5361- Kilmainhamwood Compost Facility Extension- EIS<br />

• In the event of a fire any excess firewater within the <strong>compost</strong> building will be contained within the<br />

building. This firewater will subsequently be analysed prior to possible tankering off-site to an<br />

approved wastewater plant.<br />

With regard to the extended <strong>facility</strong> building, a fire safety certificate will be secured from Meath County<br />

Council Fire Department. The design of the <strong>facility</strong> building extensions is in accordance with Technical<br />

Guidance Document B of the Building Regulations.<br />

2.6.4 Litter Control<br />

The following measures are employed at the site to control litter:<br />

• All waste entering the <strong>facility</strong> is covered. Thorntons Recycling excludes any contractor failing to<br />

comply with this requirement from entering the site;<br />

• The approach roads to the site are monitored on at least a daily basis and in the event of litter being<br />

found on these roads, site staff promptly remove it and deposit it in an appropriate manner;<br />

• The waste that will be <strong>compost</strong>ed on site will consist of separately collected biowaste, which<br />

contains only very limited amounts of components that could potentially cause litter problems (e.g.<br />

plastic, paper).<br />

• Waste will only be stored within the <strong>facility</strong> buildings.<br />

• Residues hauled to landfill from the <strong>compost</strong>ing <strong>facility</strong> will be in covered vehicles;<br />

• All site areas will be inspected and cleaned regularly.<br />

• The <strong>facility</strong> has access to a road sweeper when required.<br />

2.6.5 Odour Control<br />

The main reasons for the occurrence of nuisance odour emissions from <strong>compost</strong>ing facilities are:<br />

• Existence of anaerobic conditions in the fresh biowaste or in the <strong>compost</strong>ing material;<br />

• Composition of the biowaste in the <strong>compost</strong>ing process, especially:<br />

o High concentrations of sulphur containing materials;<br />

o High concentrations of nitrogen containing components causing ammonia emissions;<br />

• Temperatures in the <strong>compost</strong>ing process exceeding 65°C;<br />

• Ineffective odour abatement system;<br />

Consequently, the main measures for reducing odour emissions can be divided into five categories:<br />

1. Management of the fresh biowaste handling and influencing the composition of the material fed<br />

into the <strong>compost</strong>ing process<br />

2. Prevention of anaerobic conditions, i.e. allow sufficient active aeration of the <strong>compost</strong>ing<br />

material and prevention of very wet process conditions;<br />

3. Monitoring and maintaining of temperature below 65°C;<br />

4. Application of emission reduction techniques;<br />

5. Implementation of an effective odour abatement system specifically designed for the<br />
