The George A. Katz Torch of Learning Award is presented annually to a distinguished<br />

member or members of the legal community in recognition of outstanding leadership,<br />

professional achievement, and commitment to civic and social causes in dedication to<br />

the betterment of humanity. The award is conferred upon exemplary individuals who<br />

uphold the high ideals and philanthropic commitment embodied by the late George A.<br />

Katz (z”l). A co-founder of Wachtell, Lipton, Rosen & Katz, George was a renowned<br />

philanthropic leader and longstanding supporter of the Hebrew University, along with<br />

his wife, Frances R. Katz, a member of AFHU’s National Board of Directors.<br />

SCOTT A. EDELMAN is Chairman of Milbank LLP and a member<br />

of the firm’s Litigation & Arbitration Group. Mr. Edelman specializes in<br />

high-stakes, bet-the-company litigation and trials across several substantive<br />

areas of the law, including securities, commercial and white collar.<br />

Over the course of his career, Mr. Edelman has taken more than 18 cases<br />

to trial and argued dozens of appeals. In 2017, Mr. Edelman was inducted<br />

as a fellow into The American College of Trial Lawyers (ACTL).<br />

Mr. Edelman joined Milbank in 1994 and became a partner in 1995.<br />

Prior to joining Milbank, he served as an Assistant United States Attorney in the Southern<br />

District of New York from 1990 to 1994. Mr. Edelman started his career at Wachtell, Lipton,<br />

Rosen & Katz. He received his law degree from Harvard Law School, where he was a member of<br />

the Harvard Law Review and a John Olin Fellow in Law and Economics, and received his B.A.,<br />

summa cum laude, and M.A. degrees, both in Economics, from Yale University. Mr. Edelman is<br />

a member of the Board of Directors of the Legal Aid Society.<br />

As executive vice president, general counsel and chief compliance officer<br />

at Prudential Financial, ANN M. KAPPLER is the head of Law,<br />

Compliance, Business Ethics and External Affairs, leading a global team<br />

of over 1100 employees. She is a member of the Executive Leadership<br />

Team, and Operating and Enterprise Risk Committees. She was<br />

appointed in September 2020, after serving as the company’s deputy<br />

general counsel and head of External Affairs for six years.<br />

Prior to joining Prudential in 2009, Kappler was a partner at Wilmer<br />

Cutler Pickering Hale and Dorr in Washington, D.C., where she focused<br />

on emerging issues at the intersection of regulation, legislation and litigation. Her previous roles<br />

included litigation partner at Jenner & Block and general counsel at Fannie Mae.<br />

Kappler serves on the boards of directors of the Pro Bono Partnership (Treasurer) and the National<br />

Health Law <strong>Program</strong> (Chair), and is a member of the Board of Visitors of the Dartmouth College<br />

Rockefeller Center for Public Policy. Kappler has served on the boards of the Washington Lawyers<br />

Committee for Civil Rights and Urban Affairs, Appleseed Foundation, and Global Rights; and was<br />

a longtime member of the board of trustees of the Lowell School in Washington, D.C., where she<br />

served as chair. She has earned numerous awards including 2018 Executive Women of New Jersey<br />

Policymakers honoree, NJBIZ Law Power 50 2021–2023, ranked fourth on Attorney Intel’s Top<br />

25 General Counsels of 2023, 2023 NJ LEEP Community Impact Award, and was the recipient of<br />

the Women, Influence & Power in Law for In-House Thought Leadership by Corporate Counsel<br />

in 2023. She is a frequent speaker on topics such as legal and compliance best practices, diversity and<br />

inclusion, and is an advocate for workplace mental health issues.<br />

Kappler graduated from Dartmouth College, magna cum laude, and received her law degree<br />

from New York University School of Law, where she received the Alumnae Key Award and<br />

was a member of the Order of the Coif and editor-in-chief of the Law Review. She clerked for<br />

Court of Appeals for the D.C. Circuit Judge Abner Mikva and U.S. Supreme Court Associate<br />

Justice Harry Blackmun.<br />

PROFESSOR TOMER BROUDE<br />

Professor Tomer Broude is Dean of the Faculty<br />

of Law at the Hebrew University of Jerusalem,<br />

and the Bessie and Michael Greenblatt, Q.C.,<br />

Chair in Public and International Law at the<br />

Faculty of Law and Department of International<br />

Relations. He specializes in public international<br />

law and international economic law, particularly<br />

international trade and investment, human rights,<br />

dispute settlement, and development and cultural<br />

diversity. He has served as Academic Director of the<br />

Minerva Center for Human Rights at the Hebrew<br />

University of Jerusalem, and Vice-Dean of the<br />

Faculty of Law.<br />

He is the author and editor of several books as well as numerous articles that have<br />

appeared in leading academic journals such as International Organization, University<br />

of Pennsylvania Law Review, European Journal of International Law, Leiden Journal<br />

of International Law, Vanderbilt Law Review, Virginia Journal of International Law,<br />

International Journal of Cultural Property, Journal of World Trade, World Trade Review,<br />

and the Journal of International Economic Law. He is an Editor of the Journal of<br />

International Dispute Settlement and a General Editor of the Cambridge University<br />

Press book series on International and Economic Law (CITEL). He is one of the<br />

founders of the Society of International Economic Law, and a former member of its<br />

Executive Council.<br />

He has taught at numerous law schools around the world, including the University of<br />

Toronto, the University of Virginia, the University of California-Los Angeles, Fordham<br />

Law School, Hong Kong University, McGill University, Melbourne Law School, the<br />

