The end of an era for Rga’sBrown family
By ROBYN BRISTOW
There will be no more checked
shirts, and neatly ironed black
trousers for Robin Brown from
Monday, July 8.
The owner of Rangiora’s New
World supermarket bids
farewell to the grocery trade,
signalling the end of an era for
the Brown family who have
owned and operated Rangiora
New World for more than 30
years.
New owners James and
Karen Backhouse are taking
over the business, coming from
New World Wigram.
The walls of Rangiora New
World proudly display the long
history of the Brown family and
its retail outlets in both Belfast
and Rangiora, and the walls
along the corridor to Robin’s
office is step back in time.
Aseries of photos, when his
father Ken had astore in
Belfast in partnership with his
cousin Eric —Brown Bros
which opened in 1967— show a
side of lamb for $2.99, afull leg
for $1.80, and loin chops for 45c
apound.
Robin started working in the
grocery trade for his parents in
1985.
‘‘I had been travelling
overseas, and came home. Iwas
trained as ameat inspector
with the Ministry of Agriculture
and went back to it.
‘‘I wasn’t really enjoying it
that much. Vicki and Iwere
together having been married
in 1984, and mum and dad were
thinking about retiring.
‘‘I ended up working for
them, and then Ibought them
out.’’
Robin’s parents came to
Rangiora, from Brown Bros
Belfast —alandmark in the
Christchurch suburb.
Ken set up shop in Victoria
Street, next door to the
Rangiora RSA, and which is
now achurch. The Brown’s
traded on the site for five years,
before the growth of Rangiora
saw Foodstuffs, New Worlds
parent company, looking to
expand on anew site.
In October 1982 New World
Rangiora moved to its present
site in Good Street, Rangiora.
‘‘It has been extended a
couple of times with major
extensions in 1995 and
201112.’’
Awall was pushed out in the
final expansion, with the
Waimakariri District Council
selling astrip of its car park to
accommodate the expanded
building.
Robin says his father
continued to work for him for
several years when the
supermarket carted its own
produce from the market,
which Ken enjoyed attending.
Things have changed with
Foodstuffs now buying on
behalf and distributing product
to supermarkets.
Robin says supermarkets
signalled the end of the corner
grocers in the mid 1960s and
70s, and when selfservice
stores took over it was not long
before Rangiora had a
Keystore, then aWoolworths,
and aSupervalue. When
Progressive took over
Woolworths it was rebranded to
aCountdown, and anew
Countdown was built in
Rangiora east.
‘‘They both traded for a
while, before the Countdown
where Bunnings once was, was
closed.
‘‘Then Pak’n SAVE arrived.’’
But Robin was never
daunted. ‘‘We had survived
before, and Iwas confident we
would survive again in the face
of increased competition.’’
He says the fantastic centre
site of Rangiora New World,
and the increase in population
in Rangiora from 8500 to over
Astep back in time ... Robin Brown with aphotographic mural of
20,000, both proved invaluable.
Despite acouple of tough
years through ‘‘cutting our
cloth and our costs, we got back
to profitability’’.
Robin says over the years
computerisation and
automation at the checkouts
have been the greatest change.
He recalls the days of checkout
operators remembering prices,
before prices were stuck on to
products with agun. They were
replaced with afour digit code,
that linked to acomputer in the
background.
‘‘Then came automation of
the front end, and an inventory
system so we knew how much
product was on site.
‘‘This allowed the business to
grow in volume, without adding
huge amounts of extra costs.
‘‘The other big thing was
logistics and how goods are
supplied to us. Some Foodstuff
trucks have three temperature
zones —ambient, chilled and
frozen.’’
Robin says many staff have
been extremely loyal.
‘‘We have been lucky in
having good loyal staff, and we
have agreat relationship with
Rangiora High School. Alot of
students come along and fill
those hard to fill shifts,’’ he
says.
Increased hours had added to
the need for staff, going from
Monday to Friday, than adding
Saturday morning, then all day
Saturday and then Sunday, and
closing at 6pm.
Today, it is aseven day a
week business, with closing at
9pm every night.
Robin intends doing alot of
travel with his wife, Vicki, in his
retirement. ‘‘We love
travelling.’’ Fishing, abit of
tramping ‘‘while the body holds
together’’, watching cricket,
‘‘especially test cricket’’, and
doing volunteer work, all
beckon.
‘‘I love cricket and rugby,
particularly club rugby, and am
involved with the Saracens
Club. We have been abig
supporter of sports clubs in our
catchment.’’
Anearly morninginterviewwith Pope
Francis is an experience Rangiora
university student Seamus Lohrey will
never forget.
Seamus, ayoungCatholic who grew up
in Rangiora, is studying law and public
relations at Waikato University. He was
one of 12 university students chosen
from the AsiaPacific region to interview
Pope Francis in alive video call early
last Friday, June21.
The onehour connection with His
Holiness was part of the Building
Bridges Initiative organised by Loyola
University,inChicago.
Each student was the chosen leader of
agroup in their country who was asked
to decide what issue they would like to
raise with Pope Francis.
Seamus’ group decided they wanted to
speak about human dignity, specifically
the Church’s approach to people on the
margins suchasthe LGBTQI (lesbian,
gay, bisexual, transgender, queer or
questioning intersex) community and
women’s rights.
Seamuswas invited to speak to Pope
Francis firstand told him his group saw
the churchasbeing inconsistent in their
approachtohuman dignity.
‘‘We (the Catholic Church) expect
people to meet our rules instead of us
meeting, and then elevating them. Iam
confident that this turns people away
from arelationship with Christ and
makes our church unattractive.’’
Other students raised similar
concerns duringthe session.
Pope Francis took notes while
listening to each student before
answering their questions together,
telling the students they mustnever give
up on wantingtobelong to something
because havingasenseofbelonging led
to human dignity.
‘‘Having asenseofbelonging tells us
Early morning talk ... Seamus Lohrey, of Rangiora, during alive question and answer
video call with Pope Francis early last Friday morning.
PHOTO: SUPPLIED
we can participate and saves us from
vulnerability,’’ he said.
‘‘You musthelp one another to be
strongerinthe face of vulnerability.’’
Seamus, who is 20, said there had been
times during his ‘‘faith journey’’ when
he believedhewas walking alone
because he did not see certain actions
and perspectivesofthe Catholic Church
as positively as others did.
Being able to talk to Pope Francis ‘‘the
leader of our church, who also has a
large moral influence on the Western
World’’, about his views was amazing
because it felt like the concerns raised
were being taken seriously.
‘‘This topic was selected by agroup of
young people across New Zealand,
Australia, and Papua New Guinea after
discussions led by the Australian
Catholic University, so it is clearly a
prominent issue identified by young
people,’’ he said.
Seamus returned home to Rangiora
for the early morning interview and his
parents were also in the room with him
during that time.
‘‘They insisted on staying up to be
there with me,’’ he said.
‘‘My Dad'snot aCatholic, and also had
to work early in the morning, but he
wouldn'tmiss it for the world.’’
Harvesting of South Bay Forest starts soon
Harvesting of the South Bay forest, in
Councils call for direction on solar farms
By DAVID HILL,
Local Democracy Reporter
3
Canterburycouncils are calling for
national direction on how to address the
expansion of solar farms in the region
The Waimakariri District Council has
added its voice to acall from Environment
Canterburyfor advice on how to address
issues arising from agrowing number of
consent applications for large scale solar
farms.
