1. A detailed discussion of how the technical tasks described above will be completed.<br />

2. A statement of goals, objectives and tasks that demonstrate a thorough understanding of the needs<br />

of the University.<br />

3. A proposal schedule of work to be performed. It is anticipated that the scope of work contained<br />

in this RFP will be completed by March 2008.<br />

4. A detail of all costs associated with the services to be provided.<br />

5. An outline of the firm’s background and office locations, including a summary of previous work<br />

performed form MnSCU institutions.<br />

6. Identification of optional cost-saving measures that may be performed by the University to<br />

minimize SPCC implementation and/or operational costs.<br />

Prices and terms of the proposals as stated must be valid for the length of the resulting contract. All<br />

proposals must include detailed descriptions of costs for all services proposed.<br />

Responders may propose additional optional tasks if the services offered will be substantially improved.<br />

and Minnesota State University, Mankato shall not be bound by and responders may not rely on<br />

Section IV. Response Evaluation<br />

The following criteria and their identified weight will be used by Minnesota State University, Mankato to<br />

evaluate the responses:<br />

1. expressed understanding of the proposed objectives 40 %<br />

2. proposed work plan 20 %<br />

3. proposed cost detail 20 %<br />

4. qualifications of the vendor and its personnel (experience of personnel who are<br />

committed to work on the contract will be given greater weight than that of the company)<br />

20 %<br />

In some instances, an interview will also be part of the evaluation process.<br />
