FURTHER EXPLANATION OF FOREGOING ELECTION
AT ANNUAL MEETING
Dear SRMA Homeowners,
It has been brought to the attention of management that there has been concern over not having an
election at this year’s Annual Meeting of the Membership. Prior to sending out the Annual Meeting
Notice, there was a Candidate Solicitation period open for ten days. During that time, the Solicitation
was emailed to residents several times. Unfortunately, there were no candidate submissions from any
interested parties prior to the deadline date.
Per the SRMA Bylaws, any Member interested in being considered for election to the Board must submit
their interest and nomination by the nomination deadline date, set by the Board. In this case, that date
was Monday, March 25th, 2024.
Since no candidate nominations were received, I conferred with Association counsel on how to proceed.
It was confirmed that with no nominations, there would not be an election as the Bylaws required
nominations to be received by the deadline date and the Bylaws also o not provide for nominations to
be taken from the floor of the meeting. The Board may also operate with five (5) seats.
Should you have any questions, please don’t hesitate to reach out to me.
Sincerely,
Zachary Dulevitz
Texas oak wilt and how to prevent it!
Oak wilt, one of the most destructive tree diseases in the United States, is killing oak
trees in central Texas at epidemic proportions. Oak wilt is an infectious disease caused
by the fungus Bretziella fagacearum, which invades and disables the water-conducting
system (xylem) in oaks.
Prevent New Infections!
Remove and dispose of oak wilt-infected red oaks immediately.
Avoid wounding oak trees, including pruning, from February through June.
Paint all wounds and fresh stumps immediately regardless of season.
Red oak wood that is suspected of infection should not be stored.
The History of Steiner Ranch
Prior to the 1980s, the Steiner Ranch peninsula was a
working cattle ranch, owned and operated by Buck Steiner
and his family. After the land sold in the mid-80’s, the new
owners created a habitat conservation plan (HCP) that
allowed them to clear endangered species habitat needed
to develop the subdivision.
The developers obtained a permit for the HCP from the US
Fish and Wildlife Service that allowed the “incidental take”
of endangered species habitat and placed a conservation
easement over 819 acres as mitigation. The easement was
donated to Travis County for management and dedicated
to the Balcones Canyonlands Preserve.
Today, the conservation easement protects many of
the woodlands that surround the community while
providing residents with natural settings, scenic vistas,
and access to hiking trails. The preserves are habitat for
a diverse variety of wildlife, including the endangered
golden-cheeked warbler.
The Steiner Ranch Master Association, Steiner Ranch
Residential Owners Association, and UT Golf Club
Community HOA own the underlying interest in the lands
within the conservation easement, as well as additional
open spaces that adjoin preserves and residences.
Mature juniper-oak
woodlands are essential to
the federally endangered
golden-cheeked warbler
and many other species.
The golden-cheeked warbler is one of the endangered species the
BCP was created to protect. It’s the only bird that nests
exclusively in Texas, so every one is a native Texan.
Note on Wildfire Risk: Wildfire experts who studied fire behavior in
local conditions found the best way to reduce a wildfire from starting
in the mature, juniper-oak woodlands of the BCP is to maintain a
closed forest canopy. This prevents the growth of high-ignition fuels,
like grasses.
Contrary to popular myths, wildfires are less likely to ignite in juniperoak
forests than in clearings, where sunlight stimulates the growth of
grasses and other fine fuels.
The best technique for preventing wildfire in preserves is to remove
dried, woody debris, fine fuels, and low tree branches, known as
“ladder fuels,” while keeping the canopy closed along preserve
boundaries.
The greatest risk to homes during a wildfire is from
embers and the best way to protect from embers is
to create defensible space or “hardening” your home.
Steiner Ranch and the Balcones Canyonlands Preserve
Travis County, Texas
About the Balcones Canyonlands
Preserve (BCP)
The BCP was created through a community-based effort to protect
endangered species habitat while facilitating development in
western Travis County. It was established in 1996 through a
U.S. Fish & Wildlife Service-approved Balcones Canyonlands
Conservation Plan developed by Travis County and the City of
Austin. This plan provides a streamlined process for developers to
mitigate the removal of endangered species habitat in exchange
BCP Land Manager:
Travis County (Steiner Ranch) Travis County City of Austin
for permanently protecting more than 30,000 acres of habitat
for the endangered golden-cheeked warbler, formerly endganger
black-capped vireo, six endangered karst arthropods, and 27 species
of concern. Many partners protect and manage the BCP, including
Travis County, City of Austin, City of Sunset Valley,
Lower Colorado River Authority, The Nature
Conservancy, Travis Audubon Society, and private
landowners. To find out more about the BCP,
please scan this QR.
