Es lässt sich somit sagen, dass der Vorwurf, die Kernenergie sei zu teuer und zu langsam als Lösungsbaustein für Klimaschutz und Energieversorgung mit einem umfassenderen Vergleich widerlegt werden kann. Research and Innovation 31 Nuclear Enabled Co-Generation from a Regulatory and Safety Case Perspective › Howard Chapman, Stephen Lawton, Joseph Hargreaves Introduction Global action to mitigate climate change is essential for our long-term prosperity. Climate change is already affecting many areas of the world which are beginning to experience extreme weather events more frequently and with greater severity. Within the United Kingdom (UK) there have been recent cases of significant flooding and the hottest summer on record in 2022 causing widespread issues with vital infrastructure, transport and drought. In fact, from 2024 the UK is considering naming heatwaves, like they do for storms, as a way to raise awareness of them. As part of the response to this global situation the UK has produced A Net Zero Strategy [Reference 1] , which is supported by The Ten Point Plan for a Green Industrial Revolution [Reference 2] , Industrial Decarbonisation Strategy [Reference 3] and plan for decarbonising transport [Reference 4] . To appropriately respond to climate change, so that we can maintain our comfort on this planet, we need to radically change the way in which we produce and consume the energy we use. The challenge in this approach is to find new ways to modify our energy systems, to decarbonise them whilst also ensuring they are sustainable to continue providing for us and our future generations. Following changes in the UK emissions targets in 2018, nuclear energy has been identified as an essential part of the UK’s future energy mix and explicitly stated in the Net Zero Decarbonisation Strategy and associated plans [Reference 1 and 2] . Nuclear is low carbon, reliable and able to safely provide an abundant supply of energy. It can play a major role in supporting the transition away from fossil fuels to a green, sustainable and low carbon future. While gigawatt scale nuclear reactors have traditionally been used for electricity generation, there are examples of nuclear energy being used in other industrial processes such as; chemical production, paper making, desalination of sea water, supplying heated steam energy and district heating. Currently designers of Small Modular Reactors (SMRs) and Advanced Modular Reactors (AMRs) are proposing reactor technologies which have smaller power outputs ( between 20 and 300 MW) and offer high flexibility in their operations, so they can provide energy for applications beyond electricity production. This approach of using advanced nuclear technologies to produce high temperature steam in an economical way can be an alternative to our current reliance on fossil fuels. At present there is particular focus on how nuclear energy can be used for industrial process heat, low carbon hydrogen production and synthetic fuel production. National Nuclear Laboratory (NNL) is undertaking a research and development programme to demonstrate that nuclear enabled hydrogen and other industrial processes can use nuclear energy to support our future clean energy systems. Within the nuclear industry a robust safety and security demonstration has always been the key to the successful deployment of a new reactor technology. This demonstration of safety will remain important to facilitate a new approach where industrial facilities can be deployed in a co-generation arrangement with a nuclear reactor as the principal heat engine. This paper provides an insight into nuclear enabled co-generation from a regulatory and safety case perspective. Co-generation Co-generation is a method of using a single source of energy to produce power and thermal energy in an efficient manner. In this case the energy source will be a nuclear reactor which generates heat through a controlled fission reaction. For existing power plants (both nuclear and conventional), a great deal of the heat energy is lost to the environment. Being able to make use of wasted heat energy for other processes and applications would be incredibly valuable to supporting decarbonisation, improving plant economics, increasing capacity and allow for flexibility in our energy systems. To realise this arrangement additional plant and equipment will be required to extract heat from the reactor, which will be used to support the production of hydrogen, provide process heat and aid chemical production.
