Sterling council<br />

has vacant seat<br />

For the village of Mount Sterling, the start of the new year will<br />

bring with it the need to fill a vacancy on council.<br />

Andy Drake, currently a council member, won election in November<br />

to the Mount Sterling mayor’s seat. When he takes office<br />

as mayor in January, he will leave behind an unexpired term on<br />

council. The remaining council members must appoint someone to<br />

complete the term which ends Dec. 31, 2025.<br />

Any Mount Sterling resident interested in filling the seat is<br />

asked to submit a letter of interest to Courtney Bricker, the village’s<br />

clerk and fiscal officer, by the second week of January. Bricker can<br />

be reached at (740) 869-2040, ext. 108, or cbricker@mtsterling.org.<br />

Council will interview everyone who submits a letter of interest.<br />

The interviews will take place in executive session behind closed doors.<br />

Council aims to make the appointment at their Jan. 22 meeting.<br />

The other members of council are Ross Anderson, Becky Martin,<br />

Joyce Phillips, William Tilley, and David Timmons. Phillips and<br />

Timmons were re-elected in the November election.<br />

2024 Budget<br />

Council members approved the village’s 2024 budget at their<br />

Dec. 11 meeting. The vote count was 5-1 with Becky Martin casting<br />

the “no” vote.<br />

According to Drake, chair of the finance committee, infrastructure<br />

improvements continue to be a top priority.<br />

“The last three years, we’ve been buckling down on basic infrastructure<br />

issues,” he said. One example is the purchase of a pothole<br />

patching machine this year to help with<br />

street work.<br />

of most of the village’s heavy machinery and<br />

equipment; and preventative maintenance<br />

on water and sewer facilities.<br />

Drake also noted that money has been<br />

set aside in the 2024 budget for economic<br />

development purposes to make Mount Sterling<br />

more visible. Along those lines, the village<br />

will be overhauling its website.<br />

New Swingsets<br />

Mount Sterling’s Mason Park now offers<br />

a variety of swingset options. Three bays of<br />

swingsets were recently installed. One bay<br />

features two toddler swings and two adaptive<br />

swings for children with disabilities.<br />

The second bay features two “See Me intergenerational<br />

swings” which feature seats<br />

that face each other, allowing a child and an<br />

adult to swing together. The third bay is<br />

outfitted with four traditional belt swings<br />

and one adaptive swing for adults with disabilities.<br />

“We are very proud of those three bays of<br />

swingsets that we added,” said Martin,<br />

chair of the parks and recreation committee.<br />

Santa, music, and lots of lights<br />

West Jefferson hosted Christmas in the Park Dec. 8-9. Wonderful weather greeted a large crowd on Friday<br />

night while rain dampened the grounds but not the spirit of Christmas on Saturday. Garrette Park glowed<br />

and hummed thanks to a display of hundreds of thousands of lights, carriage and train rides, warm food<br />

and beverages, entertainment, visits with Santa, and good cheer. On Saturday, a lighted parade traveled<br />

down Main Street. The entrance to Garrette Park welcomes visitors to Christmas in the Park. Lights will be<br />

on at the park nightly from 5 to 10 p.m. through Jan. 1. (See more photos, page 8.)<br />