‘‘Solar farms have recently been of
interest in the district,’’ Kelly LaValley,
planning, regulation and environment
general manager says.
‘‘We agree that further national
direction on solar farms would be
beneficial in considering applications for
large scale solar farms.’’
Her comments followed Environment
Canterbury’s bid to seek advice on a
proposed 670 hectare solar farm near
Twizel.
The Waimakariri council has three solar
farm resource consent applications of its
own to consider.
The regional council recently supported
an Environment Protection Agency (EPA)
proposal to ask the Environment Minister
to ‘call in’ the consent application.
The Environment Minister can be asked
to ‘call in’ the decision making process for
resource consents when it is considered ‘‘a
proposal of national significance’’.
The consent application can then be
referred to the Environment Court or a
board of enquiry to make the decision.
Acting chairperson Craig Pauling said
the decision on the consent could set a
precedent for how such consents are
considered in the future.
‘‘I think solar power is agood thing, but
some of the effects are still unknown, like
what happens when you have alargescale
solar array next to alake?
‘‘There are concerns about whether
birds will be able to tell the difference,
and the answer is we don’t know.’’
Councillor Pauling said any feedback
would feed into aCanterbury regional
energy policy.
Speaking at acouncil meeting on
Wednesday, June 19, operations director
Stephen Hall said the EPA had since sent
aletter advising the Minister to wait for
the Fasttrack Approvals Bill to come into
effect.
Far North Solar Farm Ltd has applied
to the regional council and to the
Mackenzie District Council for resource
consents to establish and operate alargescale,
670ha, solar farm on a968ha
property.
The applications were publicly notified
and submissions have closed.
Ahearing has yet to be scheduled,
pending the outcome of the ‘call in’
request.
At its peak, the proposed solar farm
would generate 420 megawatts of
electricity, which was around four percent
of New Zealand’s of total electricity
generation capacity in 2022.
Far North Solar Farm Ltd has also
applied to Environment Canterbury and
the Hurunui District Council for resource
consents to build a180.8ha solar farm near
Waipara.
Mr Hall said the council’s advice was the
consent application had ‘‘national
significance’’ as there was aneed for
national direction around largescale
solar farms and the protection of ‘‘very
unique landscape’’.
Kaiapoi Menzshed turning out wooden toys
By JOHN COSGROVE
The toymakers at Kaiapoi MenzShed have
been busy over the past few months
making all sorts of wooden toys for the
young and old.
Popular items include fairy houses, fairy
door blanks, wooden cars and trucks,
wagons and much more.
Member Peter Judkins says wooden toys
have become popular again which is good
for the shed as they continue to fundraise
towards the construction of their new
buildings.
The Kaiapoi MenzShed has only a
limited period of time left at their present
location in the former Sutton Tools site on
Dale Street, before they move to the new
Kaiapoi Community Hub.
They have been on the Suttons site since
2014.
Working in conjunction with Satisfy
Food Rescue, who will occupy the
northern end of the hub development, the
Kaiapoi MenzShed plans to build three
sheds there to house all their equipment
and materials.
Ashared community facility with a
commercial kitchen and alarge green
space would also be established. Peter
says the fairy doors are the most popular
item as families and day care centres often
come in looking for the doorshaped
blanks their children can then paint and
decorate them before mounting them in
nearby trees and public forest trails.
Member Daniel Thompson has been
helping out the toy makers by building
parts for apopular wooden horse drawn
cart for the past two years,.
He makes the delicate 13 spoke wheels
by hand, carefully crafting and assembling
all the parts needed to create the carriage.
Daniel loves going to the shed to work
alongside the older members, as they have
much to offer him in skills training.
He also enjoys the biscuits at smoko
given by those appreciative of the work the
three teams at the shed have done for
them on something important to them and
the camaraderie.
Acollectiveefforthelps keep costs down
ByJOHN COSGROVE
Ball season is fast approaching and in
Oxford parents and students are
working together to keep participation
costs to this major social event of the
school year, affordable.
Dean of years 11 to 13 at OxfordArea
School (OAS), Paula Christensen, says
this year's formal ball on August 24 will
be one of the biggest in recent memory
with over 120 students expected to
attend.
‘‘We hold our formal ball for students
attending years 11 to 13 and it is amazing
to see them all dressed up.
‘‘Over the three years, you can see how
much attendingthe ball fills them with
selfconfidence and social awareness.’’
She says many young girls attending
their first formal will look to their older
sisters for guidance on dresses, makeup
and heels.
‘‘Many wear their older sisters' gowns
for the first year but as they age, they
start to seek their own style, and by the
time they get to year 13 they want to
make abigger statement about who they
are in their final year at high school.’’
Members of the OAS formal organising
committee, astudentled organisation,
say they and many of their peers are
working with their families to keep the
cost of the formal down.
Seventeenyearolds Abi Denley, Ella
Luscombe and Nikayla Beer all have
parttime, afterschool jobs as they look
to spend from $275 to over $500
attending their final high school formal.
‘‘The biggest expense is the dress.
‘‘It takes along time to find one that
suits who you are, and these can cost
from $150 to $700.’’ says Nikayla,
‘‘Then there are heels,makeup and
hairstyling. The car ride is easy as we
can use Dad’s car.’’
2687159
Havingaball ... Last year’s year 13s at Oxford Area School enjoyed their formal.
‘‘Many girls and boys look to second
hand clothingoutlets which stock some
amazing dresses and suits,but locally
thereare few shops which deal in formal
wear.
‘‘It is quite hard buying online
because all the models aresothin and
unrealistic and it’s hard finding
somewhere to tryonthe gowns on offer.’’
She says all their parents are very
supportiveand actively encourage them
to go to the formal, but they are also
awareofthe cost and are workingwith
them to fund the night.
To fund her formal attire, Nikayla is
working in alocal diner, Abi is working
on afarm and Ella is workinginthe pie
shop in Oxford.
Mrs Christensen says the school is
doing what it can to help, six years ago it
bought the formal back into Oxford to
help ease the costs on parents and
students.
‘‘We used to hold it at Addington, but
for the numbers attending it was
prohibitively expensive so we returned
it to Oxford.’’
She says the school have managed to
keep the attendance costs down over the
past few years but this year the
committee have decided to look for a
different local venue to hold the
function which may cost more.
Ella says as it is asenior project, they
went to the student body and asked them
what they wanted for this year's formal.
‘‘We are holding ared carpet event
and everyone's been talkingabout it
since school started this year.’’
Mark Shelley’s daughter Charlotte (15)
is attending her first formal, and he says
it is very important for her as it will help
lift her social selfesteem.
‘‘I thinkitisworth it to help her spend
get alot out of the event. Iknow Iam
going to be amazed when Isee my
favourite events he wants to
attend, the first being the
public light displays.
‘‘They are bigger and better
than the last time in the public
areas around the village, and
the second is the Amazing Golf
held that before so it should be
alot of fun.’’
The Beatles brought Beatlemania
During that tour The Beatles
Included in that crowd was an
Getting NZ on track
Budget week was the first fiscal step
towards getting New Zealand back on
track.
