Dear Members, Stakeholders and Attendees:<br />

Welcome to the <strong>Awards</strong> <strong>Luncheon</strong> & <strong>Conference</strong> hosted by the <strong>Greater</strong> <strong>Washington</strong><br />

<strong>Region</strong> <strong>Clean</strong> <strong>Cities</strong> <strong>Coalition</strong> (<strong>GWRCCC</strong>), a public-private partnership that promotes the<br />

use of clean and alternative American transportation fuels for homeland security and<br />

improved air quality. We also work to promote diversity, inclusion and equity in the<br />

alternative fuels industry and movements for reducing pollution and environmental justice.<br />

This year we are blessed to have the opportunity to celebrate 30 years of the <strong>Clean</strong> <strong>Cities</strong><br />

movement and mission in the DMV. I would like to congratulate previous Directors and<br />

Executive Directors for their DC <strong>Clean</strong> <strong>Cities</strong> efforts such as George Nichols, Leah Boggs,<br />

Ron Flowers, and Ira Dorfman. Each of you brought your unique leadership, vision, and<br />

abilities to advance clean energy and transportation to the job. We are eternally grateful<br />

to each of you for your service and ability to get things done for <strong>Clean</strong> <strong>Cities</strong>!<br />

We have some very exciting and powerful speakers at the luncheon and conference such<br />

as Congressman Glen Ivey (D-Maryland), Wala Blegay, Vice Chair of the Prince George’s<br />

County Council and Tom Hucker, former Maryland State Delegate, former Montgomery<br />

County Council Member and a current Senior Advisor in the U.S. Department of Energy.<br />

Today we will honor dynamic awardees and champions of clean energy, transportation<br />

and environmental protection and justice like Mark Pastrone, Floyd Vegara, Tim<br />

Fitzgerald, and Semia Hackett. It is our hope that this luncheon and conference helps you<br />

grow both professionally and personally.<br />

Again, thank you for attending the conference. I would like to thank the <strong>GWRCCC</strong> Board<br />

of Directors and Jill Hamilton, Board Chair for your leadership and dedication to this great<br />

institution. I would like to thank the <strong>GWRCCC</strong> Office Team members Kimberly Harden, Jill<br />

Welcome <strong>Greater</strong> <strong>Washington</strong> <strong>Region</strong> <strong>Clean</strong> <strong>Cities</strong> members and stakeholders!<br />

We are here to celebrate the 30-year anniversary of the <strong>Clean</strong> <strong>Cities</strong> Program and kickoff<br />

the Inaugural Annual <strong>GWRCCC</strong> <strong>Conference</strong>. <strong>GWRCCC</strong> was one of the first coalitions to be<br />

designated. It is an honor to represent you as chair of this active <strong>Coalition</strong>.<br />

We have come a long way from those early days. I’m proud of the impact our members are<br />

making in our region and nationally to expand clean, green energy use. We will be<br />

recognizing some of these amazing achievements today at the <strong>Awards</strong> <strong>Luncheon</strong>. Many<br />

others that are doing great things may not be given an award. But that doesn’t mean your<br />

work is unvalued or unappreciated. It takes all of us to move toward a low-carbon<br />

economy.<br />

Under our Executive Director Antoine Thompson’s leadership, the <strong>Coalition</strong> continues to<br />

remain engaged with our political leaders at the highest levels with meetings with Vice<br />

President Harris and participation in the regional and local political events. He continues to<br />

develop our relationship with both DC Mayor Bowser and Honorable Eleanor Holmes<br />

Norton offices. Both are lending their support to the issues important to our <strong>Coalition</strong>.<br />

Further, Antoine has become a national leader in Equity and Environmental Justice. He has<br />

secured several grants to help educate others about this important topic of today.<br />

As always, we are here to support your efforts and work collaboratively with you. Together<br />

we can go farther. Let us hear from you on how we can do this better.<br />

ABOUT <strong>GWRCCC</strong><br />

<strong>The</strong> <strong>Greater</strong> <strong>Washington</strong> <strong>Region</strong> <strong>Clean</strong> <strong>Cities</strong> <strong>Coalition</strong> (<strong>GWRCCC</strong>)<br />

is public-private partnership that promotes the use of clean, and<br />

alternative American transportation fuels for homeland security and<br />

improved air quality. This coalition is one of nearly 100 coalitions<br />

around the country. DOE created <strong>Clean</strong> <strong>Cities</strong> in 1993 to provide<br />

informational, technical, and financial resources to EPAct-regulated<br />

fleets and voluntary adopters of alternative fuels and vehicles.<br />

Since its inception in 1993, <strong>Clean</strong> <strong>Cities</strong> and its stakeholders have<br />

displaced more than 2 billion gallons of petroleum.<br />

At the local level, <strong>GWRCCC</strong> leverages these resources to create<br />

networks of local stakeholders and provide technical assistance to<br />

fleets implementing alternative and renewable fuels, idle-reduction<br />

measures, fuel economy improvements, and emerging<br />

transportation technologies. We also work to promote diversity,<br />

inclusion and equity in the alternative fuels industry and movements<br />

for reducing pollution and environmental justice.<br />

<strong>GWRCCC</strong> is supported by stakeholders that include area<br />

government jurisdictions, the Council of Governments and regional<br />

planning authorities, trade associations, private companies and<br />

concerned citizens.<br />

<strong>The</strong> <strong>GWRCCC</strong> is proudly celebrating its 30th Year Anniversary and<br />

we look forward to 30 more years of encouraging the expanded<br />

use of new automotive technology to replace gasoline and diesel<br />

fuel for a cleaner transportation future. We invite you to get<br />

ABOUT <strong>Clean</strong> <strong>Cities</strong><br />

As part of the U.S. Department of Energy's (DOE) Vehicle<br />

Technologies Office (VTO), <strong>Clean</strong> <strong>Cities</strong> coalitions foster the<br />

nation's economic, environmental, and energy security by<br />

working locally to advance affordable, domestic transportation<br />

fuels, energy efficient mobility systems, and other fuel-saving<br />

technologies and practices. Since beginning in 1993, <strong>Clean</strong> <strong>Cities</strong><br />

coalitions have achieved a cumulative impact in energy use<br />

equal to nearly 12 billion gasoline gallon equivalents through the<br />

implementation of diverse transportation projects.<br />

More than 75 active coalitions serve as the foundation of <strong>Clean</strong><br />

<strong>Cities</strong> by working in communities across the country to<br />

implement alternative fuels, fuel-saving technologies and<br />

practices, and new mobility choices. <strong>Clean</strong> <strong>Cities</strong> coalitions are<br />

comprised of businesses, fuel providers, vehicle fleets, state and<br />

local government agencies, and community organizations. Each<br />

coalition is led by an on-the-ground <strong>Clean</strong> <strong>Cities</strong> coalition<br />

director who tailors projects and activities to capitalize on the<br />

unique opportunities within their communities. Nationwide,<br />

more than 20,000 stakeholders participate in <strong>Clean</strong> <strong>Cities</strong><br />

coalitions, and through their collective efforts they are<br />

transforming local and regional transportation markets.<br />

Kelly Crawford is Senior Advisor of Energy Equity and Environmental Justice at the U.S.<br />

Department of Energy’s Office of Energy Efficiency and Renewable Energy. Crawford is an<br />

award-winning subject matter expert with more than a decade of technical experience in<br />

environmental science and engineering, energy policy, climate change, emergency management<br />

and response, and environmental justice and equity. Before joining EERE, Crawford worked at the<br />

Department of Energy and Environment in <strong>Washington</strong>, D.C. as Associate Director of the Air<br />

Quality Division and State Air pollution control officer. In 2019, she assumed leadership of the<br />

department’s equity committee, where she developed and implemented Racial Equity<br />

