A YEAR OF PLANNING<br />

AND PROGRESS<br />

<strong>2023</strong> was a pivotal year for Rutland Regional<br />

Medical Center, focusing on essential work to<br />

ensure that our hospital continues to provide<br />

safe high-quality care to meet the needs of our<br />

patients and our community.<br />

Like many hospitals, Rutland Regional faced some difficult financial and<br />

operational challenges in <strong>2023</strong>. In response, our Board of Directors and hospital<br />

leaders prioritized planning and realigned the organization to set realistic and<br />

successful cultural and strategic direction for Rutland Regional. Keeping the<br />

needs of our patients as our focus, together we made critical decisions and<br />

acted on the need for creative solutions at every level.<br />

With a renewed sense of teamwork, we engaged employees and volunteers<br />

in critical work. We asked them to lean in to stabilize our finances, improve<br />

internal systems and processes, and adjust operations for added efficiency<br />

across the organization. We demonstrated a commitment to controlling costs<br />

while simultaneously being diligent in our strategies to continue to promote<br />

access to care and to reinvest in important capital projects to upgrade and<br />

improve our buildings, equipment, and technology.<br />

Over the past several months, Rutland Regional has focused on enhancing<br />

recruitment and retention efforts, reestablishing opportunities for employee<br />

engagement and recognition, prioritizing quality metrics aimed at improving<br />

the patient experience and providing a safe environment for patients, staff, and<br />

visitors. We have remained focused on our bright future, always responding to<br />

community needs and reinvesting in our organization.<br />

Last fall, the hospital officially kicked off strategic planning efforts with a goal<br />

to develop an aspirational, multi-year strategic plan that links to specific goals<br />

and measurable outcomes. As part of our planning process, the Board and<br />

leadership reviewed state and national healthcare trends, insights, and data<br />

analytics that focused on culture, workforce, and access to care.<br />

The review provided valuable information and feedback from a variety of<br />

stakeholders that enabled the development of our strategic plan. This work<br />

helped to shape a renewed organizational mission and vision and allowed us<br />

to prioritize strategies on how Rutland Regional can best continue to provide<br />

increased access to quality healthcare. At the same time, the plan prioritizes our<br />

focus on strengthening our workforce while supporting our commitment for<br />

Rutland Regional to be an employer of choice.<br />

In this <strong>Annual</strong> <strong>Report</strong> we look forward to highlighting the important work that has been done during the past year.<br />

Within these pages you will meet our senior leadership team as well as the new providers who joined us in <strong>2023</strong>. You<br />

will also learn about important hospital programs and services that help to improve lives. We invite you to celebrate<br />

our strong community partnerships, the expansion of our infusion services program, and the successful fundraising<br />

campaign that helped to make it possible.<br />

We are thankful for our staff whose dedication to our patients and our community continues to stand out every day,<br />

all year long. We are grateful for the outstanding support that our community continues to provide us. We value our<br />

dedicated volunteers and donors, who make a difference in so many ways throughout our hospital. We could not do<br />

this important work without them.<br />

Many thanks to Mark Foley, Jr. for his dedicated leadership as the<br />

volunteer Chair of the RRHS-RRMC Board of Directors from 2022-2024.<br />

As a longtime resident of our community, Mark has been instrumental<br />

in guiding the organization forward and helping to ensure the hospital<br />

remains a healthcare leader both in our community and in our state.<br />

We are grateful for Mark’s time and support and thank him for helping<br />

Rutland Regional further our goals and continue to provide the very<br />

MEET THE SENIOR LEADERSHIP TEAM<br />

Judi Fox, Chief Executive Officer<br />

Judi Fox is the President and Chief Executive Officer at Rutland Regional Medical Center. Judi is an experienced leader<br />

with a long and successful history with Rutland Regional, serving the organization as a valued employee for more than<br />

34 years, most recently as the organization’s Interim CEO, Treasurer and Chief Financial Officer.<br />

