Cobras will wind
way into London
By Kristy Zurbrick
The village of Plain City has a new park.
A grand opening and ribbon-cutting ceremony for
Madison Meadows Park took place on June 5. The
11.9-acre park is located at 933 Caroline Dr. in the
Madison Meadows housing development on the southwest
side of the village. The park is open to the public.
The main features at this time are a playground
and shelter house. The playground includes a large
cargo net for climbing, multiple slides, monkey bars,
a merry-go-round accessible to children of all abilities,
a handicap accessible swing, sensory play components,
and more. The equipment is geared toward children
ages 5 to 12 years old but includes smaller
components for younger children. Two tables with
shade covers also are part of the playground area.
Madison Meadows is the village’s first truly accessible
playground when it comes to getting to it and
around it, said Linda Granger, Plain City’s parks and
recreation director. That’s thanks to an ADA (Americans
with Disabilities Act) compliant sidewalk that
runs between the parking area and the playground
and around the playground itself.
The park’s shelter house is open-sided, outfitted
with eight 8-foot-long picnic tables, and has attached
restrooms that will be open starting the week of June
16. The restrooms are equipped with automatic locks
that will be in operation during park hours. The shelter
house is available to rent for a fee. Rentals can be
made at www.plain-city.com or by calling (614) 873-
3527, ext. 108.
Currently, hours for all Plain City parks are 6 a.m.
to midnight. The village’s parks and recreation committee
and village council are reviewing park hours
and rules. Changes are possible, Granger said.
Madison Meadows park was made possible through
a collaboration between the village and D.R. Horton, the
neighborhood’s developer. Plain City requires each new
development to dedicate 25 percent of the development’s
acreage to green space. For Madison Meadows Park,
D.R. Horton turned over the 11.9 acres to the village
and covered the cost of the shelter house and parking
lot. In exchange, the village forgave some of the park
impact fees that come with new developments, Granger
Jefferson Schools team up with ESC
By Linda Dillman
Staff Writer
Jefferson Local Schools signed a nearly $1 million
agreement with the Madison-Champaign Educational
Service Center to provide services for the 2024-25 school
year not provided in-house by the district.
The list includes many special education instructional
programs, physical and occupational therapy
services, and gifted instruction. Services also include
preschool instruction, speech therapy, school psychology,
and MD instruction.
Audiology and vision intervention services may also
be arranged, but are determined by the school district
and paid directly to the ESC under separate billing.
According to the agreement and based on the estimated
cost of services provided by the educational service
center, the district agrees to pay
Madison-Champaign $969,703.
Prior to a June 11 school board meeting, Superintendent
William Mullett said the district contracted with
the ESC for at least 20 years to provide services to Jefferson
Local Schools.
“A big increase came when we had to provide preschool
services (still an unfunded state mandate) about
10 years ago,” said Mullett, “and this year they’re
Peak Bloom Bike Rides
The Madison Soil and Water Conservation District
offers a great opportunity to see key pollinator habitats
in action during the Peak Bloom Bike ride series. The
bike tours begin at the Prairie Grass Trailhead, located
behind the Madison County Senior Center in London,
and stop at several remnant prairie sites that support
native wildflowers and grasses and have been here since
adding a school psychologist, so that would be an additional
position for one year.”
The school district currently employs its own school
psychologist. The Madison-Champaign position would
be in addition to the staff position.
According to the agreement unanimously approved
by the board, “The district agrees to make payment in
the amount…by having this amount deducted from the
district’s state foundation payments and paid instead to
the Madison-Champaign ESC by approving the contract.”
Since the agreement is based on estimated costs, reconciliation
of actual costs for services will take place at
the end of the fiscal year in 2025 with either settlement
of any outstanding payments or a refund to the district
for overpayment.
Madison-Champaign is responsible for checking the
credentials/licenses of all individuals providing services
under the agreement and ensuring all applicable criminal
records/background checks are conducted.
“The board agrees that it shall be responsible for conducting
evaluations of Madison-Champaign ESC personnel
assigned to the district…”
The service agreement starts July 1, 2024, and ends
June 30, 2025.
explained.