Students invite public to Christmas Cabaret<br />

A Christmas Cabaret featuring musical performances, children’s<br />

activities, Santa, an ugly sweater contest, and a dessert contest will<br />

take place on Dec. 18 in the auditeria at West Jefferson High<br />

School.<br />

Doors open at 6 p.m. Music performances start at 6:30. The public<br />

is welcome. Admission is $5. The entire evening has been organized<br />

by West Jefferson band and choir students.<br />

“We’ve been wanting to do this for a while. This year, we really,<br />

really wanted to do it, so we decided to take it into our own hands<br />

and make it completely student-led,” said senior Clara Drummond,<br />

a member of the chamber choir, concert band, jazz band, and marching<br />

band.<br />

The music department has hosted a Halloween Cabaret for several<br />

years, primarily benefiting the choir program. The new Christmas-themed<br />

event involves both the choir and band programs and<br />

benefits not only those programs but also charitable organizations<br />

in the community.<br />

Donation of a non-perishable food item or hygiene product gets<br />

you a picture with Santa. All donated items will go to the Good<br />

Samaritan Food Pantry in West Jefferson. Part of the cabaret’s admission<br />

price goes to Santino’s Crusade for a Cancer-Free World,<br />

an organization led by West Jefferson student Santino Carnevale<br />

that raises money for cancer research.<br />

The cabaret’s format has plenty of interactive features. Organizers<br />

invite children to make ornaments, like paper chain garlands<br />

or paper snowflakes, at home then bring them to the event to be<br />

displayed on Christmas trees and hallway walls. At the cabaret,<br />

young visitors can decorate pre-made gingerbread houses and write<br />

letters to Santa. These activities and visits with Santa will go on<br />

throughout the evening.<br />

“It’s a big array of different songs and different<br />

ways of performing them,” Drummond<br />

said.<br />

She added that she and the other student<br />

organizers are grateful for the support they<br />

have received in pulling the event together<br />

and getting the word out about it. She<br />

to continue to share ideas with village leaders and celebrated the<br />

“We’re grateful for the grant that paid for those. There<br />

was no money out of village coffers for those.”<br />

A grant from the state capital budget and a donation<br />

from the <strong>Madison</strong> County Board of Developmental Disabilities<br />

