New survey sheds light on French support for hunting

Over half of the survey participants 

(54 per cent) reported being at least 

somewhat familiar with hunting practices 

and the corresponding legal framework in 

France, indicating a considerable level of 

public awareness. 

International Hunting and Conservation 

The survey also explored the public’s 

stance on the acceptability of importing 

parts of animals legally hunted abroad 

(e.g., horns, antlers), highlighting that 58 

per cent of respondents were supportive 

or neutral, especially when such practices 

contribute to conservation efforts and 

comply with international regulations. 

Contrasting Public Opinion and 

Legislative Proposals 

These findings stand in stark contrast to 

previous claims by the Humane Society 

International (HSI), which suggested 

a vast majority of the French public 

supported a ban on the import of hunting 

trophies. The survey emerges amidst 

political discussions aimed at restricting 

the movement of hunting trophies in and 

out of France, sparking a broader debate 

on the subject. 

Business and Policy Implications 

This survey’s results could have 

significant implications for businesses 

within the hunting and conservation 

sectors, as well as for policymakers. The 

general acceptance and understanding 

of hunting within legal bounds suggest 

a stable environment for businesses 

operating in these sectors, potentially 

fostering growth and innovation in 

sustainable hunting and conservation 

practices. 

Moreover, the nuanced perspective of 

the French public towards trophy hunting 

and its role in conservation efforts offers 

a critical insight for policymakers. It 

suggests that future legislative efforts 

could benefit from considering the 

complexities of hunting’s contribution to 

conservation and the sustainable use of 

wildlife resources. This approach could 

facilitate a more balanced and informed 

discourse on hunting regulations,

Dear Rob, 

Thank you for the continued 

distribution of GTW – 

always an interesting read. 

In this month’s issue, 

however, I feel I should 

question your article on page 

32 ‘Shifting to lead free ammo 

for airguns’. 

Lead still provides the 

only practical solution 

as a material for airgun 

ammunition: it possesses the 

best combination of density 

and malleability to provide 

energy and accuracy – both of 

which are crucial. 

The Food Standards 

Agency concluded that eating 

lead shot game on a weekly 

basis should be avoided by 

three categories of person: 

pregnant women, children 

going through puberty 

and those suffering from 

hypertension (high blood 

pressure). There was no direct 

causal relationship proved 

between ingestion of lead shot 

game and these vulnerable 

groups, but it was felt that 

there may be an increased 

probability. The reality is 

that there is not enough lead 

shot game in the country for 

the population to eat it more 

than once every couple of 

years, so the FSA warning is 

purely theoretical. 

As far as I am aware, 

there is no evidence that lead 

from airgun pellets as ever 

contaminated soil and water 

bodies to the extent that it has 

caused a threat 

to wildlife or 

humans.

have airgun 

ammunition 

kept outside 

the scope 

of the 

imminent 

ban on 

lead in ammunition; this is 

mainly because alternatives 

to lead are ineffective,

alternatives are as numerous 

as they are practical, which is 

not the case. 

Were the proposed lead shot 

ban to include airgun 

ammunition it would be 

devastating to the airgun 

industry and that is no 

exaggeration.

INDIANA AND UTAH GOVERNORS ENACT LAWS 

TO PROTECT SECOND AMENDMENT PRIVACY 

In a significant move to safeguard 

Second Amendment rights, 

Governors Eric Holcomb of 

Indiana and Spencer Cox of Utah 

have recently signed into law new 

measures aimed at preserving the 

privacy of firearm and ammunition 

purchasers. These laws, strongly 

supported by the National Shooting 

Sports Foundation (NSSF), the 

firearm industry’s trade association, 

prohibit financial institutions from 

using a firearm-retailer specific 

Merchant Category Code (MCC) 

to monitor lawful firearm and 

ammunition transactions. 