The village has invested approximately $300,000
into the playground equipment, poured rubber surface
for the playground, drainage work, sidewalk, and picnic
tables. An $83,000 grant from the Ohio Department of
Natural Resources is covering part of that cost.
More improvements are on the horizon. Installation
of dog waste stations and bike racks are coming soon.
Future phases will include a walking path that goes
around the entire park and youth sports fields.
drawing will be livestreamed.
All proceeds benefit the Cystic Fibrosis Foundation.
Last year, the Ohio Cobra Club donated $225,000 to the
foundation. Since the show’s beginnings in the early
2000s, the club has donated $2,325,000 to the foundation.
The club also makes donations to London and Madison
County first responders as a way thank the city and
county for their services and support during the show.
Last year, those donations were as follows: London Fire
and EMS Department, $6,500; London Police Department,
$6,500; Madison County DARE program, $3,250;
and Madison County Deputy Sheriffs Association,
$3,250.
The show in London is part of the Ohio Cobra Club’s
annual three-day celebration. Other activities take
place in and around Dublin. To learn more about the
club, the celebration, and the London show or to purchase
Making hay while the sun shines
By Rick Palsgrove
Groveport Messenger Editor
The hot days of summer mean it is time to gather hay
down on the farm.
At Metro Parks Slate Run Living Historical Farm, 1375
State Route 674 North, Canal Winchester, the farmers cut
and gather hay 1880s style.
According to information provided by Metro Parks, hay
seed in the 19th century was commonly sown in the fields
of wheat, oats, or barley. The hay plants would grow while
protected by the taller grain crop. After the grain was harvested
the hay would keep growing making the field twice
as useful for the farmer.
Slate Run Living Historical Farm farmer Dave Trotter
said the hay on this farm primarily consists of orchard
grass, leaves, and timothy.
According to Metro Parks information, clover for use as
hay is higher in protein, which is good for the animals who
eat it, and for soil enrichment. But Trotter added that
clover also has disadvantages.
“Clover is nutritionally nice,” said Trotter. “But it is hard
to work with. It can dry out and shatter and turn to dust.”
When the hay in the fields is ready to be gathered, it is
mowed and then raked either by hand or by a horse drawn
hay rake.
A hay loader is used to place the hay on a wagon. Trotter
said this machine replaced six people when it came to gathering
hay in the 1880s as it enabled two people to do the
work.
“You have one person on the wagon and one person to
drive the horses, (in this case large Percheron horses),” said
Trotter.
The particular hay loader the farmers use at Slate Run
dates from the early 1900s, but it has similarities to ones
used in the 1880s. It is a formidable looking piece of machinery
consisting of spikes, claws, chains, and gears on a
wooden bed.
At Slate Run Living Historical Farm, the farmers put
the hay up in the barn loose rather than in bales.
Most hay in the late 19th century was put up loose in
the barn rather than baled because baling slowed the
process and required more expensive equipment. Though
some farmers might have baled some hay in those days to
sell it at market.
Once a wagon is piled high with hay it is wheeled to the
barn where the loose hay is unloaded into the mow. While
the hay could be pitched into the mow by hand using pitchforks,
most farmers of that era used carriers and tracks to
lift and move the hay.
According to information provided by Metro Parks, the
barn at Slate Run Living Historical Farm, which was built
in 1881, was designed to use a track system.
A grapple fork held the hay as it was lifted
by a horse pulling on the hay rope. The fork
latched into the carrier at the top of the barn
and rolled along the track. Pulling a trip
rope opened the fork allowing the hay to
drop into the middle of the mow. The hay
was pitched to the sides and more hay
brought up.
So, what’s the difference between hay
and straw?
Hay is the dried leaves, stems, and flowers
of grasses that are used for animal feed.
Straw is the dried stalks of grain plants
such as oats, wheat, and barley that have
been beaten or threshed to remove the seed.
Straw was used for animal bedding as well
as for garden mulch, fertilizer, stuffing
horse collars, making hats, and strawboard.