(MCBDD) covered the cost of the swingsets.<br />

“We have big plans on trying to capitalize on more<br />

grants next year,” Martin added.<br />

Grant Opportunity<br />

Speaking of grants, Drake reported that the village<br />

is applying for a grant to further increase accessibility<br />

for individuals with disabilities. MCBDD recently<br />

alerted all municipalities in <strong>Madison</strong> County that state<br />

funding is available for such projects next year.<br />

Mount Sterling officials decided to put the village’s<br />

hat in the ring for a chance at the money. The application<br />

deadline was Dec. 12. The funding is not guaranteed.<br />

Should the village receive funds, no matching local<br />

funds would be required.<br />

Mount Sterling’s application asks for funding for<br />

crosswalk improvements, Braille signs and labeling at<br />

town hall for individuals with vision impairments, upgrades<br />

at town hall to meet Americans with Disabilities<br />

Act requirements, and further improvements at Mason<br />

Park.<br />

Darlington said interactions among citizens, council<br />

members, and staff members have generated good<br />

ideas. Some of those ideas have come to fruition, some<br />

have not.<br />

“That doesn’t necessarily mean the idea or concept<br />

was bad, just that it didn’t best serve the public at that<br />

given time for whatever reason,” she said at the Dec. 11<br />

council meeting. “That doesn’t mean folks should give<br />

up on bringing their ideas to the table. We need your<br />

ideas, your perspectives.”<br />

Darlington said she is proud of the positive direction<br />

in which the village is moving, emphasizing that the citizens<br />

deserve nothing less than an upward trajectory.<br />

She noted that Mount Sterling has been the butt of<br />

jokes around the county and state for past “blemishes.”<br />

That tide is turning, she said.<br />

“Through dedication and hard work by our amazing<br />

staff and our recent councils, things are changing for<br />

the positive. People aren’t laughing at us anymore.<br />

They are applauding us for our resolve. They’re cheering<br />

us on to better things that are coming,” she said.<br />

A major hurdle cleared during Darlington’s time in<br />

office was the village’s release from fiscal oversight by<br />

the state in 2022. The release was six years in the making.<br />

The need for the oversight stemmed from theft and<br />

fraud committed by former village officials.<br />

Darlington thanked residents, village representatives,<br />

volunteers, and others inside and outside of the<br />

village for never giving up on what she calls “a little<br />

treasure of a town.”<br />

Prior to being elected mayor in November 2019, Darlington<br />

served as a Mount Sterling council member for<br />

eight months, filling a vacated seat. Her experience in<br />

public service also includes time as parks and recreation<br />

director for the village of West Jefferson.<br />

Several Mount Sterling council members and staff<br />

thanked Darlington for her service as mayor.<br />

“I believe you are leaving the community in a better<br />

place than how you found it, and that, in and of itself,<br />

means everything,” said council member Andy Drake,<br />

Darlington’s successor as mayor. “I have greatly valued<br />

your partnership, your spirit, and your enthusiasm to<br />

bring people together.”<br />

Council member David Timmons acknowledged the<br />

challenges that come with being a mayor, saying he appreciated<br />

the work Darlington did. Village administrator<br />

Tom Byrne and village fiscal officer Courtney<br />

Bricker said the same.<br />

“Like we’ve been saying all along this year, we apply<br />

for literally everything we can,” Drake said. “We swing<br />

for the fences. We get some, we don’t get others, but we<br />

should try. And that’s what we’re doing with this one.”<br />

The next regular Mount Sterling village council<br />

meeting is set for 7 p.m. Jan. 8 in council chambers at<br />

town hall.<br />

Friend of the Townships Award goes to Cain<br />

Every year, the <strong>Madison</strong> County Township<br />

Association names a Friend of the<br />

Townships. The award is presented at the<br />

association’s Christmas party. This year’s<br />

recipient is Mark Cain who retired from the<br />

<strong>Madison</strong> County Engineer’s Office last year.<br />

The award announcement was made on<br />

Dec. 11.<br />

Cain joined the <strong>Madison</strong> County Engineers<br />

staff on June 1, 1992. With his hard<br />

work, dedication, and attention to detail, he<br />

quickly became known as someone on whom<br />

others could depend. In no time, he was on<br />

the path to become a leader in the department.<br />

Assigned to the road crew, Cain rose to<br />

the position of crew leader, then road crew<br />

foreman, then assistant highway superintendent.<br />

“Mark’s leadership style was always ‘by<br />

example,’ and he was usually the first to<br />

start and the last to stop on any work detail,”<br />

said Rob Turvy, township association<br />

president, during the award presentation.<br />

As Cain rose within the department, his<br />

duties and responsibilities ever increasing,<br />

he was always equal to the task and open to<br />

accept additional work and new challenges<br />

or to help out anyone, even on the various<br />

other departments at the Engineer’s Office,<br />

at other <strong>Madison</strong> County agencies, and for<br />

the townships.<br />

“Most of the township men and many of<br />

the trustees were on a first-name basis with<br />

Mark. With his knowledge of the county and<br />

his understanding of our overlapping<br />

county/township cooperative snow and ice<br />

mitigation program, Mark was ever vigilant<br />

and often the first to take action and to call<br />

out the troops,” Turvy said.<br />

Many times, Cain called out the township<br />

fleet in the wee hours of the morning,<br />

himself having been out scouting roads for<br />

hours.<br />

Cain retired in the summer of 2022 with<br />

30 years of service to the residents of <strong>Madison</strong><br />

County.<br />

“Hopefully his can-do attitude and his<br />

dedication to quality of work will live on in<br />

the crews that he has mentored. The friendship,<br />

the advise, and the guidance that<br />

Mark offered to the trustees and to our<br />

township employees will not soon be forgotten,”<br />