As CEO, Judi leads collaborative efforts with hospital providers, leaders, and staff to address financial and workforce<br />

challenges and continues to improve the health of the local community through the delivery of high-value care. In addition<br />

to her role at Rutland Regional, Judi serves on several State and local boards and healthcare focused workgroups.<br />

Mitch Baroody, Vice President, Chief Legal Officer<br />

Mitch Baroody joined the Rutland Regional team in 2022, as Vice President and Chief Legal Officer. He has a background<br />

enriched by numerous experiences in healthcare compliance, law, risk management, and public relations. Mitch is a trusted<br />

and relied on resource for the organization. In his capacity, he oversees the Legal, Compliance, Risk Management,<br />

Privacy, Health Information Management, and Information Security functions, contributing to the team's understanding of<br />

complex legal matters, decision-making in difficult situations, and to the strategic alignment of operations with legal<br />

and ethical standards. Licensed to practice law in Vermont, alongside three other states and two federal courts,<br />

Mitch's proactive and results-focused approach plays a crucial role in supporting and advancing our mission.<br />

Jennifer Bertrand, Chief Financial Officer<br />

Jennifer joined the Rutland Regional team in December <strong>2023</strong> with more than twenty years of experience in healthcare<br />

and retail finance, management, and operations. Jennifer brings a wide range of skills and experience to the Chief<br />

Financial Officer position and to our well-seasoned leadership and financial services teams.<br />

She is a goal and results oriented leader who values teamwork and possesses a great knowledge and understanding<br />

of Vermont’s healthcare landscape. As CFO, Jennifer leads our financial efforts to balance our commitment to<br />

controlling costs while simultaneously ensuring we continue to promote access to high quality care.<br />

Brian Kerns, Vice President, Human Resources<br />

Brian joined Rutland Regional in 2005 as a Senior Compensation Analyst and went on to serve in various Human<br />

Resources leadership roles. In 2015, Brian became Vice President of Human Resources and has provided leadership<br />

for the Human Resources, Employee Health, Training and Education, and Volunteer Services teams in this role.<br />

Brian strives to keep the employee at the center of his leadership efforts to make Rutland Regional the employer<br />

of choice.<br />

Elizabeth Kyhill, MSN, Vice President, Medical Group Operations<br />

Elizabeth Kyhill, MSN, RN, began her career with Rutland Regional in 2004 as a nurse and has worked in several<br />

clinical positions throughout her tenure at the hospital. Throughout her career, Elizabeth has built a range of leadership<br />

experience in healthcare regulatory compliance, cultivating effective provider and community relations, clinical and<br />

operational processes, facility management, budget and financial analysis, interdisciplinary teamwork, and human<br />

resource management. As Vice President of Medical Group Operations, Elizabeth is responsible for the overall direction,<br />

leadership, and operational management of all clinic-based medical practices at Rutland Regional. Additionally,<br />

Elizabeth oversees the operational components of physician recruitment and the hospital’s Medical Staff services.<br />

Phil Lapp, MD, Vice President, Medical Affairs<br />

As Vice President of Medical Affairs, Dr. Lapp leads all hospital provider services, and partners with<br />

administration to achieve the organization’s quality and care delivery goals. Additionally, Dr. Lapp supports<br />

all Medical Staff activities and leads provider recruitment and retention efforts, professional development activities<br />

and ensures regulatory compliance. Dr. Lapp has worked for Rutland Regional for nearly three decades, and<br />

introduced the medical specialty of endocrinology to Rutland when he joined the hospital in 1995. He continues<br />

to practice clinically on a part-time basis with his colleagues at the Rutland Diabetes & Endocrinology Center.<br />

Jonathan Reynolds, PharmD, Vice President, Clinical Operations<br />

Jonathan joined Rutland Regional in 2008 as a Staff Pharmacist. After advancing in various administrative leadership<br />

positions, in 2019 Jonathan became Vice President of Clinical Services, overseeing the operations of the hospital’s<br />

ancillary services and partnerships with independent physician practices.<br />

In <strong>2023</strong>, Jonathan assumed additional leadership responsibility for in-hospital provider service areas, expanding his role to<br />