‘Late Night’ deftly combines humor and horror
“Ladies and gentlemen, please stay tuned for a live television
first as we attempt to commune with the devil…But not before a
word from our sponsors.”
With the utterance of this sentence, I knew I had stumbled upon
a rare find in the horror movie genre: a film that can slay the audience
with well placed dark humor just as easily as it can kill as a
character you have come to adore.
Written and directed by Australian brothers Cameron and Colin
Cairnes, “Late Night with the Devil” is easily one of the most satisfying
horror movies I have seen in quite some time. Featuring a
slew of funny moments that do not overshadow the increasing sense
of doom, this film that is now streaming on demand is a roller
coaster of bizarre entertainment from start to finish.
“Late Night with the Devil” opens in a documentary-esque fashion
with some of the more memorable happenings from the 1970s.
Narrated by Michael Ironside, we see riots, mass murders, corrupt
presidents, and parents clutching their pearls over individuals who
proclaim to worship Satan. There is even a bit about the scandalous
backstory of the lead character, Jack Delroy (David Dastmalchian),
you have to keep in the back of your mind as this fever dream unfolds.
Jack is the ambitious and personable host of the late night variety
show, “Night Owls with Jack Delroy.” The company UBC
brought the popular radio announcer over from Chicago in the
hopes he would compete with — and ultimately conquer — the late
night king, Johnny Carson. Although the show has gone toe-to-toe
in the ratings wars, “Jack and Night Owls” is always just a step behind.
“They are the perennial also-ran,” says the narrator, quite
brutally.
With just a year left on his contract,
Jack loses his creative partner,
muse, and loving wife Madeline
(Georgina Haig) to cancer. In his
grief, Jack goes “missing” for a month
and then comes back refreshed and
ready to do anything to keep his show — and their legacy
— alive.
At first, his idea of keeping the show alive involves
courting controversy to grow the audience. Turns out,
the people of the 1970s weren’t quite ready for a Jerry
Springer-style show, and he sees the audience share
plummet even more. In a last ditch effort to stay employed,
Jack and his win-at-all-cost producer Leo Fiske
(Josh Quong Tart) plan a Halloween show for the ages.
With the movie switching to a found footage format,
it covers the most “infamous episode” in television history.
The show starts out normally with Jack making
political jokes and poking fun at his right-hand-man
and band leader, the sweet Gus McConnell (Rhys Auteri).
And then it starts to get weird when he invites
renowned medium Christou (Fayssal Bazzi) and the
snarky magician turned skeptic Carmichael Haig (Ian
Bliss) onto the stage.
At first, the two opposites play well off of each other
but then the atmosphere gets strange and testy when
Christou says he feels “overwhelmed” by the spirits in
the studio. As the medium starts to get visibly sick,
Carmichael keeps explaining away what is happening
in the most bored tone ever.
After going to commercial, behind-the-scenes footage
between host and producer has them learning that
Christou has died on his way to the hospital. Taking the
old adage of “the show must go on” to heart, Jack keeps
his crew and the entire audience in the dark because he
desperately wants them to hear from the next two
guests: a parapsychologist named June Ross-Mitchell
(Laura Gordon) and her 13-year-old ward Lilly (Ingrid
Torelli).
Promoting her new book, “Conversations with the
Devil,” June explains how Lilly was the sole survivor of
host to a demon that has
been nicknamed Mr. Wiggles.
“Sometimes he wiggles his way
into my head,” says an equally sinister
and sweet-faced Lilly, “and
then he wiggles his way out.”
Knowing that he has a rating
bonanza on his hands, Jack slyly
works with the skeptic Carmichael
to goad June into calling forth Mr.
Wiggles. After all, how dangerous
could a demon named Mr. Wiggles be? It turns out he is
plenty dangerous — and plenty deadly, too.
I have to say that I really wasn’t sure what I would
get with “Late Night with the Devil.” For the most part,
I had heard great things about this satirical horror prior
to renting it on demand but the story therein also takes
a bit to find a good groove. When the movie eventually
does find that groove, it hits all the right notes as it
gradually builds the suspense and the impending sense
of doom.
