5361- Kilmainhamwood Compost Facility Extension- EIS<br />

1 INTRODUCTION<br />

1.1 GENERAL<br />

TOBIN Consulting Engineers have prepared this Environmental Impact Statement (EIS) for an<br />

extension to an operational <strong>compost</strong>ing <strong>facility</strong> located at Ballynalurgan, Kilmainhamwood, Kells, Co.<br />

Meath. This <strong>facility</strong> is currently owned and operated by Padraic Thornton Waste Disposal Ltd, trading<br />

as Thorntons Recycling.<br />

The <strong>facility</strong> is currently licensed to process 20,800 tonnes of biodegradable waste per annum. The high<br />

quality <strong>compost</strong> currently produced is used as a soil conditioner in commercial agriculture, as material<br />

for landscaping, as organic soil conditioner or as a custom growing media. The <strong>facility</strong> has been<br />

operational since September 2006. Thorntons Recycling proposes to extend the existing <strong>facility</strong> to<br />

accept and treat up to 40,000 tonnes of biodegradable waste per annum.<br />

The location of the <strong>compost</strong>ing <strong>facility</strong> in relation to the surrounding regional setting is shown on Figure<br />

1.1.<br />

The construction activities for the proposed development include:<br />

� Extensions to the existing <strong>facility</strong> buildings;<br />

� Facility administration building in the form of offices, tea station, toilets and showers; and<br />

� Other works required to integrate the proposed extensions and <strong>facility</strong> administration building<br />

into the existing <strong>facility</strong>.<br />

1.2 SITE LOCATION AND BACKGROUND<br />

The existing <strong>compost</strong>ing <strong>facility</strong> is located on a landholding in the townland of Ballynalurgan,<br />

approximately 4km south of Kingscourt, Co. Cavan and 6km northwest of Nobber, Co. Meath. The<br />

R162 regional road runs to the south and southwest of the site. Access to the <strong>facility</strong> is provided by<br />

means of an entrance onto the R162 and a site road of approximately 0.85 km in length.<br />

The location of the site in relation to its geographic surrounds is shown on Figure 1.1 (Regional Site<br />

Location Map).<br />

The overall landownership boundary is approximately 13.2ha. The landownership area is shown on<br />

Figure 1.2. The site lands are situated at an elevation of between 60m and 88m AoD. To the east and<br />

west of the application site, the land rises gently from low hills reaching high points of 173m AoD at<br />

Carrickleck to the east and 155m AoD at Boynagh to the west.<br />

The existing hedgerows and an area of coniferous forestry that surrounds the existing <strong>facility</strong> provide<br />

screening.<br />
