identified that this method<br />

would not be scalable for larger or<br />

remote projects unless there is plenty<br />

of people power willing to pitch in.<br />

Colonising species such as tree<br />

lucerne, manuka, cabbage tree,<br />

karamu/coprosma robusta and<br />

pittosporum are the bulk of the initial<br />

plantings, with carex varieties nearer<br />

the water.<br />

All of the plants have been grown<br />

from locally collected seed within the<br />

catchment, and are being planted in<br />

stages during spring and autumn.<br />

The initial plantings benefitted with<br />

the wetter La Nina years, which came to<br />

an abrupt end this summer.<br />

The educational focus for Cheviot<br />

school students goes well beyond the<br />

physical planting, mulching, and grass<br />

stamping —afavourite activity of<br />

younger students.<br />

Senior students are working with Wai<br />

Connection ­Tatai Ki Te Wai, a<br />

community catchment group<br />

engagement project co­funded through<br />

the Government’s Essential<br />

Freshwater Fund and delivered locally<br />

by EOS Ecology.<br />

The Hutchison Reserve Project is one<br />

of 15 chosen in <strong>Canterbury</strong>, and<br />

students are water testing to establish a<br />

baseline for Woolshed Creek, the<br />

tributary of the Jed River that flows<br />

through the reserve. They are also<br />

identifying aquatic species and EOS<br />

Ecology are mapping the catchment.<br />

Tirikatene­Nash as to how to identify<br />

and protect both Māori and early<br />

European archaeological sites.<br />

Hutchison Reserve has changed<br />

dramatically since the restoration<br />

project started thanks to the intensive<br />

planting and removal of grazing sheep.<br />

There are noticeably more waterfowl,<br />

white­faced herons/matuku, and<br />

families of pukeko in the area.<br />

The reserve is only part of the Jed<br />

River Catchment Group’s larger vision<br />

for abiodiversity corridor from the hills<br />

to the sea.<br />

Once it is well established, the<br />

working group will target the<br />

wastewater overflow at the Cheviot<br />

Oxidation Ponds —the reason behind<br />

the ECan water quality warnings on the<br />

Jed River near SH1.<br />

The signs are mandatory under the<br />

ponds resource consent.<br />

‘‘Getting the water quality warning<br />

signs out of the Jed River is what got<br />

this group of hardworking volunteers<br />

together, and we want to honour the<br />

community’s vision by working with the<br />

Cheviot Reserves Committee and<br />

Hurunui District Council to plant a<br />

filtration wetland area between the<br />

oxidation ponds and the Jed<br />

River,’’says Catherine.<br />

‘‘We also want to protect and enhance<br />

the biodiversity of the coast around the<br />

Jed River lagoon which has significant<br />

sand dune, coastal forest and wetland<br />

ecosystems.<br />

‘‘It is also home to many waterfowl<br />

and visiting Royal Spoonbill/kotuku<br />

ngutu papa.’’<br />

There will be astrong <strong>North</strong> <strong>Canterbury</strong><br />

presence at the inaugural Over 70’s<br />

World Cricket Cup, held in London<br />

during July and August this year.<br />

Kaiapoi’s Peter Williams, has been<br />

named as one of the six international<br />

umpires controllingthe matches, while<br />

three of the players in the New Zealand<br />

team have links to <strong>North</strong> <strong>Canterbury</strong>­<br />

Lance Ryan, Tony Penny and Stan<br />

Wooliscroft.<br />

It will be the third Veterans<br />

tournament Williams has stood at.<br />

He officiated at the first two Over 60’s<br />

World Cups on the SunshineCoast in<br />

2022, and at Chennai, India, in February<br />

of this year.<br />

Formerly aFernside resident, and<br />

player for the Swannanoa Club, Ryan<br />

has been in excellent form with both bat<br />

and ball at arange of Over 60’s and Over<br />

70’s tournaments in the last season.<br />

Tony Penny is the team’s<br />

wicketkeeper/batsman.<br />

He spent most of his childhood years<br />

living in the schoolhouse attached to<br />

RangioraHigh School where his father,<br />

Tom, was the Principal. Wooliscroft is a<br />

Veterans cricket is the fastest growing<br />

sector of cricket worldwide.<br />

