5361- Kilmainhamwood Compost Facility Extension- EIS Volume IV: Appendices All supporting documentation and references, referred to in the EIS text body (Volume II) are included in this volume. 1.5 SCOPING OF THE ENVIRONMENTAL IMPACT ASSESSMENT (EIA) As part of the EIA process, TOBIN Consulting Engineers contacted the Planning Authority, Meath County Council on 2 nd February 2009, to arrange a pre-planning meeting. Meath County Council issued a letter on the 6 th February 2009 confirming a date of a pre-planning meeting and requested additional information on the project. On the 19 th February 2009 this additional information was delivered to Meath County Council. A formal pre-planning meeting was held on 27 th February 2009 to discuss the scope and extent of the EIA. Mr. Padraig O Shea (Meath Co. Co.) and Mr. Tim O Leary (Meath Co. Co.) met with Mr. Tom McDonnell (Thorntons Recycling), Mr. Pat O Neill (TOBIN Consulting Engineers) and David Jenkins (Burke Jenkins) to discuss the proposed development. On the 25 th February 2009 a meeting was held with the Environmental Protection Agency (EPA). TOBIN and Thorntons Recycling met with Mr. Donal Grant and Dr. Helen Creed of the EPA to discuss the proposed development. TOBIN also undertook a process of consultations with various statutory and interested parties. In accordance with Section 4 of the Advice Notes on Current Practice in the preparation of Environmental Impact Statements (EPA, 2003), the consultation process consisted of consultation with competent bodies, statutory bodies and interested parties. The primary objective of involving competent bodies, statutory bodies and interested parties in the Environmental Impact Assessment process is to aid scoping of the Environmental Impact Assessment and to allow all parties to highlight issues of concern. 5361- Kilmainhamwood Compost Facility Extension- EIS 1.6 TECHNICAL DIFFICULTIES AND AVAILABILITY OF DATA No significant technical difficulties or lack of data were experienced in preparing the Environmental Impact Statement for the proposed development. 1.7 STUDY TEAM AND CONTRIBUTORS TO THE EIA A team of consultants co-ordinated by TOBIN Consulting Engineers has conducted this EIA. The relevant inputs of the various members of the Study Team are listed in Table 1.2. The EIA was completed in partnership with Thorntons Recycling.