The legislation, known as the Second 

Amendment Privacy Acts, was passed 

last week with Indiana’s HB 1084 and 

Utah’s HB 406. These laws emerge as 

a countermeasure against the potential 

exploitation of legal purchases for political 

aims or unlawful surveillance by corporate 

financial entities and government 

agencies. 

The creation of a firearm-retailer 

specific MCC, an initiative driven by 

antigun advocates and entities such as 

New York Times columnist Andrew Ross 

Sorkin and Amalgamated Bank, has raised 

concerns over privacy and the potential 

for undue government oversight. Critics 

argue that such measures could lay the 

groundwork for a national firearm registry, 

a move currently prohibited by federal law. 

Lawrence G. Keane, NSSF Senior Vice 

President & General Counsel, highlighted 

the urgent need for these protections, 

citing past overreaches by banks and 

the federal government that threaten 

Second Amendment and privacy rights. 

He commended both governors for their 

leadership in enacting laws that ensure 

citizens can exercise their constitutional 

rights without fear of being unjustly 

targeted or monitored. 

The passage of these laws in Indiana 

and Utah adds them to a growing list 

of states, including Florida, Idaho, 

Mississippi, Montana, North Dakota, 

Texas, and West Virginia, which 

have enacted similar protections. 

This legislative trend underscores 

a nationwide effort to secure the 

privacy rights of law-abiding gun 

owners against potential abuses. 

Amidst this backdrop, the 

U.S. Treasury’s Financial Crimes 

Enforcement Network (FinCEN) 

faced scrutiny for infringing Fourth 

Amendment rights by collecting data 

on gun and ammunition purchases 

around January 6, 2020, without just 

cause or warrants. This incident further 

fuels the debate over privacy rights and 

the extent of government surveillance. 

As the discussion continues, both 

federal and state-level efforts to protect 

Second Amendment privacy rights are 

gaining momentum, with several other 

states contemplating similar laws. The 

NSSF remains at the forefront of these

unprecedented 40,000 guests on day three, it’s safe to say that the 2024 edition of the 

Italian-based European Outdoor Show (EOS) was a resounding success. 

On an unseasonably warm February 

Monday, the EOS Show solidified 

its status as a premier event in the 

hunting, shooting, outdoor, and 

fishing sectors, drawing an unprecedented 

crowd of nearly 40,000 visitors on its third 

day. This surge in attendance not only 

highlights the passion for these activities 

but also emphasises the event’s success in 

gathering the finest from both local and 

international circles, with 40 countries 

represented and a total of 676 companies 

making their mark. 

The hunting and shooting sector 

experienced a significant boost, with 

295 direct exhibitors, marking a 19 per 

cent increase from the previous year. 

The presence of brands surged by 34 per 

cent, emphasising the sector’s vibrant 

growth and innovation. The Italian 

excellence in firearm manufacturing was 

particularly notable, with 48 producers and 

distributors, an increase of six from 2023, 

showcasing their latest advancements and 

contributions to the industry.

URGE WHITE HOUSE: 

STOP THE CHARADE WITH 

FIREARM EXPORT DELAY

It’s no surprise the Biden administration will go to great lengths to punish and pulverize 

the lawful and constitutionally protected firearm industry, including the millions of 

Americans who rely on the industry to exercise their Second Amendment rights. After all, 

the president started his campaign for 1600 Pennsylvania Avenue by deeming the nearly 

400,000 Americans who work in the firearm and ammunition business “the enemy.” 

The latest White House ploy is 

not only impacting the firearm 

industry domestically, but in 

other countries that rely on 

America. The gimmicks from the Biden 

administration present new national 

security concerns as well. The Commerce 

Department’s Bureau of Industry and 

Security (BIS) “paused” firearm exports 

to allow for a policy review to consider 

human rights, despite there already 

being strict end-to-end verifications and 

the ability for the State, Defense and 

Commerce Departments to halt an export 

license if an end-user cannot be certified. 

A “pause” was unnecessary and unjustified 

because BIS is continually assessing 

export licensing policies. It can walk and 

chew gum at the same time. 

