The Mahaska County Conservation Board was established in 1975 with the mission to provide<br />

quality parks, recreation, conservation, and environmental education to the residents and visitors<br />

of Mahaska County. The Mahaska County Conservation Board manages twenty-one separate<br />

areas encompassing 1,722 acres throughout the county. These areas provide opportunities <strong>for</strong><br />

camping, hunting, fishing, boating, hiking, and many other outdoor recreational activities. Our<br />

environmental education program hosts a wide variety of learning opportunities that inspire<br />

thousands of people every year to seek to understand the world that they live in.<br />

The Environmental Learning Center is located at 2342 Highway 92 in Oskaloosa. It is the<br />

headquarters <strong>for</strong> the Conservation Department and houses a 1,000-gallon native fish aquarium,<br />

multiple live animals, and Native American artifacts. The most unique display at the center is a full<br />

body replica of a woolly mammoth skeleton, which is surrounded by actual bones of multiple<br />

mammoths discovered in Mahaska County in 2010. The center also has a discovery lab which is<br />

an area <strong>for</strong> families to learn about nature and science through hands-on activities. The lab<br />

includes a library, providing story books about nature and resources on flora and fauna. The<br />

Environmental Learning Center is a great place to bring your family to learn about the world we<br />

live in and about Iowa’s natural history.<br />

If you love to hike and picnic you must check out White Oak Conservation Area located at 2647<br />

Ventura Avenue, just south of Rose Hill. This 141-acre park contains a twenty-acre lake and picnic<br />

shelters, playgrounds, and restrooms. There is a series of hiking trails that go around the lake and<br />

into the woodlands. It is truly a great place to get outside and explore the rolling hills and scenic<br />

views of eastern Mahaska County. If you like to fish, there is plenty of shore access. A boat ramp is<br />

also available <strong>for</strong> your fishing boat or kayak. Many people have caught largemouth bass, crappie,<br />

catfish, and bluegill at this lake. This park is also a great place to bird watch and observe many<br />

other types of wildlife! So do not <strong>for</strong>get your binoculars!<br />

If you love primitive camping and hunting opportunities, then head out to Quercus Wilderness<br />

Area located seven miles south of Oskaloosa at 3139 Kent Avenue. This 111-acre park provides<br />

public hunting opportunities with five walk-in primitive campsites. A handicap accessible trail to<br />

an overlook is available and ties into hiking trails throughout the park. Quercus is a beautiful oak<br />

woodland that is located near the Des Moines River. It is a good place to set up camp to hunt<br />

turkey, whitetail deer and squirrels. It’s also a great place just to explore and clear your mind and<br />

get some fresh air.<br />

If you are looking <strong>for</strong> a com<strong>for</strong>table place to stay year-round, Mahaska County Conservation has<br />

two cabins available to rent adjacent to the Eveland Access Campground and Des Moines River.<br />

The cabins consist of two bedrooms, one bathroom, a living area, a kitchen supplied with some<br />

kitchen amenities, and a large deck. If you have an RV or like to tent camp, the Eveland Access<br />

Campground located near the cabins offer <strong>for</strong>ty-four electric campsites along the Des Moines<br />

River. Campers are provided with a dump station and a modern shower house. Since the cabins<br />

are located near the Des Moines River, the area provides opportunities <strong>for</strong> guests to go fishing or<br />

kayaking along the river.<br />

Mahaska County Conservation hosts two large events at Eveland Access Campground during the<br />

camping season. The Summerfest event is held the first Saturday in June and provides visitors a<br />

day full of free concerts per<strong>for</strong>med by new and well-known musicians and bands. Other<br />

highlights of this event include the Cornhole tournament and Dutch oven demonstrations with<br />

food tasting! The second fun family event at Eveland Access is the Halloween Bash. On this event<br />

weekend campsites are decorated <strong>for</strong> Halloween, and the campers compete <strong>for</strong> the best<br />