With its deft mixture of weirdness, horror, and
humor, “Late Night with the Devil” would be a compelling
watch on its own, but what makes this film so
enthralling is the presence of David Dastmalchian, most
known as one of the “Where have I seen him before?”
character actors. Throughout the majority of his 25-year
career in the entertainment industry, he has been a bit
player, often portraying villainous or slightly creepy
characters. In “Late Night with the Devil,” he charms
just as well as he smarms, and you find yourself both
loving and hating the morally gray character who unleashes
hell because all he wanted to do was be seen as
a winner for once in his life.
LEGAL NOTICE
The Public Utilities Commission of Ohio has scheduled a public hearing in
Case No. 22-693-EL-ABN, In the Matter of the Application of Ohio Power
Company for Authority to Abandon Electric Service Lines, Pursuant to Ohio
Revised Code Sections 4904.20 and 4905.21. Ohio Power Company d/b/a
AEP Ohio (AEP Ohio) alleges that on May 19, 2022, Nationwide Energy
Partners, LLC (NEP) requested that AEP Ohio abandon distribution facilities
at the Northtowne Apartments (Northtowne) in Columbus, Ohio in order for
NEP to establish master-meter service on the property. AEP Ohio asserts that it
has exclusively provided electric distribution services to Northtowne, noting
that service has been provided via distribution facilities at the property such as
distribution lines, conduit, meters, riders, and transformers. AEP Ohio believes
that NEP’s conversion request would require AEP Ohio to abandon such distribution
facilities on the property, resulting in termination of AEP Ohio’s exclusive
service to its existing 293 customers at Northtowne. AEP Ohio argues that
such abandonment would be against the welfare of the public, as contemplated
under R.C. 4905.21. Additionally, AEP Ohio states that, to the extent that it is
required to convert Northtowne to master-meter service from NEP, it intends
to provide a single point of primary service to the perimeter of the Northtowne
property line rather than providing 59 secondary service points, which is the
current configuration on the property.
An evidentiary hearing in this proceeding will commence on June 24, 2024, at
10:00 a.m., at the offices of the Commission, Hearing Room 11-A, 180 East
Broad Street, 11th Floor, Columbus, Ohio 43215.
Further information may be obtained by contacting the Public Utilities Commission
of Ohio, 180 East Broad Street, Columbus, Ohio 43215-3793, by
Legislative Update: Innovative
Policies for Families and
Comprehensive Healthcare
Dear Constituents,
I am thrilled to share updates on two important pieces
of legislation that I have been working on to benefit
families and communities across Ohio.
First, the rising cost of child care has become unsustainable
for many Ohio families. To address this, Representative
Mark Johnson and I are proud to introduce the
“Child Care Credit Act.” This innovative legislation, embodied
in Senate Bill 273 and House Bill 610, introduces
a tri-sharemodel where families & employers can elect
to open in, and the State of Ohio each covers one-third
of the total childcare costs. We aim to make child care
more affordable and strengthen Ohio’s workforce.
I am pleased to announce that our initiative has received
endorsements from key organizations, including
Goodwill Columbus, the Ohio Chamber of Commerce,
the Ohio Business Roundtable, and Groundwork Ohio.
Their representatives joined us at this week’s press conference,
demonstrating strong support for this vital effort.
Together, we are committed to easing the financial
burden on families and ensuring that every child has
access to quality care.
In addition to addressing child care, I am pleased to inform
you about Senate Bill 95, the Telepharmacy Bill.
This bill aims to improve pharmaceutical access across
Ohio by enabling remote dispensing pharmacies and
telepharmacy systems, particularly benefiting our rural
and underserved communities.
Key provisions of SB 95 include:
● Allowing pharmacists to mail prescriptions to
patients, addressing barriers for those who face long
commutes to obtain medications.
● Providing a process to grant waivers for pharmacies
within a 10-mile radius, ensuring fair consideration
and transparency.
● Permitting the Board of Pharmacy to add new long
acting injectables that pharmacists can administer.
● Enabling the State Board of Pharmacy to register
technicians as young as seventeen creating more
opportunities in this vital field.