Iamproud to be part of agovernment
that believes it is only fair that hard
working Kiwis should keep more of what
they earn.
You can find out exactly how much you
will receive by visiting the tax calculator
at www.budget.govt.nz/taxcalculator
While some have labelled it as an
austerity budget, with expenditure over
33 per cent of GDP, it clearly is not.
One of the major lessons from the
previous government is that measuring
success by how much money a
government spends is foolhardy.
The previous government spent more
and deliveredless.
Education, expenditure significantly
increased howeverachievement and
attendance significantly decreased.
Expenditure on health went up, but
that was directed towards restructuring
the back office and introducing atwotier
health system, while waiting lists
grew.
Finance MinisterNicola Willis is
ambitious for New Zealand and has
And she had to, as the unforeseen
after the election.
has been overwhelmingly positive with
encouragement to go further and faster.
That said, our farmers in North
Canterbury are doing it tough with the
extreme drought conditions still
pervading even as winter draws in.
Iambringing our lead on the Primary
Production Select Committee to North
Canterbury on Monday, July 15, to meet
farmers and get afirsthand look.
It is such apity that the Hurunui
Irrigation Scheme did not get off the
ground after all the work that had been
put in by local farmers.
The situation would be quite different
had that irrigation been available this
year.
Irrigation schemes always seem
expensive before they are built and yet
would appear cheap in times like these,
had one been built.
Ihope the community realise that a
properly designed community irrigation
scheme has benefits for the entire
community as well as environmental
benefits by enhancing low river flows
and bolstering urban water supply.
In the meantime, spare athought for
our farmers.
They work incredibly hard every day
of the year delivering much needed
export dollars that enable our country to
enjoy the standard of living and the
freedoms that come with it.
Tourism funding call
NEWS
The North Canterbury News, June 27, 2024
9
By DAVID HILL,
Local Democracy Reporter
Funding tourism infrastructure is not
a‘‘onesize fits all’’, says aNorth
Canterburytourism leader.
While anational strategy is needed,
local solutions arealso important,
Hurunui Tourism manager Graeme
Abbot said.
He was commenting on asubmission
by Hospitality New Zealand to the
Hurunui District Council’s 2024/34
Long Term Plan.
The submission said there was a
funding shortfall for infrastructure,
particularly in tourism towns which
relied on asmall ratepayer base.
But Hospitality New Zealand did not
supportthe ‘‘adhoc way’’ some
councils werelooking to impose
accommodation and congestion levies.
It called for anational strategy and
source of funding to support tourism
infrastructure.
Finding shortterm accommodation
for staff was another headache for
tourism operators.
An international visitor levy of $35
per person is already in place to help
fund tourism and conservation
projects.
But Mr Abbot said Hurunui
preferred to collect its own targeted
rate as it provided morecertainty.
‘‘I agree we need anational strategy,
and if you look at the international
visitor levy, Idon’t think it is going to
stop people coming.
‘‘In Hurunui, we collect our own
targeted rate, which is overseen by a
local tourism board. The advantage is,
we know what we are getting.’’
Mr Abbot said therewere concerns
about AirBnBtype accommodation
not paying the same levies and charges
as motels and hotels.
The Hanmer Springs Thermal Pools
&Spa has been renting property to
accommodate staff and was
considering longer termsolutions,
such as building its own houses.
Destination Kaikōuramanager Lisa
Bond said there was aneed for a
national fund to support small
districts with high visitor numbers to
ensure amore‘‘equitable distribution
of resources’’.
Kaikōura had benefited from
Government support, such as the
Tourism Infrastructure Fund, for
projects such as the Link Pathway.
‘‘Central and local governments
could establish grant programmes to
support tourism infrastructure
projects in highneed areas,’’ she said.
‘‘These grants can be competitive,
ensuring that the most impactful
projects receive funding.’’
Acoordinated effort between local
and central government was needed to
address accommodation issues, she
said.
Tourism Minister Matt Doocey said
the Government had set an ‘‘ambitious
target’’ of doubling export income.
‘‘If you look at tourism, at the
moment it is our second biggest earner
and there is no reason why it couldn’t
be our biggest earner again.’’
The Government was reviewing the
international visitor levy and had
sought feedback on whether to
increase it.
The levy did not apply to Australians
or Pacific Islanders.
Mr Doocey said the Government
would help to alleviate some of the
pressure on housing by freeing up
land.
Some councils were creating a
register of short term accommodation
(such as AirBnB), for rating purposes.
‘‘But those types of accommodation
can also attract visitors to an area,’’ he
said.
He acknowledged there was
pressure on smaller communities to
maintain infrastructure for tourism.
Stair climbing ... The three firemen from Waikuku Beach Volunteer Fire Brigade
fundraising to climb the Auckland Sky Tower in memory of those who have fallen in the line
of duty, are (from left) James Marks, Jake Hahn and Guy Hahn.
Remembering the fallen
By JOHN COSGROVE
Remembering those who have fallen in the
line of duty is motivating three volunteer
firemen from Waikuku Beach Volunteer
Fire Brigade to travel to Auckland to
tackle the Auckland Sky Tower on
September 11.
Taking the 1260 steps of the climb in
fully laden fire fighting kit, will be Guy
Hahn, James Marks and Jake Hahn.
Guy and James have done the climb
before, averaging 45 minutes to reach the
top.
But for Jake, this will be his first attempt
at the mammoth challenge.
Jake is the newest member of the
brigade and is the son of Guy, which makes
him afourthgeneration firefighter.
The Hahn family has had Jake, his father
Guy, Guy’s father and his grandfather all
serve in volunteer fire brigades in
Canterbury.
‘‘It’s afamily honour to serve,” says Guy,
“I am proud Jake has stepped up to
Supplying Growers Since 1981
volunteer for his community.”
To prepare for their long haul up the
steps at the Sky Tower, the three
firefighters run laps of the stairs at the
Rangiora Race Course public stand
whenever they can.
‘‘It is hard work and this climb is not for
the fainthearted. But we are all
committed to being there to remember all
those firefighters lost in service over the
past 150 years,’’ says Guy. Several
fundraising activities are planned over the
next few months to support the fireman
travelling to Auckland.
Guy says one of those events will be held
on Saturday, July 20, from 11am to 4pm
when the Waikuku Volunteer Fire Brigade
is holding an open day in the Waikuku
Domain, next to the Fire Station.
‘‘There will be displays of fire engines, a
human fruit machine, kids fun quick
dressing drills, Put out the fire! Display the
Jenga version and abbq. It will be fun for
all the crew and our community as we
fundraise to get our crew to Auckland.’’
Young orators impress at speech comp
BySHELLEY TOPP
Seven young orators who made the final
of the Rotary Club of Rangiora’s speech
competition for year 8pupils have won
high praise from one of the judges,
David Ayers.
The final of the competition was held
in the Rangiora Town Hall on June 17,
with Edie Barber, aged 11, of Leithfield
School, eventually awarded first place
by David and fellow judge, Jane Comyns
Carr. Eli Brown, aged 12, of Woodend
School was second and Daniel van der
Bank, aged 11 of Te MatauruPrimary
School, third. Edie’s topic was: ‘‘Being
the oldest child is not all it is cracked up
to be’’. Eli’s topic was: ‘‘Why popularity
is overrated”, and Daniel’s topic was:
‘‘Being the new kid".