What Can Residents Do
General Rules: Residents of Steiner Ranch can do their part to protect
the integrity of the preserve by following rules posted at trailheads
and as identified below. Steiner Ranch has several greenspaces,
and not all greenspaces are necessarily part of BCP. Refer to the map
at traviscountytx.gov/bcpmap to determine if your residence
abuts the BCP.
Vegetation clearing – No vegetation may be cut on the
BCP. If there is an issue (e.g., there is a fallen tree or limb
from the BCP onto private property), please contact Travis
County Natural Resources staff for assistance. Please note
that tree removal opens the tree canopy and promotes the
growth of grasses, which are more easily ignited than live
trees and increase wildfire risk. See note on wildfire risk on
back panel.
Dumping – Dumping yard trimmings, building materials,
or other trash onto the BCP is prohibited. Hitting golf
balls onto the preserve is considered dumping. Piles of
dead brush and grass increase wildfire risk by adding fuel
within the wildland-urban interface. It is the home owner’s
responsibility to ensure their landscape contractors are
not accessing or dumping landscaping materials onto
the BCP.
Fencing – All lots adjoining the BCP are required to be
fenced with no gates into the preserve. Existing
back-of-lot gates must be locked or welded closed.
Access – BCP access is only allowed through authorized
trailheads. Please stay on designated trails at all times
and follow the posted rules. Off-trail use is not permitted.
Steiner Ranch trail maps can be found on the Steiner
Ranch Master Association’s website under the tab:
Amenities and then Trails. The three BCP trails at Steiner
Ranch are J-Canyon, Powerline Hill, and Eastridge Trail.
Dogs – Dogs are permitted on trails but must be leashed
and in the owner’s control at all times.
At home: The BCP and other greenspaces are part of what makes
Steiner Ranch special. They provide a wealth of benefits, including
temperature and erosion control, improved mental wellness, water
regulation, and air quality protection. You can do your part and help
protect this unique treasure by:
Using only native or locally adapted plants in landscaping
to prevent the spread of invasive plants onto the BCP.
Reducing or eliminating the use of pesticides and
insecticides as they kill both target and non-target
animals indiscriminately.
Never feeding wildlife or pets outside because it may
attract nuisance species, such as raccoons, coyotes,
skunks, etc. Always keep cats indoors for their protection
and for bird conservation.
Turning off outside spotlights and floodlights at night
and practicing dark skies friendly practices (idatexas.org).
Lights pointed into the BCP is prohibited.
Never discharging pool water into the BCP, as the
discharge contains pollutants such as chlorine, acid,
chlorides, and other chemicals that can damage the
preserve and kill wildlife.
Practice “Leave No Trace” principles to minimize your
impact on nature by planning ahead, leaving what you
find, disposing of waste properly, respecting wildlife,
and being considerate of others.

From the Board President to You
Happy Spring!
The Towne Square playground is open and bustling with happy
kiddos. The playgrounds at Majestic Oaks pocket park and
Westridge Park underwent safety inspections. The results
indicated that both playgrounds are not safe for use, so they
have been closed. Please do not fret, plans for replacements
are underway and we will keep everyone posted as
developments are made.
The splash pool and baby pool at Bella Mar were resurfaced
and are ready for use once all of the pools are open in a few
short weeks. We are looking forward to a very enjoyable
swimming season. Our lifeguards will begin work Memorial Day
weekend and be present each weekend all summerlong.
Please check the schedule for home meets for our resident
swim team, the Steiner Stars. Their swim meets are a lot of fun
and a great way to spend time with other families and friends.
The kids would love your support.
Both Towne Square and Bella Mar parking lots will also be
undergoing repairs and improvements. The lots have
undergone repairs and will soon be seal coated later this
month. New lines and striping will be done as well. Please refer
to the calendar on our website for closures and updates. Emails
will also be sent out as reminders.

