Shelterhouse collaboration project starts this fall<br />

A time is set for construction to begin on<br />
the new shelterhouse in Cruiser Park.<br />
“We will begin work on the shelter in<br />
September,” said <strong>Groveport</strong> Madison High<br />
School’s construction trades program<br />
instructor Chad Gibbs. “The school district<br />
and the city of <strong>Groveport</strong> have been working<br />
diligently on the plans and zoning.”<br />
Gibbs said the shelter will be completed<br />
by October.<br />
“The students will be able to 4 hours of<br />
work daily on the project,” said Gibbs.<br />
“Their morning will be dedicated to their<br />
academic classes.”<br />
The project is a collaboration between<br />
the city of <strong>Groveport</strong> and <strong>Groveport</strong><br />
Madison Schools.<br />
The shelterhouse will be 16x20 feet in<br />
size and be located just west of the Cruiser<br />

from 6-9 p.m. every Thursday (weather<br />

Park (4677 Bixby Road) parking lot. The<br />
shelterhouse will be a wooden structure on<br />
a concrete pad.<br />
The city will fund the materials and the<br />
students in <strong>Groveport</strong> Madison High<br />
School’s construction trades program will<br />
do the design and construction work.<br />
“We’re waiting a cost proposal from the<br />
school district for materials,” said<br />
<strong>Groveport</strong> City Administrator B.J. King.<br />
“The relationship that we are building<br />
with the city and the community is priceless,”<br />
said Gibbs. “The students are getting<br />
real world experience. The students get to<br />
see how new applications are submitted for<br />
permits, flood plain, and elevations from<br />
surveyors are done. And how architectural<br />
drawings and inspections are done first<br />
hand. The walkway from the parking lot to<br />
the shelter was added which will meet all<br />
ADA standards also. This project is the<br />
<strong>Groveport</strong> city council<br />
<strong>Groveport</strong> City Council holds its regular<br />
meetings at 6:30 p.m. on the second and<br />
fourth Mondays of the month. Council<br />
holds its committee of the whole meeting<br />
on the third Monday each month at 5:30<br />
p.m.<br />
Meetings are held in the municipal<br />
building, 655 Blacklick St., <strong>Groveport</strong>.<br />

first of many to be done for the community<br />
by <strong>Groveport</strong> Madison High school students.<br />
The students cannot wait to build a<br />
structure for the community to enjoy.”<br />
“This is a volunteer effort by the students,”<br />
added King. “It is a learning experience<br />
for them and a source of pride for<br />
them in the community. They are learning<br />
valuable skills in construction and learning<br />
about the permit process, which will help<br />
them in their future occupations.”<br />
King said the city hopes to work with<br />
the construction trades program on future<br />
projects as well.<br />
About construction trades program<br />
The <strong>Groveport</strong> Madison High School<br />
construction trades program, which began<br />
in 2018, prepares students for careers in<br />
designing, planning, managing, building,<br />
and maintaining commercial, industrial<br />
and residential structures and infrastructures.<br />
Students in the program may continue<br />
into registered apprenticeship or traditional<br />
post-secondary programs.<br />
The students in the construction trades<br />
program have built several structures,<br />
including: the new visitors’ concession<br />
stand at Cruiser Stadium at <strong>Groveport</strong><br />
Madison High School; a concession stand<br />
for the high school Cruiser baseball field;<br />
“cubbies” created in the dugouts of the<br />
Cruiser softball program where players can<br />
store batting helmets, batting gloves and<br />
field gloves; a playhouse for Little Cruisers<br />
Preschool; a deck at the softball concession<br />
stand; Adirondack chairs; garden sheds; a<br />
project for the <strong>Groveport</strong> Madison Area<br />
Community Choir; 10x10 barn sheds;<br />
raised planters; birdhouses that were<br />
donated to the wildlife department; projects<br />
at the high school for classrooms; and<br />
personal projects students keep.<br />
Funds sought for intersection project<br />

The intersection of State Route 317 and<br />
Firehouse Lane could get more improvements.<br />
<strong>Groveport</strong> City Council is considering<br />
legislation authorizing City Administrator<br />
B.J. King to apply for funding through the<br />
Ohio Public Works Commission for the<br />
Phase Two improvements at the intersection.<br />
According to <strong>Groveport</strong> City Engineer<br />
Steve Farst, the Phase One improvements<br />
were done in 2018-19. That improvement<br />
included construction of the following:<br />
southbound right turn lane into the<br />
<strong>Groveport</strong> Madison High School campus;<br />
pedestrian accommodation with sidewalks,<br />
crosswalk and pedestrian signals; new<br />
traffic signal equipment including controller,<br />
signal poles/mast arms, signal<br />
heads; and a preemption system to accommodate<br />
MTFD emergency response.<br />
“The Phase One project cost was<br />
$567,772, which was funded from an<br />
OPWC grant and loan to the city of<br />
<strong>Groveport</strong> and from local contribution<br />
from Madison Township and the Ohio<br />
Facilitates Construction Commission<br />
(through <strong>Groveport</strong> Madison Schools) for<br />
‘Site Access Safety Improvements,’” said<br />
Farst.<br />
He said the Phase 2 improvements<br />
would include modification to the northbound<br />
and southbound left turn lanes to:<br />
realign them to a position similar to the<br />
intersection at Directors Boulevard (known<br />
as “positive-offset”); and to extend the<br />
length of the southbound left turn lane to<br />
provide for more vehicle storage, and to<br />
include modifications to traffic signal<br />
equipment for the changes. Other ancillary<br />
improvements may be included related<br />
to pavement resurfacing of the intersection<br />
area.<br />
“The cost estimate (for Phase Two) is<br />
not yet completed as the conceptual layout<br />
is under review,” said Farst. “Aside from a<br />
possible grant/loan from the OPWC, funding<br />
sources are under review.”<br />
Farst said the start and completion<br />
dates for the project depend of the success<br />
of the application for funding assistance<br />
from the Ohio Public Works Commission.<br />
“The intent is to possibly submit the<br />
OPWC funding application this year, in<br />
late August,” said Farst. “The outcome of<br />
an application filed this season, will not be<br />
known until December <strong>2024</strong>. If the project<br />
were awarded funds, and subject to<br />
<strong>Groveport</strong> City Council approval of the<br />
annual budget to include this project, the<br />
construction of the project could begin as<br />
early as late 2025, but more likely begin in<br />
spring 2026.”<br />
Farst said the improvements are needed<br />
because the current intersection layout is<br />
based on an older out-of-date ODOT design<br />
standard in place when the highway was<br />
designed and constructed in the 1970s.<br />
“Due to traffic volume growth over time<br />
as a result of local and regional changes in<br />
land-use, population, jobs, and businesses,<br />
traffic conditions are such that the<br />
improvement is now appropriate,” said<br />
Farst. “The project will make the intersection<br />
more efficient for movement of traffic,<br />
reduce delays, and provide added safety.”<br />