Mr Ayers said the wide range of topics
and high standard of the speeches made
the competition extremely difficult to
judge.
‘‘You are all acredit to your schools
and yourselves,’’ he said.
‘‘You are all winners.’’
The competition was established in
2017 when the Rotary Club of Rangiora
decided to encourage public speaking in
schools by holdingaspeechcompetition
in the club’s area for Year 8pupils, with
aYear 7pupil allowed to be included
when the school numberswere low.
Club member Richard Heal said there
were ‘‘about 25 such schools in our area'
'which stretches from Pegasus to Oxford
and West Eyreton to Broomfield and
usually about 18 schools entered the
competition.
‘‘The schools are divided in seven
groups, each containing two or three
schools based on their geographic
location,” he said. Each school is freeto
decide how they will organise an
internal competition to pick two or three
speakers, who will then compete against
the other schools in their group.
Speakers are allowed to choose their
own topic, but the speech can only last
for between three and four minutes. The
schools choose their own judges for the
internal competitions.
The seven finalists who spoke at the
town hall function were the winners
from the seven groups.
Every competitor received aprize,
which was presentedbyWaimakariri
District Mayor Dan Gordon, while acup
for the winner was presented by Mrs
Rita Moore, whose late husband was a
long time member of the Rotary Club of
Rangiora and and the first MC of the
competition.
Mr Gordon, who is aformer president
of the Rotary Club of Rangiora, said the
competition providedanopportunity to
celebrate not just the art of public
speaking, but the courage, dedication,
and brilliance of the young participants.
‘‘To all the incredible speakers, Iwant
to say, excellent job.
‘‘I felt the speeches were not only
wellresearched but also delivered with
aconviction that belies your years.
‘‘You impressed us all with your
articulate and insightful presentations,’’
he said.
‘‘Public speaking is no small feat, and
all of the finalists showed tremendous
bravery by stepping up to the stage to
share their thoughts, their extensive
research, and their passions –some
were particularly moving.’’
Stitchinggroup forms Nth Canterbury Embroidery Guild
By SHELLEY TOPP
ARangiora stitching group wanting to
connect with other embroiderersin
North Canterbury, and further afield,
has formed the North Canterbury
Embroidery Guild.
Guild chairwoman Nick Harrall, of
Rangiora, says the group knew of three
other Canterbury guilds they wanted to
connect with more formally.
‘‘We were also aware that the
National Guild had an extensive
libraryofresources and connections
across the country that would be
helpful in stretchingand guiding our
own work, and in buildingconnections
and ideas for future projects,’’ she
says.
The initial stitching group formed
the foundation of the North
Canterbury Embroidery Guild, which
was established in mid2023 after
approval and acceptance by the New
Zealand Association of Embroidery
Guilds.
The aim of the newguild, which is
based in Rangiora, is to continue
inspiringstitchers wherever they are
in theirstitching learning journey, and
to offer asupportive, creative
environment where stitchers can come
together without comparison or
competition, to extendand build
confidence and enjoymentintheir
stitching.
‘‘It is alovely, caring group,’’ Nick
says.
The women meet twice weekly on
Wednesday and Sunday evenings in
the Skurr Centre at the Rangiora A&P
Showgrounds, with the small initial
group growing to 44 members.
Nick says the handy meeting place,
plus providing theopportunity to
connect regularly with new people
within the community, have been the
two key attractions for new members.
‘‘We have focused on everyone is a
learner and everyone is ateacher and
many have commented on feeling
comfortable to ask or offer support/
guidance rather than relying on one or
two people being able to do that,’’ Nick
says.
‘‘We also encourage all levels and
styles of stitching, so have awide
variety of work under way at any one
time from traditional to innovative.
There is awide range of experience
and skill from beginners to highly
experienced stitchers, which is a
marvellous way for people to learn and
explore, expanding their skill and
knowledge base through support and
guidance from the wider group.’’
The guild is aiming to have its first
exhibition of work next year. New
members are welcome. Contact Nick
Matchbox toy display
By SHELLEY TOPP
Part of arare collection of Matchbox
toys is on display in the Rangiora
Museum to celebrate the Rangiora
Volunteer Fire Brigade’s 150th
anniversary.
It is the first time the toys have been
displayed in public. The 24 tiny fire
engines, which range from ahorsedrawn
fire appliance to more modern
fire trucks, arepart of amuch larger
collection of about 700 toys acquired
over 50 years by avolunteer at the
museum.
The 74yearold Rangiora man,
began collecting the Matchbox toys as
ateenager and only stopped adding to
the collection 30 years ago when his
wife said: ‘‘Don’t collect any more’’ as
the collection takes up alot of space
in their home.
‘‘They were all purchased in New
Zealand, mainly from Todds Bookshop
in Rangiora, which no longer exists,’’
he said.
Although the Matchbox toys are
likely to be worth aconsiderable
amount of money, the man says it is a
lifetime collection and he has no plans
to sell any of the toys.
Last year, aBritish man was
reported to have sold his Matchbox
collection at auction for about
$NZ260,000. The collection included a
rare yellow Matchbox model of a
Volkswagen Beetle, with aMonte
Carlo Rally plate, which sold for about
$NZ14,000 —more than 10 timesits
estimated value.
Could Amberley be the next North
Canterbury town to build abypass?
While the Woodend Bypass looks set to
finally be built after decades of
planning, residents have suggested a
heavy vehicle bypass should be included
in the Hurunui District Council’s south
ward spatial plan.
The council received 41 submissions
during its recent consultation, with
several suggesting solutions to address
safety concerns on Carters Road, as the
town continues to grow.
One submitter called on the council to
‘‘push the Government to start planning’’
abypass and to ‘‘start drawing some
lines on amap to show options of where
this could be located’’.
Another submitter wanted a
pedestrian overbridge on Carters Road
and suggested the council seek out
‘‘philanthropic investors’’.
With housing growth planned for east
Amberley, asecond primary school was
proposed to alleviate safety concerns for
children crossing Carters Road to get to
Amberley School.
There were mixed views on whether
the council should apply to Environment
Canterbury for public transport
provision.
Several submitters supported the
idea, while some wanted the beach
communities included and others
questioned whether it was necessary.
South Ward Committee chairperson Jo
Hassall said there have been avariety of
views expressed on the subject of a
bypass.
‘‘I know acouple of people have said
‘why isn’t it on the table?’
‘‘But others have said ‘why would you,
because it would take traffic away from
the businesses’.’’
Mrs Hassall said she was unsure abus
service would be financially viable.
‘‘It would need to be available when
people need it, otherwise it wouldn’t be
viable.
‘‘There is already acommunity bus
service which is available and it is great
for older people who don’t drive.’’
She said people moved to places like
Leithfield and the beach communities
for the lifestyle and they were used to
driving themselves to Rangiora and
Christchurch, with many commuting to
work.
In areport to last week’s South Ward
Committee meeting, the council’s
planning team leader, Nicola Kirby, said
staff had liaised with Waka Kotahi New
Zealand Transport Agency, which
advised an Amberley bypass was ‘‘not a
current priority’’.