The Biden administration’s BIS has 

drawn the ire of Congress because it is 

expected BIS will make the export “pause” 

a permanent policy. 

“And furthermore, just in a broader 

issue, we are not selling US arms in a 

vacuum. If we care about human rights… 

We want them buying from the United 

States where we do have appropriate 

oversight,” said US Rep. Michael Waltz 

(R-Fla.) in a recent Congressional 

hearing. 

The White House should heed his 

warning, but signs seem to suggest they 

have turned a blind eye. 

‘Pause’ and Effect 

The White House’s stated goal of the 

initial 90-day pause was to “further assess 

current firearm export control review 

policies to determine whether any changes 

are warranted to advance US national 

security and foreign policy interests.” 

However, it’s clear the decision was 

made to appease gun control activists 

pushing the president to “do more” 

to combat “gun violence,” including 

criminal and narco-terrorist violence in 

countries beyond US borders, including 

in Mexico. Besides, it isn’t lost on anyone 

in the firearm industry that it was the 

Biden administration that abandoned 

several billion dollars’ worth of arms 

in his botched and deadly Afghanistan 

withdrawal that ended up in the hands of 

the Taliban. 

Since the decision was made on a late 

Friday afternoon with hardly any advance 

warning, members of Congress have made 

their opposition to the decision known, 

including how backwards the logic is. 

In a letter to Under Secretary of 

Commerce for Industry and Security 

Alan Estevez, US Sen. Mike Lee (R- 

Utah) addressed the initial stated goal for 

The White House’s edict. 

“Over these past 90 days, however, our 

national security has not improved. In 

fact, it has rapidly deteriorated. Today, 

our country faces a situation where 

American servicemembers are subjected 

to a constant barrage of attacks from 

hostile terrorist groups, where our border 

is overwhelmed by an endless flow of 

illegal migrants, and where our defense 

supply base continues to be depleted at 

a shocking rate,” Sen. Lee wrote. “Of 

course, none of these threats to our 

national security were caused by the 

law-abiding Americans whose only ‘crime’ 

was to pursue a career in the firearms 

industry.” 

Members of the House of 

Representatives and Senate offered bills 

to stop the administration from taking 

further action, including Sen. Lee, who 

was joined on his bill by colleagues Sens. 

John Thune (R-S.D.), Cynthia Lummis 

(R-Wy.), Steve Daines (R-Mont.), Mike 

Braun (R-Ind.), Tom Cotton (R-Ark.) 

and Rick Scott (R-Fla.).

Minimal Impact Abroad, Large Impact at 

Home 

The firearm export 90-day pause expired 

at the end of last month. It is suspected 

BIS will publish its interim final rule in 

the beginning of March with a public 

comment period. Regarding “national 

security concerns” abroad, the pause 

should reveal very little. Notably, all 

firearm and ammunition exports are 

– and always were – subject to both 

Defense and State Department review, 

and either can halt the export if there 

are security or human rights concerns. 

This was the case for many years before 

the announced pause and remains the 

case today. Firearm and ammunition 

license applications undergo a 100 

percent end-user check by the BIS 

Office of Export Enforcement (OEE), 

regardless of how long an exporting 

company has been doing business with 

that customer, regardless of how many 

times the buyer was subjected to an 

end-user check and regardless of whether 

BIS has no derogatory information on 

that customer, even if the end-user was 

recently approved. At present, no other 

commodity is subject to the same 100 

percent check. 

Further, the Bureau of Alcohol, 

Tobacco, Firearms and Explosives 

(ATF) reported that 11 percent – or 

18,749 – firearms recovered at crime 

scenes in foreign nations were lawfully 

exported from the United States and later 

recovered between 2017-2021. That’s not 

the entire picture, though. NSSF pointed 

out in a White Paper that these firearms 

recovered at crime scenes in a foreign 

nation and traced represent less than 

one percent of the total – or 2,793,002 – 

firearms that were lawfully exported out 

of the United States between 2016 and 

2020. 