Framework, built a Racial Equity Impact Tool, and conducted Environmental Justice and Racial<br />

Equity training within the department.<br />

R. Denise Everson,<br />

Founder<br />

With over 20 years of experience in the fields of architecture, policy, and sustainability, R. Denise<br />

Everson is a passionate and innovative leader who engages, educates, and empowers<br />

communities through strategic connections. She holds a Master of Public Policy from Georgetown<br />

University, Bachelor of Architecture from Hampton University, Certificate in Financing & Deploying<br />

<strong>Clean</strong> Energy from Yale University, as well as accreditations in LEED and Green Advantage.<br />

As an entrepreneur, Everson leverages my expertise in community development, residential and<br />

commercial green building, and policy analysis to create and implement effective campaigns that<br />

promote impactful services to diverse and underserved audiences. She also collaborates with<br />

internal and external stakeholders to identify and address the needs and challenges of the<br />

communities she serves, and to align her engagement strategies with our social and<br />

environmental goals.<br />

President<br />

Luis D. MacDonald is President of AutoFlex Fleet, Inc. a GSA Schedule Federal Fleet contract holder<br />

for 25+ years. AutoFlex Fleet was incorporated in 1987, and is a Maryland DOT certified Minority<br />

and service-disabled Veteran owned small business. Mr.MacDonald is a charter member of the<br />

Federal <strong>Clean</strong> <strong>Cities</strong> Program and a charter member of the <strong>GWRCCC</strong> Board of Directors. Mr.<br />

MacDonald served as Chair of D.C. NAFA’s first fleet-industry seminars on implementing<br />

Alternative Fueled Vehicle Legislation during early 1990’s. Mr. MacDonald served as a Military<br />

Policeman at the end of the Vietnam-era and studied football and business administration at<br />

Colorado State University under the G.I. Bill.<br />

Laurel is a public relations and event planning specialist. She coordinates <strong>GWRCCC</strong>’s social media<br />

Antoine Maurice Thompson is a native of Buffalo, New York. He graduated from Buffalo Public<br />

Schools #61, #60, and Bennett High School. A graduate of SUNY Brockport with a dual bachelors’<br />

degree in History and African and Afro-American Studies, Thompson also studied at the University<br />

of Ghana in Ghana, West Africa. Antoine is the recipient of an Honorary Doctorate of Laws<br />

Degree from Medaille College. He is a graduate of the 2001 Class of Leadership Buffalo.<br />

Antoine M. Thompson is a nationally recognized leader for environmental justice, green business,<br />

housing, diversity and urban policy. Antoine is the Executive Director of the <strong>Greater</strong> <strong>Washington</strong><br />

<strong>Region</strong> <strong>Clean</strong> <strong>Cities</strong> <strong>Coalition</strong> (<strong>GWRCCC</strong>), a public-private partnership that promotes the use of<br />

clean, American transportation fuels for homeland security, improved air quality, environment<br />

justice, diversity and inclusion.<br />

He is the former Executive Director of the National Association of Real Estate Brokers (NAREB) the<br />

oldest organization of African-American real estate professionals in the United States. Antoine led<br />

efforts to increase advocacy on Capitol Hill on closing the racial wealth gap through increasing<br />

the rate of Black homeownership.<br />

He had a significant public service career in his hometown of Buffalo, New York. His positions<br />

have included election to Buffalo Common Council where he authored the Buffalo’s Fair Housing<br />

Law, the Minority and Women Business Enterprise Inclusion Law and secured over $75 million for<br />

community development projects. He was elected to the New York State Senate in 2006 and<br />

2008 and served as the Senate Deputy Majority Whip and the first African-American to Chair the<br />

Senate Standing Committee on Environmental Conservation and Co-Chair of the Senate Minority<br />

and Woman Business Enterprise Task Force. He authored the NYS MWBE Mentor/Protégé Law. He<br />

was key architect of the Green Jobs/Green New York law.<br />

Antoine is a partner in Creative PMO Solutions. He is also a licensed real estate agent in New York<br />

State. Antoine is married to Tracey Thompson, and the father of Deja L. Thompson and Joseph A.<br />

Thompson. He is a member of First Baptist Church of Glenarden in Upper Marlboro, Maryland.<br />

Vice Chair Wala Blegay, Esq. was elected to serve her first four-year term on the Prince George’s<br />

County Council in the November 2022 General Election and represents Councilmanic District 6. She<br />

is a passionate advocate for Civil Rights, Women’s Rights, and Workers’ Rights, and the creator<br />

and host of the “Chat With a Lawyer” television talk show, a free legal resource for County<br />

residents. As a grassroots organizer, she has committed her office to all stakeholders' Engagement,<br />

Profile<br />

William is a nationally recognized leader in energy policy, grid modernization and climate change. In 2015,<br />

he was first recognized by Association of Energy Service Professionals (AESP) as the “One to Watch” for his<br />

contribution related to energy efficiency and sustainability. William was awarded Modern Day Technology<br />

Leader at the 2017 Black Engineer of the Year <strong>Awards</strong>. As recent as 2021, William was recognized by<br />

Environment + Energy as the Nation’s Top 100 Leaders, for his work related to decarbonization and<br />

electrification transportation.<br />

In his current role as Director of Governmental and External Affairs, William is responsible for engaging in<br />

stakeholder relations with state and local officials, community leaders and businesses, consumer and<br />

nonprofit organizations within the Pepco Maryland region. Advocating, shaping policy and managing issues<br />

to deliver value to our customers and key stakeholders. In 2020, William was appointed to the Prince<br />

George’s County Climate Action Commission. He was instrumental in the County’s plan to reduce GHG<br />

emissions by 50% by 2030 and achieve carbon neutrality by 2050.<br />

His previous role as Senior Portfolio Manager of Energy Efficiency, William was responsible for developing<br />

and implementing the strategic vision for increasing Demand Side Management programs across Atlantic<br />

City Electric, Delmarva Power and Pepco for over two million customers. Work included increasing<br />

adoption of behind the meter technology and programs to help customers better manage their energy<br />

usage, while leveraging these assets to maximize grid utilization.<br />

William has been with Exelon for over two decades, leading numerous engineering and customer<br />

organizations across the company. He was a member of Pepco Holdings’ first Engineering Intern class in<br />

2001. William is enthusiastic in the fight for climate justice and racial equity and is a member of<br />

Pepco’s/Exelon’s Racial Equity Taskforce.<br />

Civic Involvement<br />

William Ellis is a 5th generation <strong>Washington</strong>ian and a past Elected Official in <strong>Washington</strong> D.C. serving in<br />

the capacity as an Advisory Neighborhood Commissioner. William currently sits on the boards for<br />

Montgomery County Chamber of Commerce, Leadership Montgomery and Northeast Energy Efficiency<br />

Partnerships. He has held previous board positions at <strong>Clean</strong> Air Partners (Chair), Alumni Governors of<br />

Catholic University of America and Association of Energy Service Professionals (Treasurer). He is also a<br />

current member of the Maryland <strong>Clean</strong> Energy Center Board Advisory Council.<br />

After almost a decade away, Christian Flores is thrilled to be back home in the DMV. He is an awardwinning<br />

journalist who joined the 7NewsDC team in August 2022.<br />

Christian joins 7News from our sister station KEYE in Austin, Texas. While in the Lone Star State's capital, he<br />

covered state politics, breaking news and everything in between. Christian closely covered the chaotic<br />

legislative session, headlined by the fight over a new voting law that pushed state Democrats to flee the<br />

state for <strong>Washington</strong>, D.C., in an attempt to kill the bill. He also has been a Sinclair correspondent covering<br />

breaking news stories of national interest, including the mass shootings in Uvalde and El Paso, the Austin<br />

bombings, Hurricane Sally and visits by President Joe Biden and former President Donald Trump.<br />