SB 95 ensures patient safety through comprehensive
controls and regulations, including daily prescription
dispensing limits, stringent reporting requirements,
and mandatory staffing levels at remote dispensing
pharmacies. By joining 28 other states in embracing
telepharmacy, Ohio can extend pharmaceutical access
to all 88 counties, fostering healthier communities, reducing
healthcare costs, and easing the burden of
lengthy commutes for essential medications.
Results matter so let's make a difference together. Stay
Adoptable Pets
These are among the pets up for adoption
at the Humane Society of Madison County.
Petey
Petey is a wire hair
terrier mix with a
heart of gold. His previous
owner adored
him, but life’s twists
meant they couldn’t
care for him any more.
Petey is a pro on
the leash and loves exploring
the great outdoors.
After a day of adventure, he’s all
about cozy naps. Squeaky toys are his favorites.
He keeps his kennel neat and was a
champ at house training.
He has lived with another dog before, his
brother Crackles, who also is available for
adoption. He is set for a home with another
dog, given proper introductions and a meetand-greet.
He hasn’t met any cats yet.
To meet Petey, fill out an application and
schedule a visit. Visits must be planned
ahead due to his training schedule.
Adoption fees for dogs vary: shelter dogs
are $180, prison dogs are $250, puppies are
$300, and popular pure-breeds are $400.
The price includes: a Home Again microchip,
set of shots, deworming, heartworm
testing (if old enough), spay or neuter, and
a one-year rabies shot (if old enough). All
dogs adopted must leave with a county license
at an additional cost of $17; this fee is
cash only. Adoption fees can be paid by cash
or credit card.
Mae
How cute is this
girl? This is Mae. She
was found out and
alone and brought to
the shelter so she can
find her wonderful
forever home. Mae
has an estimated
birthdate of May 15,
2023. She is an absolute
sweetheart and loves all the staff and
volunteers at the shelter. She is a flirty girl
and will usually roll around and show her
belly when she gets love and pets. She also
is very playful. She is a big fan of feather
toys and anything with catnip in it.
She has met several other kitties at the
shelter and is interested in them.
She should do well in a home with other
kitties, as well as dogs, if given slow and
proper introductions.
Mae would do well as an only kitty, too,
and would be a wonderful companion for a
single person or as part of a family.
The adoption fee is $100 for kittens up to
6 months old and $80 for cats 7 months and
older.
It includes: a FeLV/FIV test (if old
enough), spay or neuter, set of shots, deworming,
and a one-year rabies shot (if old
enough).
Fees can be paid by cash or credit card.
London K-9 unit to serve
as grand marshals
By Kristy Zurbrick
Madison Editor
The London Strawberry Festival is honoring
a law enforcement team as this year’s
parade grand marshals.
Officer Mike Combs, K-9 officer with the
London Police Department, and Ygor, the
department’s first canine officer, will lead
the parade on June 22 at 4 p.m.
Ygor, an 8-year-old Belgian Malinois, retired
from the police department on June 13
after seven years of service. He and Combs
were partners throughout that time.
“We couldn’t have asked for a better first
dog to serve the city of London,” Combs
said. “His obedience and his drive to work
was just phenomenal. He was the type of
dog you could take into the schools and let
kids pet him and pull on his tail all day, but
five minutes later he could apprehend a suspect.
He was perfect for the K-9 program.”
In 2023 alone, Ygor was called out on
dozens of narcotic searches, assisted with
three apprehensions of violent subjects, conducted
two building searches, assisted other
agencies inside and outside the city and
county, and performed four demonstrations
for school functions.
While he is now retired, Ygor continues
to live with Combs as a family pet, along
with the family’s Weimaraner and the police
department’s newly certified K-9,
Cento, another Belgian Malinois. Combs
and Cento wrapped up training and the certification
process last week.
Combs has been a police officer for 16
years, all with the London department. He
said he had always wanted to work in law
enforcement.
“I come from a military family. It has
been my mindset my entire life,” he said.
