5361- Kilmainhamwood Compost Facility Extension- EIS<br />

The design of the proposed extension to the Kilmainhamwood Compost <strong>facility</strong> is in line with the latest<br />

requirements of the Department of Agriculture, Fisheries and Food. These requirements favour a “one<br />

way system of material flow” of waste to prevent cross contamination.<br />

4.3.1.5 Planning Policy<br />

National Spatial Strategy (NSS) 2002-2020<br />

In 2002, the Government published the National Spatial Strategy (NSS) for Ireland 2002 to 2020. NSS<br />

is a coherent national planning framework, which covers Ireland’s seven regions, and also provides the<br />

framework for spatial policy for the Greater Dublin Area. There is a strong emphasis placed upon<br />

securing Greater Dublin’s vital national role through improved mobility, urban design, social mix and<br />

transport (both national and international).<br />

This strategy states that waste management is a particular current priority and that efficient, effective<br />

and cost competitive waste management facilities are essential if industrial and enterprise activity is to<br />

thrive and develop in a balanced way across Ireland. The proposed extension to the existing<br />

<strong>compost</strong>ing <strong>facility</strong> will contribute to, and support the requirements of the NSS.<br />

4.3.2 Regional Level<br />

4.3.2.1 Waste Management Policy<br />

North East Waste Management Plan (2005-2010)<br />

The Waste Management Plan for the North East Region (2005-2010) states that progress is required to<br />

meet the planned targets of 2015. The targets set include:<br />

• 43% recycling<br />

• 39% thermal treatment<br />

• 18% landfill<br />

This Plan sets out the following policy objectives for biological treatment;<br />

‘It will be a priority of the Plan to ensure that biological treatment of separately collected organic waste<br />

is developed in the Region. This treatment is required to meet our requirements under the Landfill<br />

Directive as well as to meet the recycling targets set in the Plan.<br />

The Local Authorities will ensure:<br />

The provision of Green Waste Composting facilities for garden and landscaping waste. Two to three<br />

facilities are encouraged with capacity up to 10,000 tonnes/annum. (2006 – 2007)<br />

The development of Biowaste Treatment Plants to treat source-separated organic waste from<br />

households, businesses and industry. (2007)<br />