But aresource consent was granted
earlier this year for atruck stop at the
Grays Road /State Highway 1
intersection.
‘‘If this development occurs it may
have implications for heavy vehicle
movements which will need to be further
considered,’’ she said.
The council had proposed zoning land
next to Grays Road in west Amberley for
industrial use.
But residents raised concerns about
the noise, outlook and the impact on
property values.
Staff were now considering land
between Lawcocks and Grays Road, to
the west of the Kowai River north
branch, Ms Kirby said.
Winter bugs causing problems with staffing
By DAVID HILL,
Local Democracy Reporter
Winter bugs are hitting North
Canterbury schools hard, making it
challenging to find enough relief
teachers.
Rangiora and Kaiapoi high schools
say they are determined to remain
open, despite teachers and students
coming down with colds, flu and Covid.
Several schools around the country
have been forced to close or roster
students home as they struggle to have
enough staff on deck.
The Government has also introduced
measures to improve student
attendance.
‘‘We have always had astrong belief
that young people need routines,’’
Rangiora High School principal Bruce
Kearney says.
‘‘We have been quite lucky. On any
given day we would have at least 10
staff away, whether through illness,
trainingorsports trips.
‘‘The problem is finding 10
relievers.’’
The school had to close its doors for
four days at the beginning of the year
after several staff tested positive for
Covid.
Students were also rostered home
due to Covid in 2021, and last year
during the teacher strikes.
The Ministry of Education’s
definition of ‘‘regular attendance’’ is to
have students at school 90 percent of
the time each term.
But Mr Kearney said this was
‘‘impossible for any school to get close
to’’, as astudent only needed to be off
school sick for aweek to fall below
90%.
‘‘I have had more time than that off
this term myself because of sickness.
‘‘Over the last two years we have
been telling people to stay home if you
are unwell.’’
While only 55% of Rangiora students
Wee canine charmer
met the definition of ‘‘regular
attendance’’, Mr Kearney says around
four in five students achieved at least
80% attendance.
Just three percent of nonattendance
was due to family holidays, with the
majority due to illness, he says.
The school employed its own, board
of trusteesfunded, attendance officer
to follow up on those not achieving 80%
attendance.
‘‘Nonattendance is never acause, it
is only asymptom.’’
But school was ‘‘not for everybody’’
and students not attending school may
be receiving an education in another
way, Mr Kearney says.
Kaiapoi High School principal Jason
Reid says schools had to rethink ‘‘what
the school day looks like’’, due to the
challenges of finding relievers.
‘‘We are really fortunate to have
been able to manage it with staff
picking up more hours to cover for
people who are away.
‘‘We are struggling to get enough
relievers, but we are lucky to have this
group of relievers who always come
back to us.’’
The school has plans in place to
manage staff sickness, including
rosteringstudents home, he says.
Mr Reid says his staff carefully
monitored student attendance by
following up with parents and
supporting them to get back to school,
when needed.
‘‘Even with the massive amount of
sickness, we are only just under 90%
attendance.’’
Managing attendance was the best
way to maintain student achievement,
he said.
‘‘Eighty percent sounds good if you
are getting agrade, but when it comes
to attendance, it means from year 9to
13 you are effectively missing awhole
year of school.’’
Focus on granny flats
By SHELLEY TOPP
Awee canine charmer who has asunny
personality and loves cuddles has been
crowned Waimakariri’s Dog of the District
2024.
Tango Harnett, a10yearold Pembroke
Welsh Corgi won thecompetition, which
was run by the Waimakariri District
Council on its Facebook page, by more
than 70 votes.
It was the first time the competition has
been held and it attracted nearly 200
entries.
Tango was guest of honour at the council
service centre in Rangiora last week,
where he was ahuge hit with everyone,
including Mayor Dan Gordon, who
presented the little dog with aCertificate
of Achievement and alarge packet of dog
biscuits for winning the competition.
He couldn’t resist acuddle with
Waimakariri’s new canine star.
Tango’s owner, Okuku’s Penny Harnett
says Tango is ‘‘Mr Personality’’ who makes
friends wherever he goes.
‘‘He has no concept that someone might
not like him. He is just areally sunny
natured little dog.’’
Penny bought Tango from Merthyr
Kennels as apuppy. She wanted afemale
pup, but Tango had other ideas.
He brought her astick and stole her
heart with that simple gesture of
playfulness. ‘‘He is just the sunshine of my
life," she says. Even her husband, who
didn’t want acorgi to begin with, has now
been won over by Tango. ‘‘He is even more
besotted with him than me.’’
Proposed ‘‘granny flat’’ legislation has
given North Canterbury’s councils
plenty to think about.
The Waimakariri District Council says
the proposal appears to be consistent
with its proposed District Plan, while
the Hurunui District Council has
questioned whether small homes of up
to 60 square metres are practical in the
windy district.
The Government is seeking feedback
on aproposal to force councils to allow
buildings of up to 60 square metres in
certain areas, without requiring a
consent.
The proposal was announced by
Deputy Prime Minister Winston Peters
and Housing Minister Chris Bishop last
week.
It will amend the Building Act and the
resource consent system to make it
easier to build granny flats or other
small structures up to 60 square metres,
provided they met the building code.
Waimakariri District Council
planning, regulation and environment
general manager Kelly LaValley said the
proposal has the potential to address
housing demand.
‘‘It aligns with our District Plan that
allows granny flats to be established
without aresource consent, provided
conditions are met.
‘‘It is also good to see that the proposal
considers impacts to stormwater,
servicing, and infrastructure funding.’’
But there needed to be safeguards
included to mitigate the risks from
liquefaction and flooding.
There will need to be aclearly defined
method of determining if the ‘‘granny
flats’’ comply with the Building Code..
Hurunui District Council building and
property manager Kerry Walsh said
given the majority of the district is above
the high wind zone, the maximum
allowed in the proposal, ‘‘granny flats’’
may not even be permitted.
If granny flats were allowed, he said it
could ‘‘double the number of houses
connected to the council’s systems’’.
The council needed to consider a
number of questions when offering
feedback including: will there be
enough checks and balances, and will
local infrastructure have sufficient
capacity to support the proposal.
Consultation is open until August 12,
with final policy decisions to be made
later in 2024 and expected to be in place
by mid2025.
Relaxingwetland rules under the spotlight
By DAVID HILL,
Local Democracy Reporter
Relaxing rules around developing
wetlands is ‘‘common sense’’, says
Federated Farmers.
Environment Canterbury is
considering how to simplify rules
around developing ‘‘constructive
wetlands’’ and exploring what it means
to remove some of the intensification
restrictions.
The proposals are being considered
as part of aplan change to the
Canterbury Land and Water Regional
Plan.
It follows aSupreme Court ruling on
aChristchurch water bottling plant
last year, which ruled that the ‘take’
and ‘use’ of water needed to be
considered together.
Federated Farmers North
Canterbury president Karl Dean said
he was pleased to hear there was ‘‘a bit
of common sense’’.
‘‘If afarmer wants to create a
wetland to improve environmental
outcomes they shouldn’t need a
resource consent.
‘‘If they are using awellversed
template why should it incur huge
costs, if it is improving the
environment.’’