In addition to being London’s K-9 unit
handler/officer, Combs has served as a certified
defensive tactics instructor, a firearms
instructor, and the city’s first field training
Officer Mike Combs, K-9 officer with the
London Police Department, and Ygor,
the department’s first canine officer,
have been named grand marshals of
the 2024 London Strawberry Festival
parade.
officer.
He and his wife, Kenna, have two children
who graduated from London High
School—son Dylan who is now serving in the
U.S. Army and daughter Raighen who is
studying nursing and playing volleyball at
Clark State Community College. Kenna
serves as the city auditor.
Elementary Ag Day
On May 16, the Madison-Plains High
School FFA Chapter educated fifth-graders
about agriculture.
Chapter members set up four stations
around the Madison-Plains campus. They
covered farm equipment, plants, dairy, and
livestock.
Each rotation was 15 minutes long and
included activities, demonstrations, and
questions.
At the tractor station, the young students
were allowed to go into the equipment
and interact with it.
They then moved on to the plant station
where they planted sunflowers to take
home.
Next was the dairy station where they
learned how to make butter and were even
allowed to shake the jars.
Finally, at the livestock station, they saw
and learned about pigs and a cow/calf pair.
Whenever a teacher posed a question,
the young students would jump up and
down while raising their hands, excited
offer their guesses.
Kickin’ off Summer Bash
The London Lions Club first ever “Kickin off the Summer Bash”
was held on June 8 at Cowling Parking.
It was estimated that more than 200 people came to the family
friendly event which featured classic gams such as three legged
races, sack races, egg carry, and water balloon toss. The most popular
events were the face painting and balloon animals, as these
events had people waiting in line most of the afternoon.
Blue Star Farms, a local farm to table farmer, donated hamburger
patties for the crowd to enjoy. Other local businesses donated
hot dogs, buns, chips and water, along with prizes for the
games.
An event new to London was a Duck race. People paid to sponsor
rubber ducks for the race. The ducks were dropped off of the bridge
on Park Avenue and floated down the creek to a fence which
marked the ending spot. Even though the water level was down,
and the creek was somewhat grown in, all of the ducks eventually
made it to the finish line.
Seven-year-old Case Allen Fowler sponsored the winning duck,
and split the pot. With 50 ducks sponsored at $5 each, the youngster
won $125.
Lion Dee Jones, a new member of the London Lions, suggested
the event as a way to give the community something to enjoy.
She agreed to co-chair the event with Lion Michael Norman, and
a call was put out on social media for extra community volunteers,
in which a number of local residents showed up to help out.
“With this being the first time holding this event, I was unsure
what kind of turnout we would have”, said Jones. “To say I was extremely
pleased is an understatement. It made my heart very
happy to see so many smiling faces.
I love this town!”
The London Lions are already in discussions on how to make the
event in 2025 even better.
Benefits of rain barrels
www.madisonmessengernews.com
Rain barrels are a terrific way to save money and help the environment. Water collected in rain barrels can
be used for numerous things like watering lawns and gardens, washing cars, and much more. These water
collection systems, placed under downspouts to capture runoff from roofs, offer a plethora of ecological
advantages. Rain barrels contribute significantly to water conservation. A single barrel can save approximately
1,300 gallons of water during peak summer months. This reduction in water usage alleviates the
strain on municipal water supplies and cuts down on the energy required for water treatment and distribution.
Rain barrels play a crucial role in reducing stormwater runoff. In urban areas, rainwater that would otherwise
flow into storm drains often carries pollutants like oil, chemicals, and trash into local waterways.
Rain barrels help prevent these contaminants from reaching rivers and oceans, thus protecting aquatic
ecosystems, and reducing the burden on wastewater treatment facilities. By storing rainwater for later use,
rain barrels mitigate the volume and speed of water that would otherwise erode landscapes and overwhelm
drainage systems during heavy rains. The use of rainwater for gardening is an eco-friendly alternative to
tap water. Plants benefit from the absence of chlorine and other additives found in treated water, promoting
healthier growth, and reducing the need for chemical fertilizers. Rain barrels are a cost-effective, eco-conscious
solution for households looking to contribute to environmental sustainability. Visit madisonsoilandwater.com
