More music, plenty of food options, new children’s activities—this
year’s Summer Jam has it all.
Hosted by the Mount Sterling Chamber of Commerce, Summer
Jam is a three-day festival that takes place on the streets of downtown
Mount Sterling. Dates and hours are June 13 from 5 to 10
p.m., June 14 from 5 to 11 p.m., and June 15 from 12 to 11 p.m.
Music
New this year is an additional location to hear live music—the
gazebo across from town hall. Two solo acts and a trio are slated to
entertain there, including: Mount Sterling resident Tiger Wyatt
performing country music; Toadstool Shadow, a folk trio out of
Chillicothe; and country and midwestern artist West Taylor, a
Mount Sterling native now living in Columbus.
“The gazebo is a way to incorporate more music than we have in
the past. This way, there will be music going at all times somewhere
at the festival,” said Barbie Wallace, one of the event organizers.
Bands slated to perform at the stage near Hammer Time Pub,
27 S. London St., include Tiger Wyatt, the bluegrass group Drivin’
23, the local classic rock, pop, and country band Lake Effect, and
Distorted Silence playing originals and rock covers from the 1970s
to now.
The music lineup at the stage near the Mount Sterling Masonic
Lodge, 48 N. London St., includes Colt & The 45s and Bodie &
Jameson. Both are groups comprised of local youths performing
publicly for the first time.
Food and Shopping
The food options at the festival are many and varied. The Mount
Sterling Eagles Youth League will sell goodies including pulled
pork, walking tacos, and macaroni and
cheese. The First United Methodist Church
is back with their famous sugar waffles. The
Masonic Lodge will sell lemonade shakeups.

On Saturday afternoon, Crossroads Cottage
is sponsoring Kids Camp on the town
hall lawn where children ages 2 to 17 years
old can play plinko for a chance to win
camping- and Bigfoot-themed prizes.
Each day of the festival, Mt. Sterling OH
Rocks will hide 30 painted rocks around the
festival. Children ages 2 to 17 years old can
turn in rocks at the information booth to
claim prizes.
Amusement rides will be set up all three
days. A $15 wristband will be good for unlimited
rides from 1 to 4:30 p.m. Saturday
only. The rides will shut down from 4:30 to
5:30 p.m. on Saturday per state mandate.

The West Jefferson July 4th Streetfest Committee

Eastgate Avenue. Antique cars, walkers, pet entries,
and decorated bicycles will assemble at the Professional

At the end of the parade, military units will turn left

• Living on Another World. This Armstrong Air &
Space Museum program is set for June 12, 3:30-4:30
p.m. Experienced educators will deliver this hands-on
program which geared toward children in grades 4-8.
Learn what life on other planets might be like by experimenting
with tools needed to live on alien worlds.
• Take and Make: Butterflies. Pick up a kit on June
14 while supplies last.
• Thurber House Writing Workshop for Kids: Candy
Creation. June 15, 10:30-11:30 a.m. Write and draw

The Public Utilities Commission of Ohio has scheduled a public hearing in
Case No. 22-693-EL-ABN, In the Matter of the Application of Ohio Power
Company for Authority to Abandon Electric Service Lines, Pursuant to Ohio
Revised Code Sections 4904.20 and 4905.21. Ohio Power Company d/b/a
AEP Ohio (AEP Ohio) alleges that on May 19, 2022, Nationwide Energy
Partners, LLC (NEP) requested that AEP Ohio abandon distribution facilities
at the Northtowne Apartments (Northtowne) in Columbus, Ohio in order for
NEP to establish master-meter service on the property. AEP Ohio asserts that it
has exclusively provided electric distribution services to Northtowne, noting
that service has been provided via distribution facilities at the property such as
distribution lines, conduit, meters, riders, and transformers. AEP Ohio believes
that NEP’s conversion request would require AEP Ohio to abandon such distribution
facilities on the property, resulting in termination of AEP Ohio’s exclusive
service to its existing 293 customers at Northtowne. AEP Ohio argues that
such abandonment would be against the welfare of the public, as contemplated
under R.C. 4905.21. Additionally, AEP Ohio states that, to the extent that it is
required to convert Northtowne to master-meter service from NEP, it intends
to provide a single point of primary service to the perimeter of the Northtowne
property line rather than providing 59 secondary service points, which is the
current configuration on the property.
An evidentiary hearing in this proceeding will commence on June 24, 2024, at
10:00 a.m., at the offices of the Commission, Hearing Room 11-A, 180 East
Broad Street, 11th Floor, Columbus, Ohio 43215.