His reporting in Austin landed him the Texas Association of Broadcasters Best TV Reporter award, as well as<br />

<strong>The</strong> Headliners Foundation of Texas Charles E. Green Best Television Reporter award. He was also a finalist<br />

at the Lone Star Emmy <strong>Awards</strong> in the Best Live Reporter category. Before Austin, Christian also worked in<br />

Shreveport, La., and Charlotte, N.C.<br />

Christian grew up in Fairfax and Loudoun counties. He left in 2010 for Northwestern University, where he<br />

played tight end on the football team before earning his Bachelor's and Master's degrees in journalism. Now,<br />

Floyd Holt currently serves as a Deputy Chief Administrative Officer (DCAO) on the Prince George’s County<br />

Executive’s leadership team where he assists the Chief Administrative Officer (CAO) in managing the dayto-day<br />

operation of County government and coordinating efforts among its agencies.<br />

Specifically, he is responsible for overseeing Government Infrastructure, Technology, and the Environment,<br />

including management of the Department of Public Works and Transportation, <strong>The</strong> Department of the<br />

Environment, the Office of Information Technology, and liaison/oversight of the Board of Elections, Liquor<br />

Board, <strong>Washington</strong> Suburban Sanitary Commission, District of Columbia Water Authority, and <strong>Washington</strong><br />

Metropolitan Area Transit Authority.<br />

Floyd grew up in a small town in West Tennessee. He graduated in the top three of his high school class and<br />

entered the United States Air Force Military Police Training Program at the age of 17. By age 20 he had<br />

received two Presidential Unit Citations for outstanding performance and was rated by his commanders in<br />

the top 10% of the Air Force. At age 21, he entered the University of Maryland on a special grant from the<br />

National Institute of Law Enforcement and Criminal Justice where he received a BS in Law Enforcement and<br />

Public Administration. He attended the Graduate School of Economics and Business at <strong>The</strong> Catholic<br />

University of America before receiving an MBA from Gallaudet University where he was employed as Chief<br />

of University Police.<br />

He later worked as Director of Public Safety at the <strong>Washington</strong> Suburban Sanitary Commission—the 7th<br />

largest water and wastewater utility in the United States, before being appointed Director, Bureau of<br />

General Services where he oversaw the operations of Fleet, Warehousing, Quality Assurance, Support<br />

Services, Printing and Graphics, and Mail distribution across two Counties. He was later tapped to serve as<br />

the utilities Y2K Czar where as the Chief of the Bureau of Administrative Services, he managed the Office of<br />

Human Resources, Management Services and Strategic Planning, and oversaw the remediation of over<br />

15,000 IT production programs and installed an Oracle integrated Financial Information System (ERP). In 2001,<br />

he joined a top 20 Fortune 500 Corporation where he worked as a <strong>Region</strong>al Audit Consultant investigating<br />

fraud, corruption, and internal moral turpitude. Following 9/11, he was reassigned as a Zone Compliance<br />

Consultant (Series 26 Investment Co./Variable Contracts Principal) where he was responsible for auditing the<br />

books and records of over 800 Independent Agents selling Insurance and Financial Products to ensure that<br />

they were not financing terrorist activities, laundering money, or violating Insurance, NASD, SEC, and OTC<br />

guidelines.<br />

Floyd is a graduate of the Aspen Institute’s Government Executives Leadership Program and completed<br />

leadership training through UCLA’s Paladin School and <strong>The</strong> Pacific Institute’s Change Management and<br />

Leadership Development Program.<br />

Floyd is married to the former Lillian Bishop, a former <strong>Region</strong>al Vice President of a Fortune 50 corporation,<br />

and current Chief of Staff of a University. <strong>The</strong>y have one daughter, Dawn Michelle, a Medical Pathologist<br />

Congressman Glenn Ivey is an attorney who served on Capitol Hill as chief counsel to the Senate Majority<br />

Leader, as counsel to Senator Paul Sarbanes during the Whitewater investigations, Chief Majority Counsel<br />

to the Senate Banking Committee, and on the staff of Rep. John Conyers (D-MI). He also worked for U.S.<br />

Attorney Eric Holder as an assistant U. S. Attorney, and as chair of Maryland’s Public Service Commission.<br />

He was twice elected as State's Attorney for Prince George's County where he worked with the Obama<br />

Administration to cut crime.<br />

Congressman Ivey established Ivey & Levetown in 2020, and recently represented a Lafayette Square<br />

protestor, arguing that the facial recognition software used to identify him compounds discrimination<br />

against dark-skinned people. <strong>The</strong> Department of Justice threw out the case. As chair of the County<br />

Executive Angela Alsobrooks’ Police Reform Taskforce in 2020 Ivey led the committee that examined the<br />

police department’s internal policies.<br />

Ivey grew up in Rocky Mount, North Carolina, where the schools of his hometown were still segregated<br />

when he started attending. But he watched his mother, a librarian, desegregate four different white<br />

schools, as well as his father, who worked for a federal War on Poverty agency that helped unemployed<br />

workers in eastern North Carolina get job training and find jobs.<br />

It was then Ivey saw the power of public service and the impact that advocates can have on social<br />

justice. And ever since, he has been a tireless fighter for our community. As Prince George's County State's<br />

Attorney, he created a first-of-its-kind Domestic Violence Prosecution Unit and pushed for stronger witness<br />

intimidation penalties. When the real estate market went south, he established an award-winning<br />

mortgage fraud unit that stood up for homeowners.<br />

Ivey resides in Prince George’s County with his wife, Jolene, a County Councilmember. He has six kids, one<br />

daughter, and five sons. His son, Julian, serves as a Delegate for District 47A in the Maryland House of<br />

Delegates. Ivey is a graduate of Princeton University (A.B. 1983) and Harvard Law School (J.D. 1986).<br />

Margaret Smith is a Technology Manager in the U.S. Department of Energy (DOE) Vehicle Technologies<br />

Office (VTO). In that role, she oversees a broad project portfolio, which is focused on enhancing the<br />

country’s economic vitality, energy security, and quality of life by advancing the deployment of affordable,<br />

efficient, and clean transportation fuels and technologies. Her project portfolio spans alternative fuel<br />

vehicles and infrastructure, transportation electrification, energy and environmental justice, community<br />

engagement, and the Justice40 Initiative. Margaret works with the <strong>Clean</strong> <strong>Cities</strong> Headquarters team, <strong>Clean</strong><br />

<strong>Cities</strong> <strong>Region</strong>al Managers, DOE National Laboratory staff, and support contractors to create an ecosystem<br />

of engaging with and providing technical assistance to <strong>Clean</strong> <strong>Cities</strong> coalitions.<br />

Before joining DOE in 2020, she provided programmatic and technical support to the VTO Technology<br />

Integration (TI) team as a contractor for over 10 years. Margaret supported various TI activities, such as<br />

organizing <strong>Clean</strong> <strong>Cities</strong> trainings and peer sharing discussions, developing resources for <strong>Clean</strong> <strong>Cities</strong><br />

coalitions, and assisting with program management responsibilities. Additionally, Margaret worked with<br />