England has led the charge having a<br />

long­establishedtradition of providing<br />

cricketing opportunities for older<br />

players, initially through their 40’s Club<br />

catering for players over 40.<br />

It grew from there.<br />

Australia has shown the way in the<br />

southern hemisphere, running National<br />

Championships especially at Over 50’s<br />

and Over 60’s level for many years now.<br />

For many seasons they have invited<br />

New Zealand to send teams across the<br />

Tasman each season to compete in these<br />

National Championships against the<br />

Australian State sides and this has<br />

provided an incentive for Kiwi players<br />

to seek national selection.<br />

This has become even more<br />

noticeable since the introduction of<br />

World Cup format competition at Over<br />

40’s, Over 50’s, Over 60’s and now Over<br />

70’s level.<br />

These events are run by International<br />

Masters Cricket (IMC), an organisation<br />

that was established in 2023.<br />

While these more mature players may<br />

not run nor bowl as fast as they did in<br />

their hey­day, the matches remain very<br />

strongly contested with ahigh degree of<br />

skill on display.<br />

All the trimmings of international<br />

cricket are there ­for example the teams<br />

traditionally line up for their national<br />

anthems prior to each match.<br />

After the success of World Cups at<br />

Over 40’s, Over 50’s and Over 60’s level,<br />

the inaugural Over 70’s World Cup will<br />

be played in the outskirts of London in<br />

July­August.<br />

In amatch that had all the essential<br />

ingredients of aGrand Final, Glenmark­<br />

Cheviot eventually emerged victorious<br />

41­<strong>27</strong> over avaliant Prebbleton side to<br />

claim the Luisetti Seeds Cup.<br />

Glenmark­Cheviot is the only <strong>North</strong><br />

<strong>Canterbury</strong>Club to have won the Country<br />

Combined title, last holding the trophy<br />

aloft in 2022 when it beat Saracens in the<br />

final.<br />

Its match on Saturday, in the end, was<br />

probably afair reflection of agame in<br />

which the home team made all the<br />

running.<br />

Prebbleton’s tenacity and fighting spirit<br />

meant it had arealistic chance of coming<br />

up with the silverware right till the final<br />

seconds of the match.<br />

However it took Glenmark­Cheviot only<br />

five minutes to stamp its authority on the<br />

game.<br />

Having swept almost immediately deep<br />

on to attack it was awarded an easy<br />

penalty opportunity. Influential half­back,<br />

Jordy Gray, did as he has done so many<br />

times this season and quickly tapped the<br />

ball to himself, catching the Prebbleton<br />

defence off­guard, and darted through to<br />

score the opening try.<br />

Astrong run by tight­head prop, Andrew<br />

Zuppicich, put the home team<br />

immediately back on to attack, and when<br />

awarded apenalty from ascrum<br />

infringement, hooker Nick Hyde, again<br />

trusted with the goal­kicking<br />

responsibilities, made no mistake.<br />

Prebbleton made the most of arare but<br />

short period on attack to land apenalty of<br />

its own, but before long the hard­running<br />

Zuppicich was rewarded for all his<br />

endeavourswhen he barged over for a<br />

well­earned try.<br />

The whole Glenmark­Cheviot starting<br />

pack, led by captain, Andrew Hull,<br />

completely dominated its opponents and<br />

camped on the Prebbleton line.<br />

To give Prebbleton its due, its defence<br />

was stoic.<br />

But it came as asurprise when, in a<br />

carbon copy of what had happened seven<br />

days earlier in the semi­finalagainst<br />

Southbridge, along pass out to an<br />

unmarked player was dropped cold,<br />

gathered by aPrebbleton defender, fed to<br />

its speedy fullback, Dan Fogerty, who<br />

sprinted the length of the field for aseven<br />

pointer.<br />

With spirits lifted, Prebbleton started to<br />

get some possession, and winger Brenden<br />

Black finished off agood team try, and<br />

when efficient goal­kicker Ted Coleman<br />

again added the conversion, Prebbleton<br />

took what had seemed ahighly unlikely<br />

injustice, the Glenmark­Cheviot forwards<br />

went to work and atry to prop Harrison<br />

