PAGE 10 - GROVEPORT MESSENGER - June 2, 2024 www.columbusmessenger.com Shelterhouse collaboration project starts this fall By Rick Palsgrove Groveport Editor A time is set for construction to begin on the new shelterhouse in Cruiser Park. “We will begin work on the shelter in September,” said Groveport Madison High School’s construction trades program instructor Chad Gibbs. “The school district and the city of Groveport have been working diligently on the plans and zoning.” Gibbs said the shelter will be completed by October. “The students will be able to 4 hours of work daily on the project,” said Gibbs. “Their morning will be dedicated to their academic classes.” The project is a collaboration between the city of Groveport and Groveport Madison Schools. The shelterhouse will be 16x20 feet in size and be located just west of the Cruiser Full rottle ursdays Obetz’s Full Throttle Thursdays return to Fortress Obetz, 2015 Recreation Trail, from 6-9 p.m. every Thursday (weather allowing) to Aug. 22. The city will fund the materials and the students in Groveport Madison High School’s construction trades program will do the design and construction work. “We’re waiting a cost proposal from the school district for materials,” said Groveport City Administrator B.J. King. “The relationship that we are building with the city and the community is priceless,” said Gibbs. “The students are getting real world experience. The students get to see how new applications are submitted for permits, flood plain, and elevations from surveyors are done. And how architectural drawings and inspections are done first hand. The walkway from the parking lot to the shelter was added which will meet all ADA standards also. This project is the Groveport city council Groveport City Council holds its regular meetings at 6:30 p.m. on the second and fourth Mondays of the month. Council holds its committee of the whole meeting on the third Monday each month at 5:30 p.m. Meetings are held in the municipal building, 655 Blacklick St., Groveport. About construction trades program The Groveport Madison High School construction trades program, which began in 2018, prepares students for careers in designing, planning, managing, building, and maintaining commercial, industrial and residential structures and infrastructures. Students in the program may continue into registered apprenticeship or traditional post-secondary programs. The students in the construction trades program have built several structures, including: the new visitors’ concession stand at Cruiser Stadium at Groveport Madison High School; a concession stand for the high school Cruiser baseball field; “cubbies” created in the dugouts of the Cruiser softball program where players can store batting helmets, batting gloves and field gloves; a playhouse for Little Cruisers Preschool; a deck at the softball concession stand; Adirondack chairs; garden sheds; a project for the Groveport Madison Area Community Choir; 10x10 barn sheds; raised planters; birdhouses that were donated to the wildlife department; projects at the high school for classrooms; and personal projects students keep. Funds sought for intersection project By Rick Palsgrove Groveport Editor The intersection of State Route 317 and Firehouse Lane could get more improvements. Groveport City Council is considering legislation authorizing City Administrator B.J. King to apply for funding through the Ohio Public Works Commission for the Phase Two improvements at the intersection. According to Groveport City Engineer Steve Farst, the Phase One improvements were done in 2018-19. That improvement included construction of the following: southbound right turn lane into the Groveport Madison High School campus; pedestrian accommodation with sidewalks, crosswalk and pedestrian signals; new traffic signal equipment including controller, signal poles/mast arms, signal heads; and a preemption system to accommodate MTFD emergency response. “The Phase One project cost was $567,772, which was funded from an OPWC grant and loan to the city of Groveport and from local contribution from Madison Township and the Ohio Facilitates Construction Commission (through Groveport Madison Schools) for ‘Site Access Safety Improvements,’” said Farst. He said the Phase 2 improvements would include modification to the northbound and southbound left turn lanes to: realign them to a position similar to the intersection at Directors Boulevard (known as “positive-offset”); and to extend the length of the southbound left turn lane to provide for more vehicle storage, and to include modifications to traffic signal equipment for the changes. Other ancillary improvements may be included related to pavement resurfacing of the intersection area. “The cost estimate (for Phase Two) is not yet completed as the conceptual layout is under review,” said Farst. “Aside from a possible grant/loan from the OPWC, funding sources are under review.” Farst said the start and completion dates for the project depend of the success of the application for funding assistance from the Ohio Public Works Commission. “The intent is to possibly submit the OPWC funding application this year, in late August,” said Farst. “The outcome of an application filed this season, will not be known until December 2024. If the project were awarded funds, and subject to Groveport City Council approval of the annual budget to include this project, the construction of the project could begin as early as late 2025, but more likely begin in spring 2026.” Farst said the improvements are needed because the current intersection layout is based on an older out-of-date ODOT design standard in place when the highway was designed and constructed in the 1970s. “Due to traffic volume growth over time as a result of local and regional changes in land-use, population, jobs, and businesses, traffic conditions are such that the improvement is now appropriate,” said Farst. “The project will make the intersection more efficient for movement of traffic, reduce delays, and provide added safety.” FREE Groveport Messenger We are the BEST community newspaper! www.columbusmessenger.com Safe Exchange Zone The Groveport Police Department, 5690 Clyde Moore Drive, in Groveport. has created an area in its parking lot to give residents and visitors a safe location to conduct child custody exchanges, property exchanges, or a safe area to meet someone that you may not be familiar with and/or feel unsafe around in private. The “Safe Exchange Zone” gives individuals an area where they are being recorded with video surveillance cameras located on the police department building, just in case something should happen during the exchange period between individuals. This area is marked with a sign on the southeast part of the building that has multiple security cameras monitoring the parking lot 24 hours a day. There is also a Call Box located by the front entrance doors. This call box will dial a designated phone number inside the police department when the button on the box is pushed and, if an officer is not at the police department during this initial call, the call box will immediately send the call to Franklin County Sheriff’s Department to notify the police dispatchers of the need for a Groveport Police officer at the police department.