decorated campsite. During the day, families can enjoy a variety of fun contests and a carnival<br />

with lots of games! Don’t <strong>for</strong>get to dress up <strong>for</strong> trick-or-treating and walk around the campground<br />

to get candy from all the campsites! The evening auto tour through the campground is a great<br />

way to see the lighted campsites and to end the day. The sights and sounds of the tour are<br />

amazing! Eveland Access is a great place to play, stay, and enjoy all that Mahaska County has<br />

to offer.<br />

What inspired you to become a “puppet artist”?<br />

I was raised on PBS shows like Sesame Street and Mr. Rogers,<br />

Fraggle Rock and The Muppet Show. I loved the magic of<br />

puppetry. But when I went and saw Star Wars: Return of the<br />

Jedi and saw Jabba the Hutt in 4th grade, I knew I wanted to<br />

make crazy creatures like that when I grew up.<br />

MEET THE ARTIST:<br />

BRANT BOLLMAN<br />

What is your most memorable puppet<br />

experience in Oskaloosa?<br />

At the George Daily Youth Theatre Camp last summer, I<br />

worked with a group of Kindergarten through 3rd graders,<br />

who researched dinosaurs. They drew beautiful drawings of<br />

brightly colored dinosaurs. They then worked in teams to<br />

make giant dinosaur puppets. I love how closely the final<br />

projects looked to their drawings. It was like a kid's sketch<br />

came to life and stomped right onto the auditorium stage.<br />

Brant Bollman is an artist, actor, and puppeteer from Oskaloosa, Iowa. He helms Uplifting<br />

Puppet Co. and specializes in large walking street puppets that he calls ‘UPPETS’— puppets<br />

that go UP! They can be seen in parades, on stage, and at special events around Southern Iowa.<br />

“I see myself as a creator of experiences, a wizard of papier-mâché, cardboard, and wire,”<br />

explains Bollman. “I make magical moments. I am like the ringmaster at a circus leading the<br />

grand parade.”<br />

More down to earth are his smaller scale puppet shows and puppet workshops. He creates a<br />

cast of characters inspired by 80’s Pop Artist Keith Haring, 16-bit video games, and childhood<br />

cartoons. He also paints whimsical acrylic paintings that he calls, ‘portraits of puppets I haven’t<br />

made yet.’ Curious kitties, dancing robots, awkward storks, and playful puppies all take the<br />

stage. They hang perfectly in the room of a child (or a child at heart).<br />

Bollman is the Director of Theatre Arts at William Penn University in Oskaloosa, Iowa, where he<br />

teaches studio art, directs plays, and creates giant lighted puppets <strong>for</strong> the town’s annual holiday<br />

spectacular, The Oskaloosa Lighted Christmas Parade.<br />

Bollman also creates painterly historical acrylic paintings when prepping <strong>for</strong> the local mural<br />

projects seen around Oskaloosa.<br />

Tell us the most unique art supplies you have<br />

used on your puppets.<br />

I use a lot of plumbing and hardware not <strong>for</strong> their original<br />

intended purposes. I am often in True Value Hardware<br />

looking <strong>for</strong> the perfect hinge, bendable plastic tubing, or<br />

pipe fitting to use in a giant puppet.<br />

What is the longest amount of time you have<br />

worked on one puppet?<br />

Osky Lou' the Muse of Oskaloosa is a giant lantern puppet<br />

made under the tutelage of world famous puppet maker<br />

Andrew Kim in the fall of 2022. She is a 12' tall woman that<br />

takes three people to operate. She can be seen dancing<br />

through the Lighted Christmas Parade. She took two<br />

weeks to make, but we are always getting her out and<br />

adapting her, sewing her new dresses, and getting her<br />

updated <strong>for</strong> new parades.<br />

Celebrating 180 Years<br />

OSKALOOSA’S RICH HISTORY:<br />

A JOURNEY THROUGH TIME 1844-2024<br />

<br />

Around the middle of the 19th century, a group of Quakers established a<br />

settlement between the Skunk and Des Moines rivers, located southeast of<br />

Des Moines. A settler named William Canfield established a trading post in<br />

Oskaloosa in what would later become Mahaska County.<br />

Be<strong>for</strong>e William Canfield, Native Americans had a significant presence in<br />