Allan, allowed it to take anarrow 22­17<br />

lead into the second half.<br />

Normal transmission resumed after the<br />

break.<br />

Abone­crunching tackle by centre, Guy<br />

Jensen, created aturnover which put<br />

Glenmark­Cheviot back on to attack. This<br />

time it was Hyde who scored and when he<br />

also added the conversion a12­point<br />

margin had been established.<br />

Prebbleton lifted its game, and began to<br />

get amore equal share of possession. This<br />

gave Glenmark­Cheviot the chance to<br />

showcase another of its strengths —its<br />

efficient defensive patterns. As always<br />

Mike Keane was acentral part of this.<br />

The hosts survived alengthy period on<br />

defence, during which time Prebbleton got<br />

only three more points from asuccessful<br />

penalty.<br />

Then, in what was acritical moment<br />

psychologically, the local forwards<br />

unleashed two massive rolling mauls,<br />

reminiscent of the Grizz Wyllie era.<br />

One of them must have lasted acouple<br />

of minutes and gained more than 40<br />

metres. It was on the back of that effort<br />

that the mercurial fullback Harry Murray<br />

scored avital try with just10minutes on<br />

the clock giving his team a34­20 lead.<br />

But still Prebbleton was not done.<br />

convert. It certainly threatened to do so,<br />

and anxiety levels went up anotch, but in<br />

areversal of amoment from the first half,<br />

this time aPrebbleton player dropped the<br />

ball and the ubiquitous lock, Ben Morris,<br />

got in aspeculator kick that cleared the<br />

danger zone. Morris was able to regather<br />

his own kick, pass to speedster Harry<br />

Murray who dotted down at the other end<br />

of the field to secure the Luisetti Seeds<br />

Kaiapoi becoming apopular market town<br />

Kaiapoi has the potential to become a<br />

‘‘market town’’, alocal business leader<br />

says.<br />

The company behind the Christchurch<br />

Night Market at Hornby Mall has applied<br />

for aresource consent to establish and<br />

operate anight market in Kaiapoi.<br />

Now the Kaiapoi Promotions<br />

Association (KPA) hopes to see more<br />

markets in the future.<br />

‘‘It is great that it is kicking off, we wish<br />

them every success,’’ acting chairperson<br />

Martin Pinkham said.<br />

Mr Pinkham said KPA had made<br />

submissions to the Waimakariri District<br />

Council’s annual plan for several years<br />

advocating for apermanent site to be<br />

found to hold markets.<br />

‘‘We would like to have asite which is<br />

easily accessible for people and could be<br />

used during the week.’’<br />

The Kaiapoi Town Centre Development<br />

Plan, which was adopted in 2018,<br />

proposed avillage green or market site,<br />

but apermanent site had yet to be found.<br />

The weekly Kaiapoi Farmers’ Market is<br />

held on Saturday mornings on Charles<br />

Street, opposite Kaiapoi New World, but<br />

the site is far from ideal, Mr Pinkham said.<br />

The annual Blackwells Fire and Ice<br />

Market is held the Kaiapoi Club car park<br />

on Raven Quay on aSaturday evening to<br />

coincide with the Kaiapoi Art Expo in<br />

July.<br />

Enterprise <strong>North</strong> <strong>Canterbury</strong> general<br />

manager Heather Warwick said Kaiapoi is<br />

becoming ‘‘a place of opportunities’’.<br />

Projects such as anight market and the<br />

Touringthe back roads of the Sth Island in vintage cars<br />

<strong>North</strong> <strong>Canterbury</strong> farmer Andy Fox took to<br />

the back roads of the South Island over<br />

Kings Birthdayweekend when he and 215<br />

other vintage car drivers took part in the<br />

70th annual Irishman’s Creek Vintage Car<br />

rally.<br />

There were boat tails and skinny tyres,<br />

model A’s and T’s, Sports Phaetons and<br />

open tops of all descriptions on the third<br />

oldest vintage motoring event in the world.<br />

Everyone knows to come prepared for<br />

anything, so all carried tow ropes and<br />

chains, extra food and water plus all the<br />

spares they could manage as in the past,<br />

competitors have often experiencedfour<br />

seasons in one day.<br />

Comparedtothe London to Brighton<br />

run, the oldest vintage rally in the world<br />

(which started in 1905), the Irishman’s<br />