At home, the impact has been 

significantly larger and immediately felt 

by US companies and their employees. 

During a House committee hearing in 

December, Rep. Tim Burchett (R-Tenn.) 

questioned Biden administration officials 

about the pause and anticipated domestic 

impacts. 

“Firearm manufacturers have told 

me they were given no warning. Also, 

why were the firearms industry – why 

were they singled out in this issue?” Rep. 

Burchett asked. 

“We look at regional stability issues and 

particularly in the Western hemisphere, 

we have gun violence issues that lead to 

regional instability,” Assistant Secretary 

of Commerce for Export Administration 

within BIS, Thea Rozman Kendler 

answered. 

“But these people are in business, 

ma’am. And if you cut them off… 

governments can just print more money. 

These people can’t,” Congressman 

Burchett said. 

Assistant Secretary Kendler admitted 

the pause is, in fact, having a negative 

impact on commerce licenses being 

sought. 

“NATO license applications are still 

being processed. That’s about, frankly, 

75 percent by value of our license 

applications that we continue to process,” 

she said. 

In other words, Kendler admitted 

there was a change in policy that has 

reduced – by at least 25 percent – the 

number of commercial firearm export 

licenses by American firearm industry 

manufacturers. That’s a tremendous dent 

in the livelihoods of Americans making a 

living in the firearm industry.

buoyant levels than we witnessed during the airgun boom caused in big part by the Covid crisis. 

During the lockdowns, many discovered that airguns offered a perfect outdoor activity for family fun. this 

triggered a massive increase in demand which has now normalised. previously underestimated, the improved 

quality, aesthetics, and power of modern airguns have captured the aention of both seasoned shooters and 

beginners. Airguns consistently provide excellent entertainment and value. Additionally, higher-end models are 

now used in long-range competitions, large game hunting, and professional pest management. 

DEMAND CONTINUES TO SOAR 

Year after year, airgun sales continue 

to rise impressively. Our latest annual 

survey reveals that 40 per cent of gun 

shop owners reported an increase in 

sales over the last year – a continuation 

of an already upward trend. That said, 

another 40 per cent claim sales have 

stabilised. Contrastingly, only 20 per cent 

experienced a decline of already high 

levels. 

Given these encouraging statistics, an 

increasing number of retailers are either 

fully choosing for or finding themselves 

compelled to focus on airguns. As stricter 

gun laws slow down firearm sales in 

several countries and regions, many shops 

are turning to airguns as their lifeline. 

Consequently, numerous retailers have 

evolved into specialists in the airgun 

market, enhancing their presence both 

online and offline. For those not yet 

involved in this segment, it’s worth taking 

a serious look at the potential benefits. 

After all, who wouldn’t want a piece of

KEY DRIVERS IN AIRGUN SALES 

In the airgun market, power and 

price significantly influence buyer 

decisions, as indicated by our recent 

survey. Both factors rank equally as 

top considerations for consumers, with 

looks and style also being an important, 

albeit secondary, factor. Interestingly, 

size and weight only influences 20 per 

cent of purchasing decisions. This opens

are tactical ‘black rifle’ designs with

to the rear inside the receiver while 

compressing a spring. When pulling the 

trigger, the spring is released, causing 

the piston to generate compressed air, 

pushing the pellet out of the barrel. Not 

only does releasing the spring cause 

noise, but it also triggers movement in 

the airgun before the pellet leaves the 

barrel. In entry to medium powered air 

rifles, this is not exactly an issue. The 

most powerful spring powered airguns 

however take some practice to shoot 

accurately and consistently. All in all, 

these spring and piston airguns are sturdy, 

straightforward, and easy to operate. The 

only other thing one needs for hours of 

quiet fun is a tin of pellets. 

GROWING PCP CATEGORY 

PCP’s (Pre-Charged Pneumatic guns) 

have grown to become a vital part of 

the airgun business. According to our 

survey, more than one in every three 

airguns sold today is of the PCP type. 