Iowa. Many cities and counties in the region are named after these<br />

indigenous people, including Chief Osceola and Chief Mahaska. Although<br />

Chief Osceola was not from Iowa, his history helped to name Oskaloosa.<br />

Chief Osceola had several wives, of which one was named Ouscaloosa.<br />

Some believe that her name means “last of the beautiful”, while other<br />

researchers have argued that it means ”black rain”. According to the<br />

Muskogee tribes, under which Osceola was raised, “Oski” translates to<br />

“rain” while “lusta” or “lusa” translates to “black”, there<strong>for</strong>e “Black Rain.”<br />

Some also believe that this may have been the name of one of Osceola’s<br />

wives, who was a slave. Although the authenticity of either of these origins<br />

may be fact or fiction.<br />

During the <strong>for</strong>mation of Mahaska County in 1844, the county<br />

commissioners faced a challenge when deciding on a name <strong>for</strong> the county<br />

seat. They were torn between two options: Mahaska and Ouscaloosa, so a<br />

vote was held. It was decided that the County be named Mahaska, and the<br />

county seat be named Oskaloosa after a misspelling during the recording in<br />

1853. That same year, George W. Seevers posted this poem in the<br />

Oskaloosa Herald (which was established in 1850):<br />

“Oskaloosa! Oskaloosa!<br />

What a beauteous name;<br />

Who’d have thought a wee papoose<br />

Ever bore the same?<br />

Once it was an Indian baby,<br />

Then a chieftain’s mate;<br />

Now a city, next it may be<br />

Capital of the State.”<br />

The town containing only 13 crude cabins and two stores grew rapidly after<br />

1844, and by 1853 the population had grown to roughly 1,000. During the<br />

1850s and 1860s, the Western Stage Co. maintained barns where what is<br />

now the corner of High Avenue East and South Third Street. Passengers<br />

embarked on their travels from the Madison House, a hotel that was<br />

located on the east side of the downtown square, which later became<br />

known as the Downing Hotel.<br />

During the 1870s, coal mining became an essential part of Mahaska County’s<br />

economy, which was rich in bituminous coal. By 1883, the county had 38<br />

mines that produced over a million tons of coal annually. During the peak<br />

days of mining, Mahaska County exceeded all other Iowa counties in<br />

tonnage and number of mines. The transcontinental railroads that emerged<br />

during this period also brought significant benefits to Mahaska County.<br />

Locomotives transported coal out of the area year-round as the demand <strong>for</strong><br />

coal continued to grow.<br />

Many of Oskaloosa’s present landmarks were constructed in the late 1800s<br />

and early 1900s. Some of these landmarks include Penn Academy which was<br />

founded in 1873, now known as William Penn University. The Oskaloosa<br />

Municipal Band began playing in the city square in 1864. The band would<br />

later be moved to the very first wooden bandstand, built in 1882. It<br />

continues to per<strong>for</strong>m during the summer on the new bandstand. In 1886,<br />

the Mahaska County Courthouse was constructed and remains in use. 1903<br />

was an exciting year as the Carnegie Library opened, and President<br />

Theodore Roosevelt visited Oskaloosa to dedicate the YMCA building.<br />

Roosevelt also paid tribute to John F. Lacey, a US Congressman, Civil War<br />

hero and Oskaloosa resident. In 1907 a new hospital opened, and in 1909 the<br />

statue of Chief Mahaska was dedicated. In 1925 the “Old” Community<br />

Stadium began construction and was completed in 1929. The track and<br />

football field are still used today.<br />

In 1937, the Edmundson Park was commissioned after a bequest made by<br />

<strong>for</strong>mer Oskaloosa resident James Edmundson, the son of William<br />