Vice President of Clinical Operations, where he is a much relied upon administrative partner to physicians and advanced<br />

practice providers. Externally, Jonathan is involved with state and federal advocacy focused on healthcare legislation and<br />

regulation. In 2024, Jonathan was appointed by Governor Phil Scott to serve on the Vermont Board of Pharmacy.<br />

Roger Wakeman, Vice President, Support Services<br />

Roger joined the Rutland Regional leadership team in early 2022, making the move to healthcare after lengthy career<br />

experiences in the military and higher education sectors. His areas of responsibility cover the support services of<br />

the organization and include Security and Emergency Management, Environmental Health and Safety, Engineering<br />

and Maintenance, Environmental Services, Food and Nutrition Services, Healthcare Technology, and Facilities Project<br />

Management. He leads multiple committees around capital planning, space management, and safety and security<br />

initiatives, and is also responsible for facilities master planning.<br />

Kelly Watson, DNP, Vice President, Chief Nursing Officer<br />

Kelly Watson, DNP, MHA, RN, FACHE joined the Rutland Regional team in July 2022 as Vice President and Chief<br />

Nursing Officer. In her role, Kelly has oversight of the quality and safety department, inpatient patient care units,<br />

the birth center, emergency services, and perioperative services.<br />

Kelly has been instrumental in redesigning Rutland Regional’s quality and safety programs and continues to lead<br />

efforts focused on nurse recruitment and retention. She also serves as part-time faculty for Vermont State University<br />

and is the Vermont Regent for the American College of Healthcare Executives, which allows Kelly the added<br />

opportunity to promote healthcare leadership and professional development.<br />

COMMUNITY HEALTH<br />

NEEDS ASSESSMENT<br />

In <strong>2023</strong>, Rutland Regional Medical Center issued a progress report related<br />

to the work in our community to address the priority areas identified in the<br />

2021 Community Health Needs Assessment (CHNA).<br />

The report highlights the health priorities and outlines how the suggested strategies have added to the commitment and<br />

work in our region. Over the last three years, community partners, coalitions, and local agencies have worked to address<br />

the health priority needs through multiple methods while centering health equity and workforce capacity.<br />

Welch and Becerra Visit Rutland Regional<br />

In January of <strong>2023</strong>, Rutland Regional was visited by United States Senator<br />

Peter Welch and U.S. Secretary of Health and Human Services Xavier Becerra,<br />

to facilitate a discussion on the opioid crisis. The distinguished panel included<br />

Judi Fox, Rutland Regional President and CEO, Dr. Alison Davis, Medical<br />

Director of the hospital’s Emergency Department, Dr. Saeed Ahmed,<br />

former Medical Director of the West Ridge Clinic, and Rutland City Police Chief,<br />

Brian Kilcullen representing Rutland’s Project Vision, a coalition of more than<br />

400 community partners working together to expand community engagement,<br />

build great neighborhoods and improve public health. The open and frank<br />

conversation touched on the many barriers to treatment that people who<br />

suffer from substance use disorder face.<br />

RUTLAND COUNTY FREE CLINIC – STRENGTHENING CAPACITY<br />

Providing access to care for the most vulnerable in our community is at the core of the Rutland County Free Clinic’s<br />

work. Bowse Health Trust funding will support an increase in clinical care for walk-in patient needs. Currently clinic<br />

hours rely on volunteer availability, but by installing a registered nurse at the Free Clinic location, walk-in patients<br />

will be given care or triaged and referred to the appropriate services.<br />

OUTPATIENT CLINICS<br />

Rutland Regional’s Outpatient Clinics play<br />

a vital role in ensuring access to timely care<br />

for the greater Rutland region and beyond.<br />

Our Outpatient Clinics are highly valued by our community as evidenced<br />

by our top performance in patient satisfaction survey results. The clinics<br />

have consistently exceeded their targets on a variety of metrics in the patient<br />