He said farmers should be able to
follow the ‘‘best economic outcomes’’
without having to apply for alanduse
consent.
‘‘You should be able to convert from
sheep to dairy, if that is where the best
economic returns are, as long as you
can demonstrate it is not going to
adversely impact on the
environment?’’
Infrastructure projects in
been stalled because of unintended
consequences caused by changes to
It meant, in the short term, there was
no mechanism to issue new consents
for the ongoing take of groundwater by
stormwater basins, if the aquifer is
fully or overallocated.
The planning rules had caused
disruption for the Waimakariri
District Council and Christchurch City
Council, which had been unable to
obtain stormwater consents.
It had also impacted consenting for
new subdivisions and roading.
Speaking at an Environment
Canterbury council meeting on
Wednesday, June 19, regional planning
Andrew Parrish said councillors will
be briefed on the ‘‘take and use
change’’ on July 3, before wider
engagement with ‘‘interested parties’’
in September.
He said the council was considering
how to relax rules around developing
‘‘constructive wetlands’’ and
intensification restrictions.
‘‘What we have been looking at is
making sure we have the right
ingredients in place for farmers to be
PHOTO: FILE
able to develop wetlands.’’
Councillors had discussed the
possibility of reviewing the ‘‘take and
use’’ rules alongside the wider
planning process review, during last
month’s Long Term Plan deliberations.
Mr Parrish said this could save up to
$500,000, ‘‘but the consequence would
be delaying this work.’’
Councillor Peter Scott said the
existing rules also restricted the types
of plants which could be planted
around water ways and he would like it
reviewed.
Agenerational approach to water quality
By ROBYN BRISTOW
Acommunity workshop in Cheviot in
2018 is helping improve the
biodiversity and water quality in the
Jed River catchment.
Over 3000 plants have now been
planted in the Hutchison Reserve
where the Jed River Catchment Project
has had its beginnings.
The catchment has several
tributaries rising in the Cheviot Basin
foothills that flow through to the coast
north of Pariroa/ Gore Bay where the
river ends in ahapua, or lagoon.
Guided by local wetland ecologist
John Preece, who was the inspiration
behind alocal approach to improving
the catchment, there are now plant
communities thriving along the
reserve’s dry terrace, riverbanks and
riverbed.
Catherine Maxwell, chair of the
project, says the 2018 workshop led by
Peter Kenyon, an Australian
community development facilitator,
supported by the Hurunui District
Council, resulted in several projects
being identified.
The issue of water quality was
attracting alot of attention, highlighted
by signs warning of river pollution
posted by Environment Canterbury
either side of the Jed River bridge at
Cheviot’s southern entrance.
Catherine says the group is looking at
agenerational projecttoimprove water
quality and biodiversity from the hills
through to the sea.
‘‘Parts of the Jed River are choked
with willow trees whichtranspire
water, obstruct flow and crowd out
other vegetation, plus there’s a
significant sediment load from
intensive farming within the
catchment.’’
She says astart was made at the
Hutchison Reserve because of the easy
access for the community and local
school, and it was visible from town.
‘‘School students haveplayed ahuge
role in planting out the reserve as well
as testing for water quality and aquatic
life.
‘‘There are so many educational
opportunities in this project, and we
hope that students will be inspired by
these and know they’vebeen part of
something bigger than themselves, she
says.
The first step in restoring water
quality and vegetation at Hutchison
Reserve was removing willows in 2022,
along with other tree weeds such as
alder, holly, and silver birch.
With funding from Environment
Canterbury, MainPower, and supported
by the Hurunui District Landcare
Group, the willows were cut by
contractors.
The logs were either mulched or
strategically placed for future plant
NEED LOGS OR
STUMPS SPLIT?
protection.
The willow stumps were wrapped in
several layers of black weed matting
that was screwed in place to prevent
regrowth. Sprouting twigs and other
regrowth was controlled through
volunteers at working bees.
‘‘The decision to remove the willows
without chemicals was quite
controversial, but aligned with
guidance from the government’s Te
Mana oteWai freshwater policies and
Ngāti Kuri. There are many interested
parties watching our progress as people
want to find chemical free solutions to
major weeds.
‘‘It was hard work keeping on top of
resprouting willow logs in the first two
years, but regular community and
school working bees organised by Heidi
TirikateneNash,who has volunteered
an extraordinary amount of her own
time, ensured the experiment got off to
aflying start.
‘‘None of us are prepared to give up
on this,’’ Catherine says. The willow
stumps have since given up firing out
new shoots.
Catherine says in hindsight using
contractors with bigger machinery that
were able to mulch larger logs would
have helped.
They also identified that this method
would not be scalable for larger or
remote projects unless there is plenty
of people power willing to pitch in.
Colonising species such as tree
lucerne, manuka, cabbage tree,
karamu/coprosma robusta and
pittosporum are the bulk of the initial
plantings, with carex varieties nearer
the water.
All of the plants have been grown
from locally collected seed within the
catchment, and are being planted in
stages during spring and autumn.
The initial plantings benefitted with
the wetter La Nina years, which came to
an abrupt end this summer.
The educational focus for Cheviot
school students goes well beyond the
physical planting, mulching, and grass
stamping —afavourite activity of
younger students.
Senior students are working with Wai
Connection Tatai Ki Te Wai, a
community catchment group
engagement project cofunded through
the Government’s Essential
Freshwater Fund and delivered locally
by EOS Ecology.
The Hutchison Reserve Project is one
of 15 chosen in Canterbury, and
students are water testing to establish a
baseline for Woolshed Creek, the
tributary of the Jed River that flows
through the reserve. They are also
identifying aquatic species and EOS
Ecology are mapping the catchment.
All planting are carried out under
findings, with the Jed River working
group and school students learning
through Mana Whenua Nukuroa
TirikateneNash as to how to identify
and protect both Māori and early
European archaeological sites.
Hutchison Reserve has changed
dramatically since the restoration
project started thanks to the intensive
planting and removal of grazing sheep.
There are noticeably more waterfowl,
whitefaced herons/matuku, and
families of pukeko in the area.
The reserve is only part of the Jed
River Catchment Group’s larger vision
for abiodiversity corridor from the hills
to the sea.
Once it is well established, the
working group will target the
wastewater overflow at the Cheviot
Oxidation Ponds —the reason behind
the ECan water quality warnings on the
Jed River near SH1.
The signs are mandatory under the
ponds resource consent.
‘‘Getting the water quality warning
signs out of the Jed River is what got
this group of hardworking volunteers
together, and we want to honour the
community’s vision by working with the
Cheviot Reserves Committee and
Hurunui District Council to plant a
filtration wetland area between the
oxidation ponds and the Jed
River,’’says Catherine.
‘‘We also want to protect and enhance
the biodiversity of the coast around the
Jed River lagoon which has significant
sand dune, coastal forest and wetland
ecosystems.
‘‘It is also home to many waterfowl
and visiting Royal Spoonbill/kotuku
ngutu papa.’’
CRICKET
By ROBYN BRISTOW
There will be astrong North Canterbury
presence at the inaugural Over 70’s
World Cricket Cup, held in London
during July and August this year.
