Effects on Amenities and Tourism<br />

There are no designated walking routes located in proximity to the existing <strong>compost</strong>ing <strong>facility</strong>. The<br />

proposed extension to the <strong>compost</strong>ing <strong>facility</strong> would not be visible from the protected view as listed in<br />

the Meath County Development Plan 2007-2013. Rathe house equestrian centre is located<br />

approximately 2km to the south of the existing <strong>facility</strong> and will not be <strong>impact</strong>ed upon by the proposed<br />

development.<br />

5.4 MITIGATION MEASURES<br />

Population<br />

The operation of the <strong>facility</strong> will have limited effects on the local population, as the <strong>facility</strong> is currently an<br />

active site. The <strong>compost</strong>ing <strong>facility</strong> and its proposed extension will be managed in such a way as to limit<br />

the <strong>impact</strong> of its operation on the surrounding environment.<br />

Traffic<br />

Mitigation Measures for Traffic include that appropriate warning signs indicating the presence of the<br />

entrance for traffic approaching from Nobber or Kingscourt should be provided and maintained. Further<br />

mitigation measures are outlined in Section 13 of this EIS.<br />

Noise and Vibration<br />

It is envisaged that a variety of practicable noise control measures will be employed. This may include<br />

the selection of plant with low inherent potential for generation of noise and/or vibration. Further<br />

mitigation measures are proposed in Section 10 (Noise and Vibration) of this EIS.<br />

Dust and Odour<br />

Thorntons Recycling will endeavour to ensure that dust and odour emissions are kept to a minimum at<br />

all locations and shall take all reasonable steps as far as is practical to minimise dust and odour<br />

emissions. Further mitigation measures are proposed in Section 9 (Air) of this EIS.<br />

Health and Safety<br />

All future <strong>facility</strong> personnel will be appropriately trained and certified in the safe operation, handling of<br />

materials of this <strong>facility</strong>. All current personnel have been thoroughly trained on the properties of all<br />

materials and products being handled within the <strong>facility</strong>, and will be trained to react in the unlikely event<br />

of an unplanned incident.<br />

Employment<br />

The <strong>impact</strong> on employment is positive and therefore no mitigation measures are proposed.<br />

Amenities and Tourism<br />

A planting plan has being prepared indicating woodland edge planting around the new structures. This<br />

will reduce visual <strong>impact</strong> of the extension. Details of mitigation measures are provided in Section 11<br />

(Landscape and Visual Impact) of this EIS.<br />