satisfaction survey, most notably on Likely to Recommend this Provider<br />

Office. This metric represents the patient’s entire experience from phone<br />

triage to provider encounter to follow-up care. These results show the<br />

dedication and commitment of our outpatient clinic teams in providing<br />

The services the Outpatient Clinics provide are critically important to patient<br />

flow and access in that they help lessen the likelihood that patients will need<br />

inpatient hospital services. Additionally, these specialties and specialists<br />

within Rutland Regional Medical Center help to expand the resources that<br />

are available to inpatients. Being able to consult with experts in a variety of<br />

medical specialties helps the hospital meet the needs of patients efficiently<br />

and effectively.<br />

In doing this work, the clinics depend heavily on the collaboration between all<br />

partners to ensure that patients get the right care, at the right place, and at the<br />

right time. The ability for all of our Outpatient Clinics to work as a cohesive team<br />

strengthens the ability of clinic staff, nurses, and providers to improve access to<br />

care for our patients. Their collective work strengthens our relationships with<br />

community partners including social service agencies, long-term care facilities,<br />

home health, primary care providers, and others. Together, our Outpatient Clinic<br />

teams help to ensure consistent and seamless care for our community.<br />

SAFE DRIVING PROGRAM<br />

Being able to drive in Vermont, where we often have limited public<br />

transportation options, is important. With an aging population,<br />

the likelihood of experiencing physical and/or cognitive changes that<br />

impact our fitness to drive is common. To help keep drivers on the road<br />

as long and as safely as possible, Rutland Regional Medical Center offers<br />

a Driver Assessment Program.<br />

Erich Parent, Occupational Therapist at Rutland Regional<br />

directs the Driver Assessment Program, which is one of<br />

only two such programs in Vermont.<br />

People are referred to this program by their providers when<br />

there is concern about their ability to drive safely, or after<br />

a medical event where the care team or family members<br />

become concerned about their overall fitness to drive.<br />

The program involves an initial 3-hour assessment which<br />

includes screening for visual impairment, a physical exam,<br />

and a battery of cognitive assessment around memory,<br />

attention, problem solving, executive function, and visual<br />

spatial awareness, the core skills needed for driving. If<br />

the screening assessment goes well, Erich and the driver<br />

hit the road and cover as many of Vermont’s driving<br />

conditions as possible. After the assessment is complete,<br />

they return to the hospital to discuss the results and create<br />

a follow-up plan.<br />

Rutland Regional is extremely fortunate to be able to offer the<br />

Driver Assessment Program, which is made possible thanks<br />

to the generosity of Doug and Maureen Casella, who have<br />

provided support to enable the on-road and driver training.<br />

This important program helps community members to<br />

improve their driving skills and get back on the road safely.<br />

Throughout the program, open communication with family<br />

and physicians regarding fitness to drive is encouraged<br />

and especially important when it is time to stop driving.<br />

The Driver Assessment Program at Rutland Regional is<br />

here to facilitate these sometimes difficult conversations<br />

and provide evaluation and on-road training services to<br />

help drivers remain on the road as long as possible.<br />

AND PARTNERSHIP<br />

For many years, Rutland Regional Medical Center and Vermont State University<br />

Castleton Campus, have enjoyed a longstanding collaborative relationship.<br />

INFUSING HOPE,<br />

EXPANDING ACCESS<br />

In <strong>2023</strong>, Rutland Regional Medical Center<br />

expanded its infusion services by establishing<br />

a new Infusion Center.<br />

More and more, hospital and community providers are utilizing<br />

medications that are given via infusion to help manage an expanding<br />

number of diseases. The new Infusion Center will help meet the rising<br />

community need and provide a much-improved patient experience for<br />

those using these services.<br />

Supporting our Community<br />

Our expert staff is committed to providing a full range of infusion services.<br />

