It is a registered charity (CHY 13390) (RCN 20041533)and an Approved Housing Body. It is compliant with the standards set outby the Charity Regulator in the Charities Governance Code, which havestatutory effect from 2020. In addition, it operates the standards of bestpractice for Approved Housing Bodies.The Companies Act 2014 came into effect on 1st June 2015 and from then therequirements for the content and presentation of financial reporting for notfor-profitcompanies changed. NOVAS adopted the reporting standards of71
Annual Report 2022FRS 102 (FRS; Financial Reporting Council) for charities to report theirfinancial activities.NOVAS complies with the requirements set down by the Charities Regulatorand the Statement of Guiding Principles for Fundraising created by the IrishCharities Tax Research organisation (ICTR).OPERATIONAL AND REGULATORY STANDARDSNOVAS’ Bellevue house is a residential childcare facility that is registeredwith TUSLA, and it is periodically inspected under the National Standards forChildren’s Residential Centres (HIQA).NOVAS Homeless Services are measured against the National QualityStandards Framework for Homeless Services.All services that receive state funding have a Service Level Arrangement inplace and reviews are carried out on an annual basis.NOVAS STRATEGIC PLANIn 2022, NOVAS launched a new Strategic Plan for the period 2023 to 2027.Within the plan, there were four strategic goals that were designed to equipthe organisation to effectively prevent and respond to homelessness, increaseour social housing stock and enhance our organisational systems andstructures to meet growing demand. Strategic Goals 2023-2027:1. Provide innovative andeffective solutions for clientswith complex needs to preventand address homelessness.2. Generate viable pathwaysout of homelessness and equipour clients with the skills forsustainable independent living.3. Increase our Social Housingprovision while providingexcellent tenant support andengagement.4. Develop our organisation andpeople through structures andsystems to serve our clients now,and in the future.72