University of British Columbia and Gujarat National Law University. Recently, he was<br />

a distinguished fellow at the Munk School of Global Affairs and Public Policy at the<br />

University of Toronto (2020-2022); and a fellow at the Berlin-based research group<br />

“The International Rule of Law—Rise or Decline?”<br />

Hebrew University’s Faculty of<br />

Law is Israel’s world-renowned<br />

flagship of legal education and<br />

research. From questions of religion<br />

and state, constitutional law and<br />

intellectual property, to the educational<br />

philosophy of Jean-Jacques Rousseau<br />

and the plight of asylum seekers, the<br />

discussions held at Hebrew University’s<br />

Faculty of Law are wide-ranging.<br />

Hebrew University’s Faculty of Law is the nation’s most dynamic. ‘Classic’ legal<br />

research is conducted along with trailblazing programs in international law, multidisciplinary<br />

studies, and human rights research. Alumni include the majority of<br />

Israel’s former Supreme Court justices (many now faculty members), legislators,<br />

attorneys-general, social activists, and heads of NGOs.<br />

One trend which sets Hebrew University and the Law Faculty apart is its strong<br />

emphasis on international, comparative and Jewish law. The Faculty’s goal is to train<br />

students to perform in a global economy and a global political environment. The<br />

Faculty hosts twenty visiting professors and legal scholars annually and encourages<br />

students to spend a semester abroad so they may contextualize and see what is<br />

happening elsewhere. In conjunction with nine other law schools, the Law Faculty<br />

operates a Center for Transnational Legal Studies in London.<br />

Broadening horizons—creating not simply good lawyers, but also well-rounded<br />

individuals—finds expression in Hebrew University’s emphasis on interdisciplinary<br />

studies. More than half the students are enrolled in dual degree programs. The<br />

Faculty’s philosophy is that students cannot be law students without knowing<br />

anything about the substantive context in which they operate. Whether graduates<br />

eventually enter the public or private sector, their legal expertise is nurtured, as is<br />

their sense of social responsibility and leadership.<br />

He has been appointed to the indicative list of governmental and nongovernmental<br />

panelists to hear WTO disputes and the list of Israeli arbitrators under the Israel-<br />

MERCOSUR Free Trade Agreement. He was also appointed by the government of<br />

Canada to the roster of NAFTA Chapter 19 (Trade Remedies) Panelists (now Chapter<br />

10 of the USMCA). He is a member of Israel's Trade Remedy Advisory Board. Most<br />

recently, he was appointed as an arbitrator in the Xi'an Arbitration Commission.<br />

COMFORT IN COMMUNITY,<br />

STRENGTH IN SOLIDARITY<br />

On October 7th, our world changed.<br />

As Israel and her friends continue to grapple with the evil witnessed on that day, the<br />

ensuing war, and the reverberations of antisemitism felt around the world, the Hebrew<br />

University of Jerusalem has set a course to prevail in the face of the current difficulties,<br />

and to continue to build a better and more just future by advancing knowledge through<br />

research and innovation. The University is continuing to address the immediate and<br />

long–term needs of HU students and the wider community, while also pursuing its core<br />

mission—to generate life-changing research and educate future leaders.<br />

The We Are One campaign, established on October 9, 2023, continues to support the<br />

HU community through the provision of mental health services for all who need help,<br />

including students and faculty members from southern Israel and those returning to<br />

campus from active military duty. Donations to the campaign are supporting students in<br />

distress, providing legal and advocacy assistance to families of the hostages, and helping<br />

to host displaced school-age children in safe spaces on its campuses.<br />

In addition, We Are One is funding unique scholarships for the 5,000+ reservists<br />

who have begun rotating out of active duty to resume their studies, as well as<br />

supporting their integration back into their courses through academic assistance<br />

with services such as group study sessions, tutoring, and recorded classes.<br />

Rebuilding the Future<br />

In addition to the core elements above, the Hebrew University has added three key<br />

initiatives to We Are One with the goal of contributing to rebuilding community,<br />

restoring hope, and securing the future of Israel:<br />

Arabs and Jews: Building a Shared Society – The University perceives diversity as a<br />

condition for academic excellence and essential to fully realizing human potential. The<br />

events of October 7th, and those that followed, have badly shaken Israeli society and<br />

negatively impacted the relations between Arabs and Jews. The University will offer<br />

a number of programs—existing and new—to recommit to a diverse, inclusive, and<br />

equitable environment for all, with the goal of creating a model to restore shared society<br />

throughout Israel.<br />

Partnership to Strengthen the Southern City of Ofakim – In 2022, Hebrew<br />

University’s Robert H. Smith Faculty of Agriculture, Food, and Environment began<br />

a partnership with the city of Ofakim, which was struggling with the loss of its textile<br />

manufacturing base to overseas competitors. Located in the south of Israel, 15 miles<br />

from the Gaza border in Israel’s agricultural hub, Ofakim was devastated by the October<br />

7th attacks. Today, Ofakim’s leaders and University faculty have recommitted to their<br />

shared vision of restoring academic and economic opportunities for the city’s residents by<br />

advancing agriculture-related education, and agri-tech development and innovation.<br />

While there is much work to be done, we are committed to serving Israel by continuing to<br />

pursue knowledge, cultivate leadership, and share our discoveries and achievements with<br />

the world. We are deeply grateful for the outpouring of support we have received from<br />

our friends since October 7th, and we hope that you will continue to support these further<br />

initiatives.<br />

Mental Health and Resilience – The University is seeking to establish two integrated<br />

programs that will pursue basic and translational research, professional development, and<br />