<strong>Clean</strong> <strong>Cities</strong> coalitions on developing and implementing projects addressing barriers to electric vehicle<br />

deployment.<br />

Prior to working with VTO, Margaret worked for Sustainable Energy Strategies, Inc. In this role she<br />

supported biodiesel and ethanol projects that improve infrastructure, develop feedstocks, educate<br />

stakeholders, and promote the use of biodiesel. She has two years of experience with the design,<br />

manufacturing, and sales of underground stormwater treatment systems that remove pollution from<br />

stormwater runoff. After graduating from college, Margaret served in a year-long service program<br />

affiliated with AmeriCorps where she worked in low-income Buffalo communities and lived out the values<br />

of community, social justice, simplicity, and spirituality. Margaret holds a B.S. in computer engineering with<br />

a concentration in cognitive science from the University of Virginia.<br />

Olivia Campbell Andersen leads state public policy and market development for ABB E-mobility,<br />

the world’s leading EV charger manufacturer. Prior to joining ABB, Olivia advanced renewable<br />

electricity, heating, and EV policies as Executive Director of Renewable Energy Vermont. Focusing<br />

on sustainability, energy, and transportation issues at all levels of gov-ernment, her career also<br />

includes service with Congressman Steny Hoyer, Maryland Governor Martin O’Malley, Maryland<br />

Department of Natural Resources, and the National Wildlife Federation. She was recognized by<br />

Maryland’s Governor with the prestigious “Admiral of the Chesapeake”. Olivia earned degrees<br />

Brittany Barrett is the Senior Manager, School District E-Mobility Technical Assistance at WRI Ross<br />

Center for Sustainable <strong>Cities</strong>. She works to help bring together people and resources to facilitate<br />

the equitable, nationwide transition of all school buses from diesel to electric.<br />

Prior to joining WRI, Brittany worked for international mobility operator, Transdev, and held<br />

positions in public relations, business development, and was a general manager for a large public<br />

transportation system. Her 17 years of bus and transit expertise were utilized most recently in her<br />

role as the Assistant Director of Transportation at Emory University where she oversaw a robust<br />

shuttle and commute alternative program for 50,000 university and healthcare employees. She<br />

has passionately worked to reduce traffic impacts by assisting employees in utilizing public<br />

transportation, carpool, vanpool, bike or walk commute methods.<br />

Brittany holds a B.S. in Business from the University of South Carolina and a Masters of Business<br />

Administration from the University of Virginia's Darden School of Business where she was<br />

selected as a Forte Fellow. She lives in Charlottesville, VA. where she spends her free time doing<br />

Director of Automotive Engineering<br />

In his role as the Director of Automotive Engineering for AAA, Greg Brannon oversees all<br />

automotive research and testing for the 62 million member organization. Areas of expertise include<br />

electric vehicles, advance driver assistance systems, autonomous vehicles, automotive batteries<br />

and fuels. Greg is actively involved in the automotive industry, serving on multiple SAE committees<br />

and collaboration with other safety organizations such as Consumer Report and IIHS.<br />

AAA’s Automotive Engineering team, spanning both East and West Coasts of the United States,<br />

conducts a wide variety of unbiased, independent research projects that inform consumers and<br />

influence the industry toward the safer adoption of technology. Most recently, the group’s<br />

recommendation for common-sense, common naming of advanced vehicle technologies earned<br />

endorsement from SAE and NHTSA.<br />

Greg holds a B.S. in Business Management and a MBA from the University of Central Florida along<br />

with ASE Master Technician certification. He serves as a student mentor and on the Board of the<br />

Nick Burger is the Deputy Director of the Energy Administration at the District of Columbia’s<br />

Department of Energy and Environment. He was previously a Senior Economist at the RAND<br />

Corporation and the director of RAND’s <strong>Washington</strong> office. He holds a PhD in economics, and his<br />

research has focused on energy, climate, and resilience issues. In collaboration with the Rockefeller<br />

Foundation, he developed economic approaches to valuing and prioritizing investments in<br />

resilience. At the federal level, Dr. Burger has conducted evaluations of the EPA’s Global Methane<br />

Initiative and Performance Track programs. He was a Lead Author on the Fourth Assessment<br />

Report produced by the Intergovernmental Panel on Climate Change. Dr. Burger has worked with<br />

Habitat for Humanity of DC for ten years, helping them construct eight Passive homes for District<br />

residents. He served as an ANC Commissioner in ANC 6B for four years and has worked<br />

extensively on zoning and housing expansion. Most recently he served on the District’s Green<br />

Building Advisory Council.

Mr. Cham has a background in Sustainability Management and previously worked for a non-profit at<br />

the United Nations. Most recently, Mr. Cham was a Lead Sustainable Mobility Consultant for ICF,<br />

collaborating closely with local, regional, and state governments as well as corporate partners. In this<br />

role, Mr. Cham worked on conducting in-depth analyses, formulating innovative strategies, and<br />

overseeing the seamless implementation of Sustainable Transportation initiatives. <strong>The</strong>se endeavors<br />

were undertaken with a view to not only advance sustainable mobility solutions but also to contribute<br />

significantly to the enhancement of air quality within communities.<br />

Ellis Chapman brings over 44 years of sales and operations management experience in the<br />

distribution, installation, regulatory, marketing, of LP Gas. Throughout his career, he has worked for<br />

three multi-state marketers with a focus on engine fuel. From forklifts, generators, portable EV<br />

Chargers, and over the road vehicles of all types and sizes, he has hands-on experience in each engine<br />

fuel market with conversions, growth, technology, cost, training, and environmental benefits.<br />

<strong>The</strong> past decade the focus has been on Propane Autogas with <strong>The</strong> Nation’s Leader Alliance Autogas<br />

growing the market in <strong>The</strong> DMV with governmental agencies as well as private fleets. Assisting both in<br />

meeting and exceeding their sustainability, carbon footprint, and bottom-line goals and budgets. Also is<br />

knowledgeable with available grants and rebates for conversions of vehicles to Propane Autogas. A<br />

current emphasis has been placed on developing strategic locations for available propane<br />

infrastructure, conversion centers, maintenance centers, training of technicians and personnel<br />

throughout the DMV and beyond.<br />

Much time has been devoted to propane industry associations promoting the safe use of propane,<br />

growth of the product, cost analysis and comparisons of propane to<br />

electric/oil/gasoline/wood/coal/etc., with a continued concentration on Propane Autogas. Most<br />

recently serving as co-chair of <strong>The</strong> Marketing Committee for <strong>The</strong> Mid-Atlantic Propane Gas<br />

2006, he worked for New West Technologies, serving as a Senior Project Manager, providing<br />

regulatory and legislative support for government agencies. He also previously worked in the<br />

Daphne Dixon came to Connecticut at the turn of the millennium and has made her mark on the<br />

state’s environmental scene. In 2008, Dixon co-founded Live Green Connecticut! Throughout its<br />

tenure, Live Green has organized over 200 environmental workshops, events, and festivals throughout<br />

the state, including the Resilient CT Workshop at Fairfield University, <strong>The</strong> Green Faire Business Expo,<br />

and, most recently, an end of Summer craft beer and zero waste festival.<br />

In addition to her work with Live Green, Dixon serves as Executive Director of the Connecticut<br />

Southwestern Area <strong>Clean</strong> <strong>Cities</strong> <strong>Coalition</strong>, a <strong>Clean</strong> <strong>Cities</strong> member organization that fosters the<br />

economic, environmental, and energy security of the United States by working locally to advance<br />

affordable, domestic transportation fuels, energy efficient mobility systems, and other fuel-saving<br />

technologies and practices.<br />

Ron Edwards, Coordinator III - Fleet Operations<br />

Fairfax County Public Schools<br />

Ron has over 35 years of experience in the fleet/transportation industry with vehicles using gas, diesel and,<br />

most recently, electric. He has managed fleets for private industries, utility companies, and government<br />

municipalities. Ron has overseen fleets in sizes of 20 vehicles, to fleets with over 2500 vehicles. Edwards<br />

began his career as a technician working in a large garage so he knows firsthand how bad a vehicle can<br />

produce pollutants, especially if the vehicle is not mechanically sound. His current position is with Fairfax<br />

