Video promotes holiday shopping<br />

› A new one-minute video produced by the Partnership for <strong>Haddonfield</strong> is<br />

encouraging residents of the region to Shop <strong>Haddonfield</strong> for the Holidays.<br />

The video shows the historic downtown on a Friday night in December,<br />

transformed into a “sparkling wonderland” with carolers, musicians, and Mrs<br />

Claus making the rounds.<br />

It publicizes Candlelight Shopping thru Fri Dec 22, announces the “maiden<br />

voyage through picturesque historic <strong>Haddonfield</strong>” of the Holly Trolley on Fri<br />

Dec 1 – there’s a second tour on Fri Dec 22 – reminds viewers that parking is<br />

free from Thanksgiving to New Year’s Day, and notes that many stores will stay<br />

open until 8pm or later during the holiday shopping season.<br />

The video ends with Mayor Colleen Bianco Bezich, alongside Santa and Mrs<br />

Claus, issuing a friendly seasonal invitation: “Come Candlelight Shopping with<br />

Players frolic in Paris<br />

› The scene: Jerry Mulligan, an American soldier<br />

who stays in Paris after World War II with hopes of<br />

becoming a painter, falls for the playful charms of a<br />

young local, Lise Bouvier.<br />

Their relationship becomes complicated,<br />

however, when his paintings come to the attention<br />

of an American heiress, Milo Roberts, who is clearly<br />

interested in more than just art.<br />

On Fri Dec 1 at 8pm, <strong>Haddonfield</strong> Plays & Players<br />

will raise the curtain on their holiday production of<br />

An American in Paris, the 2014 Tony Award-winning<br />

musical version of the 1951 Academy Awardwinning<br />

film that starred Gene Kelly and Leslie<br />

Caron, with a score by George and Ira Gershwin.<br />

Directed by Chris Miller, this area premiere<br />

production stars Monica Matteo in the role of Lise<br />

Bouvier. Her previous work at Plays & Players<br />

includes Urinetown and Cabaret.<br />

Evening performances will be presented at 8pm<br />

on Sat Dec 2, 9, and 16; Thu Dec 7 and 14; and Fri<br />

Dec 8 and 15.<br />

ChildrenSong’s holiday concert<br />

› Prepare to celebrate the holiday season with a diverse selection of songs<br />

that capture the spirit of wonder, joy, and delight along a holiday road.<br />

Mark your calendar for 3:30pm on Sun Dec 10 and ChildrenSong of NJ’s<br />

annual winter concert at the Lutheran Church: “Musical Journey on the Holiday<br />

Road.” The choir – some 50 singers age 8 to 18 under the direction of Polly<br />

Murray – will enchant with Dan Forrest’s “In the Bleak Midwinter” and delight<br />

with “De Virgin Mary Had a Baby Boy” and other favorites along the holiday<br />

road of songs.<br />

gorgeous <strong>Haddonfield</strong> homes, Greenfield Hall (home of the Historical Society),<br />

and the First Baptist Church of <strong>Haddonfield</strong>.<br />

• A stunning custom located on North Drive, that is a fully automated smart<br />

Looking ahead to jazz on Sunday<br />

› If you enjoy traditional jazz, mark your calendar for Sun Feb 18 at 2pm.<br />

That’s when the Tri-State Jazz Society will return to the <strong>Haddonfield</strong> United<br />

Methodist Church for the first of its concerts in 2024.<br />

The Blue Skies Jazz Quartet is a four-piece acoustic band led by Jerry Rite<br />

featuring trumpet, clarinet/sax, banjo/guitar, bass/tuba/trombone performing<br />

American Song Book and standard jazz. The group specializes in performing<br />

blues, swing jazz, and standard traditional jazz – all music from the first half of<br />

the 20th century. They have entertained crowds for over 30 years with repeat<br />