Creek Rally is much longer, harder and<br />

more adventurous.<br />

Aboard his 19<strong>27</strong> Cadillac V8 Sports<br />

Phaeton, Andy says he was looking forward<br />

to two days of off­road fun.<br />

On the Friday, the Irishman’s Creek<br />

Rally route went from Rangiora across<br />

farms and up the Waipara Gorge to lunch<br />

in Hawarden(hosted by the Hawarden­<br />

Waikari Lions Club). In the afternoon the<br />

cavalcade of dusty cars travelledvia<br />

roads to reach Oxford. Saturday started in<br />

Sheffield, with alunchtime visit to<br />

Mesopotamia Station up the Rangitata<br />

Gorge, then overnighted at Fairlie. On<br />

Sunday the rally returned to Irishman’s<br />

Creek station.<br />

Andy says it was acold start on all three<br />

mornings, and on the way up to<br />

Mesopotamia it was very windy from the<br />

nor’ wester with some rain.<br />

‘‘But most of the days were warm and<br />

sunny, which is what you want in an open<br />

car in the middle of winter.’’<br />

Andy has completed 25 runs since he<br />

started attending in the mid 1990s. First as<br />

apassenger in amate's car, then in his own<br />

Ford model A.<br />

‘‘The river crossings were nothing too<br />

serious this year as the lack of rain meant<br />

the creeks were down. Bumps and potholes<br />

were everywhere<br />

and part of what is<br />

enjoyable about the<br />

run as it goes offroad<br />

wherever<br />

possible.’’<br />

Open only to vintage and veteran cars<br />

dating up to 1931 or older, the rally dates<br />

back to when the first 10 years of the event<br />

were held at Irishman’sCreek Station near<br />

Lake Tekapo. Sir Bill Hamilton, who was<br />

the inventor of the Hamilton jet boat, was<br />

the owner of the station then.<br />

The rally focuses on off­road, farm tacks,<br />

and river crossings ­the norm back in the<br />

1910s to the late 1920s when driving in<br />

rural New Zealand.<br />

Andy has owned his open Sports Phaeton<br />

for 10 years and he says it gets along at 100<br />

km/hour quite happily. It boasts the<br />

instrumentation out of Al Capone’s actual<br />

car, acquired in the<br />

1970s when Al<br />

mechanic passed<br />

them on to the<br />

owner hunting for<br />

parts to restore the<br />

car. The car is<br />

named ‘‘Elliot’’,<br />

Pines Beach Playground Headed for<br />

Higher Ground<br />

Work will commence onThursday 4July to<br />

relocate the Pines Beach playground from its<br />

current location tothe south-eastern side ofthe<br />

Oval on Batten Grove.<br />

Consultation was undertaken with the Pines<br />

Beach community inOctober last year with the<br />

majority of residents supporting the proposal to<br />

relocate the playground.<br />

As aresult ofthe <strong>Canterbury</strong> Earthquakes, play<br />

equipment atPines Oval was damaged and<br />

removed and anew playground was installed in<br />

PROPOSED STORMWATER DRAINAGE AND<br />

WATERCOURSEPROTECTIONBYLAW <strong>2024</strong><br />

TheCouncilispublicly consulting on its proposed Stormwater Drainage and WatercourseProtection<br />

Bylaw<strong>2024</strong> (the Bylaw) subjecttoSection83ofthe Local Government Act2002. Once finalised this<br />

Bylaw will replacethe existing StormwaterDrainageand Watercourse Protection Bylaw 2018.<br />

The Bylaw controls stormwater and land drainage discharges and manages activities in and near<br />

watercourses to prevent harm to operator or public health or to the environment. The Bylawprotects<br />

the public infrastructure investment bycontrolling access to reticulation and facilities and requires<br />

approval for any works onorinterference with Council systems. The Bylaw protects the public from<br />

flood hazard by preventing interference with watercourses, stop banks, overland flow paths or flood<br />

plains. It protects the environment by controlling discharges inorder to prevent contaminants from<br />

entering the stormwaterorland drainage systems.<br />

The Bylaw isbeing amended in<strong>2024</strong> to ensure the Council can meet the requirements of the<br />

<strong>Canterbury</strong>Landand Water Regional Plan whichrequire it to assume responsibility for thequality and<br />

quantity of all stormwaterdischarged from itsreticulated stormwater systems.<br />