Currently more than 8,500 infusions are provided annually to patients in<br />

need of compassionate, convenient care.<br />

The expansion of our Infusion Center will offer additional programmatic<br />

benefit to the Foley Cancer Center by ensuring adequate chair space for<br />

all oncology and non-oncology infusion needs.<br />

Thanks to the generosity of our local community, Rutland Regional raised<br />

more than $300,000 to support the cost of the new Infusion Center.<br />

This connection extends to academic collaborations such<br />

as nurse education and training programs as well as a<br />

strong partnership with the Castleton hockey community.<br />

Over the years this relationship has helped to raise<br />

awareness and support for important hospital programs<br />

and services. We appreciate the dedication of both the<br />

Castleton Women’s and Men’s ice hockey teams on behalf<br />

of Rutland Regional and those we serve.<br />

Over 15 years ago, the Castleton Women’s Hockey team<br />

started the Pink the Rink event. Since then, more than<br />

$91,000 has been raised in support of the Foley Cancer<br />

Center. These funds help to provide important education<br />

and support for patients and their families at all stages of<br />

their cancer treatment and care.<br />

The Breaking the Ice on Mental Health, which began<br />

in 2022, focuses on reducing the stigma around mental<br />

health needs and brings in hundreds of fans to cheer<br />

on the men’s hockey team in support of the hospital’s<br />

Behavioral Health clinic. In just two short years, this<br />

event has raised close to $17,000. The Breaking the Ice<br />

game has helped to enable an enhanced partnership with<br />

Castleton’s Student Wellness Center which has made on<br />

campus counseling services available to students in need<br />

of support.<br />

We are grateful for our strong collaboration with Vermont<br />

State University. By working together, both organizations<br />

have found important, creative, and engaging ways to<br />

promote and support both education and healthcare in<br />

our region.<br />

Community partnerships such as this illustrate our<br />

unique and supportive community and solidify Rutland<br />

Regional as a great place to work and to receive care.<br />

Foundation hosted its 30 th Anniversary Golf<br />

Invitational tournament at the beautiful Rutland<br />

Country Club. The day was a celebration of<br />

community support, special memories, and<br />

great golf!<br />

THE LOVE<br />

Nothing is more powerful than love,<br />

especially when it is given away.<br />

On Tuesday, April 11, <strong>2023</strong>, Oliver Subaru of Rutland donated more than<br />

$21,160 from the 2022 Subaru Share the Love® event to support palliative<br />

care services and the A Journey of Comfort and Support campaign at<br />

Rutland Regional Medical Center.<br />

As part of the Share the Love event, Subaru donated $250 for every<br />

new Subaru sold between November 14, 2022, and January 2, <strong>2023</strong>.<br />

“We are grateful to Oliver Subaru of Rutland for selecting Rutland<br />

Regional Medical Center as the beneficiary of its local Share the Love<br />

event,” said Traci Moore, Senior Director of Development and Community<br />

Relations. “We appreciate the generosity and awareness this initiative helps<br />

to generate in support of the programs and services Rutland Regional<br />

provides in our community.”<br />

Since being selected in 2017, Rutland Regional has received more than $91,000 from the annual Subaru Share the<br />

Love event. During the past four years, these donations have supported new 3D breast imaging and nuclear medicine<br />

diagnostic equipment, upgrades to the hospital’s psychiatric services inpatient unit, and most recently palliative care<br />

services and upgrades to the hospital’s comfort care suites for chronically or terminally ill patients who require hospital care.<br />

Painting Honors Hospital Staff<br />

In <strong>2023</strong>, the hospital received a beautiful original oil<br />

painting by local artist, Ann McFarren. The painting was<br />

commissioned and donated by Dr. David and Julie Charnock<br />

in honor of “all hospital and clinic staff taking care of<br />

patients and each other.” We are grateful for the Charnock’s<br />

generosity and ongoing dedication and commitment to the<br />

hospital and to those we serve.<br />
