RST MoF Annual Report 2021
The Reform Support Team at the Ministry of Finance of Ukraine (Recovery and Reform Support Team, RST) commenced its work in October 2016. The RST provides coordination, analytical and communication support to the reforms implemented by the Ministry of Finance of Ukraine. It ensures the coherence of the actions of all stakeholders - government, international donors, public experts, private sector and other stakeholders. The RST is a part of the Ukraine Recovery and Reform Architecture (URA). URA is a comprehensive technical assistance programme deployed by the European Bank for Reconstruction and Development (EBRD), in partnership with the European Union, to support critical recovery and reform processes in Ukraine. URA is financed from the Ukraine Stabilisation and Sustainable Growth Multi- Donor Account (MDA) managed by the EBRD. Contributors to the MDA are Austria, Denmark, Finland, France, Germany, Italy, Japan, Latvia, the Netherlands, Norway, Poland, Sweden, Switzerland, the United Kingdom, the United States and the European Union, the largest donor. IMPROVEMENT OF INTERNATIONAL FINANCIAL COOPERATION PROCESS
ENHANCED EFFECTIVENESS AND
TRANSPARENCY OF THE MOF
PROCESSES
The RST provided support to the MoF in reviewing
procedures on IFI projects and preparing process
infographics in accordance with the best management
standards and practices.
The RST supported the MoF in the analysis of the project cycle procedures in
accordance with the CMU resolution № 70 dated January 27, 2016 and
prepared the relevant description of the processes and visualization, which
makes the procedures more transparent and contributes to the unification of
approaches and systematization of the processes.
In addition, the RST prepared the checklists that are successfully used in the
preparation and implementation of IFI projects.
The aforementioned documents sustainably improved the
transparency of IFI projects preparation and
implementation processes.