Edmundson. William was one of the founders of Mahaska County as well as<br />

the first county sheriff. Oskaloosa is currently home to 41 landmarks listed<br />

on the National Register of Historic Places.<br />

It is truly incredible to see how far Oskaloosa has come in the last 180 years.<br />

From its humble beginnings as a small trading post in the 1840s, Oskaloosa<br />

has flourished into a thriving city with a vibrant community. The town has<br />

seen its fair share of challenges over the years. Yet, through it all, the people<br />

of Oskaloosa have remained resilient and committed to building a better<br />

future <strong>for</strong> themselves, their families, and future generations.<br />

Today, Oskaloosa is a hub of activity and innovation, home to a diverse<br />

array of businesses, cultural institutions, and recreational opportunities. The<br />

city boasts great schools, a bustling downtown area, and a strong sense of<br />

community pride. Whether you’re a lifelong resident or a first-time visitor,<br />

there is something special about Oskaloosa that draws people in and keeps<br />

them coming back.<br />

As we celebrate the city’s rich history and look toward the future, we can’t<br />

help but feel grateful <strong>for</strong> all that Oskaloosa has to offer. From its friendly<br />

people to its beautiful parks and historic landmarks, this is truly a special<br />

place that we are lucky to call home. So here’s to another 180 years of<br />

progress, growth, and prosperity in Oskaloosa!<br />

"If music be the food of love, play on!"<br />

MAHASKA COUNTY has been a long-thriving home <strong>for</strong> arts and culture, but there may not be any art<br />

as beloved or appreciated as music, and there may not be any better place to enjoy it than from the<br />

BANDSTAND IN THE OSKALOOSA CITY SQUARE.<br />

2024 marks the 160th year the city band has played <strong>for</strong> the community. You can bring your lawn<br />

chair down to the square, order a piece of pie, and catch up with your neighbors while listening<br />

to the best of the Great American Songbook, classic Karl King marches, or the fiery weekly<br />

Western Overture as made famous by John Ford in the golden age of cinema. Of course, every<br />

concert ends with Lawrence Welk and a parade of bubbles as the sun sets. We say "Au Revoir"<br />

until we meet again the following week – unless it's one of the Chamber's Friday After Five<br />

concerts in the square the next day!<br />

The musicians who play in the city band come from all over, but many grew up playing in the<br />

local school bands, some of the best in the state. The Oskaloosa High School Marching Band<br />

earned their 50th consecutive Superior I rating at State Marching Band Contest in Fall 2023, and<br />

all three county high schools regularly send their jazz bands to the state competition. Recently,<br />

the Oskaloosa High School Choir sang the national anthem <strong>for</strong> the Iowa Wild hockey team.<br />

Oskaloosa Community School District students can start playing in the orchestra in fourth grade.<br />

And when summer's over, musicians from across the region "play on" at community festivals,<br />

open mics and coffeehouse-style concerts hosted by the Oskaloosa Art Center, Muse Music Store,<br />

and Studio Osky, all located in downtown Oskaloosa. Penn Central Mall hosts gospel concerts,<br />

Merry Tuba Christmas, and a Christmas Carol sing-along during the holiday season. Once a year,<br />

the local churches team up to sponsor a Christian concert on the square, which features national<br />

artists and has grown into one of the downtown’s largest gatherings.<br />

You can catch nationally and internationally touring artists at the 700-seat George Daily<br />

