G W R C C C GREATER WASHINGTON REGION CLEAN CITIES COALITION PANELISTS Modou Cham, Circuit Transit Senior Business Development Manager (NY & Northeast) Modou Cham is the Senior Business Development Manager in New York and the Northeast for Circuit Transit, working with community leaders to assist in launching sustainable mobility programs. Circuit is building on-demand, last mile shuttle services for local communities and developments across America. Mr. Cham has a background in Sustainability Management and previously worked for a non-profit at the United Nations. Most recently, Mr. Cham was a Lead Sustainable Mobility Consultant for ICF, collaborating closely with local, regional, and state governments as well as corporate partners. In this role, Mr. Cham worked on conducting in-depth analyses, formulating innovative strategies, and overseeing the seamless implementation of Sustainable Transportation initiatives. These endeavors were undertaken with a view to not only advance sustainable mobility solutions but also to contribute significantly to the enhancement of air quality within communities. Ellis Chapman, Alliance AutoGas Renewable Energy Consultant Ellis Chapman brings over 44 years of sales and operations management experience in the distribution, installation, regulatory, marketing, of LP Gas. Throughout his career, he has worked for three multi-state marketers with a focus on engine fuel. From forklifts, generators, portable EV Chargers, and over the road vehicles of all types and sizes, he has hands-on experience in each engine fuel market with conversions, growth, technology, cost, training, and environmental benefits. The past decade the focus has been on Propane Autogas with The Nation’s Leader Alliance Autogas growing the market in The DMV with governmental agencies as well as private fleets. Assisting both in meeting and exceeding their sustainability, carbon footprint, and bottom-line goals and budgets. Also is knowledgeable with available grants and rebates for conversions of vehicles to Propane Autogas. A current emphasis has been placed on developing strategic locations for available propane infrastructure, conversion centers, maintenance centers, training of technicians and personnel throughout the DMV and beyond. Much time has been devoted to propane industry associations promoting the safe use of propane, growth of the product, cost analysis and comparisons of propane to electric/oil/gasoline/wood/coal/etc., with a continued concentration on Propane Autogas. Most recently serving as co-chair of The Marketing Committee for The Mid-Atlantic Propane Gas Association. 22
G W R C C C GREATER WASHINGTON REGION CLEAN CITIES COALITION PANELISTS Robert Christopher, Environmental Planner Metropolitan Washington Council of Government I am driven to go above and beyond to support top leaders and key stakeholders in sustainability planning. Utilizing my extensive experience in research, analysis, report preparation, and presentations, I am comfortable communicating and collaborating at all levels. I excel in project vision and execution and am able to collectively see the broader picture, set strategic goals, and lead teams to meet and exceed those goals. I am excited to put these skills and experiences to use. A few notes on how my previous experience has prepared me for a role as a sustainability professional: ► Proven exceptional customer service and communication skills that foster positive business relationships and improve success rates. ► Experienced fundraiser that has actively supported securing $30M for participatory budget, exceeding goals. ► Provided leadership for training conference development and team lead assignments that ultimately generated 28% in increased revenue and a 5% higher attendance rate. Jeffrey L. Clarke, NGV America Vice President, Regulatory & Government Affairs, & General Counsel 23 Jeffrey L. Clarke serves as Vice President, Regulatory & Government Affairs, and General Counsel for NGVAmerica. NGVAmerica is the national trade association dedicated to promoting natural gas as a transportation motor fuel. Mr. Clarke has extensive experience in energy policy and regulatory affairs, having previously worked in government relations for the American Gas Association and in a previous role for NGVAmerica. Prior to rejoining NGVAmerica in August of 2006, he worked for New West Technologies, serving as a Senior Project Manager, providing regulatory and legislative support for government agencies. He also previously worked in the Washington Office of the National Renewable Energy Laboratory (NREL), serving as a policy analyst, supporting transportation programs for the U.S. Department of Energy’s Office of Energy Efficiency & Renewable Energy. Mr. Clarke has a J.D. in law from the University of Baltimore and an undergraduate degree from James Madison University.