County Public Schools (FCPS) Fleet Coordinator within the FCPS Office Transportation Services (OTS). His<br />

job is to oversee the entire fleet of 1,625 school buses and 850 non-bus support vehicles it takes to keep<br />

their very large school division’s program moving and getting all students safely to and from school.. FCPS<br />

is committed to transitioning all 1,625 school buses and 850 non-buses to electric vehicles by 2035. One of<br />

the main responsibilities is to oversee this transition process.<br />

Ron cares deeply about our environment, public safety, and health, and his position at FCPS fits his personal<br />

and professional aspirations to improve our environment greatly, and he and his team at OTS remains<br />

extremely excited and committed to the school’s division’s ambitious electric vehicle transition initiative.<br />

<strong>The</strong>y continually attend EV training classes, coordinate, and attend training for both drivers and technicians,<br />

and attend as many in-like events as possible to not only sty up-to-date with all the EV technology, but<br />

also to educate the public on electric buses and their infrastructure while conveying our enthusiasm and<br />

excitement to our local community. We believe that FCP’s Office of Transportation Services’ experience<br />

and passion in this field will ensure the successful transition of our fleet to total electrification, and we are<br />

excited to partner with the EPA to help make this happen.<br />

Morgan Ellis is a Senior Advisor for Sustainable Transportation and Fuels where she focuses on<br />

implementation and stakeholder engagement. She comes to DOE with experience in transportation<br />

and climate from both the public and non-profit sectors. She worked for the Intelligent Transportation<br />

Society of America where she focused on the intersection of safety, technology, and sustainability in<br />

the transportation sector. She’s also worked on transportation and energy decarbonization for state<br />

government and national non-profit organizations.<br />

Tim Fitzgerald, Director, Fleet Management<br />

DC Water & Sewer Authority<br />

Tim Fitzgerald is the Fleet Management Administrator for the Department of Public Works - District of<br />

Columbia Water and Sewer Authority (DC Water). In this post, Mr. Fitzgerald oversees procurement,<br />

maintenance and repair for all DC Water vehicles and related equipment. He manages fleet functions and<br />

the distribution of vehicular equipment to support all DC Water operations. Mr. Fitzgerald is currently<br />

responsible for 575 vehicles and trucks in addition to more than 1,300 pieces of utility equipment at DC<br />

Water. He has a deep appreciation for an environmentally friendly fleet as well as the use and integration<br />

of alternative fuels, vehicles and advanced technologies into the fleet.<br />

Mr. Fitzgerald was previously the Manager of Fleet Operations for DC Water, a role in which he developed<br />

standards and vehicle operating policies, prepared annual budgets and periodic reports on operating<br />

costs, purchased or leased vehicles and equipment, and managed maintenance, repair, replacement, and<br />

disposal of vehicles. He managed 26 staff members and directed fleet-related risk management training,<br />

such as safety and accident prevention programs.<br />

Prior to coming to DC Water, Mr. Fitzgerald was President of Future-LLC, as Chief of Operations, managing<br />

the quad model of Facilities, Fleet/Utilities, Transportation and Construction for commercial and<br />

government offerings. He has 20 years of experience in IT and management ,and nearly as many years in<br />

fleet service. In 2014 and 2021, he received the Most Visionary Professional (MVP) award from the <strong>Clean</strong><br />

<strong>Cities</strong> <strong>Coalition</strong>, in 2018 the Intelligent Utility Vehicle award from STEM – NASA.<br />

Reverend George C. Gilbert, Jr was born October 10, 1974, in Landover, Maryland. Born the son of two<br />

God-fearing parents, Pastor George C. Gilbert, Sr. and Raba A. Gilbert, Reverend Gilbert was trained to<br />

reverence God. He was saved at an early age and has been blessed with many gifts and talents. He is<br />

the proud parent of two boys and one girl – Xavier Domonique, DeMarco Trevon, and Kennedie Raba.<br />

Reverend Gilbert is presently serving as the Assistant to the Pastor at Holy Trinity United Baptist Church;<br />

Executive Director of <strong>The</strong> Center For Racial Equity And Justice; Professor of Urban Ministry, and<br />

Hermeneutics at the <strong>Washington</strong> Baptist Seminary; Chairman of the Civic and Social Actions<br />

Committee of the Missionary Baptist Ministers’ <strong>Conference</strong> of <strong>Washington</strong>, D.C and Vicinity, Chairman<br />

of the Social Justice Commission of the Baptist Convention of D.C. and Vicinity and member of the<br />

Social Justice Commission of the Progressive National Baptist Convention (PNBC). Before Covid-19, he<br />

served as the Christian Services Chaplain for the <strong>Washington</strong>, D.C. Youth Prison, New Beginnings<br />

(where he resurrected Christian Services and Sunday Worship Services from 8 years of dysfunction);<br />

Growing up in <strong>Washington</strong>, D.C., Reverend Gilbert received his high school diploma from Eastern Senior<br />

High. He furthered obtained a Bachelor of Arts in Business Management from the University of the<br />

District of Columbia; and a Master of Divinity degree from Howard University School of Divinity in May<br />

2005. In 2019, Rev. Gilbert was accepted at one of the prestigious Universities to pursue his doctorate<br />

degree, however, the dean of the University told Rev. Gilbert he needed to choose academics over<br />

social justice – Rev. Gilbert never showed up for orientation.<br />

Currently, Reverend Gilbert believes that a prophetic voice must be sounded off. In this vein, he has<br />

served as the Special Assistant for Constituent Services and Religious Affairs for former two D.C.<br />

Councilmembers. Reverend Gilbert is always advocating and advising behind the scenes fighting for<br />

Christ and His causes. He is one of the lead organizers and voices in the District of Columbia for justice,<br />

Black Power and mobility. <strong>The</strong> Howard University Alumni honored Reverend Gilbert with the<br />

Community Activist Award in 2012. Mayor Byron Brown of Buffalo, New York proclaimed December 30,<br />

2013, as Reverend George C. Gilbert, Jr. Day. In August 2013, Reverend Gilbert was a convention<br />

speaker for the Progressive National Baptist Convention. In 2020, Rev. Gilbert, was covered in the news<br />

all over the world responding to President Donald in front of the church where President Trump tear<br />

gassed peaceful protestors and held up a Bible for a photo opportunity. <strong>The</strong>re you heard Rev. Gilbert’s<br />

famous statement, “You may have the Bible in your hand, but you don’t have it in your heart.” He was<br />

listed by Black Justice Fellows as one of the top 30 Justice Leaders in <strong>Washington</strong>, D.C. He serves on<br />

the Religious Advisory Board for Door Dash and many advisory boards and committees locally.<br />

Although Reverend Gilbert heard the call of God at an early age, he finally accepted the call and<br />

preached his initial sermon in May 1999. Reverend Gilbert believes that we are saved to serve and that<br />

a minister must follow Jesus’ mandates. He further understands that only what he does for Christ will<br />

last.