Turvy concluded.<br />

• Seed Drop-Off Exchange. The library and <strong>Madison</strong><br />

County OSU Extension Office invite the public to<br />

donate preserved or store-bought seeds to trade with<br />

other people in the community. Pick up empty seed envelopes<br />

and labels, fill the envelopes with seeds, then<br />

drop them off by Jan. 13 at the library, 20 E. First St.,<br />

London, or at the Extension office, 217 Elm St., London.<br />

The library and Extension will then hold a Seed Exchange<br />

program on Jan. 27 at both locations.<br />

• Disney On Ice Reading Program. Children ages 2-<br />

12 can earn a free ticket to Disney on Ice, taking place<br />

Feb. 1-4, just by reading five books between now and<br />

Jan. 31. Participants must pick up a reading voucher at<br />

the library and have library staff stamp the voucher. It<br />

is only valid for showtimes listed on back of voucher.<br />

The reading voucher may only be redeemed at Nationwide<br />

Arena prior to the performance date. The child’s<br />

ticket is free with the purchase of a full-priced ticket.<br />

• Cookbook Club. Do you love trying new recipes<br />

and sharing dishes? Do you love browsing cookbooks<br />

and eating food with your friends? Then Cookbook Club<br />

is for you. A theme is chosen each month, and cookbooks<br />

are made available to reserve with recipes matching the<br />

theme. You choose and make the recipe of your choice,<br />

then share with others on the third Wednesday of the<br />

month. The Dec. 20 session, set for 7-7:45 p.m., is all<br />

about cookies.<br />

• Duck Hunt. Visit the library between Dec. 21 and<br />

Jan. 3 to search for rubber ducks hiding throughout the<br />

library, while supplies last. If you find one, you get to<br />

keep it. The limit is one duck per child.<br />

• Winter Reading Challenge. Between Dec. 21 and<br />

Jan. 31, log your reading and activities on the Beanstack<br />

app or website to earn tickets for prize drawings. Earn<br />

one ticket for every 10 hours of reading and every 10 physical<br />

activities you do during the challenge timeframe.<br />

Art Show<br />

Through Dec. 30, the London Arts Center,<br />

60 S. Walnut St., is hosting an exhibit<br />

featuring work done by students and teachers<br />

in London Visual Arts Guild workshops<br />

and classes this past year. Admission is free.<br />

Visitors also are invited to check out the Art<br />

Cart for Christmas gift ideas. The center’s<br />

hours are: Thursday and Sunday, 11 a.m.-2<br />

p.m.; Saturday, 10 a.m.-2 p.m. The center<br />

will be closed in January for general maintenance.<br />

It will reopen in February.<br />

Art Contest<br />

Winter break is fast approaching. This is<br />

the perfect time for any <strong>Madison</strong> County<br />

2024 graduating high school senior to work<br />

on submissions for the Kurt Lattimer Aspiring<br />

Artist Award. This includes public,<br />

home-schooled, and online students. The<br />

deadline to submit entries is Jan. 6. Organizers<br />

will award cash prizes in three categories.<br />

Plain City Winter Events<br />

• Lights Recycling Program—Have any<br />

800 Village Blvd., through Jan. 7 for<br />

free recycling. Specially marked recycling<br />

bins will be available 24/7. Do not place holiday<br />

lights in plastic bags, boxes, or other<br />

Soil & Water Conservation<br />

The <strong>Madison</strong> Soil and Water Conservation<br />

District’s monthly meetings for 2024<br />

will be held at 7:30 a.m. the second Wednesday<br />

of each month in the <strong>Madison</strong> County<br />

Engineer’s conference room at 825 U.S.<br />

Hwy. 42 NE, London. The public is welcome<br />

to attend. Any changes in this schedule will<br />

be published in the <strong>Madison</strong> <strong>Messenger</strong>.<br />

Pleasant Township Trustees<br />

The Pleasant Township trustees will<br />

meet at 7 p.m. Dec. 18 at the township<br />

building to go over the budget for 2024. Additionally,<br />

they are changing the January<br />

2024 meeting to 7 p.m. Jan. 8 at the township<br />

Board of Developmental Disabilities<br />

Meeting<br />

The regular monthly meeting of the<br />

<strong>Madison</strong> County Board of Developmental<br />

Disabilities will be held at 4 p.m. Dec. 14 at<br />

If the meeting would need to be canceled<br />

and rescheduled, it would take place<br />

Oak Run Township<br />

Oak Run Township trustees will hold<br />

their end-of-year meeting at 6:30 p.m. Dec.<br />

Fairfield Township<br />

The Fairfield Township trustees will<br />

meet at 8 p.m. Dec. 18 at the township hall,<br />

Stokes Township<br />

The Stokes Township trustees will hold<br />

fire house) at 7120 E. Main St., South Solon.<br />

The Township will hold their 2024 regular,<br />

monthly meetings the second Thursday of<br />

each month at the same time and location<br />

beginning Jan. 11. The public is welcome to<br />

attend.<br />

Jeffersonian Senior Center<br />

The Jeffersonian Senior Citizen Center,<br />

174 E. Main St., West Jefferson, meets from<br />

noon to 2 p.m. the first and third Tuesdays<br />

of each month for potlucks and events. Anyone<br />

50 and older is welcome to stop in to<br />

learn more. The cost to become a member is<br />

$10 per year.<br />

The center is planning a day trip to The<br />

Ark Encounter in Kentucky on April 11,<br />

2024. The group will take a charter bus with<br />

a limit of 45 people. The cost is $63. Children<br />

are not permitted. Anyone interested<br />

in more information is invited to attend one<br />

of the senior center’s meetings.<br />

Al-Anon<br />

Al-Anon meetings are taking place from<br />

5:30 to 6:30 p.m. on Wednesdays at West<br />

Jefferson United Methodist Church, 36 S.<br />

Center St. Parking and the entrance are located<br />

on the side of the church. Al-Anon is a<br />

fellowship of relatives and friends of alcoholics<br />

who share their experiences,<br />

strength, and hope to solve their common<br />

problems. Organizers believe that alcoholism<br />

is a family illness and that changed<br />

attitudes can aid in recovery.<br />

Grief Support<br />

Ohio’s Hospice Loving Care is hosting a<br />

grief support group from 2 to 3 p.m. Dec. 21<br />

at the <strong>Madison</strong> County Senior Center, 280<br />

W. High St., London. Reservations are not<br />

Alzheimer’s Family Support<br />

The Alzheimer’s Family Support Group<br />