No wonder the PCP market with long 

established brands sees an influx of 

both new contenders and major spring/ 

piston brands introducing their own 

take on PCP airguns. All this increasing 

competition in the PCP market has 

brought some quite reasonably priced 

and competent models. 

Recent developments in PCP designs 

have brought us very high-powered air 

rifles, some in much larger calibres than 

the traditional .177, .22 and .25. PCP 

rifles in big bore calibres such as 7.62, 

.357, .45, .50 and even a few larger ones 

are offered by several brands. Projectiles 

also continually undergo development 

similar to that in the big-bore world. 

H&N for example developed their Slug 

HP pellet. This type was developed for 

air rifles with a muzzle energy of ideally 

40 to 60 Joules and differs significantly 

from usual pellets due to its bullet shape. 

Specifically designed for powerful air 

rifles to precisely hit targets at 50, 100 

or even 200 meters distance. 

A distinct subtype in PCP designs 

is that of the bullpup rifle. With their 

barrels nearly running all the way to the 

buttstock, bullpup rifles are the epitome 

of compactness combined with the 

power and accuracy of a full-size rifle. 

SHIFTING DEMOGRAPHICS 

There’s a notable trend of younger 

buyers, particularly those under 40, and 

even under 25, increasingly engaging 

with airguns, while the participation of 

women in the sport has remained stable. 

Approximately one fifth of retailers in 

our survey reported an increase in female 

participation. 

PURCHASING MOTIVATIONS 

AND USAGE 

The main usage of airguns continues 

to be recreational shooting, which 

accounts for 50 percent of airgun use, 

followed by small game hunting at 

35 percent, competitive shooting at 

5 percent and field target shooting at 

10%. Airguns are particularly appealing 

for leisure activities due to their low 

power and noise, making them ideal for 

backyard target practice and plinking 

without disturbing neighbours. They 

are also excellent for training new 

shooters in accuracy and safety due 

to their cost-effectiveness compared 

to firearms. While typically used for 

smaller game like rabbits and squirrels, 

larger species have also been successfully 

hunted with high-powered airguns, 

though users should check local 

regulations before hunting. 

Additionally, airguns are effectively 

used in pest control, dispatching various 

pests quietly and efficiently. The power, 

accuracy, and quiet operation of PCP 

air rifles make them outstanding for 

these purposes. Competitive shooting 

is another area where airguns excel, 

with specific events designed for them 

such as 10-meter, silhouette, and field 

target competitions, utilising specially 

designed rifles and pistols.

Revolutionising firearm 

maintenance in Poland 

The necessity for high-quality firearm maintenance products cannot be overstated. Piotr 

Opaliński, a keen hunter and sports shooter from Poland, encountered this very need firsthand, 

which led to the inception of WellGun, a brand looking to redefine the standards of 

gun cleaning solvents in the Polish market and beyond. 

The Origin of WellGun 

Piotr’s journey into the creation of 

WellGun began with a personal quest 

for a satisfactory gun cleaning kit, 

which was noticeably absent in Poland. 

“When I bought my first rifle, the lack 

of good quality gun cleaning solvents on 

the Polish market was apparent,” Piotr 

recounts. 

This gap in the market prompted him 

to look abroad, ultimately importing an 

American cleaning kit from Germany. 

The landscape of firearm ownership 

in Poland saw a dramatic change post- 

2011, following amendments to the act 

on weapons and ammunition. This period 

marked a significant rise in firearms 

licensing, accompanied by a burgeoning 

interest in modern weaponry and a 

growing recognition of the importance of 

regular maintenance. 

Despite this increased interest, highquality 

gun solvents remained a luxury, 

predominantly imported and priced 

steeply. Identifying this gap, Piotr was 

driven by his passion for hunting and 

sports shooting to embark on a journey 

in 2017 that would lead to the birth 

of WellGun. His vision was clear: to 

produce top-notch weapon cleaners 

using safe, ecological, and cost-effective 

ingredients.