Auditorium from September to April as part of their professional per<strong>for</strong>ming arts series. A love of<br />

travel and music combine there through Spring 2025 while they are the Iowa host <strong>for</strong> World Fest,<br />

which has welcomed music groups from Finland, the Yup'ik tribes of Alaska, and Ghana in 2022<br />

and 2023. Since then, these musicians have gone on to per<strong>for</strong>m at the Kennedy Center, win<br />

prestigious fellowships similar to the MacArthur Genius Grant, and have their album climb to #7<br />

on the Billboard Global Music Chart.<br />

Whether at the next school or university concert, checking out the next up-and-coming local<br />

artists at an open mic, or enjoying listening to professionals at the top of their field, there are<br />

plenty of reasons to... "Note the Difference” in Mahaska County.<br />

During the school year, more than a handful of city band musicians play with the William Penn<br />

University Concert Band, which also boasts athletic bands, a jazz band, and a choir.<br />

If country western or alternative rock are more your thing, you can check which of the many local<br />

singer-songwriters are playing that week's Thankful Thursday event, which runs from 5-7 PM in the<br />

Alley next to Smokey Row, across the street from the bandstand.<br />

From Work to Play<br />

Manufacturing accounts <strong>for</strong> 24% of our work<strong>for</strong>ce, placing us among the top ten counties in Iowa <strong>for</strong> wages paid<br />

and percent employed in our industries. Many of our industries are hometown headquarter companies who<br />

are developing new products and patents, and export to more than 130 countries worldwide. In 2023, many<br />

companies indicated they are adding jobs and more than $200 million in capital investment was launched.<br />

In 2023, the Oskaloosa Innovation Park was designated as the fifth largest certified industrial site in Iowa thanks<br />

to a team ef<strong>for</strong>t between the Mahaska Chamber, City of Oskaloosa, and Mahaska County. The Innovation Park<br />

offers 500-plus acres of shovel-ready land, served by the Union Pacific Railroad and is prime <strong>for</strong> logistics thanks<br />

to a $10 million grant from Iowa DOT to construct a local industrial connector between US 63 and IA 23. A rail<br />

transload study is in progress aimed at offering road to rail container shipping with the potential <strong>for</strong> on-site<br />

warehouse storage.<br />

“The Mahaska community is fueled by powerful partnerships,” said Deann DeGroot, Executive Director of the<br />

Mahaska Chamber & Development Group. “From our landowners to utility providers, and members with legal<br />

and real estate expertise, everyone stepped up to make the Innovation Park a reality. We know it will be a key<br />

factor in growing the tax base.”<br />

In August 2023, the Mahaska YMCA opened a new 88,000 square foot facility to better meet the needs of the<br />

community. Located adjacent to the Oskaloosa Elementary School and 200-acre Lacey Recreation Complex, the<br />

Y features two fitness rooms, a spin room, large gymnasium, three multi-purpose rooms, two racquetball courts,<br />

playgrounds, a child watch area, and 24/7 access to cardio equipment. A large competition pool and warm water<br />

recreation/therapy pool and splash pad are still under construction.<br />

A third of the new Y facility is dedicated to licensed early childhood development. Twenty state-of-the-art<br />

classrooms offer daycare and preschool <strong>for</strong> children birth to age 4. Preschool is provided by the Oskaloosa<br />

School District. The Y was made possible through funding from the city - $11.5 million in one-cent option tax<br />

funding, the Oskaloosa School District - $7.5 million of PPEL funding, and $14.5 million in private donations<br />

from the community. Two million dollars of the private funding is dedicated as an endowment <strong>for</strong> the Y.<br />