Divesh Gupta has been with the Exelon family of companies for over 17 years. He currently<br />

serves as Director of <strong>Clean</strong> Energy Solutions for BGE, where his team develops and implements<br />

programs and strategies to support energy efficiency, demand side management, and electric<br />

vehicles and charging. Divesh previously led Strategy for BGE’s Utility of the Future efforts<br />

around BGE’s Path to <strong>Clean</strong>, Smart City tech, community solar, fiber connectivity, energy storage<br />

and more. He maintains a focus on “how might” BGE deliver equitable solutions for BGE’s<br />

customers throughout these strategies and programs.<br />

Prior to his time at BGE, Divesh led Constellation’s Energy Solutions Team, pairing efficiency and<br />

clean energy tech with creative on-bill funding through competitive supply agreements. He has<br />

also worked as Chief of Staff for the President of Constellation Retail, helping to drive growth<br />

and strategy. Before joining the retail business, Divesh was an attorney for Exelon Corp.,<br />

providing counsel and representation on regulatory activities involving its competitive<br />

generation, wholesale, and retail businesses.<br />

Divesh serves on the Board for Baltimore’s historic St. Frances Academy, the nation’s oldest<br />

operating African-American Catholic High School, established in 1828, and is the Treasurer on the<br />

Foundation Board for Bowie State University, Maryland’s oldest Historically Black<br />

College/University. He is also the current President of the Maryland-District of Columbia Utilities<br />

Association. Divesh earned his B.A. in Policy and Sociology from Rice University in Houston, Texas,<br />

and his J.D. from Duke University School of Law in Durham, North Carolina.<br />

Jill Hamilton founded Sustainable Energy Strategies, Inc. in 1997. For more than 20 years, she has<br />

provided this industry with direction on fundraising, public awareness, event coordination and<br />

more. As President of SESI, Ms. Hamilton leverages alternative fuels industry funds with public and<br />

private resources, as well as initiates, writes and manages federal grant programs for clients. She<br />

provides business plans, project management and technical support for biofuel infrastructure<br />

development, including market research, fleet analysis, equipment assessment, and fleet and<br />

retailer liaison efforts. Ms. Hamilton also coordinates public outreach activities to promote<br />

awareness of biofuel transportation technologies, authors alternative fuel articles, presentations<br />

and speeches, manages media and event coordination for clients and prepares alternative fuel<br />

marketing strategies. During her Presidency at SESI, she has worked with the National Biodiesel<br />

Board, National Biodiesel Foundation, Maryland Grain Producers, Renewable Fuels Association,<br />

National Ethanol Governor's Association, Propane Education Research Council, <strong>Clean</strong> Vehicle<br />

Education Foundation, various clean cities coalitions and federal agencies such as the US<br />

Department of Energy.<br />

Ms. Hamilton attended the University of Missouri and graduated with honors from Principia<br />

College in Elsah, Illinois with a BS in Environmental Sciences and a minor in Education. Following<br />

graduation, she worked for the Department of Energy as an environmental specialist, and for the<br />

American Biofuels Association/Terra Plex, Inc. as an Assistant Director and Editorial Director.<br />

Immediately prior to starting SESI, she served as director for the Alternative Fuels Division of<br />

Information Resources, Inc. as well as its National Alternative Fuels Project Hotline Manager. Ms.<br />

Hamilton has served on the following boards, including Chairing the <strong>Greater</strong> <strong>Washington</strong> <strong>Region</strong><br />

<strong>Clean</strong> <strong>Cities</strong> <strong>Coalition</strong>, Secretary for the <strong>Washington</strong> DC section of the Society of Automotive<br />

event planning services and products to consumers. With nearly twenty-five years of experience<br />

in the event planning and association management industry, Ms. Harden has become noteworthy<br />

for her abilities, creativity, and keen attention to detail. She is well able to handle multiple tasks,<br />

refer her clients to reputable vendors, develop and comply within specified budgets, and provide<br />

money saving tips while maintaining a high level of professionalism.<br />

Ms. Harden, a Business Administration major at Villa Julie College (now known as Stevenson<br />

University) and a graduate of Women Entrepreneurs of Baltimore (WEB) has been afforded<br />

Maureen Holman has over 25 years of experience in emerging issues affecting sustainability,<br />

resiliency, climate change and environmental, health & safety compliance. She is a thoughtful<br />

leader providing guidance and coordination for planning and implementing vital policies and<br />

procedures that promote resiliency, reliability, and safety within DC Water’s operations. Ms.<br />

Holman also supports the development and implementation of an innovative multi-million dollar<br />

capital improvement program, including numerous energy and natural resource conservation<br />

projects and land use initiatives. Recent highlights of her efforts include the Award-winning LEED<br />

Platinum DC Water Headquarters building along the Anacostia River and the Brentwood Reservoir<br />

Community Solar Project. <strong>The</strong> nationally recognized solar project generates revenue for DC<br />

Water while providing free green power to over 500 low-income households under the DC Solar<br />

for All program.<br />

Ms. Holman is a sought-after speaker on topics of sustainability, resiliency, land use and climate<br />

change, frequently presenting to a variety of stakeholders from regional to international<br />

audiences. Prior to joining DC Water, Maureen served as interim director of the District<br />

Department of Energy and the Environment and as an analyst in the DC Office of the City<br />

Administrator. She has also worked as an animal keeper and educator at the Academy of Natural<br />

Sciences in Philadelphia. Ms. Holman holds a bachelor’s degree in environmental studies from the<br />

University of Southern California, a juris doctorate from the University of Georgia School of Law,<br />

and a graduate environmental ethics certificate from the UGA College of Environment and<br />

Entering the transportation industry in 2015 as a Director of Sales Marketing for a dealer in Upstate<br />

NY, he had the opportunity to join the Lion Electric Company as a Sales Manager for the Northeast<br />

and Mid-Atlantic regions in 2019. Once he joined Lion, Kevin became a passionate advocate for<br />

the benefits of electric transportation, specifically school buses. Continuing his growth in electric<br />

transportation he joined Nuvvee and further expanded his EV knowledge base by advocating<br />

infrastructure deployments. Just prior to joining First Consulting, Kevin was the EV Sales Manager<br />

for one of the largest Blue Bird dealers in the country. During his time with Bird Bus Sales, he<br />

helped expand the EV product offerings with the addition of light and medium duty trucks. This<br />

well rounded EV background, combined with his strong belief in the myriad of benefits electric<br />

school buses bring, make him a valuable resource for schools, or school transportation companies<br />

Jim Kuiper is a Principal Geospatial Engineer at Argonne Laboratory. He is the technical<br />

coordinator for the Energy Zones Mapping Tool, and the Geospatial Energy Mapper. Jim’s<br />

extensive experience covers capabilities in Geographic information systems, including technical<br />

coordination and development of web-based mapping applications with analytical and modeling<br />

capabilities; planning and leadership of geospatial projects; development of geospatial models,<br />

analysis methods, and databases; coding of analytical functions; statistical analysis; application of<br />

these skills to energy corridor and energy zone planning, electrical vehicle charging station location<br />

modeling, equity analysis, climate change, environmental impact assessment, environmental risk,<br />

and emergency planning. <strong>The</strong> Argonne Director’s Award winner has a M.S. in Biometrics, and<br />

Certificate of Remote Sensing from the University of Michigan.<br />

Mr. Kumar is the Founder & CEO of Chargerzilla, with a mission to promote the adoption of Electric<br />

Vehicles (EVs) and reduce carbon emissions by increasing the number of reliable EV charging<br />

stations accessible to users. Chargerzilla is achieving this by building a community-based peer-topeer<br />

EV charging network, which enables home and property owners to share their EV charging<br />

facilities through a SaaS based platform.<br />

Chargerzilla’s innovative approach aims to address the challenges facing the EV industry, such as<br />

range anxiety and insufficient charging infrastructure, while also creating income and business<br />

opportunities for communities, particularly in remote villages. By empowering individuals to share<br />

their EV charging facilities, Chargerzilla is facilitating the growth of a sustainable and<br />

Deron Lovaas has worked on state and federal transportation policy for almost 3 decades. He<br />

currently holds the environment and sustainable portfolio at the Maryland Department of<br />

Transportation. He worked for more than 20 years at the Natural Resources Defense Council<br />

before joining MDOT, leading initiatives and projects focused on transportation, utility, housing,<br />

and clean vehicles policy. Before that he worked with other nonprofit advocacy groups as well<br />

as with the Maryland Department of the Environment. Deron graduated from the University of<br />