And the good news we’ve all been waiting for…our landscaping
project is in full swing. The board is now reviewing designs and
we are hoping to get planting this month. We will be starting
with our front entrances and make our way to the monuments.
Our annual Concert in the Park will take place on May 18th. For
years, our residents have expressed concern about excessive
heat hampering the event. The board is trying a different
approach to accommodate and hoping for a mild sunny day.
There will be live music, food, and fun. Included is Steiner
Ranch’s very first talent show! We will kick off our concert with
our annual senior parade. This year we are including our
younger graduates from Kindergarten, 5th grade, and 8th
grade. They will do a walk along part of the parade route
before our high school seniors get in their cars and cruise the
streets. Sign-ups will be available soon. For seniors, we will ask
you to provide the name of the university you will be attending
as we have a little extra special tribute for y’all.
Please visit www.hellosteinerranch.com to sign up to showcase
your talents. Our Father-Daughter dance: Paris Under The Stars
is April 27th. Tickets can be purchased at the website above.
The Mother-Son Night Out will be on May 11th.
Please attend our annual board meeting April 17th as the board
will present a review of 2023, our vision for 2024, and answer
questions.
Please make sure to read next month’s newsletter that will
revolve around wildfire mitigation and preparedness. There will
also be news about the evacuation procedures.
Hopefully April will provide lots of rain and sunshine.
SRMA Community Update
A NOTE FROM THE EXECUTIVE DIRECTOR
I hope this communication finds everyone happy, healthy, and having enjoyed the
exceptional Bluebonnets and wildflowers this Spring! I also hope we are all ready for
April showers and even more flowers in May!
This month’s update on community management has to do with spring cleaning,
enhancements, and continued maintenance of the Association. Our request of the
SRMA Membership is that you partner with us and do the same around your home.
Together, we will keep SRMA truly vibrant!
Violation compliance drives are in full swing as we come out of Winter and into Spring.
Please take a look at your property and address maintenance items such as painting
trim, staining/painting of fences, and removal of any unsightly articles that may be on
the lot.
SRMA Management and the Board absolutely understand that we are in Stage 2 Water
Restrictions under WCID-17. With that in mind, we are asking residents to address
landscaping specifically by pruning dead foliage off of shrubs, ornamental grasses,
trees and removing landscaping that may be dead altogether. We also request that
residents and tenants keep within the aesthetic and character of SRMA and keep
lawns mowed, trimmed, and lawns and landscape beds weed free.
We also ask that you be mindful of power washing limestone, stone, brick, stucco,
driveways and sidewalks, when necessary and within the guidelines of the water
restrictions.
It is important to again mention as a reminder that any project you wish to undertake
on the outside of your home or on your lot (Front Yard, Back Yard, or Side Yard) is
required by the Community Declarations to be approved by the Association
Architectural Control Committee prior to being done. Please call or email us in the
office to learn about the process if you need any help.
In case you missed it, the March Board Meeting was held on March 20th at 7:30 PM at
Towne Square. We had 7 homeowners in attendance in-person and none in
attendance by Zoom. We highly encourage everyone to attend these meetings
however you can as it really will help keep you informed about many things going on
in the community!
At the Board Meeting, updates on the many projects happening around SRMA were
given. We were happy to announce in March that the Bella Mar Leisure and Tot Pools’
replaster was completed as was the Towne Square Playground installation and the
crack fill portion of the asphalt repairs at both of those amenity centers.
Please make special note that on April 18th and 19th, both the Towne Square and Bella
Mar Amenity Center Parking Lots will be closed all day for seal coating and striping
work. The extended closure periods are to allow the seal coat material to cure properly
before we allow traffic on the roadway surface once again.

Elsewhere in the Association, all of the entry gates at the gated neighborhoods have
gone through their quarterly maintenance schedules, and all of the Association
playgrounds have been inspected.
The playground inspections unfortunately found that the West Ridge and Majestic
Oaks Playgrounds would need to be closed until further notice. The Board is looking at
replacing these playgrounds and is coordinating with the SRMA Parks & Rec
Committee to create master park plans for the future - this is an exciting time to live in
SRMA!