Kaiapoi’s Peter Williams, has been
named as one of the six international
umpires controllingthe matches, while
three of the players in the New Zealand
team have links to North Canterbury
Lance Ryan, Tony Penny and Stan
Wooliscroft.
It will be the third Veterans
tournament Williams has stood at.
He officiated at the first two Over 60’s
World Cups on the SunshineCoast in
2022, and at Chennai, India, in February
of this year.
Formerly aFernside resident, and
player for the Swannanoa Club, Ryan
has been in excellent form with both bat
and ball at arange of Over 60’s and Over
70’s tournaments in the last season.
Tony Penny is the team’s
wicketkeeper/batsman.
He spent most of his childhood years
living in the schoolhouse attached to
RangioraHigh School where his father,
Tom, was the Principal. Wooliscroft is a
very accurate legspin bowler who lives
at Pegasus.
camp at the Sir Richard Hadlee Sports
CentreatHagley Park recently. New
Zealand’s firstmatch at the tournament
will be against India on July 28, at
Amersham, Buckinghamshire, with the
final being scheduledfor the prestigious
JP Getty ground at Wormsley on August
11.
Veterans cricket is the fastest growing
sector of cricket worldwide.
England has led the charge having a
longestablishedtradition of providing
cricketing opportunities for older
players, initially through their 40’s Club
catering for players over 40.
It grew from there.
Australia has shown the way in the
southern hemisphere, running National
Championships especially at Over 50’s
and Over 60’s level for many years now.
For many seasons they have invited
New Zealand to send teams across the
Tasman each season to compete in these
National Championships against the
Australian State sides and this has
provided an incentive for Kiwi players
to seek national selection.
This has become even more
noticeable since the introduction of
World Cup format competition at Over
40’s, Over 50’s, Over 60’s and now Over
70’s level.
These events are run by International
Masters Cricket (IMC), an organisation
that was established in 2023.
While these more mature players may
not run nor bowl as fast as they did in
their heyday, the matches remain very
strongly contested with ahigh degree of
skill on display.
All the trimmings of international
cricket are there for example the teams
traditionally line up for their national
anthems prior to each match.
After the success of World Cups at
Over 40’s, Over 50’s and Over 60’s level,
the inaugural Over 70’s World Cup will
be played in the outskirts of London in
JulyAugust.
Glenmark-Cheviot country champions
RUGBY
BY PETER WILLIAMS
In amatch that had all the essential
ingredients of aGrand Final, Glenmark
Cheviot eventually emerged victorious
4127 over avaliant Prebbleton side to
claim the Luisetti Seeds Cup.
GlenmarkCheviot is the only North
CanterburyClub to have won the Country
Combined title, last holding the trophy
aloft in 2022 when it beat Saracens in the
final.
Its match on Saturday, in the end, was
probably afair reflection of agame in
which the home team made all the
running.
Prebbleton’s tenacity and fighting spirit
meant it had arealistic chance of coming
up with the silverware right till the final
seconds of the match.
However it took GlenmarkCheviot only
five minutes to stamp its authority on the
game.
Having swept almost immediately deep
on to attack it was awarded an easy
penalty opportunity. Influential halfback,
Jordy Gray, did as he has done so many
times this season and quickly tapped the
ball to himself, catching the Prebbleton
defence offguard, and darted through to
score the opening try.
Astrong run by tighthead prop, Andrew
Zuppicich, put the home team
immediately back on to attack, and when
awarded apenalty from ascrum
infringement, hooker Nick Hyde, again
trusted with the goalkicking
responsibilities, made no mistake.
Prebbleton made the most of arare but
short period on attack to land apenalty of
its own, but before long the hardrunning
Zuppicich was rewarded for all his
endeavourswhen he barged over for a
wellearned try.
The whole GlenmarkCheviot starting
pack, led by captain, Andrew Hull,
completely dominated its opponents and
camped on the Prebbleton line.
To give Prebbleton its due, its defence
was stoic.
But it came as asurprise when, in a
carbon copy of what had happened seven
days earlier in the semifinalagainst
Southbridge, along pass out to an
unmarked player was dropped cold,
gathered by aPrebbleton defender, fed to
its speedy fullback, Dan Fogerty, who
sprinted the length of the field for aseven
pointer.
With spirits lifted, Prebbleton started to
get some possession, and winger Brenden
Black finished off agood team try, and
when efficient goalkicker Ted Coleman
again added the conversion, Prebbleton
took what had seemed ahighly unlikely
1715 lead.
Spurred on by what it clearly saw as an
turned out to cheer their team on.
injustice, the GlenmarkCheviot forwards
went to work and atry to prop Harrison
Allan, allowed it to take anarrow 2217
lead into the second half.
Normal transmission resumed after the
break.
Abonecrunching tackle by centre, Guy
Jensen, created aturnover which put
GlenmarkCheviot back on to attack. This
time it was Hyde who scored and when he
also added the conversion a12point
margin had been established.
Prebbleton lifted its game, and began to
get amore equal share of possession. This
gave GlenmarkCheviot the chance to
showcase another of its strengths —its
efficient defensive patterns. As always
Mike Keane was acentral part of this.
The hosts survived alengthy period on
defence, during which time Prebbleton got
only three more points from asuccessful
penalty.
Then, in what was acritical moment
psychologically, the local forwards
unleashed two massive rolling mauls,
reminiscent of the Grizz Wyllie era.
One of them must have lasted acouple
of minutes and gained more than 40
metres. It was on the back of that effort
that the mercurial fullback Harry Murray
scored avital try with just10minutes on
the clock giving his team a3420 lead.
But still Prebbleton was not done.
Flanker Niall Murphy scored with 5
minutes still remaining.
Coleman’s conversion narrowed the
lead to just 7points raising the prospect of
the possibility of extra time having to be
Tryline beckons ... Jordy Gray about to score GlenmarkCheviot's first try, with Mike
Keane in close support.
played should Prebbleton score again and
convert. It certainly threatened to do so,
and anxiety levels went up anotch, but in
areversal of amoment from the first half,
this time aPrebbleton player dropped the
ball and the ubiquitous lock, Ben Morris,
got in aspeculator kick that cleared the
danger zone. Morris was able to regather
his own kick, pass to speedster Harry
Murray who dotted down at the other end
of the field to secure the Luisetti Seeds
Cup.
Kaiapoi becoming apopular market town
By DAVID HILL,
Local Democracy Reporter
Kaiapoi has the potential to become a
‘‘market town’’, alocal business leader
says.
The company behind the Christchurch
Night Market at Hornby Mall has applied
for aresource consent to establish and
operate anight market in Kaiapoi.
Now the Kaiapoi Promotions
Association (KPA) hopes to see more
markets in the future.
‘‘It is great that it is kicking off, we wish
them every success,’’ acting chairperson
Martin Pinkham said.
‘‘We always saw Kaiapoi as amarket
town and the retailersneed something
Robyn at
robyn.bristow
@ncnews
.co.nz
which draws people to the town.
‘‘The Lyttelton Farmers Market is great
for Lyttelton and we would like to see
something like that set up in Kaiapoi.
‘‘In the United Kingdom, the markets
are big in towns of similar size to Kaiapoi.’’
Mr Pinkham said KPA had made
submissions to the Waimakariri District
Council’s annual plan for several years
advocating for apermanent site to be
found to hold markets.