Virginia.<br />

and service-disabled Veteran owned small business. Mr.MacDonald is a charter member of the<br />

Federal <strong>Clean</strong> <strong>Cities</strong> Program and a charter member of the <strong>GWRCCC</strong> Board of Directors. Mr.<br />

MacDonald served as Chair of D.C. NAFA’s first fleet-industry seminars on implementing<br />

Alternative Fueled Vehicle Legislation during early 1990’s. Mr. MacDonald served as a Military<br />

Policeman at the end of the Vietnam-era and studied football and business administration at<br />

Antoine Maurice Thompson is a native of Buffalo, New York. He graduated from Buffalo Public<br />

Schools #61, #60, and Bennett High School. A graduate of SUNY Brockport with a dual bachelors’<br />

degree in History and African and Afro-American Studies, Thompson also studied at the University<br />

of Ghana in Ghana, West Africa. Antoine is the recipient of an Honorary Doctorate of Laws<br />

Degree from Medaille College. He is a graduate of the 2001 Class of Leadership Buffalo.<br />

Antoine M. Thompson is a nationally recognized leader for environmental justice, green business,<br />

housing, diversity and urban policy. Antoine is the Executive Director of the <strong>Greater</strong> <strong>Washington</strong><br />

<strong>Region</strong> <strong>Clean</strong> <strong>Cities</strong> <strong>Coalition</strong> (<strong>GWRCCC</strong>), a public-private partnership that promotes the use of<br />

clean, American transportation fuels for homeland security, improved air quality, environment<br />

justice, diversity and inclusion.<br />

He is the former Executive Director of the National Association of Real Estate Brokers (NAREB) the<br />

oldest organization of African-American real estate professionals in the United States. Antoine led<br />

efforts to increase advocacy on Capitol Hill on closing the racial wealth gap through increasing<br />

the rate of Black homeownership.<br />

He had a significant public service career in his hometown of Buffalo, New York. His positions<br />

have included election to Buffalo Common Council where he authored the Buffalo’s Fair Housing<br />

Law, the Minority and Women Business Enterprise Inclusion Law and secured over $75 million for<br />

community development projects. He was elected to the New York State Senate in 2006 and<br />

2008 and served as the Senate Deputy Majority Whip and the first African-American to Chair the<br />

Senate Standing Committee on Environmental Conservation and Co-Chair of the Senate Minority<br />

and Woman Business Enterprise Task Force. He authored the NYS MWBE Mentor/Protégé Law. He<br />

was key architect of the Green Jobs/Green New York law.<br />

Antoine is a partner in Creative PMO Solutions. He is also a licensed real estate agent in New York<br />

State. Antoine is married to Tracey Thompson, and the father of Deja L. Thompson and Joseph A.<br />

Thompson. He is a member of First Baptist Church of Glenarden in Upper Marlboro, Maryland.<br />

Antoine is a Silver Life Member of the NAACP, and a longtime member of Alpha Phi Alpha<br />

Jason Nordt is a 14-year employee with the DC Department of Public Works Fleet<br />

Management Administration, starting with the agency in 2009 after graduating from Bowie State<br />

University. Since then, he has had multiple opportunities that have allowed him to advance his career.<br />

He is currently the Fuel Management Officer for the Department of Public Works Fleet Management<br />

Administration. He has a background in fuel infrastructure, stormwater compliance, data analysis, realtime<br />

reporting, vehicle technology, vendor relations, contract management, and customer service. Our<br />

mission is to follow federal and local initiatives to advance alternative fuel usage, electrification, and<br />

modernization. He has actively participated in increasing alternative fuel usage and electrification at<br />

DPW, managing the B100 Pilot Project and the District of Columbia Fleet Electric Vehicle Charging<br />

Station Program. I also oversee the 12 District-owned fuel stations and mobile tankers that support<br />

over 6,000 municipal assets in the District of Columbia. <strong>The</strong>se assets include refuse trucks, generators,<br />

frontend loaders, 6-wheel dumps, wrecker trucks, mobile command units, and sedans.<br />

At DPW FMA, they strive to lead the way for a cleaner environment and reduce greenhouse gas<br />

emissions to improve living conditions for citizens here in the District of Columbia.<br />

He is an active member of the NAFA Fleet Management Association and the American Public Works<br />

volatile pricing, or other solutions that are not yet commercially available for HD trucks, Amazon is<br />

Sheetz, Inc. is a corporate leader in the region and should be recognized for their organization's<br />

efforts with alternative fuels, clean energy, clean transportation, and environmental stewardship. As<br />

they expand and upgrade retail locations, they include blender pumps to offer higher blends of<br />

ethanol and biodiesel when possible. <strong>The</strong>y promote these alternative fuels, advertise events to<br />

promote alternative fuels and educate consumers. In Maryland, offering the lower price took extra<br />

effort due to current regulatory hurdles.<br />

Sheetz has more than 650 store locations across six different states, and more than half of these<br />

sites offer higher blends. Mr. Jadlocki spent the past twenty four years working for the same<br />

privately owned convenience store chain working his way from a cashier to a Corporate Intern to a<br />

full time employee within the IT Department where he honed his skills for sixteen years to become a<br />

Business Analyst. His latest role has him scheduling Petroleum Products along various Pipelines as<br />

well as handling Ethanol logistics via Trucks/Rail. He also work closely with various business partners<br />

throughout the Petroleum industry.<br />

Mr. Walker leads the office of sustainability for the BSU. He is credited with creating the Student<br />

Green Ambassadors organization, drafting the BSU Climate Action Plan 2020 and coordinating<br />

the world’s first known solar-powered bus station that charges mobile devices on the BSU<br />

campus. In 2021, Mr. Walker was appointed by the Maryland secretary of the environment as a<br />

member of the Education, Communications and Outreach (ECO) Workgroup of the Maryland<br />

Commission on Climate Change. He is now co-chair of the workgroup.<br />

Jill Hamilton founded Sustainable Energy Strategies, Inc. in 1997. For more than 20 years, she has<br />

provided this industry with direction on fundraising, public awareness, event coordination and<br />

more. As President of SESI, Ms. Hamilton leverages alternative fuels industry funds with public and<br />

private resources, as well as initiates, writes and manages federal grant programs for clients. She<br />

provides business plans, project management and technical support for biofuel infrastructure<br />

development, including market research, fleet analysis, equipment assessment, and fleet and<br />

retailer liaison efforts. Ms. Hamilton also coordinates public outreach activities to promote<br />

awareness of biofuel transportation technologies, authors alternative fuel articles, presentations<br />

and speeches, manages media and event coordination for clients and prepares alternative fuel<br />

marketing strategies. During her Presidency at SESI, she has worked with the National Biodiesel<br />

Board, National Biodiesel Foundation, Maryland Grain Producers, Renewable Fuels Association,<br />

National Ethanol Governor's Association, Propane Education Research Council, <strong>Clean</strong> Vehicle<br />

Education Foundation, various clean cities coalitions and federal agencies such as the US<br />

Department of Energy.<br />

Ms. Hamilton attended the University of Missouri and graduated with honors from Principia<br />

College in Elsah, Illinois with a BS in Environmental Sciences and a minor in Education. Following<br />

graduation, she worked for the Department of Energy as an environmental specialist, and for the<br />

American Biofuels Association/Terra Plex, Inc. as an Assistant Director and Editorial Director.<br />

Immediately prior to starting SESI, she served as director for the Alternative Fuels Division of<br />

Information Resources, Inc. as well as its National Alternative Fuels Project Hotline Manager. Ms.<br />

Hamilton has served on the following boards, including Chairing the <strong>Greater</strong> <strong>Washington</strong> <strong>Region</strong><br />

