13.5.2 Link Capacity<br />

A link capacity assessment has been carried out for the R162 with reference to the Geometric Design<br />

Guidelines RT180. The R162 is approximately 6.0m wide with 60% visibility greater than 460m and a<br />

lateral clearance of 1m from the carriageway edge on both sides. Due to the rural nature of the area, it<br />

is assumed that level of service C is to be provided, meaning the two way capacity of the road is 765<br />

vehicles per hour. The maximum two way flow that is expected to occur is during the PM peak in 2025<br />

with a flow volume 257 PCUs. This is below the capacity of the road meaning that the local road will<br />

operate within capacity up to and including 2025 where there will be approximately 66% spare capacity.<br />

13.6 ROAD SAFETY, PARKING, PEDESTRIAN FACILITIES AND CYCLISTS<br />

13.6.1 Road Safety<br />

Existing warning signage, warning motorists of a <strong>facility</strong> entrance, is located at both sides of the <strong>facility</strong><br />

entrance. It is recommended that additional warning signage is installed and maintained at 200m from<br />

either side of the existing <strong>compost</strong> <strong>facility</strong> entrance to warn traffic to the presence of slow moving<br />

vehicles.<br />

13.6.2 Parking<br />

The Meath County Development Plan 2007-2013 does not outline any specific parking standards for<br />

developments such as <strong>compost</strong>ing facilities. However, it is noted that adequate parking is provided at<br />

the <strong>facility</strong> to accommodate the expected number of employees and visitors. Adequate space is also<br />

provided to facilitate parking for all delivery vehicles.<br />

13.6.3 Pedestrian Facilities<br />

There are no pedestrian facilities in place on the R162 in the vicinity of the development. As it is not<br />

expected that there will be any pedestrian activity to and from or within the proposed development, no<br />

pedestrian facilities are considered to be required for this development.<br />

13.6.4 Cyclists<br />

There are currently no cycle facilities in place on the R162. Due to the nature and rural location of the<br />

development, cycle lanes are not considered to be necessary.<br />

13.7 CONCLUSIONS AND RECOMMENDATIONS<br />