performances at many Central Jersey institutions. The group played at The<br />

Marroe Inn in Lawrenceville weekly for nine years.<br />

Admission is $20. Annual membership costs $20, and members pay $10 for<br />

each regular concert. New members may attend their first concert for free.<br />

Survey: Future of <strong>Haddonfield</strong><br />

› <strong>Haddonfield</strong>’s current master plan was created in<br />

1984. That’s when Apple introduced the MacIntosh<br />

computer and the original Ghostbusters was the<br />

year’s top-grossing film.<br />

<strong>Haddonfield</strong> and the world have changed a lot<br />

since then, and the master plan is past due for a<br />

complete overhaul.<br />

Updating the master plan requires a thorough<br />

and inclusive community discussion about the<br />

town’s current state, the community’s values and<br />

aspirations for the future, and the strategies that<br />

should be used or actions that should be taken to<br />

achieve the community’s vision for the future.<br />

The new plan will set a vision, identify key<br />

priorities and strategies for reaching our desired<br />

future, and guide development for years to come.<br />

The process is expected to take about 18 months to<br />

complete.<br />

The planners’ first task is to understand what<br />

residents like about <strong>Haddonfield</strong> and what they<br />

think should change. Input is being sought via an<br />

online survey, with questions in four categories<br />

that follow the topics in the master plan: housing;<br />

resilience; downtown economic vitality; and<br />

circulation.<br />

Input from all members of the community is vital<br />

to the success of the process. The survey can be<br />

A classic case of<br />

unintended consequences<br />

The Law of Unintended Consequences holds that actions of people – and especially<br />

of government – always have effects that are unanticipated or unintended.<br />

Recent (and not-so-recent) changes to <strong>Haddonfield</strong>’s tried-and-true parking meter<br />

scheme have had consequences that the designers of the new scheme clearly did not<br />

intend or anticipate.<br />

SCENARIO – A resident needs to go to the Borough Hall to have some documents<br />

notarized, a task that typically takes 15 minutes or so. She snags a prime parking<br />

spot on Kings Hwy, right in front of the Borough Hall. She has not previously used the<br />

parking app, and doesn’t want to take the time to register now, largely because she’s<br />

eight months pregnant and has her rambunctious three-year old son with her. She<br />

looks for a kiosk so she can use quarters to pay to park. She sees one, directly across<br />

the street from the Borough Hall. (It’s the only kiosk on the 200 block of Kings Hwy E<br />

between Haddon Ave and Grove/Potter.)<br />

QUESTION – What should she do? (What would you do?)<br />

1. Walk to the nearest cross-walk (at Haddon Ave) and cross the street; walk to the<br />

kiosk and pay; walk back to the crosswalk at Haddon Ave and cross the street; walk<br />

back to the Borough Hall – a journey that will take about ten minutes?<br />

2. Grab her son by the hand and jay-walk across the street to the kiosk – and back?<br />

3. Go into the Borough Hall without paying and risk getting a $24 ticket?<br />

QUESTION – How is the new parking scheme better than the old parking scheme<br />

(with pay-on-the-spot meters right in front of the Borough Hall)?<br />

SCENARIO – When <strong>Haddonfield</strong> still had parking meters, a disabled driver in a<br />

car with Accessible license plates was able to park in a metered space and pay for<br />

the maximum time available (two or three hours, depending on location) – just like<br />

everyone else. However, upon finding that more time away from the vehicle was<br />

needed, the disabled driver did not have to return to the meter to pay for more time.<br />

Courtesy of a state-wide regulation, the additional time was provided for free.<br />

QUESTION – What’s the scenario now, under the new parking scheme? The meters<br />

with time limits have been removed. Now, drivers can park from 9am to 8pm in most<br />

locations. To take advantage of the courtesy regulation, the driver of a vehicle with<br />

Accessible plates must pay for the maximum amount of time available at the space<br />

being occupied. Under the new scheme, that maximum could be until 8pm – in which<br />

case, there’s no such thing as free time at the end of the paid period, and therefore no<br />

potential benefit for disabled drivers.<br />

QUESTION – How is the new parking scheme better than the old parking scheme<br />

(under which disabled drivers got extra parking time for free)?<br />

SCENARIO – Owners and employees of businesses on Kings Hwy and Haddon Ave<br />

used to park all day, economically, in the Snowden lot behind the Borough Hall. That<br />

lot (with 90 spaces) was closed recently to facilitate the construction of an affordable<br />

housing complex. Business owners and employees are now parking – all day – right<br />

in front of their premises on Kings Hwy and Haddon Ave, depriving shoppers of those<br />

spaces. And in front of the Post Office, from 9am to 4pm. And in the Acme lot, for free.<br />

QUESTION – How is the new parking scheme better than the old parking scheme<br />

(under which those needing long-term parking could park remotely and<br />

economically)?<br />

The French economic journalist Frédéric Bastiat (1801-1850) nailed it, with respect<br />

to unintended consequences: There is only one difference between a bad economist and<br />

a good one: the bad economist confines himself to the visible effect; the good economist<br />

takes into account both the effect that can be seen and those effects that must be foreseen.<br />

It appears that the same can sometimes be said of municipal officials.