Ron has over 35 years of experience in the fleet/transportation industry with vehicles using gas, diesel<br />

and, most recently, electric. He has managed fleets for private industries, utility companies, and<br />

government municipalities. Ron has overseen fleets in sizes of 20 vehicles, to fleets with over 2500<br />

vehicles. Edwards began his career as a technician working in a large garage so he knows firsthand<br />

how bad a vehicle can produce pollutants, especially if the vehicle is not mechanically sound. His<br />

current position is with Fairfax County Public Schools (FCPS) Fleet Coordinator within the FCPS Office<br />

Transportation Services (OTS). His job is to oversee the entire fleet of 1,625 school buses and 850 nonbus<br />

support vehicles it takes to keep their very large school division’s program moving and getting all<br />

students safely to and from school.. FCPS is committed to transitioning all 1,625 school buses and 850<br />

non-buses to electric vehicles by 2035. One of the main responsibilities is to oversee this transition<br />

process.<br />

Ron cares deeply about our environment, public safety, and health, and his position at FCPS fits his<br />

personal and professional aspirations to improve our environment greatly, and he and his team at OTS<br />

remains extremely excited and committed to the school’s division’s ambitious electric vehicle transition<br />

initiative. <strong>The</strong>y continually attend EV training classes, coordinate, and attend training for both drivers<br />

and technicians, and attend as many in-like events as possible to not only sty up-to-date with all the EV<br />

technology, but also to educate the public on electric buses and their infrastructure while conveying our<br />

enthusiasm and excitement to our local community. We believe that FCP’s Office of Transportation<br />

Services’ experience and passion in this field will ensure the successful transition of our fleet to total<br />

electrification, and we are excited to partner with the EPA to help make this happen.

Profile<br />

William is a nationally recognized leader in energy policy, grid modernization and climate change. In 2015,<br />

he was first recognized by Association of Energy Service Professionals (AESP) as the “One to Watch” for his<br />

contribution related to energy efficiency and sustainability. William was awarded Modern Day Technology<br />

Leader at the 2017 Black Engineer of the Year <strong>Awards</strong>. As recent as 2021, William was recognized by<br />

Environment + Energy as the Nation’s Top 100 Leaders, for his work related to decarbonization and<br />

electrification transportation.<br />

In his current role as Director of Governmental and External Affairs, William is responsible for engaging in<br />

stakeholder relations with state and local officials, community leaders and businesses, consumer and<br />

nonprofit organizations within the Pepco Maryland region. Advocating, shaping policy and managing issues<br />

to deliver value to our customers and key stakeholders. In 2020, William was appointed to the Prince<br />

George’s County Climate Action Commission. He was instrumental in the County’s plan to reduce GHG<br />

emissions by 50% by 2030 and achieve carbon neutrality by 2050.<br />

His previous role as Senior Portfolio Manager of Energy Efficiency, William was responsible for developing<br />

and implementing the strategic vision for increasing Demand Side Management programs across Atlantic<br />

City Electric, Delmarva Power and Pepco for over two million customers. Work included increasing<br />

adoption of behind the meter technology and programs to help customers better manage their energy<br />

usage, while leveraging these assets to maximize grid utilization.<br />

William has been with Exelon for over two decades, leading numerous engineering and customer<br />

organizations across the company. He was a member of Pepco Holdings’ first Engineering Intern class in<br />

2001. William is enthusiastic in the fight for climate justice and racial equity and is a member of<br />

Pepco’s/Exelon’s Racial Equity Taskforce.<br />

Civic Involvement<br />

William Ellis is a 5th generation <strong>Washington</strong>ian and a past Elected Official in <strong>Washington</strong> D.C. serving in<br />

the capacity as an Advisory Neighborhood Commissioner. William currently sits on the boards for<br />

Montgomery County Chamber of Commerce, Leadership Montgomery and Northeast Energy Efficiency<br />

Partnerships. He has held previous board positions at <strong>Clean</strong> Air Partners (Chair), Alumni Governors of<br />

Catholic University of America and Association of Energy Service Professionals (Treasurer). He is also a<br />

current member of the Maryland <strong>Clean</strong> Energy Center Board Advisory Council.<br />

Tim Fitzgerald, Fleet Administrator<br />

Department of Public Works - DC Water<br />

Tim Fitzgerald is the Fleet Management Administrator for the Department of Public Works - District of<br />

Columbia Water and Sewer Authority (DC Water). In this post, Mr. Fitzgerald oversees procurement,<br />

maintenance and repair for all DC Water vehicles and related equipment. He manages fleet functions and<br />

the distribution of vehicular equipment to support all DC Water operations. Mr. Fitzgerald is currently<br />

responsible for 575 vehicles and trucks in addition to more than 1,300 pieces of utility equipment at DC<br />

Water. He has a deep appreciation for an environmentally friendly fleet as well as the use and integration<br />

of alternative fuels, vehicles and advanced technologies into the fleet.<br />

Mr. Fitzgerald was previously the Manager of Fleet Operations for DC Water, a role in which he developed<br />

standards and vehicle operating policies, prepared annual budgets and periodic reports on operating costs,<br />

purchased or leased vehicles and equipment, and managed maintenance, repair, replacement, and<br />

disposal of vehicles. He managed 26 staff members and directed fleet-related risk management training,<br />

such as safety and accident prevention programs.<br />

Prior to coming to DC Water, Mr. Fitzgerald was President of Future-LLC, as Chief of Operations, managing<br />

the quad model of Facilities, Fleet/Utilities, Transportation and Construction for commercial and government<br />

offerings. He has 20 years of experience in IT and management ,and nearly as many years in fleet service.<br />

In 2014 and 2021, he received the Most Visionary Professional (MVP) award from the <strong>Clean</strong> <strong>Cities</strong> <strong>Coalition</strong>,<br />

in 2018 the Intelligent Utility Vehicle award from STEM – NASA.<br />

Mr. Fitzgerald is studying Computer Science at Prince George's Community College. Tim is a native<br />

other governmental agencies and the private sector. She graduated from Wilmington University with<br />

dual master’s degrees in public administration and Healthcare Administration. Ms. Hackett has held<br />

management roles with the Red Rose Transit Authority in Lancaster, PA, and Sunline Transit Agency in<br />

Thousand Palms, CA. She currently serves as a board member with the Transportation Association of<br />

Lyft<br />

In <strong>2023</strong>, Lyft launched a new model of e-bike in the DMV.<br />

More than 700 of the new grey electric bikes will be available in the DC and 150 in Fairfax and<br />

Arlington counties . <strong>The</strong>y’re the second generation of e-bike from Motivate, the company owned by<br />

Lyft that operates D.C.’s bike share system.<br />

<strong>The</strong> new grey bikes are slightly heavier but include a larger battery with a 60-mile range, which<br />

means fewer battery swaps are needed. <strong>The</strong>y’re also more visible at night with reflective paint, a<br />

headlight pointed at the road, and an oval ambient colored beacon that also makes riders more<br />

visible to others.<br />

New sensors can report problems with the brakes, batteries, and lock back to maintenance<br />

workers wirelessly. An LED screen and speaker will help give riders instructions for unlocking,<br />

parking, and more. <strong>The</strong> e-bikes can be parked in CaBi docks or locked to racks or light poles, just<br />

like the old black e-bike models.<br />

<strong>The</strong>y top out at 20 mph, which is a speed-cap law in D.C. <strong>The</strong> bikes are pedal assist, meaning the<br />

motor will kick in as you pedal. Some other e-bikes use throttles or shifters to kick in that extra juice.<br />

E-bikes have grown in popularity both as privately-owned bikes and publicly shared options.<br />
