5361- Kilmainhamwood Compost Facility Extension- EIS<br />

5 HUMAN BEINGS/SOCIO ECONOMIC<br />

5.1 INTRODUCTION<br />

Human Beings are a vital element to be considered as part of the EIA process. The purpose of this<br />

assessment is to examine the existing environment, the current and potential <strong>impact</strong>s of the extension<br />

of the existing <strong>compost</strong>ing <strong>facility</strong>, at Ballnalurgan, Kilmainhamwood, Kells, Co. Meath on human<br />

beings. As this <strong>facility</strong> is already in existence, this section will provide an assessment of socio-economic<br />

issues that may be affected by its continued use and expansion. This section will focus on population,<br />

employment, tourism and amenities, and material assets.<br />

5.1.1 Methodology<br />

A desk study was carried out in order to examine all relevant information pertaining to planning and<br />

socio economic activity in the study area. The relevant national, regional and local planning guidelines<br />

were examined along with the Meath County Development Plan 2007-2013.<br />

Fáilte Ireland tourist literature for Meath was examined in relation to tourism amenity in conjunction with<br />

websites of relevant tourism sites and amenities for the area. In addition Ordnance Survey maps were<br />

used to identify land use and possible amenity and tourist sites that may be located in proximity to the<br />

existing <strong>compost</strong>ing <strong>facility</strong>.<br />

5.2 EXISTING ENVIRONMENT<br />

The site is located in a rural agricultural area approximately 4km south of Kingscourt, Co. Cavan in the<br />

townlands of Ballnalurgan and Newcastle.<br />

The site lands are currently used as a <strong>compost</strong>ing <strong>facility</strong> and related infrastructure. The area<br />

immediately surrounding the site is predominantly farmland with residential dwellings and farm buildings<br />

located in the vicinity of the <strong>compost</strong>ing <strong>facility</strong>. A number of industries are located in proximity to the<br />

site. These include Gypsum Industries and College Proteins.<br />

The nearest occupied dwelling is located 400m north of the existing <strong>facility</strong> and its proposed extension.<br />

A detailed drawing showing the location of dwellings within 1km of the site is provided in Drawing 5361-<br />

2407. This drawing is summarised in Table 5.1 below.<br />
