5361- Kilmainhamwood Compost Facility Extension- EIS<br />

‘Waste management options should be determined according to a waste hierarchy which considers first<br />

waste minimisation, then re-use, recycling, <strong>compost</strong>ing and energy recovery (including incineration),<br />

and finally disposal to landfill. Waste should generally be managed as near as possible to its place of<br />

production in order to minimise the <strong>environmental</strong> <strong>impact</strong> of waste transportation’ (Section 9.2).<br />

The proposed extension to the existing Kilmainhamwood <strong>compost</strong>ing <strong>facility</strong> is in line with these<br />

guidelines and the requirement to develop biological treatment facilities.<br />

4.3.3 Local Level<br />

Meath County Development Plan (2007-2013)<br />

The development plan sets out the general policies and development standards of Meath County<br />

Council. The development plan sets out the following policies in relation to waste management, rural<br />

development and infrastructure.<br />

Economic Development Policy 19<br />

‘To normally permit development proposals for the expansion of existing industrial or business<br />

enterprises in the countryside where the resultant development is of a size and scale which remains<br />

appropriate and which does not negatively <strong>impact</strong> on the character and amenity of the surrounding<br />

area; and the proposal demonstrates that it has taken into account traffic, public health, <strong>environmental</strong><br />

and amenity considerations and is in accordance with the policies, requirements and guidance<br />

contained in this plan.<br />

In all instances, it should be demonstrated that the proposal would not generate traffic of a type and<br />

amount inappropriate for the character of the access roads or would require improvements which would<br />

affect the character of these roads’ (Ref Section 3.1.9).<br />

Infrastructure Policy 74<br />

‘To implement the provisions of the Waste Management Hierarchy and the Replacement North East<br />

Regional Waste Management Plan. All prospective developments in the county will be expected to take<br />

account of the provisions of the Replacement Regional Waste Management Plan and adhere to those<br />

elements of it that relate to waste prevention and minimisation, waste recycling facilities, and the<br />

capacity for source segregation. Account will also be taken of the proximity principle and the inter<br />

regional movement of waste as provided for under the Section 60 Policy Direction by the Minster for the<br />

Environment, Heritage & Local Government (Circular WIR:04/05)’ (Ref Section 4.9.3).<br />

Infrastructure Policy 79<br />

‘To support the development of recycling sites/ waste disposal sites or transfer stations and associated<br />

developments in appropriate locations, subject to normal planning and <strong>environmental</strong> sustainability<br />

considerations. In assessing applications for these types of development, the Planning Authority will<br />

have regard to the Groundwater Protection Plan and appropriate response matrix’ (Ref Section 4.9.3).<br />