“The future of any community is building strong foundations within children,” said De Groot. “The early childhood<br />

programs are essential <strong>for</strong> families. The world-class fitness and recreation areas are a draw <strong>for</strong> residents, from the<br />

youngest to oldest, looking to gather, stay healthy, and have fun.”<br />

“The Mahaska Community is <strong>for</strong>tunate to have private industries making the commitment to remain here and<br />

invest in future growth,” said De Groot. “At the same time, our public sector partners are contributing to success<br />

through their thoughtful planning and resources carefully invested. It’s a winning combination that provides<br />

the convenience of small-town living with the benefits of big city amenities.”<br />

a nine-mile look at rural Mahaska County’s agricultural past and present.<br />

Two miles into your ride, you come across the 1844 Nelson Pioneer Farm<br />

& Museum, Iowa’s first museum to honor pioneer farming. As you<br />

continue, the scenery gives you a look at present-day sprawling soybean<br />

and cornfields. Your journey through Mahaska County’s farming<br />

community will comes to a conclusion at the intersection of G39, a safe<br />

Picnic Area spot to turn around and head back toward Oskaloosa.<br />

On the bike trail by the Oskaloosa High School this<br />

mural was painted by Kirk Seese to give a flash of color<br />

of Mahaska County, this mural points individuals to the Art<br />

Center which is celebrating its 10th anniversary in 2024.<br />

MAMMOTH MURAL<br />

Matt and Sarah Kargol created this mural that references<br />

the mammoth bones found in Mahaska County in 2010.<br />

SWEET CORN SERENADE MURAL<br />

Lili Payne Lennox created a mural to celebrate the<br />

annual festival held in July that brings the community<br />

together <strong>for</strong> sweet corn and live music.<br />

THE ALLEY MURAL<br />

Mr. Kargol’s art class at Oskaloosa High School depicts the<br />

bandstand and statue of Chief Mahaska. Features like colors from<br />

the bandstand, a William Penn pennant, and a bottle from Mahaska<br />

Bottling Company were incorporated to tie the roots of the town together.<br />

PHOENIX BLOCK MURAL<br />

Oskaloosa’s oldest mural was painted by the community in 1996 by Oskaloosa<br />

citizens stepping up to work on the mural together. This mural shows how important<br />

music is to the heart of the downtown.<br />

Mahaska County is home to a diverse landscape full<br />

of amazing vegetation and wildlife. Spread out across<br />

the county are 21 natural areas managed by the<br />

Mahaska County Conservation Board, including lakes,<br />

prairies, <strong>for</strong>ests, and bluffs. In early September, I set<br />

out to explore these locations and determine which<br />

five offered the most enjoyable views. Not only did I<br />

get to experience natural areas all over the county, but<br />

I also got to see the landscape around me as I drove<br />

to these places. Mahaska County truly is a beautiful<br />

county with much more to offer than what meets the<br />

eye.<br />

With a blend of <strong>for</strong>est and prairies, 225 total acres, and over<br />

3 miles of trails, Cedar Bluffs Natural Area (1) can easily take<br />

up an entire afternoon to explore. The north end of the trail<br />

features an overlook with a breathtaking view of the Des<br />

Moines River. This is even more rewarding after climbing the<br />

bluffs to get to it.<br />

Being mostly engulfed by <strong>for</strong>est makes Quercus Wilderness<br />

Area (2) a perfect place <strong>for</strong> turkey, mushroom, and hickory nut<br />

hunting—and capturing scenic photos of the woods.<br />

beautiful county.<br />

There are very few areas in Iowa—and in the world—like Eddyville<br />

Dunes Sand Prairie (3). The grass is sandy and cacti dot the trail.<br />

Animals like ornate box turtles and six-lined race runner lizards<br />

call this ecosystem their home. On the eastern side is a small<br />

pond with a wooden bridge—a beautiful spot to see the various<br />

species of birds that live here.<br />

Russell Wildlife (4) is a must-see <strong>for</strong> explorers. It has multiple fire<br />

breaks that can be used as paths, each of which is greater than a<br />

1-mile trek. There are five quarries-turned-ponds full of fish, plenty<br />

of spots to bird watch, and a swinging bridge. At times, it didn’t<br />

feel like Iowa—but like I’d been teleported to a faraway land.<br />

A great place to go fishing, White Oak Conservation<br />

Area (5) has a beautiful lake at its center with a trail<br />

that winds all around it.<br />