With Spring in full swing, we are auditing areas that need to be painted and stained
and you will soon see that work going on. We are aiming at painting all of the
subdivision gates, amenity center wrought iron fencing, hand rails, and more! You will
see staining work going on at some of the mail kiosks and the sign “pergolas” on
Quinlan and around SRMA soon as well.
Tree trimming has ceased for the rest of the Spring and for Summer until Oak Wilt
Season and the Golden Cheeked Warbler and Black Cap Vireo nesting seasons are
over. We will still be proactive in having brush and fire fuels picked up and disposed of
in common areas like the Right Of Ways along Steiner Ranch Blvd and Flat Top Ranch
Rd, while we also continue to address any missed storm damage and hazard branch
trimming needed in areas such as the medians on the main thoroughfares, in pocket
parks, and at the main parks and amenity centers.
As I mentioned last month, plumbing, electrical repairs and maintenance are a
constant ongoing endeavor. Three new dog stations were installed at Las Brisas,
Majestic Oaks, and on on Quinlan Park between the Bluffs’ gates. Masonry repairs at
Bella Mar will be happening soon, and you may have noticed that new trashcan
enclosures have been installed all around Towne Square. Street signage, stop signs,
speed limit signs and monument and neighborhood lighting continues to be audited
monthly. Austin Energy has fixed the street lights on QPR that have been out for quite
some time and also replaced a streetlight that was removed last April due to vehicle
accidents both on QPR and at the Bella Mar roundabout.
The Board continues work on updating the Residential Design Guidelines in relation to
Architectural requests and in reviewing and updating the Association Governing
Documents (think Bylaws, Declarations, and Policies) as well.
There is so much else in the works and being done that it’s impossible to list it all here.
If you have any questions or would like to know more, please feel free to visit me in the
office at Towne Square.
Lastly, I want to again thank all of you for being the best part of this community. It is
you, our residents, that make this job so rewarding and it is our goal to continue to
keep SRMA a first-class community and a joy to call home.
Thank you, Steiner Ranch,
KEEP OUR
COMMUNITY CLEAN
We all love our furry friends, but it's important to keep our
community clean and enjoyable for everyone. Recently, there have
been instances of dog waste being left on front yards, and we need
your help to address this issue.
Together we can make a difference!
If you witness someone not cleaning up after their pet, kindly
remind them about our shared responsibility.
Encourage fellow neighbors to join the effort to keep our
community clean and welcoming.
PET OWNERS, PLEASE
TAKE NOTE
Scoop the Poop: Be responsible
and clean up after your pets.
Use Waste Bags: Carry waste bags and
dispose of them properly in designated
bins
Respect Private Property: Keep
our community beautiful by not
leaving dog waste on other
people’s lawns.

HIZ - Home Ignition Zone
Inspections
SMART . PROACTIVE . NEIGHBORLY
Own Your Zone
Ignition-resistant homes depend on actions taken in three zones around the
home. Many of these actions are affordable and can be taken by individual
homeowners. BE A GOOD NEIGHBOR & PROTECT EACH OTHER!
Encourage your neighbors to create an ignition-resistant neighborhood!
1 2 3
The Immediate Zone The Intermediate Zone The Extended Zone
0-5 feet from the home, including the home
5-30 feet from the home 30-100+ feet from the home
This is the zone most vulnerable to
embers. Harden the home to wildfire
with ignition-resistant siding, roofs,
decks, attic vents, eaves, and windows.
Avoid storing combustible materials on
or under decks. Remove vegetation and
flammable mulch to create a five-foot
buffer zone around the home. Clean
gutters and roofs of debris.
Use careful landscaping to reduce the
continuity of fuels and help slow fire
down. Remove branches that overhang
the structure. Replace wood fencing
with noncombustible metal fencing
where it attaches to the home.
Space and prune trees and vegetation
to keep flames smaller, lower to the
ground, and to interrupt fire’s path.
ROAD ISSUES?
Most of the roadways within Steiner Ranch Master Association are
considered public right of ways. This means that the County is in
charge of the road conditions and the repairs to the roadways that
you live on.
Unfortunately, this also means that SRMA is unable to assist in any
needed repairs.
If you have a road issue that needs repair and you are not in a