Keychanges include:<br />

• Additional Bylawobjectives recommendedfor inclusion by Ngai Tuahuriri<br />

• Stormwaterdischarge,site-specificStormwaterManagementPlans andPollution Prevention Plan<br />

approvals for“high-risk” sites<br />

• Site specificspill preventionand spill response procedures and otherrequirementsfor high-risk<br />

sites<br />

• New controls and sampling methods to manage discharges of sediment into stormwater or<br />

waterways in accordance with stormwater monitoring programmes<br />

• Reference to arisk assessment processfor “high-risk” sitestormwater discharges from potentially<br />

contaminated land.<br />

Possum Control –Poison Warning<br />

Downer wishes to advise that aground-based<br />

possum control operation will be taking place to<br />

keep possum numbers under control to prevent<br />

spread of TB. This operation will be conducted as<br />

part of the TBfree New Zealand programme.<br />

Areas covered: This operation covers 16,721<br />

hectares of hill country adjacent to the Hanmer,<br />

Hossack and Clarence Rivers.<br />

Operation date: 1st July <strong>2024</strong> to 13th January 2025<br />

Poisoning methods used on this operation<br />

include:<br />

Potassium cyanide: Possum habitat will be targeted<br />

using Feratox cyanide capsules and Cyanide paste.<br />

Feratox will be placed in anon-toxic peanut paste,<br />

either inside biodegradable blue bait bags or in bait<br />

stations. Bags and bait stations will be attached to<br />

trees or posts in suitable habitat. Cyanide paste will<br />

be laid by hand on the ground or contained within<br />

plastic bait stations.<br />

Traps will be being used throughout the area in<br />

conjunction with poisoning methods. The public<br />

is warned to take care inthese areas and not to<br />

remove carcasses or baits. Baits are toxic to people<br />

and animals.<br />

Pursuant to section 19M of the Local Electoral Act2001 theHurunui<br />

District Council givespublicnoticeofits final proposal forits<br />

representation arrangementsfor the 2025 localelections.<br />

Submissions<br />

On 11 <strong>June</strong> <strong>2024</strong> the Hurunui District Council considered the submissions<br />

received on itsinitial proposalregarding therepresentation arrangements<br />

for the Council and its constituent communityboards to apply forthe local<br />

elections to be held on 11October2025.<br />

The Council received 22 submissions on itsproposal. All thesubmissions<br />

wereinfavourofthe threeWards,ten Councillors,the Mayor, andthe<br />

Hanmer Springs CommunityBoardpartofthe proposal. Eight submissions<br />

wereinfavourofthe full proposal. Fourteen submissionscontained<br />

objections to the formation or membershipofthe proposedSouthWard<br />

CommunityBoard andassociatedsubdivisions. The summaryofthe<br />

verbatimobjections are as follows:<br />

• Onesubmitter was forthe SouthWardCommunityBoard with six<br />

electedboard membersand only threeWardcouncillors to attend<br />

the meetings.<br />

• Twosubmitters were forthe SouthWardCommunity Boardand the<br />

idea of electing boardmembers from twosubdivisionsbut sought<br />

adifferent ratio of members.<br />

• Three submitters wereagainst theSouthWardCommunityBoard<br />

due to the impact on ratepayers.<br />

• Four submitters objected to theformation of aSouth Ward<br />

Community Boarddue to thelimitation of communityand youth<br />

voice.<br />

• Five submitters supportedthe currentSouth Ward Committee<br />

structureasitstands.<br />

Final Proposal<br />

Having considered all theobjections, theCouncil resolved to adoptits<br />

initial proposal as the Council’sfinalproposal, subjecttothe following<br />

amendments:<br />

• The South Ward CommunityBoardmembership will consist of five<br />

elected board memberselected at large from the SouthWardrather<br />

than from twosubdivisions.<br />

The Council considersthatthe change isappropriate forthe following<br />

reasons:<br />

• Due to the Electoral Actrules,the subdivisionsplit wouldnot<br />

necessarily mean that electedmemberswere from the areas<br />

stipulated in the proposed subdivisions.<br />

• The main reason to form aSouthWardCommunity Boardwas<br />

toremoverepresentationfromset groups andareas andthe at<br />

largemodel allows forelectedboard members who represent the<br />

interestsofthe whole South Ward.<br />

The Council rejected the othermatters raised in the objections for the<br />

following reasons:<br />

• The ratio of members under the subdivisionmodel was setbythe<br />

Electoral Actand unable to be changedassubmitters requested.<br />

It did not see theneedfor extrapersonsonthe Boardunder theat<br />

large model.<br />

• The Council was of theview that thevarious community groupswill<br />

still be able to bring requestsvia the normal process, includingthe<br />

youth voice.<br />

Therefore, the final proposal is as follows:<br />