‘‘We would like to have asite which is
easily accessible for people and could be
used during the week.’’
The Kaiapoi Town Centre Development
Plan, which was adopted in 2018,
proposed avillage green or market site,
but apermanent site had yet to be found.
The weekly Kaiapoi Farmers’ Market is
held on Saturday mornings on Charles
Street, opposite Kaiapoi New World, but
the site is far from ideal, Mr Pinkham said.
The annual Blackwells Fire and Ice
Market is held the Kaiapoi Club car park
on Raven Quay on aSaturday evening to
coincide with the Kaiapoi Art Expo in
July.
Enterprise North Canterbury general
manager Heather Warwick said Kaiapoi is
becoming ‘‘a place of opportunities’’.
Projects such as anight market and the
New Zealand Motorhome and Caravan
Association’s park in the former red zone
were helping to grow the town as avisitor
attraction, she said.
Touringthe back roads of the Sth Island in vintage cars
By JOHN COSGROVE
North Canterbury farmer Andy Fox took to
the back roads of the South Island over
Kings Birthdayweekend when he and 215
other vintage car drivers took part in the
70th annual Irishman’s Creek Vintage Car
rally.
There were boat tails and skinny tyres,
model A’s and T’s, Sports Phaetons and
open tops of all descriptions on the third
oldest vintage motoring event in the world.
Everyone knows to come prepared for
anything, so all carried tow ropes and
chains, extra food and water plus all the
spares they could manage as in the past,
competitors have often experiencedfour
seasons in one day.
Comparedtothe London to Brighton
run, the oldest vintage rally in the world
(which started in 1905), the Irishman’s
Creek Rally is much longer, harder and
more adventurous.
Aboard his 1927 Cadillac V8 Sports
Phaeton, Andy says he was looking forward
to two days of offroad fun.
On the Friday, the Irishman’s Creek
Rally route went from Rangiora across
farms and up the Waipara Gorge to lunch
in Hawarden(hosted by the Hawarden
Waikari Lions Club). In the afternoon the
cavalcade of dusty cars travelledvia
MacDonald Downs,
and back over the Okuku Pass Forestry
roads to reach Oxford. Saturday started in
Sheffield, with alunchtime visit to
Mesopotamia Station up the Rangitata
Gorge, then overnighted at Fairlie. On
Sunday the rally returned to Irishman’s
Creek station.
Andy says it was acold start on all three
mornings, and on the way up to
Mesopotamia it was very windy from the
nor’ wester with some rain.
‘‘But most of the days were warm and
sunny, which is what you want in an open
car in the middle of winter.’’
Andy has completed 25 runs since he
started attending in the mid 1990s. First as
apassenger in amate's car, then in his own
Ford model A.
‘‘The river crossings were nothing too
serious this year as the lack of rain meant
the creeks were down. Bumps and potholes
were everywhere
and part of what is
enjoyable about the
run as it goes offroad
wherever
possible.’’
Open only to vintage and veteran cars
dating up to 1931 or older, the rally dates
back to when the first 10 years of the event
were held at Irishman’sCreek Station near
Lake Tekapo. Sir Bill Hamilton, who was
the inventor of the Hamilton jet boat, was
the owner of the station then.
The rally focuses on offroad, farm tacks,
and river crossings the norm back in the
1910s to the late 1920s when driving in
rural New Zealand.
Andy has owned his open Sports Phaeton
for 10 years and he says it gets along at 100
km/hour quite happily. It boasts the
instrumentation out of Al Capone’s actual
car, acquired in the
1970s when Al
Capone’sformer
mechanic passed
them on to the
owner hunting for
parts to restore the
car. The car is
named ‘‘Elliot’’,
after Elliot Ness,
the FBI agent and
Capone’snemesis.
FinalProposalfor Representation Arrangements forthe 2025 LocalElections
Pursuant to section 19M of the Local Electoral Act2001 theHurunui
District Council givespublicnoticeofits final proposal forits
representation arrangementsfor the 2025 localelections.
Submissions
On 11 June 2024 the Hurunui District Council considered the submissions
received on itsinitial proposalregarding therepresentation arrangements
for the Council and its constituent communityboards to apply forthe local
elections to be held on 11October2025.
The Council received 22 submissions on itsproposal. All thesubmissions
wereinfavourofthe threeWards,ten Councillors,the Mayor, andthe
Hanmer Springs CommunityBoardpartofthe proposal. Eight submissions
wereinfavourofthe full proposal. Fourteen submissionscontained
objections to the formation or membershipofthe proposedSouthWard
CommunityBoard andassociatedsubdivisions. The summaryofthe
verbatimobjections are as follows:
• Onesubmitter was forthe SouthWardCommunityBoard with six
electedboard membersand only threeWardcouncillors to attend
the meetings.
• Twosubmitters were forthe SouthWardCommunity Boardand the
idea of electing boardmembers from twosubdivisionsbut sought
adifferent ratio of members.
• Three submitters wereagainst theSouthWardCommunityBoard
due to the impact on ratepayers.
• Four submitters objected to theformation of aSouth Ward
Community Boarddue to thelimitation of communityand youth
voice.
• Five submitters supportedthe currentSouth Ward Committee
structureasitstands.
Final Proposal
Having considered all theobjections, theCouncil resolved to adoptits
initial proposal as the Council’sfinalproposal, subjecttothe following
amendments:
• The South Ward CommunityBoardmembership will consist of five
elected board memberselected at large from the SouthWardrather
than from twosubdivisions.
The Council considersthatthe change isappropriate forthe following
reasons:
• Due to the Electoral Actrules, the subdivisionsplit wouldnot
necessarily mean that electedmemberswere from the areas
stipulated in the proposed subdivisions.
• The main reason to form aSouthWardCommunity Boardwas
toremoverepresentationfromset groups andareas andthe at
largemodel allows forelectedboard members who represent the
interestsofthe whole South Ward.
The Council rejected the othermatters raised in the objections for the
following reasons:
• The ratio of members under the subdivisionmodel was setbythe
Electoral Actand unable to be changedassubmitters requested.
It did not see theneedfor extrapersonsonthe Boardunder theat
large model.
• The Council was of theview that thevarious community groupswill
still be able to bring requestsvia the normal process, includingthe
youth voice.
Therefore, the final proposal is as follows:
Council Representation
It is proposed that the Councilretains its10memberselected from the
existing three wards, and the mayor. The three wards continuetoreflect
thefollowing identified communitiesofinterest:
Ward
WestWard
East Ward
Communities of interest
Encompassing Hanmer Springs, Culverden, Hawarden,
Waikari, Rotherham, Waiau andMtLyford.
Encompassing Cheviot and Glenmark.
SouthWard Encompasses Leithfield,Leithfield Beach, Balcairn, Amberley,
Broomfield, andAmberleyBeach.
The population that each memberwillrepresent is as follows:
Ward Population (2018
Census)
Members
WestWard 5,450 4 1,363
East Ward 2,670 2 1,335
SouthWard 5,680 4 1,420
Total 13,800 10 1,380
Population per
member
Inaccordance with section 19V(2),Local Electoral Act2001the population
that each memberrepresents must be within therange of +/-10% (1,242 to
1,518).