Jeffrey K. Vallery, 66, of South Charleston, Ohio, died on May
28, 2024, in Springfield Regional Medical Center, surrounded by
his loving family. Born on Dec. 10, 1957, in Springfield, he was a
son of Edwin Vallery and Suzanne (Rothe).
A lifelong farmer, Jeff was also a truck driver and had worked
at the London Correctional Institution. He loved farming, playing
cards with his friends, but most of all he enjoyed spending time with
his family.
Survivors include: his son, David (Angela) Vallery; daughter,
Julie (Jason) Plank; grandchildren, Ava Vallery, Steele Plank, and
Kayla Ison; step-mother, Rita Vallery; aunts and uncles, Carolyn
Wilson, Carl (Sharon) Vallery, Norma (Donald) Hux, John Vallery,
Linda Seaburn and Marion (Debbie) Vallery; numerous nieces,
nephews, and cousins; and many, many friends.
Jeff was preceded in death by his mother, Suzanne Howsmon;
father, Edwin Vallery; brother, Steve Vallery; and his best fourlegged
companion, Harley.
Private graveside services were held at the convenience of the
family in Kirkwood Cemetery, London. A celebration of Jeff’s life will
be held on June 22 from 1 to 5 p.m. at 10665 Charleston-Chillicothe

Louise G. Brown, 93, of London, Ohio, passed away in the arms
of her family on May 30, 2024, at London Health and Rehabilitation.
Born on April 16, 1931, in Tazewell, Virginia, she was a daughter
of Arthur Compton and Ginnie (Johnson) Compton.
Louise worked for General Motors on the production line for 24
years. As ornery as they come, Louise was no stranger to playing a
prank on others. She loved the color purple and always felt her best
while wearing it. Additionally, Louise was a bingo player; however,
bingo was never recreational to her, but rather more of a competitive
sport. She would always strive to be the best player she could
be and never settle for anything less!
She enjoyed the musician that the facility brought in. Loved all
the activities, outings, and parties that were provided by London

Phillip Lee Henry, 82, of London, Ohio, formerly of
Marysville, died on May 31, 2024, in Doctors West Hospital,
surrounded by his family. Born on Jan. 15, 1942,
in London, he was a son of Everett Lee Henry and Mary
Jean (Graves) Henry.
Phil had worked professionally in agriculture sales.
An avid golfer, Phil was always in search of the most
beautiful courses. Both Phil and his wife, Mary Ann,
loved traveling far and wide, although they always found
themselves revisiting the scenic spot of Myrtle Beach,
which always remained one of their favorite destinations.
He is survived by: children, Todd (Celia) Henry of
Canal Winchester, Sean Henry of London, and Sondra
Henry of London; grandchildren, Phillip (Heather)
Henry, Beth (John) Yao, Christopher (Laura) Henry,
Tamar (Todd) Helber, Josiah (Joni) Henry, Tyler Henry;
15 great-grandchildren; sisters, Sondra (Rich) Hays, Barbara

and nephews, including Andy Hunter who was like a son
to him; sisters-in-law, Joyce Jones and Debbie Wilson.

Kenneth D. Lambert Sr., 89, of South Vienna, Ohio,
went home to be with the Lord on June 1, 2024, in his residence.
Born on Dec. 31, 1934, in Madison County, he was
a son of Roy Lambert and Roberta (Lindsey) Lambert.
A United States Air Force Veteran, Kenny served our
country from 1956-1960. Following his time in the service,
he worked in maintenance for the former Purex/Dial
Corp. A devoted Christian, Kenny was a member of
Newport Church of Christ in Christian Union. Fair season
was always the highlight of each year for Kenny. He

Kenneth Lambert
PAYNE
Donald Jay “Donnie” Payne, 74, of London, Ohio,
passed away peacefully with his loving family and
friends by his side on June 3 after a brief battle with
cancer. Born on March 29, 1950, in London, he was a
son of the late Matthew Payne and Hazel Payne.
A graduate of the former Madison South High
School, he later graduated from Penn State with a degree
in blacksmithing and began working as a farrier.
He spent the bulk of his career working for Ross Laboratories
where he retired from, but his true love was his
equine work. Donnie was THE farrier in and around
central Ohio for over 40 years. A member of the United
States Trotters Association (USTA), Donnie was an avid
horse lover who had a unique and special touch. Additionally,
Donnie was a silent deacon for Fountain of
Truth Ministries in London.
He had a beautiful smile and contagious laughter
and certainly never met a stranger. Donnie’s sudden
passing has left a void in the lives of his family, friends,
and the many horse owners of Madison County and surrounding
counties who always looked forward to his talent,
advice, and kindness.
Survivors include: his son, Nathan Payne, and daughter,
Britney Payne; grandchildren, Kobi, Bryson, Reagyn,
and Alysia Payne; sister, Janet White, and brothers,
Richard “Dickie” and Rickey Payne; many nieces,
nephews, and cousins; and special friends, Vickie Mills
and John Osborne. Donnie was preceded in death by: his
parents; wife, Carla (Moody) Payne; son, Jayson Payne;
sister, Sue Ann Bowser; brothers, Tommy and David
Payne; and nephew, Allan Payne.
Donnie was loved by all and will be missed by many.
He was a very special man, and we know he is rejoicing
in heaven now with our loved ones.

June 6 in Fountain of Truth Ministries, London, with Pastor
Tyrone Artis officiating. Donnie will be interred in
Deercreek Township Cemetery at the convenience of his
